60TH AIR MOBILITY WING PUBLIC AFFAIRS

ALPENA, Mich. — Nearly 400 airmen from the 60th Air Mobility Wing at Travis Air Force deployed to the Alpena Combat Readiness Training Center in Alpena, Michigan, from April 9-14, for Exercise Roundel Perun 22-01, a large readiness exercise meant to test the “fly-away” method of employing forces.

“The fly-away exercise is a concept of operations, of actually employing every function that our base has – away from home station to operate in a foreign location with all of our equipment, personnel and forces available to execute our global mobility mission,” said Lt. Col. Tyler Marcotte, Travis’ inspector general and exercise assistant controller.

According to Marcotte, this exercise also marks the first time the 60th Air Mobility Wing has conducted a large-scale readiness exercise in more than 10 years.

“We have a lot of new folks doing this for the first time out of Travis,” Marcotte said. “It’s unique that we have a lot of personnel working with each other that normally wouldn’t do so on a normal basis at home station.”

ALI AL SALEM AIR BASE, Kuwait — The Rock Chapel at the 386th Air Expeditionary Wing offers service members and coalition partners a variety of religious services and resources to strengthen spiritual fitness, support overall wellness and boost morale.

Religious services include Catholic, Protestant (Contemporary and Gospel), Latter-day Saints, Jewish Shabbat, an Islamic Prayer Room and two earth-based sites.

“If we don’t have what they’re looking for, we’ll make sure we can accommodate,” said Staff Sgt. Justin Cunningham, noncommissioned officer in charge of program management, 386th Chaplain Corps.

The Rock Chapel offers more than just religious services. They also offer 100% confidential counseling and trusted leadership advisement.

One of the religious support team’s duties is to conduct unit engagements by visiting units within the 386th Expeditionary Mission Support Group and driving to Cargo City at least twice a month.

“I have a really great team,” said Lt. Col. Glenn Lundberg, wing chaplain, 386th Air Expeditionary Wing, who deployed from the 349th Air Mobility Wing at Travis Air Force Base.

“They do visitations almost every day.

They’re out there wanting to see the service members, even though we are short-staffed, they’re still willing to go that extra mile and help go out there to see the service members. I’m really proud of them.”

Members of the religious support team chat with airmen to see how they’re doing on their deployment.

“If anybody’s leaving soon, if anybody’s brand new, we just see, in general, how things are going, making sure there’s no big crises or anything,” said Capt. Joshua Stevens, deputy wing chaplain, 386th Air Expeditionary Wing. “So [the airmen] know if they see us, then they’re more likely to come over to the chapel.

They’re more comfortable to come to us if something big does happen.”

By checking on airmen in various units, the religious support team can gauge the overall spiritual health and morale of the troops and advise leadership.

“I think helping the airmen, and especially with counseling—when I can see I can make a difference in their lives, even if it’s that one time I meet with them—that’s an immediate feel good response and that’s probably one of the better things that I enjoy about this job,” said Lundberg, a licensed clinical psychologist at San Quentin

Justification for nomination: Senior Airman Jurnee Collins was instrumental in repairing of 17 pilot reported discrepancies, completing an aircraft isochronal inspection, and

operated as interim shift lead where she increased skill level training for three personnel. Her efforts contributed towards the generation of 21 missions for 200 flying hours.

Finally, Senior Airman Collins addressed a recurring auto-pilot discrepancy where she isolated the malfunction down to damaged wiring and repaired it, eliminating six months of history.

FALLS CHURCH, Va. — The Air Force continuously assesses the medical policies surrounding its aviators, updating policies as new data and research emerge.

This commitment to data driven medical decisions and policy updates keep airmen flying safely and the mission on track.

In the last five years, the Air Force updated or created policies related to migraines, pregnancy, high cholesterol, Post-Traumatic Stress Disorder, refractive eye surgery and Covid-19.

“Policies are informed by extensive medical literature

review and looking at clinical events that would affect the mission, flight safety and health of the aircrew,” said Col. Amy Hicks, Aeromedical Consultation Service Division Chief, U.S. Air Force School of Aerospace Medicine. “The Air Force’s aviator population tends to be younger and healthier than those found in regular medical literature, so we also rely on data specific to our population, and we have this amazing resource of clinical cases and data related to those cases.”

Much of the data analysis studies that inform aviation policy come from the Aeromedical Consultation Service, or ACS, at the 711th Human Performance Wing’s U.S. Air Force School of

Aerospace Medicine, which is part of the Air Force Research Laboratory.

Research informs aviator medical policies and flying standards in two ways.

“There is a difference between research studies and analysis,” said Dr. Tanisha Hammill, Capability Development Division Chief, Office of the Air Force Surgeon General. “When we analyze a database, they tend to translate into policy changes more directly. Then there is research we do in a controlled laboratory environment where we take results, translating them into outcomes that then would be included in a risk assessment table. PORTLAND, Ore. (AFNS) — In December 2021, the Portland Air National Guard Base became the first Air National Guard base to house the innovative technology developed by Ghost Robotics known as the Quadrupedal Unmanned Ground Vehicle. This four-legged droid is commonly referred to as a robot dog.

care of the 142nd Security Forces Squadron. The canine-like body of the QUGV reflects the beams of sunshine off its exterior, and with one click of a button, it is awakened.

Tech. Sgt. Jamie Cuniff, 142nd SFS logistics and resources noncommissioned officer, has been working with the new technology since its arrival at PANGB. “We’re kind of spearheading this whole side of security, this autonomous defender as they say, which makes me feel really good and proud to be in the unit,” Cuniff said.

Cuniff, who has been a key advocate for the adoption of the robot dog, has been the leading force in getting it ready for its security mission here.

“From a security standpoint, it’s going to benefit us in the way that it provides some real time video feedback and also acts as a deterrent,” Cuniff said.

This semi-autonomous robot is programmed to minimize human exposure to danger. The

unique capabilities of the robot, including its sensor package, creates a notable advantage for base security.

“It’s going to give us exponentially more, real time ground situational awareness” said Lt. Col. Ryan Barton, 142nd SFS commander. “I see the dog bringing a lot of additional capability down the road. Say we have a building alarm or an event we need to respond to on the installation – the dog can go with us or first and provide us a video feed of what’s going on inside the building, while also providing a two-way interface that allows us the ability to start affecting the situation while other Defenders respond.”

The robot can independently track the perimeter of the base, endure a variety of terrain, scan the area with multiple different camera types, travel long distances on one charge, provide active surveillance of the area, and funnel that information back to those in the security forces

Exercise From Page 2 More than 20,000 personnel are on Travis Air Force Base, and close to 400 airmen went to the Alpena CRTC and became a fully operational wing within 24 hours.

“Because it is a smaller element, it takes all hands on deck to really make this successful,” he said.

Among the multiple purposes this exercise served, exploring the concept of multi-capable airmen was an integral part of the

exercise’s success.

“What that really gets after, in my book, is everyone being willing to step up and do someone else’s job,” said Col. Ryan Garlow, 60th Air Mobility Wing vice commander, and commander of Viking Air Base, the simulated operating location for the exercise.

Garlow commended airmen for stepping up and integrating as teammates with each other because of the smaller than regular-sized force to run the mission.

For example, Staff Sgt. Casey Bonillas, 60th Logistics Readiness Squadron ground transportation specialist, was roomed

with the noncommissioned officer in charge of fuels operations during the exercise and noticed his roommate coming in late after working 14 to 15 hour days.

According to Bonillas, he and his counterpart for the exercise, Tech. Sgt. Randy Ahlers, a 60th Logistics Readiness Squadron ground transportation specialist, took it upon themselves to help with fuels operations when their shuttle service was underutilized.

“Tech. Sgt. Ahlers and myself were able to help mitigate some of that overtime that they’re (fuels operations) working by fueling the trucks up,” Bonillas said.

“So their driver just has to swap vehicles at the fill station and then bring it back out to the aircraft.”

Along with exploring the multi-capable airmen concept, the wing inspection team used the large-scale readiness exercise to evaluate multiple functional areas/sections and their relevant core tasks related to the exercise, as stated by Maj. Chris Cummings, the large-scale readiness exercise lead planner and main executioner of Roundel Perun.

“It’s about having a minimum

force at a base and being able to shift focus at a moment’s notice to stay mobile,” Cummings said.

Thus, he said, enabling our forces to stay within the enemy’s sphere of recognition or what military strategists like to refer to as the OODA (observe, orient, decide, act) loop.

“Exercises of this scale ensure we fine-tune the techniques, tactics, and confidence to ensure we are ready for the next fight,” Garlow said. “It was incredible to see all of our teams working together through the challenges we faced this week.”

How security assistance gets to Ukraine David Vergun DOD NEWS

A senior Defense Department official spoke to the media about U.S.-provided security assistance to Ukraine.

The current crisis in Ukraine has demonstrated the important role that the Defense Security Cooperation Agency plays in executing U.S. foreign policy, the official said.

The agency’s mission is wideranging, from arms transfers and institutional capacity building to international military training and education and humanitarian assistance, the official said.

Since the beginning of the invasion, the Defense Security Cooperation Agency has executed $2.3 billion in presidential drawdown of security assistance to Ukraine and $300 million under the Ukraine Security Assistance Initiative as of April 1, the official said.

The term presidential

drawdown is used when the president authorizes military hardware to be pulled from existing U.S. military stock.

“This is a time of higher [operations tempo] and faster movement than we’ve really ever done in our history,” the official said.

The official then described how a presidential drawdown works.

Working together with the Ukrainians and with U.S. European Command, a list of requirements is developed and shared with those who work on policy in the Pentagon. Coordination of stocks and deliveries is also made with allies and partners.

A determination is made whether the U.S. industrial base can refill those stocks over time.

The Defense Security Cooperation Agency shares the list with the military departments, to determine if they have the availability of the stocks.

The military departments provide information on what the readiness impacts are of

drawing down that equipment from U.S. stocks.

The chairman of the joint chiefs of staff provides his recommendations and then a memorandum goes to the secretary of defense for his approval of the drawdown plan.

The package of requirements is then built.

At that point, the president will direct the drawdown.

Then, the State Department secretary signs a memo directing DOD to execute and then the Defense Security Cooperation Agency puts out the executive order.

Policy changes also happen incrementally as medical research and data evolves, and waivers are constantly monitored to either establish new standards or clarify existing policies.

“We have this amazing resource of clinical cases and data related to those cases,” said Dr. Maximilian Lee, Senior Aerospace Medicine Consultant with the Aeromedical Consultation Service, U.S. Air Force School of Aerospace Medicine. “Because of how we are able to collect data, we are able to identify issues or concerns that may impact standards, and can look at those aviators over a longer period of time to see if we are applying the correct standards.”

Policy Changes The Air Force, for example, updated its migraine policy by comparing data between aviators and non-aviators. The Aeromedical Consultation Service considered aspects such as frequency, symptoms and medications to determine a flight status. Previously, aviators had to be migraine-free for one year.

Now, the policy allows a return to flight duties within a range of three to six months for most aviators.

In 2019, the Air Force updated its policy to allow certain fully qualified pilots to perform their assigned duties during pregnancy without a medical waiver. The Air Force further clarified this policy, explaining that aircrew members can voluntarily request to fly in the second trimester with an uncomplicated pregnancy in a non-ejection seat aircraft. All aviators who are pregnant can apply for a waiver

regardless of trimester or aircraft.

While the majority of research and analysis has resulted in policy changes that have allowed more airmen to keep flying, there are a few instances where research has supported the opposite.

“This policy enables the ability to detect heart inflammation following a Covid infection and allow full recovery to prevent worsening of that injury,” said Col. Micah Schmidt, Medical

Ongoing research Every quarter, Aeromedical Consultation Service members and major command representatives evaluate medical standards, looking at data trends to support policy updates and to identify what areas need additional research.

One condition of interest is the occurrence of coronary artery disease.

“Currently, aviators with coronary artery disease can’t fly high-performance aircraft, like an F-16, but we have been evaluating that,” said Hicks. “We have given waivers to allow airmen with coronary artery disease to

fly non-high-performing aircraft.

We are also looking at the outcomes again to see if it is possible to broaden existing policy.”

The Aeromedical Consultation Service is also looking to assess how aviators who have received cervical disc replacements could perform while flying. A cervical disc replacement is sometimes used to address herniated discs, but there is incomplete information on how those devices would work in a high-performance aircraft environment.

“Aerospace medicine provides confidence to our operators and leaders, and to do that we need to strike a dynamic balance between safety and operational duties,” said Lee. “If we are too cavalier, then we put both the member and the mission at risk.

Finding a balance is a core challenge in aerospace medicine and we need to approach it with both experience and continual data to reassess our standards.”
