Council updates vacation rental application, sets fees

Rural Winters parolee housing proposal causes uproar By Rick von Geldern Express staff writer Tensions ran high at the Feb. 17 Solano County Planning Commission meeting where members of the public addressed the commission to express their objections to the prospect of placing a transitional reentry halfway house for parolees on Freedom Lane in rural Winters. Resolution 2022-16 was presented and unanimously adopted at the Feb. 15 council meeting setting planning fees and updates by establishing a vacation rental application fee of $520 and an annual renewal fee of $152. In 2019, the Winters City Council adopted Ordinance 2019-02,

which updated the municipal code and established a vacation rental ordinance; however, the ordinance apparently did not establish the permit process. Senior Planner, Kurt Skierski, explained the likely expectation in 2019 was that it would fall under and require a conditional use permit (CUP). City staff determined that shortterm vacation rentals, where a single-family residence is rented out for a period of 30 days or less, calls for a different permit application process than that required for

a CUP. Short-term vacation rentals require onsite inspection for smoke and CO 2 detectors, fire extinguishers, visible street address numbers, openable bedroom window for means of egress and functioning utilities and cooking appliances. Last November, an event that occurred in a residential neighborhood — when a vacation rental advertised on Airbnb for $285 per night — was the location of an incident that resulted in a police response.

Winters HAC supports throughout pandemic By Jesse Loren Special to the Express

The Winters Hispanic Advisory Committee, (HAC) met on Feb. 7 and reviewed their accomplishments for the 2021 year, which included many milestones — including that 2021 was their

15th year of service to the community. In 2021, several members worked directly with families in need in Winters and collaborated with YIIN (Yolo Interfaith Immigration Network) to create ApoYolo Winters. Through their work, 15 community members were able to stay in their homes. The HAC also completed the formation of their several-year-long-pursuit of creating a 501(c)3

called Winters Community Corazón — which will fundraise and be the planning committee for Festival de la Comunidad. HAC also supported the Winters Senior Commission on Aging by assisting in funding their Senior Guide publication. Late in the year, HAC decorated the downtown for Dia de Los Muertos and assisted Winters Healthcare Foundation in one of their vaccine clinics

HAC meets the first Monday of the month, with some exception, and the next meeting on March 7 will have a presentation on services provided by RISE, Inc. HAC meetings are held in person or via Zoom with announcements for HAC meetings now being hosted on the City of Winters website on the Boards and Commissions page. The planned dates of meetings are as follows: March 7, April 4, May 2, June 6, July 6, Aug 1, Sept. 5, Oct. 3, Nov. 7 and Dec. 5. Last week the Winters Youth Day committee officially announced the in-person return of the annual celebration for April 30. The Youth Day event has been postponed since the last celebration occured in 2019. Committee members are looking for new volunteers to help take on specific planning projects, as well as volunteers to help with specific tasks for the day of. Danny and Stephanie (Carbahal) Adamo of Winters announce the birth of their son, Brady John Adamo. Brady arrived at 1:14 a.m. on Dec. 31, 2021 at Sutter Davis Hospital. He weighed 6 pounds, 1 ounce and measured 19.25 inches at birth. He joins big brother, Lane Adamo (2.5 years old), who is very proud of the family’s newest addition. McMasters-Stone said the DJ they generally used is not available on April 30. The Youth Day volunteer form is availalbe on the Youth Day website (wintersyouthday. com). The next Youth Day committee meeting is scheduled for Wednesday, March 2 at 6 p.m.
