School board appoints new Trustee, CBO

Winters hosting free COVID testing on Fridays By Crystal Apilado Editor-in-Chief Opportunities to test for COVID-19 are available in Winters every Friday. The Winters Community Center (201 Railroad Ave.) has been added as a coronavirus testing location for Yolo County Residents. The free testing opportunity runs from 7 a.m. to 7 p.m. on Fridays. The Winters location is run by the State’s OptumServe testing. The opportunity is free and open to all California residents, regardless of documentation status. All ages are accepted. While it is not required to make an appointment, residents are encouraged to schedule one to help the process move swiftly. Yolo County residents can schedule an

appointment at any of the three OptumServe locations in West Sacramento, Woodland and Winters by calling 888-634-1123 or visiting https://lhi.care/ covidtesting. If residents do not have health insurance, the cost of the test will be covered by the state. Those with insurance will have their providers billed with no out-of-pocket cost. Residents must wear a face covering and practice physical distancing at the testing sites. None of the sites are a drive-thru opportunity, and residents will need to park their car and walk to the testing building. Yolo Pharmacy moving to Winters By Edward Booth Express staff writer Yolo Pharmacy will soon be moving from Woodland to downtown Winters, taking up residence in the former Winters Healthcare office at 23 E Main St. Haruna “Harry” Madaki, owner and head pharmacist, said the new Winters pharmacy will likely be open by the first week of April. Currently, he’s

working to put shelves up, paint and renovate the place so it’s ready to become a pharmacy. Winters hasn’t had a pharmacy since October, when Eagle Drug closed down after 32 years of serving the Winters community. The Board of Trustees approved a candidate to fill the vacant Trustee Area 4 seat and a new Chief Business Officer at a special meeting on Thursday, Jan. 28. Candi Ochoa was unanimously approved to fill the vacancy on the Winters Joint Unified School District school board. As the lone applicant, she alone went through an interview process with Trustees. She told them she believed she would bring a variety of perspectives to the Winters school district. Ochoa is a graduate from the Winters High School Class of 2000 and is a product of the Winters JUSD school district. Not only has she worked as an educator herself for 14 years, but she also is a parent who has two children currently at Winters schools. Trustee Joedy Michael said he would have liked to have seen as much excitement in filling the seat as the November 2020 election, but was pleased with placing Ochoa as a new Trustee. He noted she was a good addition to the school board not only as a compassionate parent but also an experienced teacher

Electric outage shuts down multiple local businesses By Rick von Geldern Express staff writer A major winter storm slammed into northern California late last Tuesday night causing power outages in Yolo County to thousands of Pacific Gas & Electric customers, and impacting many Winters businesses and residents. Power was restored to most of Winters shortly after 7 a.m. on Wednesday. However, a cluster of over 100 businesses and homes between Grant Avenue and Main Street, along Railroad Avenue remained without electricity until Friday night. PG&E crews

worked to repair downed lines and restore services, but heavy winds, the vast number of outages and the effects of an atmospheric river storm hampered those efforts. The National Weather Bureau reports the storm delivered 3.56 inches of precipitation total to Winters. The effects of the power outage caused frustration, but also revealed community resilience and unity. Lester Farms Bakery Manager Jessica Carrion said she received a call at 4 a.m. on Wednesday morning from an employee who had arrived to begin the day’s baking but found the power was out.

Yolo County now administering COVID vaccinations for those 75 and up By Anne Ternus-Bellamy McNaughton Media Yolo County officially moved into the next phase of the COVID-19 vaccination schedule this week and began vaccinating residents ages 75 and up on Tuesday. Older county residents insured through multi-county healthcare systems like Sutter Health and Kaiser Permanente began receiving first doses of the vaccine sever-
