FORT LEE, Va. — Since 2020, the sheer number of severe storms exhausted the list of designated names. According to meteorologists, the outlook for 2022 is more of the same. Before the next hurricane or other severe storm occurs, the Defense Commissary Agency advises its patrons to be prepared and use their benefit to save money on their emergency supplies, said Marine Sgt. Maj. Michael R. Saucedo, the Defense Commissary Agency’s senior enlisted adviser to the DeCA director. “As service members we are taught to always be prepared for the worst-case scenario,” Saucedo said. “When it comes to your home, an ounce of prevention is way better than looking for a grocery store after the storm hits. Create a disaster plan and use your commissary to help you save 20-25 % on your emergency supplies.” From April through Oct. 31, DeCA’s severe weather promotional package includes discounts on the following items: beef jerky and other assorted meat snacks, soup and chili mixes, canned goods, powdered milk, cereals, batteries, airtight bags, weather-ready flashlights, tape (allweather, heavy-duty shipping and

TRAVIS AIR FORCE BASE — David Grant U.S. Air Force Medical Center conducted a mass casualty exercise here May 17 using military emergency medicine residents from the facility and the University of California Davis Integrated Emergency Medicine Residency Program as the primary emergency responders. Augmented by a team of pararescuemen from the 131st Rescue Squadron, an HH-60M Black Hawk helicopter from the 129th Rescue Wing dropped off the crews of emergency medicine residents and pararescuemen to a chaotic scene of simulated casualties that needed immediate medical attention. “The significance of the training was to provide our military emergency medicine residents with a glimpse into the en route patient staging system from the point of injury to transport by the Critical Care Air Transport Team,” said Lt. Col. Roderick Fontenette, the 60th Medical Group military associate program director for the DGMC and UC Davis residency program. “It provided them an opportunity to
work with others within this system to gain a better appreciation of the cross-organizational teamwork required to move patients.” To make the training more realistic, a group of civilian residents from the residency program at UC Davis Medical Center volunteered to be simulated casualties and observe their military co-residents react to the scenario. “There is a lot more pressure on our Air Force colleagues. They have to know everything because they have to be everything and everyone at any given time,” said Dr. Clelia Clark, a resident doctor of the residency program. “It’s incredible to see them work today and get put through their paces. It was awesome.” Fontenette said the mass casualty exercise was meant to hone and sharpen their critical care skills in conjunction with their academic learning through UC Davis upon completing the three-year residency program. “Upon graduation, they are well-prepared and trained to care for patients in any environment and setting, thanks to their training at UC Davis hospital,” Fontenette said. Fontenette noted the

It’s not just hackers operating at the behest of adversarial nation-states who pose a threat to U.S. cyber infrastructure – it’s cybercriminals who are just in it for the money, the deputy assistant secretary of defense for cyber policy said. Many in the Defense Department have long viewed the cyber threat in terms of nation-onnation, said Mieke Eoyang, who spoke May 20 at TruCon2022, the Truman Center for National Policy’s annual conference. “I think that’s because we thought that those are the most technical, the most sophisticated and the ones that would have
the greatest impact,” she said. “But I think we’ve seen over time with the development of the nonstate actor – the criminal cyber market – is that capabilities that were once reserved for state actors are available on the dark web for purchase.” The criminal hacker, Eoyang said, is also able to act in a disruptive manner and greatly affect the American way of life – such as with last summer’s attack on Colonial Pipeline. Differentiating between the criminal hacker and the nationstate hacker complicates the defense of the nation, Eoyang said. Further complicating the issue is that some nations, while they may not have ever directly
perpetrated a cyberattack on the U.S., do make themselves hospitable to criminal hackers who are interested in benefiting from such attacks. “How do you then make decisions about how to impose costs if you’re not confident that it is in fact a state actor, a criminal . . . [or] a state actor pretending to be a criminal,” Eoyang asked. “This is really a very complicated environment.” The Defense Department is frequently unwilling to talk about its security capabilities when it comes to cyber, but Eoyang did let out a glimpse of the U.S. capabilities when it comes to cyber criminals.
