Zelenskyy implores for more aid War in Ukraine enters second month
Marcus Yam and Jaweed Kaleem LOS ANGELES TIMES
KHARKIV, Ukraine — Ukrainian President Volodymyr Zelenskyy made an impassioned appeal to President Joe Biden and other NATO leaders for more aid Thursday as the war ravaging his country entered its second month with more bombing by Russian forces and civilian suffering in besieged cities. In a video address to an emergency NATO summit in Brussels, Zelenskyy requested that the alliance offer Ukraine even a small fraction of its materiel to help beat back Russian troops on the ground and deadly attacks from the skies. “So far we haven’t received a single plane” from NATO, Zelenskyy said. “You have at least 20,000 tanks. Ukraine is asking for 500. From all of your tanks, just 500 – give them to us, sell them to us. So far we haven’t got a clear answer.” He acknowledged that Ukraine was not itself a member of the 30-nation North Atlantic Treaty Organization, occupying “some gray zone” between the West and Russia. But he insisted that his nation was fighting for values held in common with NATO members and against an invading army with a massive arsenal. “You can see the consequences today – the number of people killed, the number of peaceful cities ruined,” Zelenskyy said. “We are on unequal terms for over a

NATO Secretary-General Jens Stoltenberg has also echoed Biden’s warnings of possible chemical warfare by Russia in Ukraine, saying that “any use of chemical weapons would totally change the nature of the conflict.” Fighting was reported overnight in several Ukrainian cities Thursday. Around the capital of Kyiv, where Ukrainian military leaders and Western intelligence officials say local forces have pushed the Russians farther back on the city outskirts, artillery fire and and battles were reported in the northwestern suburbs of Kotsiubynske and Irpin and farther out in Yasnohorodka. said Thursday that Russian attacks have damaged or destroyed 10 homes, 12 schools and six kindergartens since last month. In the northeast near the Russia border, the second-largest city of Kharkiv shook overnight as a loud explosion was heard across neighborhoods. The regional governor, Oleg Sinegubov, told local media that the sound came from Russian missiles. Casualties were unknown. “People do not leave bomb shelters almost around the clock,” a statement from the Kharkiv regional police department said Thursday. Police said 294 civilians had died since the war began Feb. 24. As the death toll in Ukraine – more than 900, according to a conservative estimate from the United Nations – continues to climb, the U.N. General Assembly was set Thursday to vote on a resolution blaming Russia for the growing humanitarian crisis and calling for an end to the invasion. The U.N. says that more than 10 million people have been displaced by the war, with 3.5 million fleeing the country. Moscow has denounced the proposed U.N. resolution as “anti-Russian.” Earlier, the Security Council, of which Russia is a permanent member, defeated a Russian resolution that mentioned humanitarian needs in Ukraine but avoided mentioning the war.

DOD works to increase meaningful participation of women in security, defense institutions Terri Moon Cronk DOD NEWS
WASHINGTON — On the occasion of Women’s History Month, Michelle Strucke, deputy assistant secretary of defense for global security, spoke on the Participation Of Women in Security and Defense Institutions at Johns Hopkins School of Advanced International Studies and the William J. Perry Center for Hemispheric Defense Studies March 10. “Before I dive into the benefits and challenges of incorporating diverse perspectives into our national security decision making, I’d like to highlight our Women, Peace and Security program, where much of our work to advance gender equity and equality is centered,” she said. In 2020, the Department of Defense released its first Women, Peace and Security Strategic Framework and Implementation Plan, also known as the SFIP, which was a critical step in promoting the meaningful inclusion of women across the spectrum of conflict, Strucke said. The SFIP outlines the department’s internal and external focus areas for the next four years, including, she said: Modeling Women, Peace and Security within Department of Defense through its development, management and employment of the Joint Force; Supporting Department of Defense’s partner nations to advance women’s meaningful participation in their defense and security sectors; and Working with partner nation defense and security sectors to ensure women and girls are safe and secure, and that their human rights are protected. “For the Department of Defense, the benefits to integrating a gender perspective into our
defense institutions are clear,” the deputy assistant secretary said. “By empowering women in defense and security sectors, the department, alongside its partners and allies, believes we can more effectively achieve our mutual security objectives.” Put simply, she noted, advancing Women, Peace and Security is not just about doing the right thing – it also translates to strategic, operational and tactical gains, making Department of Defense a more effective force. Department of Defense is committed to working with its partners long-term on increasing the meaningful participation of women in national security, and elevating the unique perspectives and security needs of not just women and girls, but men, boys and differently gendered people in conflict, Strucke said. “Alongside our partners and allies, the Department of
Defense has made a tremendous amount of progress on WPS implementation over the last few decades, and we view WPS principles as integral to advancing prosperity and security in the Western Hemisphere.” Strucke said she’s “encouraged by the progress some of our Latin American partners have made in ensuring the meaningful participation of women in their security and defense sectors.” Yet, she added, “We know that challenges remain. Recent reports commissioned by U.S. Southern Command on the status of women in Latin American and Caribbean security and defense sectors highlighted that – despite strong rhetoric and political support for gender equity and equality – WPS principles have not been consistently applied, and lack strong monitoring See Women, Page 15

AIR FORCE MATERIEL COMMAND
WRIGHT-PATTERSON AIR FORCE BASE, Ohio (AFNS) — As one of only 11 female two-star general officers currently serving on active duty in the Department of the Air Force, Maj. Gen. C. McCauley von Hoffman is no stranger to being the sole woman among her peers. In fact, during the early years of her nearly 33year Air Force career, von Hoffman was often the only female officer in her unit and field. Women’s History Month is an opportunity to share stories of the past and celebrate the achievements of individuals who operated outside of societal norms and achieved success, setting the stage for future generations to follow. Von Hoffman is the director of Logistics, Civil Engineering, Force Protection and Nuclear Integration at the Air Force Materiel Command. She received her commission through the Reserve Officers’ Training Corps at Vanderbilt University in 1989 and became a supply and fuels officer, later cross-training into the aircraft maintenance field. Though she has a family history of service dating back to the early days of World War I, her initial motivation to join was actually more fiscally-inspired. “Air Force ROTC was sending me to college,” von Hoffman said. “My plan was to serve four years and a day, because that’s the scholarship payback, then on to law school. My life took a different path than I expected.” As a supply and fuels officer, von Hoffman’s first assignment was at Nellis Air Force Base, Nevada, where she was assigned to a fighter unit where almost all the other officers and maintainers were men. At the time, it did not even cross her mind that she

Their priority was to help make
her a good lieutenant for the Air Force. “They were two great role models for me and didn’t see gender, which was rare at the time,” von Hoffman said. Support From Page 10 to experience cultural differences pertaining to women that still existed. She also spoke of another instance when a peer’s positive compliment did not come across as intended, from her perspective. “They said, ‘you’re the best female officer I’ve met.’ In their
mind, they were thinking it was a compliment,” von Hoffman said. “In my mind, I thought, I just want to be a good officer and part of the team. In the late 80s and early 90s, it was almost an ‘allboys club,’ and that didn’t bother me.” It was during that time that various federal service women’s groups had started to form as a way for females to develop supportive relationships in the workplace. However, von Hoffman resisted participating for many years.

“I didn’t want people to see me as a female officer. I just wanted them to see me as an officer. I was probably in that camp for about 8-10 years,” von Hoffman said. “Now, I see the value in women mentoring women and groups that lift each other up. It is something that I wish women in the Air Force could have learned a lot sooner – to take care of each other.” Today, von Hoffman searches for opportunities to reach out

Support From Page 13 to younger officers and airmen to learn about their challenges while sharing many of her own, both personal and professional. She encourages young airmen to find that group of people in which they can share career and life challenges while gaining that uplifting support they need to navigate service life as a woman. She also shares some of her own personal work-life balance challenges with them, letting
them know that they are not alone in the shared journey. “I am a working parent, and I understand the difficulty many face when trying to take care of a family and continuing to serve,” she said. “Not everyone can have a full-time support system, and when you can’t, and everything is not perfectly lined up, you have to cut yourself a break. It is times like these when you can rely on your group for support and know that you don’t have to do it alone.” Reflecting on Women’s History Month, von Hoffman sees this time as an opportunity to not only educate the next generation
on the challenges so many women have overcome on the path to success, but she also views it as an opportunity to encourage more women to join the service and stay the path for the long term. “The Air Force has come a long way in terms of women in leadership roles, but we still have more progress to make,” she said. “This generation is going to get us there. We need to support each other and be supportive as leaders to our firstterm airmen and new lieutenants so they can have a career path free of barriers.”

Women From Page 4 and evaluation structures.” And while achieving gender balance is a key first step, advancing true gender equity and equality requires more: integrating a gender perspective throughout policies and plans, and addressing gender norms in the security and defense sectors that serve as barriers to recruitment, promotion and retention, Strucke said. “We’re continually working
DEPARTMENT OF DEFENSE to recruit, promote and retain women throughout the Joint Force,” she emphasized. “As of 2021, less than 20% of senior enlisted personnel were women, and women make up less than 25% of our airmen, soldiers, Marines and sailors. These discrepancies are the most prominent at senior levels as we work to retain women as they progress in their careers.” Strucke noted that more than half of female officers from 2001 to 2019 left military service after their initial obligation, compared to 33% of men in the same positions. “This requires a dismantling
of the systematic and structural barriers in place by supporting military families, improving access to child care, creating clear pathways to leadership and addressing gender-based violence, including sexual harassment and assault,” she said. “It also requires us to recognize the intersectionality between recruiting, promoting and retaining women, and our broader diversity, equity, inclusion and accessibility work,” the deputy assistant secretary said. “My colleagues in the Office of Personnel and Readiness, as well as senior advisors to Secretary of Defense Lloyd J. Austin
III, have done an excellent job of integrating gender into our efforts to address extremism, ensure that LGBTQI+ people are able to serve freely and openly, and work towards a joint force that reflects America’s diversity,” Strucke said. The Department of Defense also is continually getting better at integrating gender analysis and a gender perspective into its policies and plans, she said, adding that means shifting the way the U.S. military has traditionally thought about its engagements abroad, incorporating factors like gender into conversations around priorities like strategic
TRAVIS TAILWIND 15 competition, climate change and response to emerging crises. “I am proud that our department has not only prioritized advancing the careers of women in leadership – as you’ve seen through the nomination of women to two of our four-star combatant commands,” Strucke noted. “We’ve also prioritized establishing an environment where every person is an ambassador for advancing gender, racial and LGBTQIA+ equity across this department and advanced an intersectional approach in our actions with partners abroad.”

How to beat Str8ts – Like Sudoku, no single number can repeat in any row or column. But... rows and columns are divided by black squares into compartments. These need to be filled in with numbers that complete a ‘straight’. A straight is a set of numbers with no gaps but can be in any order, eg [4,2,3,5]. Clues in black cells remove that number as an option in that row and column, and are not part of any straight. Glance at the solution to The solutions will be published here in the next issue. see how ‘straights’ are formed.
