Joshua Douglas Muller, 30, pleaded no contest last Thursday to vehicular manslaughter while intoxicated, Deputy District Attorney Frits van der Hoek said Monday. He is expected to be sentenced Aug. 5 to probation and 120 days in county jail. Staff Writer Friday, June 26 marked the end of a 19-year career for officer Creig Urquhart of the Winters Police Department. As Urquhart reports for retirement duty, he also reflects on almost two decades of service. As long as he can remember, criminal justice has always been a part of Urquhart’s life. His father was a lawyer and he had aspirations of entering law enforcement at a young age. Life, however, doesn’t always provide a straight path. “I did six years in the Air Force Reserve,” said Urquhart. “After that I got married, had my first kid and went into commercial trucking. Then I got into the academy at 35.” Since beginning in
Yolo officials investigating 26 potential COVID-19 outbreak locations By Anne Ternus-Bellamy McNaughton Media Yolo County is currently investigating possible COVID-19 outbreaks at 26 different locations, including three religious institutions and 16 worksites, the county’s public health director said Tuesday. Eight of those locations are in Davis — including one associated with athletic activities at UC Davis — and nine in Woodland, while five are in West Sacramento and four in Winters or the unincorporated areas of the county, according to public health director Brian Vaughn. Vaughn did not disclose the identities of any of the locations as all investigations are ongoing
and outbreaks not yet confirmed. But they include a retail establishment, a restaurant, two schools, a childcare facility, two manufacturers and five food-packaging worksites. Additionally, possible outbreaks are being investigated at three longterm care or skilled nursing facilities in the county. “Twenty six active investigations … is an unheard of number for us,” said Vaughn. The investigations have arisen from efforts to trace the contacts of individual cases confirmed by the county in the last couple of weeks — a total of 243 over the last 14 days. The largest driver of new cases, Vaughn said, continues to be household gatherings.

Those social and family interactions involving multiple households are responsible for a third of cases reported between June 15 and June 28. But the new cases arising from those gatherings, Vaughn said, “are now spilling out into other places.” “There’s linkages to workplace exposures, to other close contacts that aren’t in the households,” he said. “So it’s spreading out there (in the community) as more and more people have the virus and they’re going out and going about either their work or other activities.” In his presentation to the Board of Supervisors on Tuesday, Vaughn described one current case he said is

By Rodney Orosco Staff Writer When Yolo County Public Health Officer Dr. Ron Chapman announced his retirement in May, his deputy, Dr. Mary Ann Limbos, was named as the interim Public Health Officer. The Yolo County Health & Human Services Agency Director said she is looking to replace Limbos—and the interim Health Officer has not even started her job yet. Karen Larsen, the Yolo County Health & Human Services Agency Director, explained in an email to the Express that she had contacted several candidates to take over as the new interim Public Health Officer, meanwhile also seeking a permanent Public Health Officer.
Until a new interim is found, Limbos, whose first day on the job is July 1, will continue as interim Public Health Officer. “I have spoken to local people as well as people from throughout the rest of the state [about the interim position],” Larsen said. Larsen said public frustration and anger resulting from measures to stop the spread of the COVID-19 virus played a role in Limbos wanting to stay out of the spotlight and remain in her role as deputy. “The Health Officer title has brought with it alarming political pressure and, in some cases, death threats from the public,” Larsen said. “Even the most dedicated public servants don’t generally sign
up for that.” “This has been a particularly difficult time to be a public health officer,” said Board of Supervisors Chairman Gary Sandy.
Closed Session Confusion
On May 20, a county press release announced Chapman would resign and Limbos would be interim until a “permanent health officer is hired.” By the June 2 Board of Supervisors meeting, a closed session to discuss “Public Employment, Employee Appointment or Evaluation— Health Officer” was on the agenda. And, that closed-session item has since appeared on every Board agenda, for a total of four meetings.

Kaplan and Danielle Smith of Winters are proud to announce the birth of their son, Keagan Matthew Smith. Keagan arrived on Thursday, April 16, 2020 at 8:13 a.m. at the Sutter Davis Birthing Center. He weighed 7 pounds, 13 ounces at birth, and measured 20.5 inches in length. Keagan joins his big sister Emersyn. They are both eighth generation Winters residents, dating back to the 1800’s through the Fredericks family. His Maternal Grandparents are Matt and Teri Murphy of Winters, and Paternal Grandparents are Salli Becker and Jerry Smith of Henderson, Nevada.

like everybody else.” Coming hand-inhand with the challenges, however, also come rewards. “When I get calls from guys I trained and they thank me because of something I did that helped them in their career,” Urquhart said. “It’s not often, but sometimes you get that call or letter from people in the community saying, ‘thanks for showing up, it helped me out.’ You feel like you’ve accomplished something and helped someone.” For police officers, patrols can be routine, an adrenaline rush and everything in between. The most exciting memory for Urquhart, he recalls, was a 45 minute, highspeed chase. “A couple years ago, a young lady stole a car and

Berryessa Gap celebrates Yolo County sunflowers in art show

In mid-June nine Plein Air local and regional artists began painting sunflowers from across Yolo County. Their sunflower art will be on display at the Yolo County Sunflowers Art Show, hosted by Berryessa Gap Vineyards, July 1 through until Aug. 31. From mid June to late July, Yolo County sunflower fields notoriously attract visitors who travel from all over to see them. Meghan Murphy, the Marketing Manager at Berryessa Gap, said the sunflower blooms gave inspiration to pastel artist Marti Walker and Lynda Hinds, Berryessa Gap Manager, who thought the show would be a perfect opportunity to bring a group of artists together to capture the beauty of these fields through their paintings. The finished artwork will be on display, and available for purchase, at the Berryessa Gap Tasting Room (15 Main St.) in downtown Winters, and at the Berryessa Gap Winery location at 27260 Hwy 128.

Two Winters Main Street Plein Air Paint nights are planned for July 17 and July 24 from 6-9 p.m. outside the Downtown Tasting Room location. Visitors will can observe artists painting on Main Street while enjoying local food and wine. Wine will be available for purchase at both events. Murphy noted they will be following social distance guidelines at the events and asks the public to do the same. Her tips were to wear a face covering and to be mindful of social distancing while observing artists painting or art work on display. Murphy said owner Corinne Martinez has always been a big supporter of the arts and loved the idea of this collaboration. “I am, and I know Berryessa Gap is, personally excited about this show. Not just because the sunflowers are so spectacular this time of
year, but because we have the opportunity to hold space for local and regional artists to showcase their work,” Martinez said. “The impact on COVID has forced many galleries to close. When Lynda and Marti were chatting about the sunflower season and art, they both agreed Berryessa Gap would be a great location to showcase this work and spread some joy in the process.” Murphy encourages the public to follow Berryessa Gap on Facebook and Instagram in the event there are any notable changes to the paint night schedule due to county or state COVID-19 related guidelines. The Winters Planning commission has given the go ahead for Turkovich Family Wines to expand seating of their Downtown Tasting Room into the patio behind the Palms. Lake Berryessa water levels down eight inches in last week The level of Lake Berryessa was down by 0.64 feet last week, with a decrease in storage of 11,354 acre feet of water, according to Ken Emigh of the Solano Irrigation District. Tuesday morning the lake level was 427.27 feet above sea level, with
storage computed at 1,319,102 acre feet of water. Evaporation on the lake averaged 316 acre feet of water a day. The SID is diverting 613 second feet of water into the Putah South Canal, with 60 second feet flowing at the Diversion Dam.

Diana Lorraine Baker After a bout with cancer, Diana Lorraine Baker passed away on Sunday, June 21, 2020, in La Vega, Dominican Republic. Diana was born on January 13, 1957 and was raised in Long Beach, California by father Bob Taylor and mother Jerry Taylor, who predeceased her. A graduate of Jordan High School, Diana completed high school at sixteen and relocated to northern California to attend UC Davis in 1973. Among other jobs, Diana worked at the Nut Tree in Vacaville, first as a waitress and later in a management role. During this time, Diana established roots in Winters, purchasing her first home on Baker Street. Shortly thereafter, she met Rick Baker, whom she married in 1980. In addition to her own small business pursuits, Diana spent more than twenty years supporting Rick’s construction business. Diana was deeply involved in the AFS Foreign Exchange program at Winters
High School. In addition to supporting the program on a local and district level, Rick and Diana hosted several students from around the world, maintaining close contact with their adopted kids as they returned to their home countries. Diana and Rick were fortunate to maintain lifelong ties with their AFS kids, and had the opportunity to travel to visit them in their home countries numerous times. In 2008, Diana and Rick moved to La Vega in the Dominican Republic. This relocation allowed them to live and work alongside their first AFS son, Richard Almonte. Diana and Rick maintained a home and garden with several beloved dogs there for the past twelve years. Diana is survived by her husband of forty years, Rick; her brother Eric and sister Wendy; brothersin-law Larry (Gloria) and Steve (Cindy); sister-in-law Karen; and numerous nieces and nephews.

G. W. Scott sold last Thursday, to Swanson & Co. of Sacramento, 69 head of fine beef cattle. The high school trustees have decided to add French to the language studies and freehand and mechanical drawing will be taught. The teachers will be Prof. J. R. Grinstead, principal, Miss Allen and Miss Gertrude Smith. The Winters Vaudeville and Comedy Company is the title of an erstwhile Winters organization which will make its first appearance at the dancing platform Saturday evening. At the meeting of the town trustees Tuesday night, an anti-gambling ordinance was passed, prohibiting gambling, wagering or betting in Winters. All six pupils in the graduation class at Wolfskill school, taught by Miss Blanche McNeal, have passed the examinations successfully. They are Marion Graham, Emma and Lillian Johnson, Virgil Gannon and Herbert and Lillian Cooper. Miss Lulu B. Wyatt expects to leave Monday for the north. Miss Wyatt will be absent six weeks or more. R.W. Putzker has gone to San Francisco and will probably be gone until about the first of the month. Miss Lena Bryce is substituting temporarily in the telephone office during his absence.
According to Frank Douglass, census supervisor for this area, the population of Winters in the recent decennial census is 1133, a gain of 287 over ten years ago. Woodland has a population of 6929, and Davis 1668. R. C. Snodgrass, proprietor of the Main Street Economy Garage for 15 years has moved his business to his own property on West Abbay Street. The residence property of Mrs. Dollie Ossenbriggen at the corner of Wolfskill and Second Streets was sold last week to Mr. and Mrs. W. A. Armstrong of Wolfskill district. Mrs. Ossenbriggen has moved to her ranch in Apricot district. A local group of 25 or 30 went to Woodland Sunday when Winters Day was observed by the Woodland Oaks, honoring manager John Graf. They saw Woodland win 2 to 1 over the Marysville Giants. Born Saturday, July 6, in Woodland to Mr. and Mrs. Raines Griffin, a daughter, Nancy Ellen. Cecil Maxwell secured employment at Vallejo and went to work Monday morning. He was granted a 60 day leave of absence from his duties of town service and John Edison is taking his place during that time. Mr. and Mrs. W. W. Stark and sons, Daryl and Wayne visited last week at Treasure Island Mrs. R. F. Reasoner, daughter Miss Jennie and Miss May Elzy were holiday visitors with Mrs. A. Shell in Guinda.

The Winters Elementary School District has purchased 10 acres from Mrs. J. S. Waggoner for $21,000 as the site for the new elementary school. Governor Goodwin J. Knight last week killed a state park in Putah Canyon by refusing to sign a legislative bill appropriating $500,000 for such a park. The U.S. Bureau of Reclamation has rejected all bids for buildings on the former Harry Palmer ranch in Putah Canyon, according to B.P. Bellport, construction engineer. B. R. Snow, principal of the Winters High School, said this week that Art Chaboya has been named head coach at Winters High, succeeding Jack Mermod, who resigned to take a position at Hayward. Thirty-six new homes will be built in the near future in Major Vista subdivision, west of Winters, according to Roy Orr, manager of the subdivision. Dr. Corbin A. Young is attending the Boy Scout encampment at Echo Lake this week, where he is serving as physical and medical director. Melvin Hudson, who taught the combination seventh and eighth grade class at Winters Elementary School last year, has been named vice principal, and will teach the eighth grade class. Ray Miller, vice principal for the past several years, will be the principal at Cotati. Tech, Sgt. Robert Thompson arrived on leave from Salina, Kansas, last week for a visit with his parents, Mr, and Mrs. Robert S. Thompson. His next assignment will be at Casablanca, Morocco, A total of 275 persons were served at the annual family picnic and barbecue held by the Winters District Chamber of Commerce Monday evening at Big Rock Park.

YEARS AGO July 16, 1970 Vacaville Fire Chief Warren Hughes said this week that a sky rocket caused the 400 acre fire near the Monticello Dam July 4. The fire took three days to contain and 47 pieces of fire fighting equipment was called out. Bill Shafer won the second annual Western Auto model car contest, according to results announced this week by Gerry Neil, owner of the local store. Other winners were Brad Lorenzo, second: David Maier, third; Philippe Maxim, fourth and Leonard Morales, fifth. Bondee Low has purchased the large building at the corner of Railroad Avenue and Russell Street, formerly housing Krisor Chevrolet-Buick agency. Rudy George, local manager for Brinleys’ Real estate handled the sale and transfer taxes paid indicated the sale at around $12,500. Carl Holmes, Winters rancher who has been a Solano County Fair director for the past 13 years, last week announced his retirement from the board. The trustees of the Winters Cemetery District, meeting last Friday in the cemetery office building, adopted a budget of $26,485 for the 1970-71 fiscal year. This is up $305 from last year’s budget. Dudley Sparks, of San Paulo, Brazil, and his young daughter, are spending several weeks at his place west of Winters, Mrs. Mary Cangelli returned home Saturday after a month visiting relatives in Massachusetts. Mr. and Mrs. Don Lund and their daughter, Kathy, arrived home Saturday from an 8-day trip to the Hawaiian Islands.

The surge in Yolo County has been evident in numbers posted in the last two weeks on the county’s online COVID-19 dashboard, where total cases had nearly doubled from 265 cases on June 16 to 505 cases on Monday. That surge has come with an increase in testing. ing being conducted free of charge in West Sacramento — now extended through July 25 — the county also began offering testing to farmworkers and their family members at the migrant centers in Davis and Madison. On Sunday, 186 tests were conducted at those locations and some positive test results have since come in, Vaughn said Tuesday. As of Monday afternoon, 79 county residents were in isolation at home after testing positive for the novel coronavirus and another 186 people were under quarantine after coming into close contact with someone who tested positive, according to county spokeswoman Jenny Tan. Meanwhile, new data from the county shows the city of Winters has the highest test positivity rate in the county and Davis the lowest. That rate — the percentage of all tests administered that resulted in positive results — has been used as a key indicator of how much the novel coronavirus is spreading. Statewide, as well as in Yolo County, the positivity rate has continued to go up even as far more tests have been administered than earlier in the pandemic. More than 4,180 residents of Davis had been tested through June 28 and 55 had tested positive — a positivity rate of 1.3 percent. Both Woodland and West Sacramento had test positivity rates of about 5 percent and Winters, where 400 residents had been tested with 29 testing positive, had a rate of 7.3 percent.
Winters also has the most cases per capita in the county (386 per 100,000 residents), and Davis the lowest (73 cases per 100,000), according to Supervisor Don Saylor of Davis. However, the cities of Woodland and West Sacramento continue to account for the most cases overall, including by far the most in the last two weeks. Between June 15 and June 28, 84 cases were confirmed in Woodland and 82 in West Sacramento, together combining for 79 percent of all cases confirmed in the county during that two-week period. Asked by county supervisors on Tuesday whether he was surprised by the recent spike in cases, Vaughn said he was. While there was an expectation that more cases could result from the recent reopening of businesses and activities, “I don’t think we expected a spike this big,� said Vaughn. He added that “we still think if people are following the guidelines correctly, the risk is low no matter the industry. It’s really the people who aren’t following it, who are putting down their guard, who are being less vigilant, and the virus doesn’t care. “We think enforcement and really highlighting the people who are not complying now is really the best strategy going forward.� To that end, county supervisors on Tuesday voiced support for an emergency ordinance that would allow code enforcement officers to levy fines on businesses and institutions that are not complying with
guidelines around COVID-19, including requiring social distancing and face coverings. The ordinance, which will go before the board for adoption next week, would set into place a process beginning with education and escalating to administrative fines for continued noncompliance. But that ordinance would be just one of the tools available to officials. As it right stands now, said County Counsel Phil Pogledich, “my office or any of the city attorneys can go into court and‌ obtain a temporary restraining order to close down a business or take other action to limit its operations on very short notice, as little as 24 hours. And that’s not a very cumbersome process for us to get off the ground if the situation demands it. “So we have that tool right now and as of next Tuesday we should have the additional tool of an administrative citation ordinance that could be implemented,â€? Pogledich said. County supervisors also asked that health officials take a close look at whether any currently open businesses — particularly bars — need to be shut down. While contact tracing to date has not turned up local bars as a source of virus transmission, other counties — including Sacramento — have now shut down their bars and supervisors expressed concern on Tuesday about people from Sacramento heading to Woodland and Davis bars, including during the upcoming 4th of July weekend.

Hansen McNaughton Media The Solano County Board of Supervisors last week agreed, in partnership with the Solano County Water Agency, to purchase about 74 acres along the Solano side of Putah Creek. The property is located at 3373 Sackett Lane in Winters, between the Monticello Dam and the diversion dam at Lake Solano, and will be kept as conservation land and for habitat restoration. About a half a mile of the property fronts the creek. The offer the county has made is $2.7 million, County Counsel Bernadette Curry said. “Putah Creek has been an issue for many years,” Solano County Supervisor Skip Thomson said a day after the board voted in closed session on the purchase. “I think it is an opportunity . . . for the county and

He said this kind of property rarely comes up for purchase. He said the site also was once used for a nursery, which would give the Putah Creek Council a location to move its nursery operation now on state property in Davis if that becomes necessary. If the $2.7 million offer is accepted, each party would pay $1.35 million. The water agency will pay for the property up front. The county will then make two payments to the agency – one in 2020 and one in 2021, Thomson said. The Solano County Water Agency will pay the county a fee to maintain the property. Thomson said he believes the University of California, Davis, is doing some research on the property, which has not been in production or used for any other agricultural uses for a couple of years, at least. He said he hopes the research will continue. Sanford said with the water supply contract coming up in about four years, this property also will give the Solano County Water Agency mitigation flexibility if necessary. The county supervisors make up five of the 15 water agency directors as well. A public hearing on the purchase is set for July 28.

Winters Farm to School receives $10,000 COVID Relief Fund donation By Patty Rominger Special to the Express Winters Farm to School has received a $10,000 donation from the Yolo COVID-19 Relief Fund. The Yolo COVID-19 Relief Fund is a partnership between Yolo County, the Cities of Woodland, Winters, West Sacramento, Davis and the Yolo Community Foundation. The purpose of the donation is to help support Winters Farm to School’s response to the crisis created by COVID-19. Gloria Lopez, President of Winters Farm to School said, “As we all know, the impact of this pandemic on our communities has been significant and widespread. As schools closed to prevent the spread of the virus, we knew that hunger would become a very
real issue for children in Winters. For far too many of our students, the two free and reduced meals they eat at school are their

Six-year-old Joseph Jara, a student at Waggoner Elementary School, was diagnosed with a right temporal intraparenchymal hemorrhage (a brain bleed) on May 29 and has been in and out of the hospital for testing and surgeries since. His mother Sylvia said that he loves searching for the painted rocks around town. It made his day when they came home from an afternoon at the hospital to discover a personalized rock painted just for him. “We had a full afternoon of appointments and testing at Sutter Davis on this day and Joseph was so ready to be home to rest and he found this walking up to the front door and was so excited and happy,” Sylvia said. “It brightened his day so much and he still has not stopped talking about it.” The rock artist, Maribel “Belle” LaLanne said that in April she was diagnosed with rhabdomyolysis (a condition where muscle fibers breakdown due to muscle injury or genetic muscle disease), which also triggered a painful fibro-
myalgia flare up. “My liver started to fail and my muscles began to damage. I was in tremendous pain most of the day, unable to walk without assistance,” LaLanne said. “That’s when I decided to use art as part of my pain management plan. Going ‘all in’ for the senior class By Sydney Andrade Staff Writer During the onset of the pandemic while a lot of booster and nonprofit programs canceled all fundraisers the Winters High School senior parents looked outside the box and put on a new and different type of fundraiser. Tera Paschoal, Shelly Baylor and Jacky Chavez were determined to not only raise money for the graduating Class of 2020 but they also wanted to make sure that they followed through for all of the people and small
businesses that donated items to support the good cause. “The original plan was to have our typical dinner and live auction event on April 4,” explained Baylor, Grad Nite Parent Group Treasurer. A few weeks before the event the state issued a social distancing order and then soon after that Yolo County was ordered to shelter in place. The Senior class parents quickly realized they would have to come up with another plan. Paschoal and Baylor communicated on a daily basis, trying to keep up with the unprecedented cir-

Closed escrow sales of existing, single-family detached homes in California totaled a seasonally adjusted annualized rate of 238,740 units in May, according to information collected by CAR from more than 90 local Realtor associations and MLSs statewide. May’s sales total was down 13.9 percent from 277,440 in April and down 41.4 percent from a year ago, when 407,330 homes were sold on an annualized basis. It was the second straight month that home sales dropped below 300,000 units. Additionally, the yearto-year drop was the largest since Novem-

Goodbye John, we will keep in touch
People come and go, especially public officials like school superintendents and city managers. Even business owners come and go, with some staying longer than others. I like to think that it was a good day when my father, Newt Wallace, walked from Davis to Winters in 1946 to buy the Winters Express. It was a good day when the Greenwoods and the Doctors, Corbin and Ernie, showed up in the early 1950s and John Pickerel in the 70s. I’m not sure when Bill Davis showed up, but it was another good day for Winters. We sometimes take old time families for granted when they
keep contributing to the Winters community, year after year, decade after decade. Think about Winters without the names of Button, Graf, Rominger, Griffin, Martin, Kato, Vasey, Martinez, Shimomura, Cody, Grey, Turkovich, Chapman, Mariani, Ireland or Tufts. Some family names have faded away like Dote, Finley, Goheen, Sellers, Schroeder, Jeffery, Duncan, Lindeman, Snow, Stephens, Brink and Frisbee, but there will be new families taking their place. It is a good day when new people get involved in their community and try to make it a better place to raise a family
The dawn of a new era A 6th century monk named Dionysius is credited with creating the terms we use to denote the passage of time on our modern calendar, AD and BC. AD stands for Anno Domini, the year of our Lord. BC stands for Before Christ. Caesar, for example, was killed in the year 44 BC. The year we are experiencing now (if we make it through) will be known as AD 2020. I suggest that here in Winters we also adopt our own sub-calendar, peculiar to our town and circumstances, and I suggest we begin on September 1. That day, on the brand new Winters Calendar will mark the beginning of year 1 AD.
After Donlevy. The news that our longtime City Manager is leaving for Auburn, sent shockwaves through the community, and represents a seismic shift in the way things will be done around here going forward. Both good and bad may come from his decision, which was his alone to make, and which, from a career standpoint, is a brilliant move. Auburn, like Winters, will need competent leadership to dig itself out of the current economic crisis. Donlevy has the chance to do for Auburn what he did for Winters, when he arrived nearly 19 years ago and found our downtown deserted
or open a new business. It was a good day when John Donlevy decided to take the job of Winters City Manager in 2001 and move his family here. It will be a sad day when he packs up and moves to Auburn in a few weeks. A citizen’s committee made John and Cathy Donlevy citizens of the year in 2016. They didn’t make them citizens of the year for his work with the city or her work as a nurse, they made them citizens of the year for their work in the community. I’m sure there are those that will be glad to see him leave but a lot of us will miss them. The Donlevy’s impacted Winters with their involvement with our youth, soccer, Rotary, fundraising, and yes, in his ability to make Winters better. John can’t take all the credit but there isn’t a lot in Winters that he and prospects bleak. He leaves Winters with his many accomplishments intact, and at the young age of 55, gets to build something new and exciting. Not many of us have such an opportunity. He has, of course, been a polarizing figure. He knows that and accepts it. “The town needs a Darth Vader,” he once said. That simply comes with the territory. Dealing with development and other thorny issues, like hotels and burger franchises, beavers in Putah Creek, garbage rates and potholes, any City Manager of Winters couldn’t help but alienate parts of the community. But, like the Energizer Bunny, Donlevy never stopped moving, all the while assuming more and more responsibility, personally. Much as Robert Moses, for better or worse, created the
hasn’t touched, trying to better our lives. I’m sure he will continue his work with Rotary that will benefit people around the world. He knows a lot about water. When John came into my office to tell me he was leaving, he had a catch in this throat and had to take a moment to compose himself before finishing. He told me that he had never looked for another job, but he couldn’t pass up the opportunity that the City of Auburn offered him. He isn’t happy about leaving Winters, but I understand why he took the offer. When people leave Winters there is the traditional farewell party where everyone says they will stay in touch, but that rarely happens. I’m hoping that isn’t the case with the Wallaces and Donlevys. I’m sure we can find time to walk a golf course and keep up with what is happening in our lives. Friends are hard to find, and I’m not happy about the
thought of losing this one. I wish him all the best in the next chapter in his life. There are a lot of people that have helped make Winters what it is today. I tried to include them in this column, but I’m sure I missed several that should
have been recognized. If you think your family should have been mentioned, but I left you out, write me a note and then throw it away. You will find something better to complain about in the future. Have a safe week.

Speak now or forever hold your peace By Richard Casavecchia Guest Columnist Last week John Donlevy accepted a job with the City of Auburn. There are no two ways around the fact that if you like downtown Winters as it is today, if you live in a home that has been built here since 2016, or if you enjoy recreating at the creek, you have John to thank for that to one degree or another. John caught a lot of heat over the Bellevue North draft proposal in the past year and has been the defacto fall guy for every success and failure during his tenure. Whether that is justified or not is a topic that could be, and has been argued by folks from all over town. But either way, the lack of John’s influence and voice in Winters will be noticeable come September. We have a scant few months to identify, recruit, and hire a quality replacement but before that happens the Council needs to decide what qualities they seek in a new City Manager. The implied task here is we the people need to let the Council know the qualities they desire in a replacement. Therefore, the Council as good elect-
ed officials should be actively soliciting that input over the next few weeks. That process should be done without the City Manager’s involvement. That opinion has nothing to do with John or the current Council, I think it is inappropriate for any public official to solicit input on qualities in their replacement. So, I hope the communication plan
that resulted from the January workshop includes contingencies for conversing with the public without the City Manager facilitating. Questions need answers: Should the new City Manager be quiet and unassuming or outgoing and bold? Do we want a Manager who will lead the Council to a decision

Letters Remembering Rodgers
John members when the
In last week’s Winters Express, Charley Wallace mentioned that no one in Winters remembers John T. Rodgers, for whom the building is named that he rents from the City. That’s not quite true. John was my uncle, married to my father’s sister Bertha Rowe. He was also the great uncle of Winters High School’s famous athlete Rich Chiles and Priscilla Chiles Schultz. And I’m sure that others in Winters still remember him. John Thomas Rodgers was a Yolo County Supervisor from 1944 to 1962, and is the person for whom the building is named that is located at First and Russell Streets and now houses the Winters History Museum, Charley Wallace’s Winters Printing Company, the Winters Express and other businesses, and formerly housed the Winters library, a judge’s office and a court. It’s also the building on which students under the auspices of the Winters Participation Gallery are about to paint a mural. As a young man John Rodgers was the farm foreman for the farm that became the University of California Davis. John unlocked the gate when the University took over and became the foreman for the University farm for 13 years. He then farmed West of Davis on land owned by Dixwell Pierce, part of which is now the Western Center for Primate Research, and lived in the large two story house near Putah Creek that is now the offices of the Glide Foundation. He farmed that land with mules. He never owned a tractor, and he never learned to drive a car, so his wife Bertha would drive him wherever he needed to go. The old Lincoln Highway, Highway 40, went by the farm and cars would stop to watch John harvesting grain with 24 mules pulling the grain combine, with John sitting in the cat-birds seat holding the reins. He farmed there until 1944 when he was elected to the Board of Supervisors. As a Supervisor, John took a great interest in the Yolo County Fair, and would be there every day of the fair. He was a great joker and delighted in teasing his sister-in-law, my mother, and his nieces and nephews. He loved to butcher hogs and make head cheese. He was also fond of smoking cigars. John was Chairman of the Board of Supervisors several times and with Chick McCoy, the County road foreman, knew every road culvert in the district. It was during his years on the board that the Monticello Dam was built, and the U.S. Bureau of Reclamation built the building in Winters for their offices during the construction, hence his name is on the building. Brown Act explains Council’s silence about Keep Winters Winters
Mayor Cowan expressed frustration about the code of silence imposed upon the City Council
Keep Winters Winters (KWW) initiative came before the City Council on June 2, 2020. Mayor Cowan said “we are going to make the statements we’ve all wanted to talk about for the last six months while this initiative [has] been [‌] passed around town.â€? The City Council members had not spoken publicly about the KWW initiative because they were trying to adhere to the Brown Act, which was created to prevent local legislative bodies from holding secret meetings from the public. Council Member Loren referenced the Brown Act in an email response to me and Mayor Cowan and the KWW attorney referenced it during the June 2, 2020 City Council meeting. This was the first time that the KWW initiative appeared on the City Council meeting agenda and, in accordance with the Brown Act, was the first time they could speak about it publicly. This is probably somewhat surprising to readers considering how many newspaper articles, letters, and social media discussing KWW was published since January. The Brown Act (California Government Code 54950) was passed in 1953 in response to a San Francisco Chronicle article that showed secret meetings were common in local California agencies. To ensure all legislative meetings are open and public, the Brown Act requires agendas posted prior to meetings and public access to all meetings. “Meetingsâ€? include any “congregation of the majorityâ€? of the legislative body at the same place and time to discuss any matter under the body’s jurisdiction. For “regularâ€? meetings (i.e. City Council meetings) the agenda must be posted 72 hours in advance of the meeting. “Serialâ€? meetings are when someone talks to multiple Council members in succession and conveys a Council member’s position to other Council members. Serial meetings are a violation of the Brown Act because they occur in secret. This is what Council members’ are concerned about when discussing local issues with constituents outside of official meetings. To avoid serial meetings, it is recommended that Council members do more listening and asking questions than expressing opinions when talking with constituents, which makes sense as their job is to represent the citizens. Fun fact: There has never been successful prosecution under the Brown Act. I think we all can appreciate that the Council members were abiding by the law and not trying to exclude citizens from the Council’s discussion about KWW. Furthermore, I commend Mayor Cowan for forming an Ad Hoc committee on June 2, 2020, composed of himself and Council Member Neu to meet with KWW “leadershipâ€?. ERA Continued from Page 3 modern New York City, we can see John Donlevy’s hand in virtually every aspect of life in Winters, down to the tiniest details. I remember sitting in a Council meeting when the subject of fire hydrants was raised. Without blinking an eye, or consulting notes, the City Manager spoke for five minutes on fire hydrants, their size, brand, type, placement, and levels of water pressure. It was an impressive display of details, the kind of instant answer few managers could summon up.
And therein lies the dilemma. Having personally retained so much responsibility, and with his closest aides (Maguire, Jensen) retiring this year without replacements, one hopes the City Manager doesn’t forget to leave behind the keys to City Hall when he drives off to Auburn. (He should probably leave a few instruction manuals for the sewers and stop lights, too.) Thus, it will be tempting in this new year, to seek out a new Donlevy, another manager willing to manage everything himself. That’ll make things easier on all of us. But is that the best way

Undoubtedly, our next City Manager will not stay here for 17 years. We may be lucky to get three to four years from them. He or she may not even live here for the near future, if at all if our recent history of past School Superintendents holds true for John’s successor. In the Council / Manager system of government like we have here, the City Manager becomes the most influential person in city government by default. A weak Manager will result in fragmented efforts by staff and commissioners and poor execution of approved plans. Too strong a hand and the new Manager may find it hard to ingratiate themselves with local

Paschoal and Baylor explained that it was heart wrenching for things to not have gone the way it was supposed to, but looking back and seeing the results and all the support we had from the community we feel that we may have pulled off something even better than what we had originally planned. “Going into the event we were optimistic about making a profit of $600,” said Baylor. Paschaol and Baylor explained that they have been fundraising for these kids since they were freshmen in high school so that they could have an unforgettable senior year. The Facebook Live event was their last chance to help the senior class of 2020 make up for everything they missed out on due to the pandemic. “Troy Barnett was so instrumental because he has the audience and he is so well liked in the community,” said Baylor. While it was exhausting coming up with something outside of the box so quickly the event surpassed everyone’s expectations and ended up raising just under $20,000 from cash donations, a chance board, a 50/50 card split, auction items and a live DJ. “I think part of the reason it worked out so well was because we didn’t have all the added expenses
LETTERS Continued from Page 5 Mayor Cowan stated that he “feel[s] good about” the meetings between the Ad Hoc committee and KWW and he “feel[s] […] that it’s possible we can come to some consensus on the issue”. However, I contend that the City Council should have called a special meeting in February or sooner when we all knew this initiative was in the works and was on the citizens’ and Council members’ minds. A “special” meeting, as described in the Brown Act, would have allowed the City Council to speak with citizens including the KWW Steering Committee. Stipulations of a special meeting require posting the agenda 24 hours in advance and ensuring only business items on the agenda be discussed. Why did the Council wait so long to discuss KWW when they could have called a special meeting? I cannot imagine that the City Council members did not know that a special meeting could be called, and I have to believe that if anyone has the power to do so, it would be them. Why did the Council not call a special meet-

There is a fascinating article in the monthly magazine, “Governing,” which chronicles two types of city managers. “Lots of people are good administrators,” it speculates, while others “seek the impossible riddle. They aren’t administrators in the conventional sense. They are problem solvers.” The magazine profiles several city managers, restless after years in one place. (The average tenure as a city manager is seven years.) The magazine uses the phrase “mobile managers” to describe those who, having fixed one city, are drawn to the next eco-
business owners and other stakeholders. We will not find someone without a current Winters address who cares about our town as much as we all do, that sentiment will need to blossom as time goes on. My non-exhaustive wish-list of desirable qualities in a new City Manager are: • A strong business background with some experience in California government (city, county, or state). This does not have to be City Manager experience, often indirect experience is the best type to adapt to dynamic situations. Our City should run like a responsible business. Financially, John and Shelly have done a commendable job of managing City cash flow and we should look to continue that. • Someone unafraid to take risks and is experienced in risk assessment, risk management, cost benefit analysis, and able to clearly communicate with anyone from the layman to the Mayor. John took a risk with the downtown revitalthat typically come with the typical dinner events” explained Baylor. Paschoal and Baylor also explained that doing the event online made it so more people could attend. Families of graduates from out of state could participate and members of the community didn’t have to block out an entire evening, they could drop in and out and participate wherever they were. “We worked on this event everyday, trying to make this year the best it can be. We used the money to make swag bags for each of the seniors and we are planning an amazing grad night farewell weekend,” explained Paschoal. The hope is that the graduates of the Class of 2020 will have an unforgettable weekend starting Aug. 8. If everything goes as planned, seniors will be given the opportunity to come and take a picture in their prom dress and tuxedo, attend a senior breakfast, cross the stage in front of family and friends and celebrate an evening together at Green River Brewing & Taproom. “The kids all want this now and they don’t want to wait but we can’t have it now. We are hopeful that things will be okay to go by then. No matter what this money will go to these seniors,” said Baylor. The WHS Class of 2020 had to face many challenges this year due to unprecedented events, but Paschoal, Baylor and Chavez are determined to do everything they can to make the weekend of Aug. 8 unforgettable. One thing is very clear; the Winters community, school advisors, coaches and parents love and support the Class of 2020 and wish them success and joy in their future endeavors. ing? The absence of a special meeting to discuss the KWW initiative shows the City and Council’s inability to effectively engage the community. This lack of engagement may have contributed to the momentum gained by the initiative. Citizens want to be involved in discussions about future development in Winters and do not feel like the City or Council is listening to us. As Whitney Vickrey pointed out in her guest column on June 4, 2020, the planning commission does not listen to citizen input either. At this point, the Council must realize that they should have met with citizens much earlier and that an active effort needs to be made to engage citizens about any future development within Winters. Until citizens feel like the City and Council are listening to them, citizens will continue to be dissatisfied and reject the Council’s authority over future development. As for special meetings, the community will finally have one to discuss KWW because the impact report commissioned by the Council requires a special meeting on July 2, 2020. BRUNO PITTON

Which made me think when someone in Winters said to me this week, “Who’s going to want the job here, a town with no budget, no staff?” Well, the answer should be: a lot of people. As the Council scours the country looking for that special someone yearning for an exciting project, there should certainly be no shortage of candidates. Mayor Cowan and his fellow Members should be willing to entertain all

I have a longstanding question from my time in the Army, in the UC Davis MBA program, and in Business that I ask people who seek positions of leadership: what experience do you have delivering bad news to people in a position of authority over you? One of the hardest aspects of leadership is having to tell your boss “no” when the situation arises. • The successor should not need to be micromanaged and be able to improvise, adapt, and drive toward goals. For that to happen, the Council must give clear guidance on expectations, limitations, and desired outcome. • Willing and able to push back
possibilities, to think out of the box, to imagine a new way of doing business in Winters. As incentives, they offer a decent salary, a retirement plan, and a company car. But the biggest perk they can offer a candidate for City Manager is the opportunity to live and work in Winters. We should never forget what a special town we have. John Donlevy sensed that when he took on the challenge nearly two decades ago. Let’s hope that by the year 3 or 4 AD on the Winters Calendar, we can all look back together and say the Council found the right person to succeed him.

Whether you liked or disliked John Donlevy, or agree or disagree with my thoughts on qualities in his successor, if you care about Winters give some thought to this and make your voice heard to the Council: email all five of them, call one or more of them (their numbers are on the city website), write to the Express, or speak during public comment at the upcoming Council Meetings. We are entering a tumultuous time and a solid leader will be critical to how we emerge on the other end. If you fail to give your input now, you have no room to complain once a new City Manager is hired.
