While Hotel Winters was still under construction, owner Michael Olivas turned to Samuel Maynard, who was then working to build the hotel, and told him he had a dream of a spa going into one of the hotel’s retail areas.

Later that evening Samuel shared the conversation with his wife Sheran. It only took her ten minutes to come back with a thought: “I can do that.”

Samuel agreed, and the family went on to design and build Zenterra Spa, which opened earlier this year, together.

Sheran has been interested in health, massage and physical fitness since she was a child. Now a licensed massage therapist, Sheran knew that she had the experience to open her

own spa, her way.

Samuel and Sheran believe that is what sets Zenterra Spa apart. They set out to create a space that reflects their values, which means using the highest quality products and protecting their mental health.

The couple recalls a walk they took in October of 2019, when they realized what it would take to open their business before the holidays.

Christmas season is often the busiest time of year for spas, so financially it would be in their best interest to open quickly. But they realized that it would take such a monumental amount of work in a very condensed timeline.

Lillge and Tuleyome hope that by hiking in the area and offering courses like this, Yolo County residents will garner a better appreciation and understanding of the habitats that they inhabit.

“It’s education about national monuments and public land and how important they are to, not just plants and animals, but to us as humans,” Lillge said. “Protecting the land and not getting toxic chemicals pushed into the water is so important. It’s really cool for us to go hike and see and an endangered species. When nature nerds like me go out and see one, it’s huge.

Alvin and Mahala Coffey and their family are recorded in the 1860. Their son Charles is their first child born free, in Shasta County California.

Francisco by steamer to the Panama Isthmus and traveled back to St. Louis, where Bassett not only took Coffey’s savings, but sold him for $1,000 to Mary Tindall — who also happens to own Coffey’s wife and family.

Coffey convinced his new owner in 1854 to allow him to travel back to California to earn enough to purchase freedom for himself ($1,000, and another $3,500 for his family). By July of 1856, Coffey had gained his emancipation and returned to Missouri for Mahala and their children.

Soon, they returned to settle in Tehama County where the rest of their children were born, this time in free.

Ora Fina, born in 1862 in Shasta, was the ninth and last child born to Alvin and Mahala.

Ora fina translates in English to “excellent gold,” Molson wrote in “The Road to Torturous Freedom.”

“It was a fitting name because the child was surely much appreciated,” according Molson. “His daughter’s name appears to (indicate) that the Gold Rush held a deeper meaning for the Coffey family than perhaps any other person who participated in that historical event.

“It was a fitting and an excellent end to slavery for Alvin Coffey, his wife, and his children,” Molson wrote. “Gold gave Alvin and his family a chance to determine their own fates and a chance 10

in Shasta County. Their three children, Nellie, Alvin and Green Berry Jr., were all born in Red Bluff, south of presentday Redding.

Green Berry and Lavinia filed for divorce in 1873. A year later, he married Mary Ann Dix, a part-Wintun Native American. The couple and his children eventually moved to Yolo County — by way of Sacramento — where nine children were born to them (although two died in infancy).

In the winter of 1890, the family homesteaded more than 160 acres on the Guinda Summit in Capay Valley.

By late 1898 the property was paid for and a house had been built in compliance with the Homestead Act. Three children followed his example — Alvin Alfred, Marie and Green Berry Jr., homesteading nearly 400 acres between them.

Land was important to the family as evidenced by son Alvin Alfred Logan’s ownership of 360 acres upon his death; land which is still owned by his descendants.

Driven by his entrepreneurial spirit, Alvin Alfred sailed to Western Africa in October 1903 where he set up shop in Monrovia, Liberia.

Liberia began as a settlement of the American Colonization Society who believed Black people would face better chances for freedom and prosperity in Africa than in the United States. More

than 15,000 freed and free-born Black people were relocated to the settlement between 1822 and the American Civil War. In Monrovia, Logan’s general store sold a variety of merchandise, stock that he had to watch closely since customers tried to steal items by hiding them in their mouths.

Eventually, yellow fever forced him to return to California the following summer on the ship Teutonic.

Molson has another familial branch with connections to Liberia. Charles Deputie, his wife Mary Ann (Molson) Deputie and their children emigrated to Liberia in 1853. Jeannette met descendants from that family at the 70th birthday of her fourth-cousin in Minnesota. They had fled Liberia during civil unrest in 1990 — with the assistance of a task force of U.S. military ships (one of which this author was aboard at the time). Molson continues to remain in touch with her cousin’s family to this day.

After returning from Africa, Alvin Alfred Logan Sr. continued to raise and influence his descendants with a focus on music and education.

He could be found playing the guitar or mandolin, accompanied by Booker on banjo, Aaron on guitar and Addie on piano. He would often read to his young children as they gathered around the pot-bellied stove, passing 12

on the importance of education. His example by serving as a trustee on the Guinda Summit District school board impressed upon his daughters to enter the teaching profession. Grace, Addie and Nellie would log almost 100 years of teaching experience between them.

Alvin raised his family in Guinda until their home burned in 1934. Then the Logans moved to Woodland, where the clan has remained.

s the dog days of summer drag on, locals in search of a reprieve may find one at beautiful Lake Berryessa, just a short ride from Winters down State Scenic Route 128.

More local than other get-away options such as Lake Tahoe, but no less endearing, Berryessa offers 165 miles of oak-lined shoreline, water temperatures that hover around 75 degrees during the summer, and a number of resort options.

“It’s close enough to every city around here that you can come up for a day trip, but you get away from the city, you get out in the wilderness a little bit,” said Amber Garcia, the assistant general manager at Pleasure Cove Marina.

Pleasure Cove — located on Wragg Canyon Road on the south-eastern tip of the lake — offers houseboat, small boat, and paddle craft rentals, as well as lakeside cabins, RV sites and camping.

“Whether you’re camping or staying in a cabin … you feel like you’re away from it all; you’re able to unplug,” Garcia told The Enterprise.

Markley Cove also offers lodging facilities, launch ramps, day-use 16

areas, and boat rentals. Oak Shores, Smittle Creek and Eticuera day-use areas are open, and tent camping facilities, RV camping and day-use areas at Steele Canyon, Spanish Flat and Putah Canyon Recreation Areas are available.

Pleasure Cove adheres to COVID-19 guidelines from Napa County.

According to Garcia, boats and cabins are regularly sanitized and 10 percent of tent camping has been removed to make room for social distancing.

must contain members of the same household, and group events are not permitted.

“Visitors should be aware that reservations are in extremely high demand, so they need to plan in advance,” Garcia said.

She recommends making weekend reservations at least six weeks in advance, and mid-week reservations at least one week before.

Six miles downstream from Lake Berryessa’s Monticello Dam, Putah Creek fills another smaller, yet bountiful body of water.

Lake Solano County Park is a “secret gem of a location,” Chris Drake said of the park, situated outside Winters on State Scenic Route 128.

A number of these enthusiasts volunteer as docents who lead guided tours, canoe trips and other outreach activities at Lake Solano.

Unfortunately, these programs have been put on hold (for the time being), “but the staff is very motivated to see them return when appropriate,” Drake said.

Non-motorized boats are permitted on the lake, which makes it perfect for canoes, kayaks and paddle boards.

Wildlife is abundant along Putah Creek, especially in the Lake Solano portion, Drake said. Despite reduced services, the park has been popular in recent months.

ernment Code was amended to require that every city and county adopt a scenic highway element as part of their general plans.

In Yolo County, the General Plan designates five routes as local scenic roadway, including State Route 128 from Winters to the Napa County line at Monticello Dam. In Yolo, a scenic roadway can include a road, bikeway, hiking, riding or walking trail that “traverses a scenic corridor, water feature, open space area or other interesting or unique areas, both urban and rural.”

At the state level, a Scenic Highway must actually be a highway.

Yolo’s 2030 General Plan outlines a goal to “Ensure that the rural character of the County is protected and enhanced, including the unique and distinct character of the unincorporated communities.” It already outlines mandates that encourage local landowners to manage their property in a way that contributes to the attractiveness of Yolo County, especially around scenic areas like State Route 128, without undermining the agricultural and industrial elements that make it great.

It regulates signage, architectural design, construction, landscaping, litter control, water quality and electrical power equipment around scenic roadways. For example, tree removal is discouraged, and visual intrusions are prohibited including junkyards and certain other types of unscreened outdoor storage.

When ultimately making the decision to designate — or not — State Route 128, Caltrans is looking for not just a “scenic protection corridor,” but an enforced corridor. A scenic corridor is considered to be the land surrounding a highway within a driver’s line-of-vision. Local leaders must actively protect the natural landscape in this corridor both in law and in practice. This can be as simple as a zoning ordinance.

This kind of partnership between local landowners and their local government, and in turn that local government with the state government, is exactly what lawmakers say they envisioned with the spirit of the Scenic Highway law: to encourage buy-in at the local level in order to protect California’s diminishing natural resources while at the same time increasing the value of those natural resources to Californians.

The 57-year-old legislation recognized then that a growing California would mean a growing number of highways and that scenic road-

he road to a Scenic Highway is a long one.

Just a year ago, Governor Newsom signed into law legislation that designated State Road 128 as eligible for the State Scenic Highway Program. By unanimous vote, on legislation introduced by former Winters mayor and current assemblymember Cecilia Aguiar-Curry, legislators added Highway 128 — roughly 140 miles of one and two-lane highway that starts in Yolo at the city limits of Winters and terminates at mile marker zero on Highway 1 — to a list of 31 others deemed worthy of the state’s highest recognition for roadways in their entirety.

The “Scenic Highway” honor was designed by legislators to boost tourism, civic pride and protect the landscape from development, all of which would be a boon to the cities and businesses on and along them. But until such a designation is made official, the opportunity is stalled along with over 100 stretches of road that may be “scenic highways” but not yet “Scenic Highways.”

The Scenic Highway Program was created by the State Legislature in 1963, whose lawmakers started with 25 highways in their entirety plus a handful of other stretches of highway.

Although there has been relatively little participation in the program over the last 60 years — there have been just six designations in the last 20 years — 41 routes now bear the official designation.

According to data released by Caltrans in 2019, only 28 percent of the roadways that have been listed as eligible have ended up becoming Scenic Highways. None of them span multiple counties.

“It takes a lot of coordination from the local side,” says Elbert Cox, Caltrans’ principal landscape architect for the Scenic Highway Program. “Getting people in agreement and getting that corridor protection program together is a very time-consuming process.”

What makes a highway “Scenic” and not just “scenic”? A Scenic Highway must “traverse an area of outstanding scenic beauty” and is defined by the breadth of the natural landscape that can be seen by its travelers, the quality of that landscape, and the extent to which land development fetters that enjoyment.

Only legislators can make that decision by enacting their opinion into law. And only transportation authorities can ensure it, looking for policies put in practice to limit visual intrusions to a max of 25 percent across the

scenic driving landscape.

Once eligible, a route can become part of the state scenic highway system provided it qualifies visually and five standards have been put in place. These standards are ensured by the Department of Transportation (Caltrans) through an iterative approval process with local authorities that focuses on a “corridor protection program” to shape land use.

The next step for 128 to become a Scenic Highway is that local officials — either as a group or county-by-county — must conduct an assessment of which stretches of roadway are eligible for official designation according to that max 25 percent visual intrusion rule.

They must then submit a “Resolution of Intent package” — which includes a letter from the local governing body, maps of the corridor and existing zoning, an overlay of development within that corridor, a narrative of 128’s scenic elements and a videotape — all sent to Caltrans via the local district office.

“It’s very exciting that the communities have come together,” says Aguiar-Curry, who authored the bill that made 128 eligible for official designation. “The supervisors were all on board.”

State Route 128 has segments in three Caltrans districts. It spans four counties: Yolo, Napa, Sonoma and Mendocino.

If a Caltrans committee approves a 128 package, in part or, perhaps less likely, in its entirety, a recommendation to designate the highway as scenic will be forwarded to the Caltrans Director, Toks Omishakin, who makes the final call.

“I would suspect that there might be some piecemealing done in each jurisdiction,” says Cox, the Caltrans official involved with the program. “Just based on my experience, it’s going to take a big effort to get all [four] counties on the same schedule.”

Sometimes the director will request additional information or clarification, but typically the director will officially designate the route per committee request. Once designated, Caltrans monitors the corridor at least every five years and may pull the designation if the corridor enforcement program has become ineffectual.

If the package is ultimately not approved, Caltrans says “it is not advisable to continue seeking official designation.”

Already at the local level, and per state requirement, Yolo has described in its General Plan “stringent” regulation of development, site planning and outdoor advertising along local scenic roadways. In 1971, California Gov-

There are currently no scenic highways that pass through Yolo County. The nearest scenic highways are a 12 mile stretch of Route 12 between Sonoma and Santa Rosa, designated in 1974, and the long-stretching Route 160 between Antioch and Sacramento, designated in 1969.

According to the Caltrans landscape architect, the official designation for eligible multi-county roadways has historically happened in piecemeal, county-by-county. In fact, there are no Scenic Highways that substantially traverse multiple counties.

To date, no “Resolution of Intent package” has been submitted for any part of Highway 128, nor has any local agency started to engage in the iterative application process.

In the end, there’s no special funding, immediate tourism windfall, or accolade that comes with a “scenic highway” becoming a “Scenic Highway.” Just gets the signs, emblazoned with a poppy.

So how does one tell the difference between a Scenic Highway 128 and State Road 128, the scenic highway it is today? When those iconic orange poppies are the only telltale signs of civilization.

BBQuest Outside of chains like Dickey’s, it can be surprisingly difficult to find good BBQ in Yolo County. Rustic BBQ at The Commons Farm Kitchen & Bar is one good spot to find Santa Maria style burgers and you’ll see plenty of country road on the way out to Guinda in Western Yolo. If you prefer freeways, Back Forty Texas BBQ in Single Springs is another hidden gem and located just off Highway 50.

Turtle, where?

The drive on State Road 128 out of Winters is almost otherworldly as you meet a natural landscape that dominates the view of everything except a 304’ tall dam at the county line. Continue on to Turtle Rock Bar & Café, located conveniently in the middle-of-nowhere, you enter another world for a second time. An affable staff and hole-in-the-wall vibe means you’ll enjoy the experience — even if the menu largely consists of one

item, eggrolls.

Shop Localish Online shopping is convenient, but certain things need to be seen in person. For offline shopping, the Vacaville Premium Outlets is a worthy daytrip. A quick car trip to Vacaville leaves plenty of gas and time to look around. If you’re not going to shop local, at least shop smart: from sportswear like Nike and Adidas, to fashion brands like Cole Haan, Polo Ralph Lauren and Kate Spade, it’s all in one place in Vacaville at the Premium Outlets.

Sweet Sixteen In January, Cache Creek Casino launched a new bus service with a dozen daily stops in places like Vacaville and Fairfield. But with no stops in Yolo, it’s up to us to make the haul to Brooks for an afternoon of adult fun. A seasoned daytripper might stop at Road Trip Bar & Grill in Capay on the way. Another option is The Ravine on Sixteen, a newcomer to Highway 16 in Esparto. Good food, ample portions and a sports bar swagger make this a fantastic whistlestop on a Cache Creek junket. Try the Reuben, it’s delicious.

“A vital part of the all-encompassing effort which the State must take to protect and enhance California’s beauty, amenity and quality of life,” reads the forward-looking 1963 bill.

The state’s vision for the highway program was not just to encourage tourism and enhance land values, but meanwhile, enhance citizen pride in their communities and commit communities to preserve the value of their natural landscape. Goals planned in Yolo include protecting trees and other unique flora, landforms and other unique features, views and vistas, as well as historic structures, bridges, buildings and signs
