Winters JUSD will not require COVID vaccine for students in fall By Crystal Apilado Editor-in-Chief Winters Joint Unified School District issued an announcement to families on Monday confirming they will not require students to get the COVID-19 vaccination in order to attend school in the fall. In October 2021, Gov. Gavin Newsom announced that all California students would need to receive the COVID-19 vaccine pending FDA approval of the vaccine for ages five and up. In Winters — and statewide — the

move sparked a movement led by families who opposed the vaccine mandate and said they wanted to have the choice over whether their children receive the vaccine. On April 14, the California Department of Public Health (CDPH) issued a statement that the state will not initiate the regulatory process for the COVID-19 vaccine requirement for the 2022-23 school year to allow for a sufficient timeframe for a successful implementation

of it. Any vaccine requirements would not take effect until after a full FDA approval and no sooner than July 1, 2023. “The federal Food and Drug Administration (FDA) has not yet fully approved COVID-19 vaccines for individuals of all ages within the 7–12 grade span. The State of California announced last October that full approval by the FDA was a precondition to initiating the rulemaking process to add the COVID-19 vaccine to other vaccinations required

Council discusses LDS subdivision in-lieu fees, affordable housing By Brandon McCapes Express Correspondent

The Winters City Council discussed socalled inclusionary housing in the context of the LDS subdivision at its April 19 meeting. The City of Winters requires through its inclusionary housing ordinance that developers either build a certain number of affordable units to be sold below market rate, or else pay an in-

lieu fee. At the April 19 meeting, the council was asked to approve an inclusionary housing plan with the developer of the LDS subdivision, which resulted in some debate between council members and the city manager regarding the nature of in-lieu fees. The LDS subdivision, approved in 2019, will subdivide a 3.29-acre parcel into 18 single-family homes, with the expectation that smaller lot sizes will result in decreased market-rate prices. However, the developer is still required

to build affordable housing units, which are accessible to persons only in certain income ranges. The developer is building one moderate-income home, and paying $82,000 in in-lieu fees to make up for not building the entirety of the required units. The council ultimately approved the plan, which involved splitting the in-lieu fee payments into two installments of $41,000, however, Councilmembers Pierre Neu and Jesse Loren questioned whether the in-lieu

Youth amp it up for Youth Day By Express staff The community welcomed back the 84th Winters Youth Day parade and festivities on Saturday after a two-year hiatus. From the return of the Duck Derby and Grand Opening activities on Friday, to the Rotary Pancake Breakfast, parades, park festivities, and the return of the Alumni baseball game on Saturday. Council reallocates OES grant funding for community center By Brandon McCapes Express Correspondent The Winters City Council reallocated funds from the senior center to the community center at its April 19 meeting. The City of Winters recently obtained two California Governor’s Office of Emergency Services (OES) grants to the total of $180,000 to in grants for back up generators at the Senior Center and Community Center. In a discussion item, council members voted to reassign the grant funds, which can only be used for specific purposes, to the community cen-

ter alone, as the senior center project is not far enough along for the projects to be completed prior to the expiration of the grant funds in November and December next year. Additionally, City Manager Kathleen Salguero Trepa assured council members that when the Senior Center is far enough along to install a back up generator, there are several funding options available to the city to make the install, including pulling from the Park Development Impact Fee Fund, as well as other sources, should the $4.2 million grant
