A brief history of Winters Winters Express staff John Reid Wolfskill was the first American to settle the land that is now Yolo County when he arrived in July of 1842. He was granted the Rancho Rio De Los Putos, and built his home on the southern bank of Putah Creek, not far from the area that would someday become Winters. He reported seeing multiple grizzly bears in the stretch of a few miles as he set out to propagate the cuttings and seeds he had brought from his older brother’s rancho in Los Angeles.

Grant Avenue still outlines the border to the original Wolfskill grant.

By 1858 the land was being subdivided and sold, which brought in more settlers.

Two of the most influential newcomers were D.P. Edwards and Theodore Winters. Edwards and Winters would both provide 40 acres to start a town.

Yolo County records show that Winters was paid $5,000 for the land by the Vaca

Valley Railroad Company. Because of his contributions to the region it was decided that the town built on the property he purchased would be named after Theodore — though they also considered naming it after his most successful racehorse Norfolk.

The Advocate, an early newspaper in the region, referred to Theodore as simply, a “capitalist.” He trained Kentucky-bred racehorses on his stock ranch north of Putah Creek.

A racecourse was built on the outskirts of the town.

The extension of the railroad line through Winters would mean huge changes for the town. Now, they were connected to the rest of the country in a way they never could have been before. At one point, the Winters depot saw three trains a day.

The railroad opened Winters to greater economic opportunities. Winters farmers could sell their produce on a national scale.

The Winters Dried Fruit

Company was established and moved 878,000 pounds of sun-dried fruit through their warehouse in their first year of operation. In the 1890’s. the region became known as the “Winters Fruit Belt.”

In 1892, the unincorporated region established Yolo County’s first high school.

That was also the year Winters was nearly destroyed by two earthquakes, both registering more than a magnitude 6. Many of the buildings were damaged, but there were shockingly few casualties. Winters eventually recovered, unlike some of the neighboring towns. Now, Winters commemorates the event with the yearly Earthquake Festival in August.

Winters incorporated on Feb. 9, 1898, nearly six decades after Wolfskill built his first dwelling on the banks of Putah Creek.

Through many changes the city has maintained its strong agricultural heritage.

Family adventure on the road to Esparto

By Taylor Buley Publisher Amid the hot, final days of summer it was difficult to get the kids to agree to go with me. But, with the kerplunk of a de-energized television and the heavy sigh of a closed laptop, both of my children were in the air-conditioned truck and we were off on adventure west of Interstate 505 to return hours later only on the condition of a full stomach.

As far as things usually go for the area, these days Esparto and its nearby neighbors are bursting with activity. With eyes open to seeing these new opportunities myself, and a hankering for a hamburger, my boys and I turned errands into an adventure with a car trip through Capay Valley.

As we left northward, where County Road 89 stops pretending in Winters to be a highfalutin avenue, we were escorted out of town by the beautiful Hostetler almond orchards and the future raisins that line them.

The first in a procession of wonderful opportunities to see firsthand the handiwork of our neighbors in our agriculturally-rich homeland.

Next, we drove by a melon field with harvest seemingly underway. We saw hayfields and corn, unripe walnuts and dried up sunflowers. Some fields on Road 89 stretched verdant and replete with tomatoes; others laid bare, full only of opportunity.

Driving beyond Park Winters, the famous event venue that approximates the Greater Winters Area’s northernmost boundary, my kids stare out the window at the rows of crops as we go onward to Esparto.

As we left northward, where County Road 89 stops pretending in Winters to be a highfalutin avenue, we were escorted out of town by the beautiful Hostetler almond orchards and the future raisins that line them.

Agricultural well after agricultural well passes by, with an increasing number of trees joining them at high speed. The abundant land is abuzz with an abundance of pollinators, much of them imported by hive and visiting Yolo County today along with us.

Our trip left Road 89 at Guy’s Corner, where the recent installation of a nearby roundabout has all but redefined the face of Madison.

My kids were unimpressed at the renovation, but as I safely merged onto California State Route 16, I wondered whether the roundabout there vexed and confused its neighbors as much as the first roundabout had done so in Winters.

With the migrant center in the rearview mirror, however, I soon shook off the wonder, reminding myself that I really need to visit La Plazita, the nondescript taqueria — that, ipso facto, I figure — must be amazing.

Onward we drove, eyes out for change on our way toward Esparto, Brooks and Rumsey. Near another ugly Dollar General we passed

Our eventual goal was lunch at the Esparto eatery, Ravine on 16, opened up two years ago by James Kinter, son of Paula, who owns the excellent Road Trip Bar & Grill. Road Trip is a longtime favorite in our family as an adventure destination for soft serve ice cream, and, staying in the family, Ravine on 16 has become a favorite pitstop of mine whenever business calls me into Capay Valley. It serves Woodland’s Blue Note Brewery on tap and has a picture of Buster Posey on the wall.

As you turn into town, to get to Ravine on 16 you pass the spectacular Tuli Mem Park, the multi-million public swim facility that also

opened in 2019. Its accompanying basketball court and baseball field, circular art installation and sculptural crane put a $2.9 million California Department of Parks and Recreation grant to good use.

Across Yolo Avenue, the main street in Esparto where our roadway again masquerades as an avenue, you can see capital fundraising signage for the future community health center whose land was purchased by the Yocha Dehe tribe. Winters-born nonprofit RISE Inc. will work in partnership with Winters Healthcare on new community health services. The new facility, sited on roughly two acres, will join the 9-acre recreational facility to form a beautiful gateway welcoming roadtrippers to Esparto.

Our goal is not far past Esparto Park and the fire station, next to the bodega that sells the best candied calabasa (squash) pickled in piloncillo, essentially a Mexican brown sugar.

It has been structurally renovated, too, expanded and opened as a kitchen, transforming into El Toro Meat Market and Taqueria.

El Toro is also a great place to pick up local watermelon from Durst Organic Farms or two-for-a-dollar sweet corn from Simonis ranch.

It is perhaps the best sweet corn in the world.

We blew past our intended target, instead turning at the newly painted blue train across from Hog’s Canyon restaurant at the far end of town. Adventure called, I surmised, and we went onward on our roadtrip, toward Road Trip.

Eventually we drove past that storied rest stop, too.

We drove beyond the turn that, on another day, we might have taken to Dunningan or Rumsey or to brunch in Guinda at The Commons Farm Kitchen & Bar. Before returning to Esparto for our meal at Ravine on 16 — pizza and hamburgers with sippy cups and sustainable straws — and finally home, I thought to see what Cache Creek looked like these days. On the way we were treated to beautiful chaparral vistas dotted with roadside olives and hillside gall-covered oaks.

As the road curves on its way to Cache Creek Casino it nestles beautiful, mature farms like Capay Organic, Taber Ranch and Farm Fresh to You. The new hotel is towering, and almost foreboding: the perfect adventure endstop and a signal for lunchtime.

What is WFoL?

The Winters Friends of the Library (WFoL) is an all volunteer organization who care about the library and providing lifelong learning opportunities for the Winters community. They work to promote literacy, foster a love of reading, enhance the cultural life of the community and encourage involvement in the library and its programs.

This includes funding library programs like family story time; Tales for Tails, where children ages 4-12 are invited to read to a therapy dog; English language courses; monthly themed programming and more.

These programs are free for the public to attend and there’s no registration required. A listing of library events can be found online at https://yolocountylibrary. org/locations/winters/.

WFoL also provides funding to offer free internet and wi-fi at the Winters library. Library patrons are able to take online classes, check email, apply to jobs and work on their resume at no cost. Their funding also helps support the library to keep its technology updated, provide new books and library materials and upkeep library facilities.

Beyond the library WFoL events include author talks and workshops, free summer concerts every July, the Family Holiday Festival in December, book giveaways and the Winters Shakespeare Workshop teen acting camp. They also provide free books through multiple Free Little Libraries posted around Winters and a Books for Babies box for new babies in the Winters community. In 2018 over

Linn Myer, WFoL member and volunteer 800 Winters newborns had received Books for Babies boxes and the number of families served continues to grow each year.

“The Winters Friends of the Library provides generous, invaluable and direct support to reach our community and better their lives through educational enrichment, literacy programs and books and other materials each year,” said Patty Wong, a former Yolo County Librarian.

Donations of gently used books come from the community and dedicated volunteers power through sorting them for WFoL book sales. Anyone can purchase books online WFoL Friends Amazon Bookstore, at the Ida B. Wallace Book Sale Room at the Winters Library and at events featuring Mrs. Gildart’s Bookcart. Proceeds from book sales help fund WFoL literacy programs.

Their Summer Concerts at the Gazebo each Thursday in July brings free, concerts to the community.

Support seniors with resources

By Jerry Lowden Special to the Express Growing older is a privilege, especially in Winters. Since 2014, the Winters Senior Foundation (WSF) has provided useful information, programs and services to Winters seniors, which enhance, enrich or ensure their socializing opportunities and well being.

WSF is a nonprofit organization with no membership fees required to attend any of the activities they host.

Those events include educational presentations on a broad range of topics, such as senior specific issues, local historical events and institutions. We take

The WSF also provides free medical rides for seniors to medical appointments in surrounding cities. excursions and tours to local and Northern California businesses and events. WSF also sponsors a weekly game day that allows seniors to gather for a few hours to enjoy a wide variety of board and card games.

WSF also holds special annual events including their Spring luncheon, Ice Cream Social and Christmas dinner. During the

Christmas holidays they participate in the Winters Fire Department’s Gifts for Kids program and they distribute shopping bags of household goods to low income seniors through our Santa’s Bags for Seniors program.

The WSF also provides free medical rides for seniors to medical appointments in surrounding cities.

Enjoy a weekend in Winters

By Emma Johnson Special to the Express A Friday evening in Winters could start with wine and cheese at the downtown tasting rooms, Berryessa Gap Winery Downtown Tasting Room and Turkovich Family Wines.

But wine isn’t the only spirit that’s served in Winters. Those who prefer beer can stop at Hooby’s Brewing on Main Street or Berryessa Brewing Company and Green River Brewing & Taproom, both located just outside of town. All three of these establishments serve food as well. Hooby’s Brewing and Green River have their own kitchens, while Berryessa Brewing Company hosts a rotating cast of regional food trucks.

The options for alcoholic beverages doesn’t stop there. Patio 29 Spirits Co. will be serving locally distilled spirits on Railroad Avenue. This family-run tasting room is distilling naturally flavored whiskeys, rums and other spirits.

Alcoholic beverages aren’t the only way to wile away time in downtown Winters. Take some time to go shopping at some of the many boutiques and stores that dot Main Street.

The Winters Collective brings multiple local vendors under one roof, and is a good place to purchase anything from cut flowers to hand-pressed cards. The Flying Pig, The Farmer’s Closet and Christian’s Corner all sell home decor and

interior design pieces as well as fashion items. Adry’s Fiesta Boutique is great for small gifts and formal outfits. Check out jewelry and handbags at Belle Boutique. Look in the windows of ARC Guitar to see not just the instruments, but also a great example of the original interior of these historic buildings.

While you’re walking through historic Winters look out for the lonely parking meter, which has been known to trick a few unsuspecting tourists out of a few quarters. The parking meter has now operated at a loss for the past four years running, in part because the anonymous committee who installed it has donated all of the meter’s funds (and then some) to local

nonprofits like the Winters Senior Foundation, the Winters Guerilla Gardeners.

The parking meter isn’t far from the city’s smallest park, located at the center of the historic district. The park has just enough room for a bench, a free little library and a piano.

While you’re walking look out for the murals. Painted as a part of a summer class with the help of local muralist, they portray visual interpretations of the many layers of the town’s history.

The mural from this summer, painted on the side of Winters Market, is easy to spot from the Grant Avenue and Railroad Avenue intersection as visitors come into town from 505.

If it’s later in the week,

make sure to stop by the Winters History Museum, run by the Historical Society of Winters. Volunteer docents will talk with you about the latest exhibit and the enormous printing press located in the middle of the room. The museum is free, but donations are appreciated.

Now that your reservation time has finally come around, head over to dinner. Winters most famous option is the original Buckhorn Steakhouse, located at the historic DeVibliss Hotel building.There are more options all around downtown, all within walking distance. A piece of Winters history brought back to life

By Aaron Geerts Express staff writer At the corner of Second and Main Streets, perhaps the most unique – and iconic – building in town is coming back to life. To revitalize this piece of Winters history, however, required the lion’s share of resiliency and determination.

The Spanish colonial era building was built back in 1912. Teeming with history and culture, it served as more than a church, but something of a community center as well. With this in mind, Rhonda Pope Flores and her husband have renovated the building while keeping its original purpose intact.

“It was originally a church. Interestingly, I learned in some research that what we’re doing isn’t much different from its original use,” Pope Flores said. “It had dances, plays, performing arts, fundraisers and basically all the things we want to use it for.

The Pope Flores’ purchased the building last December and began cleanup right away. Paperwork mired progress — as it usually does — but after months of hard work, the couple is now putting the finishing touches on their renovation.

“People will be very surprised to see we’ve preserved everything. We have the original wood, and the benches have been restored and re-stained.

Historical preservation is in my background, and now we’re working with the city to get as much documentation done as possible,” Pope Flores said. “People drive by and yell ‘great job’ and ‘keep up the good work!’ It’s nice because I wasn’t sure if people wanted something here, but people are really liking it.”

building derives its name: The Grand Prince Odeum.

“The purple doors are Prince’s color, and it’s all very deco art era from the 1920’s. That was a very artistic time in our history, so it’s a blend of the two,” Pope Flores said about the merging of historical and cultural influences. “I love that we own a building filled with rich history. I see it as a duty to take care of it, and I think my husband and I have won people over.

WTC delivers theater and community Express staff The Winters Theatre Company, which was founded in 1980, started with a phone call.

Linda Glick was sitting on her living room floor, thinking. She had recently begun her career as an educator in a special education program, but was trying to find a way to bring her love of theater into her life. Glick had spent her childhood participating in community theater in Massachusetts, and had studied theater as an undergraduate.

“I didn’t want to give that part of my soul up,” she says.

Then, the idea came to her.

“It was just sort of like this light bulb went off.”

Glick called one of her Winters acquaintances, Shirley Rominger, to gauge interest in starting a community theater company in Winters. Rominger came up with a list of around a dozen people who might want to be involved, and Linda called each of them up.

Jeannie Vaugnn was one of those people. Vaugnn says she remembers some people thinking that starting a theater company was a, “silly thing to do.”

“But we went ahead and did it,” she says.

Glick made another phone call to the home of Howard and Germaine Hupe. Germaine was already teaching at the high school in a position she would stay in for decades.

“If they grew up in Winters they got stuck with me one way or another,” Germaine jokes.

The group met to talk, and decided to host a benefit for the Yolo Family Service Agency. They would put on

two performances of three vignettes at the soon-to-becompleted Winters Community Center.

Now they needed funding.

Germaine remembers all of the people gathered at the planning session opening their wallets and purses and throwing what cash they had in the middle of the table.

The total was $37 and change.

That, Germaine quips, was not going to buy them a lot of flats.

So they did what Germaine recalls everyone who needed to raise money in Winters in the 80s doing: They held a bake sale in the foyer of Greenwood’s Department Store on a Saturday morning. Vaugnn was locally renowned for her brownies, and Germaine says that she probably got Howard to make something, since she wasn’t much of a baker.

It was at the bake sale where the group met the man who Germaine describes as their “early angel.”

Germaine describes Dudley Ried as “a well-educat-

ed gentleman” who spoke with an English accent. He came up and asked her why they were raising money.

She remembers that when she told him, he replied that, “actors and actresses do not sell brownies.”

Ried recommended that they go to a meeting of the Rotary club and perform Shakespeare, an eventuality that Germaine believed to be unlikely.

Two days later she got a check in the mail for $1000.

It included a note telling her to, “go to the Rotary club and read Shakespeare.

Love, Dudley.”

Ried remained a supporter of the Winters Theatre Company from that point onward.

With the seed money from Ried, the group was able to buy costumes and flats for backdrops. They put on their first show in December of 1980, in a nearly finished Community Center, where Germaine remembers gravel floors in the kitchen.

“Then we were off and running,” says Germaine.

The Winters Theatre Company’s next play was in the

spring of 1981, and was called “The Curious Savage,” which Germaine remembers because she got to play Mrs. Savage.

Glick directed those first few productions, and Howard took over after her children were born. Howard would go on to direct over 100 plays for the company in his lifetime.

Glick says that it was Howard, together with the theater’s technical wizard Gary Schroder, who took the company to the next level.

The pair worked together to design and build elaborate sets.

Over the years the company continued to thrive and grow into what it is today.

When asked if that first group thought that Winters Theatre Company would still be operating 40 years later, Germaine says that they were perpetually optimistic, so yes, probably.

People like Anita Ahuja joined the group. Ahuja also started her involvement with Winters Theatre Company with a call to Howard.

She saw an audition notice for a play, and called the number listed to see how

she could get involved. She was worried that she would be expected to have some kind of theatrical background. When she asked him for the requirements to joining the theater, she remembers him pausing.

“No prima donnas!” he said, in a stern voice that she would later learn was his way of teasing. That was nearly 20 years ago.

Germaine backs up her late husband’s sentiment.

“Somebody that’s running the kitchen is as important to us as the leading lady,” she says.

The club finds ways to give back to the community through benefit performances. Each year the funds from one of their performances goes back to an organization selected by the board of the company.

In the past they have held benefits for the local music boosters and Soroptimist club. In 2019, they raised money for the victims of the Camp Fire.

They also give scholarships to local high school students who plan to go on to study some form of theater arts in college. Ahuja says that it’s important for a community to make sure that their youth are supported with enough artistic opportunities, and giving out scholarships is one way the theatre company does that.

The board members understand that when money gets tight, the arts are often the first things cut from the school budget. They hope that the Winters Theatre Company can serve as a way to give younger people a chance to learn about theater.

Elementary school supports healthy nutrition, local farms

By Crystal Apilado Editor-in-Chief Students at Waggoner Elementary School are getting their hands dirty helping out in the school garden, and then reaping multiple benefits from the harvest to experiencing the culture of the farm to fork movement.

“We concentrate on getting students to put fruits & vegetables on their plates - and then eat it,” said Cathy Olsen, Director of Food Service at Winters Joint Unified School District. “I love helping the kids harvest, carry to the cafeteria and serve for lunch. They are so proud and love eating what they grow.”

The elementary school gardens (located at both Waggoner and Shirley Rominger Intermediate School)

are open to all teachers and students at those sites. Winters Farm to School board members and volunteers work in the gardens regularly with students.

In February 2020, Winters Farm to School board members and Olsen took Assemblymember Cecilia Aguiar-Curry on a tour of the Waggoner garden to show her the updates since her last visit. Upon entering the garden Aguiar-Curry noted the school garden gets better every year.

Olsen said Aguiar-Curry has been working on Farm to School legislation and grants to help other Districts start programs similar to the one running in Winters.

for the area is to finish laying the decomposed granite and put in tables to create an outdoor classroom setting. Lopez said some teachers bring their students out to the garden for art and

other outside activities, in addition to opportunities to work in the garden beds.

A chalkboard has been mounted on one of the garden sheds with plans to communicate with students and staff of what can currently be harvested and what garden tasks need to be completed.

“This garden is for everybody. Every kid can have access,” Lopez said.

Olsen shared how she had taught students who were reluctant to try greens to squeeze lemon on it, and how over the summer students helped harvest a case of cucumbers and then enjoyed them for lunch.

FARMS Continued from Page 24 producing on site. Students are allowed to pick and eat from the trees. Olsen said when students grow it and pick it they are curious to try tasting it, and tell their friends about it.

While Waggoner students are able to enjoy tastes from around campus, the garden and citrus trees do not produce enough to provide food service to the whole school.

The cafeterias are supplied from local farms, and the Winters High School Ag Site. Currently, the Ag Site is able to provide a variety of grapes during their season. According to Olsen, the Ag Site recently planted a large quantity of satsuma trees, and there is a goal for the trees to supply for all student meals at Winters JUSD. Lopez said it has been nice to be able to include the Winters FFA and Ag Site at the elementary schools to create connections.

The day of the tour the Waggoner cafeteria served watermelon radishes, orange and lemon wedges and salad greens. Students are encouraged to take a fruit or vegetable from the produce bar. Olsen said while there is food waste, students are discovering and trying new foods every day.

“If they don’t put it on their plate, they’re never going to eat it,” Olsen said.

Winters Farm to school is currently working to make local connections with community members to identify volunteers to help work in the gardens. Olsen and Farm to School board members are also working on trying to figure out where to relocate the Rominger garden with the recent approv-

Local murals celebrate Winters history

By Crystal Apilado Express Editor-in-Chief The Winters Participation Gallery has been the major stakeholder in the creation of murals around town that depict Winters history.

Winters History Mural artists and instructors gather each summer to work out the details of the projects.

Valerie Whitworth, part of the Participation Gallery’s team, said the murals bring Winters history to both community members who are new to town and for those who already live here. Much care, consideration and research goes into the creation of each mural.

Artists (local youth and adults) work side-by-side to learn about the history of Winters as they look through historical photos, documents and stories from residents. From there the artists select symbols to tell a story about Winters history and bring it to life through the mural.

The Participation Gallery looks to support emerging artists and pair them with professionals to model how art can lead to a profession and experience the process first hand. The experience gives them an opportunity to gain skills, learn how to interact with clients and team members as well as about how the process works in itself. The last three installments artists were paired with Winters muralist, Jaime Montiel.

Local Winters community member Celestino Galabasa Jr., also stepped in to work on the 2019 Winters Laundryworks mural project and the 2020 John Rogers building mural project.

Students worked together over the summer of 2021 to bring the latest Winters history mural to life on the side of the Winters Market.

“One of our goals is to work with the Historical Society of Winters and the Winters Chamber of Commerce to develop a Mural Trail that will allow visitors to take a walking tour of our business district and learn about Winters’ rich cultural, economic, agricultural and artistic history.”

Kate Humphrey, Winters High School art teacher “We wanted them to learn how they could do this as a profession,” said Whitworth.

The first mural was created by five Winters High School seniors on the back of the Anytime Fitness building on Newt’s Expressway. The second was created on the side of Lorenzo’s Market in the fall of 2018. The third installment on the Winters Laundryworks by First Northern Bank was completed over the summer of 2019. Despite the pandemic, the 2020 mural was created over the summer on the east wall of

the Rogers Building along Russell Boulevard.

Winters High School art teacher Kate Humphrey works alongside students on the design process from start to finish. Students spend time working with a client to learn about a vision for the mural. They then do research on Winters history for inspiration.

During the process the young artists engage into discussions about history and culture.

“You would be amazed at the deep conversations students have when they are engaged,” Humphrey said.

With the 2019 installment she said the decided theme of the mural focused on the history of the building itself.

“The theme focuses on Winters History, specifically the John Rogers building and the uses that this building has had over its lifetime,” said Humphrey.

The most recent mural on the side of the Winters Market facing the Railroad and Grant Avenues intersection highlights iconic Winters sites, the Mexican folk art of papel picado, a tribute to Winters resident Christopher Mendoza, traditional Winters events and more.

“We pick walls and buildings with an interesting history. We talk to the owner of where we’re painting so they understand it’s part of Winters history and has a connection with the town,” said lead muralist Jaime Montiel. “Part of the projects we do is historical research. We’ve gone to the Yolo County Archives and had speakers like Woody Fridae and Tom Crisp talk

to the students involved.

This starts conversations with parents and grandparents. From there we come up with a couple of drafts of the mural and decide what’s best for the site.”

Although the project is led by professional muralists, a portion of the creative labor is comprised of students lead by Humphrey and assistant muralist Celestino Galabasa.

Humphrey said there is a bigger picture to the history project than just beautiful murals.

“One of our goals is to work with the Historical Society of Winters and the Winters Chamber of Commerce to develop a Mural Trail that will allow visitors to take a walking tour of our business district and learn about Winters’ rich cultural, economic, agricultural and artistic history,” said Humphrey.

The nonprofit accepts donations to cover insurance for mural projects, purchase supplies, stipends for professional services and provide scholarships for the students.

The 128 Hall & Kitchen embodies community, offers fun

By Aaron Geerts Express staff writer The COVID pandemic brought closures for many small businesses. However, co-owners María Rojo, Silverio Arteaga and Noé Cuevas flipped the script and opting to open one — The 128 Hall & Kitchen.

The 128 offers a rental hall (which can hold up to 100 guests), catering services, a bar with a rotating menu featuring pub food, and more from third party agencies including a DJ, bands, bakery, florist.

“We’re focusing on gourmet burgers, sandwiches and bringing back the Cody’s Torpedo,” Rojo said, talking about the menu. “I even asked the Lintons for the original Torpedo recipe and got their blessing.”

“Because of COVID, it took me six months to get my liquor license when it should take 60 days max,” Rojo said addressing some of the challenges. “Everything was not up to code when we acquired the property, and we were trying to meet the local, state and federal regulations. Everything from building codes, health codes, ADA state codes and federal requirements for alcohol — all of this during COVID. Also convincing my business partners to join me, but I got it done and we have a great working relationship.

This all wouldn’t be possible without them.”

Even still, Rojo maintained her steely resolve and created a business mosaic comprised of all things Winters. From the décor to the menu, The 128 is a true homage to the hometown.

Rojo also raved about a Winters High School Senior Capstone project that beautified the interior.

“I also sponsored Melanie Perdaza in her capstone project,” said Rojo. “I told her, ‘I want you to paint this entire wall.’ It’s a map of Winters with the 128 where it’s at and other Winters businesses – past and present. Then I had her paint her name on the wall so she can take recognition for her work.”

Rojo’s overarching goal is to not only celebrate Winters, but to provide something local and affordable for families to enjoy. With all the hard work put into it, The 128 is set to become as integral to Winters as the highway its named after.

Winters, by the numbers

By Taylor Buley Publisher It’s a running gag in Winters, when meeting a neighbor, to ask them how long they’ve been living in town.

No matter what the reply, from five years to five decades, the same punchline applies: “Oh I see, you’re also new to town!”

The truth is, in a small town with deep roots into its California history branching among so few people, it’s easy to feel like a Winters greenhorn. But according to data prepared by business analytics and mapping firm Esri, there are more newcomers to town than one might think when seeing such a strong spirit of hometown cultural heritage and historical preservation.

Drawing a five-mile circle around my northeastern Winters home, the biggest cohort of people in the area, 22 percent, moved to town between 2000 to 2009. And only 4 percent of households moved to town before 1980, an amount roughly the same as the number of people who moved here since 2015.

The town, itself, is older.

18 percent of houses were built before 1940. Between 2000 and 2010, there was roughly only a 2 percent increase in housing units.

A look at Winters by the numbers can be interesting.

There are roughly 9,323 people in a five-mile radius, with 3,193 households and 3,299 housing units.

21 percent of people live in a rural setting. During the day 7,312 people are around, with 2,743 of them workers and 4,569 of them residents.

75 percent of people are adults. 10 percent of people are aged 65 or older. 2,493 individuals are aged three and older and enrolled in some sort of school.

The area saw 1 percent population growth between 2000 and 2010. The annual growth rate is expected to be 0.78 percent over the next five years.

There are 2,379 families as of 2019, with the average family size expected to shrink by 32 percent over the next 5 years. 41 percent of households have children. 6 percent are multigenerational households. 6 percent of households are unmarried partners.

5 percent are veterans, with 50 percent of those serving in Vietnam and 16 percent serving in the Gulf War or later. About 39 percent of households have a Hispanic family member.

About 5 percent report mixed-race households.

The median age is 37.5. In five years it’s expected to be 39.1. 24 percent of households have someone 65 or older in it.

4,417 working individuals aged 16 or older, working mostly in private enterprise. About 11 percent work for the government and 7 percent work for themselves.

Only 3 percent of people walk to work and 4 percent use public transportation to get to work. 8 percent carpool and 73 percent drive themselves to work. 23 percent of people can get to work in under 10 minutes.

Most people get there under 25 minutes. 7 percent of people commute 90 minutes or more, sometimes to the Bay Area.

Most households, 55 percent, have two or more vehicles. The largest group, 22 percent, are two-person households, but most are three or more family

members. 43 percent have kids. 90 percent of those households are married couples.

The average income is $77,194 and expected to increase to $92,216 by 2024. 38 percent of households earn more than $100,000 a year.

30 percent make less than $50,000. 8 percent of people live below the poverty level. 78 percent of people live at twice that rate or more.

2 percent of people receive public assistance income. 6 percent are on SNAP or food stamps. 23 percent of households have a person with some sort of disability. 24 percent of people receive Social Security Income.

10 percent of adults aged 25 and older do not have a high school degree. 18 percent are, max, high school graduates, 26 percent have a college degree and 10 percent have completed graduate studies. 95 percent of people aged 16 or older are employed in some fashion.

53 percent of households have white-collar workers, with 26 blue-collar workers.

21 percent work in services.

16 percent of local employees work in agriculture and 36 percent work in retail, with 15 percent of them working in restaurants.

The largest group of local businesses, 31 percent, are in services industries. 7 percent of those are restaurants. 21 percent of businesses are in retail trade and 18 percent of businesses are construction or agriculture.

In the five-mile area, people spent $18 million on food at home ($5,800 per person per year) and $13 million on food away from home ($4,200 per person per year). $20 million went

to health care ($6,400 per person), $69 million went to shelter ($22,500 per person) and $11 million to entertainment ($3,700 per person). $8.4 million went to travel ($2,700), $10.7 million went to apparel, personal care and services ($3,400 per person) and $3.8 million was spent on vehicles and maintenance ($1,200 per person per year).

16 percent of people have an auto loan. 29 percent of people have a single mortgage. 56 percent have savings accounts and 62 percent have at least one debit card. 14 percent have a 401(k) plan and 29 percent invest in securities. 22 percent have 2 or fewer credit cards. 8 percent have six or more. 30 percent never or rarely carry a credit card balance, 20 percent always do.

71 percent of homes are occupied by families. 78 percent of homeowners have a mortgage. 65 percent of those have no second mortgage or home equity loan. 24 percent of homeowners owning their house free and clear.

36 percent of households are renters. Renters tend to be new to town, with 20 percent moving to town between 2010 and 2014. Rental units tend to contract from $1,000 to $2,000, with a median rent of $1,069. Most renters spend between 15 and 35 percent of their income on rent, with a gross percentage of 13 percent of household income spent on rent.

There is an overall vacancy rate of about 5 percent.

The median home value is now $430,399 and expected to grow to $476,642

Wildlife of Putah Creek and Lake Solano Go for a walk in Putah Creek Nature Park and Lake Solano Park and see how many of these animals you can spot

Western pond turtles The western pond turtle and its dull, patternless shell might be dull in color, but these native turtles are entertaining swimmers to watch. While they might be slow on land, they are speedy and graceful once they get in the water. Look out for them resting on partially submerged logs in the shallows.

Riffle sculpin and prickly sculpin These two species are well-camouflaged bottom dwellers, so you will have to be sharp-eyed and patient to catch a glimpse of them.

The riffle sculpin like cool, fast flowing water, but the prickly sculpin can also be

found in warmer, slower waters.

Chinook Salmon Once almost nonexistent in Putah Creek, the chinook salmon has returned to Putah Creek thanks to conservation efforts. These fish need year-round water flow to make it up the creek to good spawning areas.

In the fall, the Railroad Bridge is one of the best places to catch a glimpse of a few spawning salmon.

Stand at the midway point of the bridge and look down into the shallow water of Putah Creek. If you’re lucky you will catch a glimpse of a pair of salmon swimming in place. This is usually a mated pair protecting their clutch of eggs. Occasionally one might take a short break from the constant

These top notch predators can also be caught playing on the banks of Putah Creek, often by zipping down slides of their own creation into the cool water. swimming and go along with the water flow for a few moments, but after a short break these protective parents will swim right back to their clutch.

It is best to observe these fish from a distance and leave the family alone.

Pipevine swallowtail These butterflies lay their eggs on vine called Dutchman’s pipe, which grows along the banks of Putah Creek. The larvae eat the vine after they hatch.

Adult pipevine swallowtails can be identified by their dark blue-green wings which have orange spots on their undersides.

There have been more than 200 species of birds reported along Putah Creek including Canada geese.

Valley elderberry longhorn beetle These small, brightly colored beetles might be hard

to spot, considering that they are on the threatened species list. The males are less than an inch long, and have green spots on their red body. The species spends its entire lifecycle in close proximity to the elderberry tree, which grows along Putah Creek.

Mexican free-tailed bat Look for these small mammals at dusk from summer to fall. In the evening light they look like small birds in flight, but take note to see if that “bird” is darting through the air at incredible speed. That’s the Mexican free-tailed bat, which is considered to have the fastest horizontal speed of any animal.

Their fleshy tail serves as a rudder as they navigate the skies catching small in-

sects. Watch for them after sunset as they fly out of the vacant second stories of historic Winters buildings, and watch them hunting over Putah Creek.

River otters These members of the weasel swim along the bed of the creek catching frogs and crayfish. Otters will also leave to water to hunt for smaller mammals.

can be a plant restorationist’s nightmare, as they prefer gnawing on native plants and leave the nonnative ones to thrive. If you see a restoration area with young trees and shrubs wrapped in protective fencing, beavers are one of the reasons why.

Beavers are nocturnal animals, but if you catch one out you will be able to identify it by the way it swims with only its head poking above the water.

Crayfish Crayfish, also known as crawdads, are freshwater crustaceans that look like small brown lobsters. They are the sanitation workers of Putah Creek, feasting on decomposing plants and other dead organic matter.

The birds of Putah Creek Putah Creek is a great stop for birds, which makes it a great place for birdwatchers to visit. To date there have been more than 200 species of birds reported along Putah Creek.

Western yellow-billed cuckoo These endangered birds are a rare sighting anywhere, but have been spotted along Putah Creek.

Look out for their long tails, brown feathers and white bellies.

Yellow breasted chat These loud songbirds try to stay hidden, but if you watch carefully you might catch a glimpse of their lemon-yellow breast feathers.

Red-tailed hawk When watching these raptors in flight, their eponymous tail often gives them away. Look for their gliding flight pattern, comes from

Coyotes have earned their title of “omnivorous opportunist,” along with a lot of ire. They hunt small animals, eat carrion and will also pick up fallen fruit and nuts.

Swainson’s hawks migrate through Yolo County on their way to their destinations in Canada and Argentina. These threatened species have the longest migrations of any North American raptor.

Coopers and sharp-shinned hawks These raptors fall under the subcategory of accipiters. They have shorter wingspans which allows them to dart through the air quickly as they hunt down smaller birds of prey.

Raccoon The most likely way to “see” this nocturnal animal is by looking out for their fleshy footprints in the soft mud. They forage along the banks of the creek and sometimes venture out into human spaces. Raccoons more of opportunists, who are happy to both hunt for crayfish and forage for berries.

The latest generation of Esri’s data analysis approach uses 68 so-called “tapestry segmentations” to describe American neighborhoods. The top three tapestry segments according to Esri are “Urban Villages,” “Pleasantville” and “International Marketplace.” (A purview of data extended to a 10 or 25-mile radius reaches “Exurbanites” and “Soccer Moms” dominant segments).

Urban Village residents are multicultural, multigenerational, and multilingual. They have a median age of 34 years old, an average household size of 3.78, and an annual income of $62,300. They tend to be trendy and fashion-conscious risk-takers.

These consumers focus on their children and often maintain gardens.

They are open to trying new things. They are comfortable with technology and interested in the latest innovations. They are well connected with their smartphones, but more likely to shop in person.

Their favorite stores are

as diverse as they are, but include Costco, Trader Joe’s and Target.

Pleasantville couples are slightly older couples that move less than any other market. They have an average household size of 2.88, a median age of 43, and a median household income of $92,900.

Many are empty-nesters; some have adult children.

They tend to own older, single-family homes and maintain a standard of living with dual incomes.

Esri describes these consumers as cost-conscious and willing to spend more for quality and brands they like.

They prefer fashion that is classic and timeless as opposed to trendy and typically consume all types of media equally (newspapers, magazines, radio, Internet and TV).

International Marketplace neighborhoods are rich blends of cultures, usually found in more densely populated areas than in Winters. Almost 40% of residents are foreign-born; and nearly 1 in 4 households are linguistically isolated. It’s a young, diverse family market with 41 percent of families having children (as either a married couple or single parent), plus married couples without children and a notable proportion of multi-generational households.

These are described

by Esri as hard-working consumers, striving to get ahead, with both labor force participation rate of 67 percent that is higher than the US average and an unemployment rate that is also slightly higher, at 6 percent. They tend to prefer the Internet.

Maybe a data-based approach to Winters is no joke, afterall!
