SACRAMENTO — Coast Guard Air Station Sacramento held a change of command ceremony Friday, marking the transfer of leadership from Capt. Bradford Apitz to Capt. Patrick Dill.

Rear Adm. Jeffrey Novak, commander of Coast Guard Southwest District, presided over the ceremony in which Dill assumed command following Apitz tenure as the air station’s commanding officer.

Apitz served as the air station’s commanding officer from June 2024 to July 2026. During his tenure, he transformed strategic vision into tactical action, leading the Coast Guard’s largest operational HC-27J fixed-wing unit, managing $214 million in assets and a $1.8 million budget. Responsible for protecting more than 1,200 miles of coastline, Apitz’ superb leadership resulted in more than 250 border security patrols, 443 days deployed, and 54 search and rescue cases with seven lives saved See Dill, Page 2

Albania strengthens regional airbase operations U.S. AIR FORCES IN EUROPE AIR FORCES AFRICA PUBLIC AFFAIRS

TIRANA, Albania — More than 60 military members from six nations gathered in Tirana, Albania, for the European Partnership Flight Air Base Operations and Development Conference, July 13-17, focused on strengthening regional air power through shared expertise and collaboration.

Hosted by the Albanian Ministry of Defense in partnership with U.S. Air Forces in Europe-Air Forces Africa, the conference brought together military professionals from the Albania, Bosnia and Herzegovina, Italy, Kosovo, Montenegro, North Macedonia and the U.S. to exchange best practices and enhance interoperability across critical air base functions.

Throughout the week, participants engaged in presentations, demonstrations and small-group discussions covering topics including airfield management, base defense, logistics and supply chain operations, aircraft rescue and firefighting, communications, integrated air base air defense, expeditionary site surveys and command and control.

The conference also included a visit to Kuçovë Air Base, where attendees participated in a base tour and collaborative discussions with Alba-

nian counterparts.

U.S. Air Force Lt. Col. Andrew Zimmer, Headquarters USAFEAFAFRICA/A5I Eastern Europe branch chief for international affairs and senior Air Force representative for EFP, emphasized that effective airpower begins on the ground.

“A military air base is not just a runway or a depot. It is a highly active weapons system,” Zimmer said. “When [it] runs efficiently with fast refueling, strong security, quick maintenance and clear communications, it becomes a launchpad for immediate action.”

The EPF conference serves as USAFE-AFAFRICA’s premier air-centric engagement designed to build regional capability through subject matter expert exchanges.

By fostering technical collaboration and operational dialogue, the conference helps participating nations develop the military capability, capacity and mutual confidence necessary to strengthen collective defense and enhance regional security.

“Our greatest strength lies in our ability to work as one team,” said Brig.

JOINT BASE MCGUIRE-DIXLAKEHURST, N.J. — Contingency response operations demand more than technical expertise. Whether opening an austere airfield, supporting humanitarian assistance or enabling combat operations, airmen must understand how every specialty contributes to mission success. The 621st Contingency Response Wing’s Devil Development Course, a one-week course conducted at either Travis Air Force Base or Joint Base McGuire-Dix-Lakehurst, N.J., is designed to build that foundation.

The multi-day professional development course introduces airmen to the full scope of the contingency response enterprise, combining instruction on mission command, contingency response doctrine, Agile Combat Employment, readiness, force generation, mission planning and the roles of each specialty within the wing.

The goal is to develop airmen who understand not only their own responsibilities, but also how to integrate with teammates in rapidly evolving operational environments.

“The goal is for students to leave the Devil Development Course with a broader understanding of what contingency response does,” said U.S. Air Force Capt. Anthony DiCicco, Training & Programs flight commander. “When they go on their first contingency response team, contingency response element or airfield assessment team, I want them to remember two things: learn each other’s jobs and always have a good attitude.” That broader perspective resonated with students throughout the course.

“I’ve been in the contingency response group my whole career, and I thought, ‘We open and close ports – that’s what

That shared understanding is increasingly important as contingency response airmen prepare to deploy in small, decentralized teams capable of operating independently in austere locations.

Rather than relying on detailed instructions from higher headquarters, those teams must exercise disciplined initiative while understanding how their decisions affect the larger mission.

“It is amazing,” said Chief Master Sgt. Dennis Flanagan, 621st Air Mobility Advisory Group senior enlisted leader. “I can’t think of another Air Force organization that would send a staff sergeant or

technical sergeant out to lead a small team at an austere location. That’s a huge amount of trust

AMC welcomes new commander at Scott AFB Air Mobility Command Public Affairs SCOTT AIR FORCE BASE, Ill. — Air Mobility Command officially welcomed Lt. Gen. Daniel H. Tulley as its new commander during an assumption of command ceremony held at Scott Air Force Base, Monday.

Air Force Chief of Staff Gen. Ken Wilsbach presided over the event as Tulley assumed command of AMC. “Recent operations like Absolute Resolve and Epic Fury have reminded us that airlift, aerial refueling, aeromedical evacuation, and global logistics are not simply supporting functions,” Wilsbach said.

“They create options for our nation’s leaders, provide freedom of action for combatant commanders, and make the employment of military power possible. In every sense of the word, they enable maneuver.”

Wilsbach also remarked on Lt. Gen. Rebecca Sonkiss’ leadership and accomplishments during her tenure as interim com-

mander of AMC. “These accomplishments speak for themselves, but they reflect something more important than operational success,” Wilsbach said. “They reveal a leader who built trust across the enterprise, and ensured every organization understood both its mission and its role in achieving a common objective. I know that a source of inspiration for you, Reba, is the people you serve with every day, and I am so grateful for your steadfast leadership during combat operations. Gen. Randall Reed, commander of U.S. Transportation Command, provided additional comments during the ceremony, speaking to Tulley’s leadership background and the pivotal role the command has in delivering rapid global mobility for the joint force.

Throughout the week, instructors emphasized that contingency response readiness extends beyond equipment and technical proficiency. Airmen discussed leadership, discipline, trust and resilience alongside historical case studies and current operational challenges, reinforcing the importance of preparing both themselves and their

teams before the next mission begins.

For Col. Justin Ballinger, commander of the 621st Contingency Response Wing, that preparation is what enables contingency response forces to remain agile around the globe.

“When you give folks at the lowest echelon the opportunity to make decisions and do great things, they create great things,” Ballinger said.

As the wing continues supporting operations around the world – from humanitarian assistance and disaster relief to expeditionary airfield operations – the Devil Development Course provides airmen with the common understanding needed to integrate diverse specialties, exercise mission command and execute contingency response missions wherever they are called.

CAMP LEMMONIER, Djibouti — The 818th Mobility Support Advisory Squadron, nicknamed the ‘Silverbacks’ and located out of Joint Base McGuire-Dix-Lakehurst, N.J., conducted their last-ever mission at Camp Lemmonier, Djibouti, July 10-23, before the unit’s deactivation set to occur this fall.

Sixteen U.S. airmen, primarily consisting of Air Advisors from the 818 MSAS but with additional support from the 621st Contingency Response Wing, 435th Tactical Advisory Squadron, and 305th Maintenance Squadron, spent two weeks training Djibouti Air Force members on aircraft maintenance procedures, pilot training, and Intelligence, Surveillance, and Reconnaissance techniques.

“As team lead on the final Air Advisor mission for the 818 MSAS, I watched Djiboutian Air Force airmen bring professionalism and a clear drive to learn to every training day,” said U.S. Air Force Master Sgt. Kendall Washington, 621st Air Mobility Advisory Group standards and evaluations superintendent. “Our entire team from the 818 MSAS, 621 CRW, 435 TAS, and 305 MXS locked in on one shared goal, and working with those capable partners made the deployment more enjoyable.”

The expertise and fundamentals shared by the U.S. Air Advisors with the Djiboutian airmen aimed at bolstering the longevity and capabilities of the Djiboutian Air Force’s Cessna 208 Caravan aircraft which they utilize in ISR missions to ‘burden share’ mutual security goals in a strategically critical region.

By providing aircraft maintenance and sensor-operator training, the 818 MSAS enabled the Djiboutian airmen and their aircraft to conduct ISR missions more frequently and more effectively.

While the maintenance portion is obviously intended to prolong the lifespan of the aircraft, the pilot and ISR training aimed at improving coordination, communication and integration between the pilot, sensor operator and the ground team receiving the data.

“The mutual security priorities we reinforced

will keep this partnership strong long after the 818 MSAS steps away,” Washington added.

“I’m proud we helped strengthen it to better reach the mutual security goals between the U.S. and Djibouti.”

The mission culminated in an end-of-training ceremony highlighting the optimization of tactics, techniques and procedures learned by the more than 70 Djiboutian airmen consisting of pilots, sensor operators and maintainers.

“The Djiboutian Air Force was exceptionally professional and a joy to

work with,” said U.S. Air Force Lt. Col. Christina Norbygaard, 818 MSAS commander and pilot instructor. “It was an honor for us to play a part in strengthening that relationship. We will never be able to fight and win a war without our allies and partners. We are force multipliers. Not by technology or equipment, but by leveraging the military’s most important asset, the people.”

Activated on April 15, 2011, this mission represented the concluding act of the 818 MSAS after more than 15 years of service under the 621st Contingency Response Wing.

During that time, the squadron produced thousands of Air Advisors armed with mentoring techniques, foreign language skills, and region-specific cultural knowledge to train, advise and assist partner nations.

“The formal structure of an Air Advisor squadron may be gone, but the mission will keep going,” Norbygaard said. “The Air Force will need a strong bench to pull from, and having experienced team leaders like ours will be key.”

KUNSAN AIR BASE, South Korea — Running from July 21-23, exercise Beverly Sentinel 26-4 demonstrated the 8th Fighter Wing’s commitment to readiness and force preparedness.

Through intense exercise scenarios, Wolf Pack airmen sharpened their specialized skills and practiced critical decision making under pressure, maintaining an operational tempo required to sustain combat operations in a contested environment.

During Beverly Sentinel 26-4, Wolf Pack airmen focused on Ability to Survive and Operate training scenarios, an essential component toward exercising the 8th Fighter Wing’s ability to defend Kunsan Air Base and sustain mission critical operations.

“Ensuring operational continuity in a contested environment is not optional,” said U.S. Air Force Col. John “Wolf” DeLion, 8th Fighter Wing commander. “By implementing these realistic training scenarios, we enhance the resilience and readiness required of our members to project combat airpower and execute the Wolf Pack mission under any conditions.”

BUFFALO, N.Y. — Two technology companies and a corporate executive agreed to pay $223,618 to resolve allegations stemming from an Air Force Office of Special Investigationsled case into an Air Force and Navy-funded research award.

According to the U.S. Attorney’s Office for the Western District of New York, the False Claims Act allegations involve certifications made by Advanced Global Services (AGS), Ltd. and Gennady Yumshtyk to obtain funding through the Small Business Innovation Research program (SBIR).

Gennady and AGS made the certifications to the government, and the work was passed through to another company, Paradigm Shift.

“SBIR awards depend on honest disclosures and fair competition,” said Jason Hein, director of the AFOSI Office of Procurement Fraud.

U.S. Air Force Senior Airman Dylan Hayes, an 8th Security Forces Squadron base defense operations center operator, was one of many airmen during the exercise who understands the value of ATSO training for the Wolf Pack.

“Continuous, hightempo training builds strong muscle memory that you can fall back on when stress and pressure begin to set in,” said Hayes. “This exercise prepares individual airmen at Kunsan for real-world combat by forcing them to survive, operate and defend the installation under simulated, highintensity enemy attacks.”

Hayes was one of four

8th SFS members assigned to patrol the installation inside a Humvee, providing surveillance and force response measures ranging from simulated attacks at ground level with opposing forces and from above with unmanned aircraft systems.

Additionally, the exercise demonstrated joint force operations by showcasing sister services working side by side to defend the base, integrating their capabilities into a unified, layered defense against potential threats.

“My unit and the 8th Civil Engineer Squadron emergency management flight work on airfields and both can be attacked by the enemy simultaneously,” said U.S. Marine Corps Sgt. Jesus Duran,

a Chemical, Biological, Radiological and Nuclear defense specialist attached to the Marine Wing Support Squadron 171, Iwakuni, Japan. “Practicing how to respond to said attacks together definitely teaches us how each other operates and responds to these emergencies.”

ARLINGTON, Va. — U.S. Space Force Col. Anil Menon launched aboard NASA’s Expedition 75 mission to the International Space Station, bringing with him a career shaped by operational medicine, military service and human spaceflight support.

Menon is serving as a flight engineer aboard the ISS during his first mission to space, marking another milestone in the growing relationship between NASA and the Space Force as guardians continue supporting the nation’s expanding role in the space domain.

“The mission I’m flying is fundamentally a space mission, so it felt right for the uniform to match the work,” Menon said. “The Space Force is where the future of operating in this domain lives, and I wanted to be part of building it from the inside.”

A former Air Force officer who transferred to the Space Force in 2026, Menon said the move also reflects the long-standing relationship between military space operations and NASA human spaceflight missions.

“The technology only works if the people do,” he said. “You can build the most capable spacecraft in the world, but performance still comes down to a small team making good decisions under fatigue, isolation and risk.”

RAMSTEIN AIR BASE, Germany — After two weeks of high-end, tactical air and missile training, the U.S. Air Force’s Combat Archer UK ‘26 concluded, July 24, with the combat certification of the USAF’s 492nd and 493rd Fighter Squadrons stationed at RAF Lakenheath, England.

Led by U.S. Air Forces in Europe – Air Forces Africa, alongside Royal Air Force F-35s, the exercise paired a Florida-based evaluation unit, the 83rd Fighter Weapons Squadron, with active USAFE-AFAFRICA F-35 and F-15 units to certify fighter pilots and ground crews for combat operations.

The fighter squadrons were supported by the 351st Aerial Refueling Squadron, from RAF Mildenhall and the 83rd Fighter Weapons Squadron from Tyndall Air Force Base.

Combat Archer UK ‘26 focused on air-toair, weapons system evaluation training scenarios ensuring high-end combat readiness for global operations. In accordance with Chief of Staff of the Air Force directives, operational units are required to certify in all aspects of air-to-air weapons system employment prior to executing real-world taskings. Exercises like Combat Archer UK ‘26 further confirm USAFE-AFAFRICA units are postured and ready as a credible force to assure, deter, and defend in an increasingly complex security environment.

“Across the command we know we have pockets of lessons learned, and exercising them together in a challenging environment, before the time of need, gives us a strategic advantage,” said U.S. Air Force Lt. Gen. Jason Hinds, USAFEAFAFRICA commander.

“Exercises like Combat Archer UK ’26 ensure tactical proficiency, readiness of our maintainers and operators, and confidence in the weapon system.”

During the exercise, ground crews and pilots gained valuable experience employing air-to-air missiles and aerial gun weapons. While maintenance personnel focused on building, loading and arming munitions onto aircraft, aircrew’s ground training focused on determining appropriate payloads for their assigned realistic combat scenarios.

All training culminated in live fires where pilots executed weapons employment on airborne targets.

CAMP DOUGLAS, Wis. — U.S. Air Force Explosive Ordnance Disposal technicians from seven states participated in the fourteenth annual Audacious Warrior exercise at Volk Field Air National Guard Base, Camp Douglas, July 18-22.

The five-day exercise hosted by the 115th Fighter Wing covered the most upto-date scenarios EOD Airmen may face during EOD response, including drones, guided missiles, tripwires and improvised explosive devices.

“This is the most consolidated and most permissible environment for us to get our hands-on training,” said Senior Master Sgt. Erich Sanford, 115th Fighter Wing EOD superintendent and exercise coordinator. “Our collective knowledge and threat environment change. We get to build training scenarios based off the latest iterations of what’s going on to make sure we’re able to handle whatever situations we come across,” Sanford said.

As an annual event, Sanford said the exercise routinely brings together airmen from varying backgrounds and experience levels, meaning each year is crucial for staying current in new skills and technologies.

“The operations tempo is a little bit slower which is nice,” Miller said. “It’s good to see how other people work and it’s

really good for meeting new people and making connections.”

One example of a valuable training in this year’s exercise included exposure to the L3Harris T7 Multi-Mission Robotics System, which is used for remote diffusion of explosive devices.

U.S. Air Force Staff Sgt. Benito Pacheco, another EOD technician assigned to the 155th Civil Engineer Squadron, also said the T7 training was beneficial for first time attendees.

“I didn’t get to touch the T7 until Team Leader School,” Pacheco said.

“The fact that we’re doing a whole course tomorrow and letting the new guys get time on the T7’s is good.”

After his fourth time attending Audacious Warrior, Pacheco said repeat attendance allows him to continuously enhance his knowledge and skillset within his career field.

“This is a perishable skill,” Pacheco said.

“If you feel like you’ve learned everything, you’re going to get complacent.

We learn something new every year.”

“The ISS is the most remarkable laboratory humans have ever built,” he said. “Microgravity unlocks experiments you can’t run anywhere else – protein crystals, cell biology, fluid physics, materials science, human research that will eventually let us go to the moon and Mars safely.”

The mission also highlights the operational partnerships supporting the broader space enterprise, including NASA, the Space Force, commercial industry and international teammates.

“Human spaceflight is a piece of a much bigger picture, and the Space Force is a huge part of that picture,” Menon said, highlighting the service’s critical role in supporting launch operations, range safety, and space domain awareness.

Menon added that the operational mindset guardians bring to space missions will become

increasingly important as human spaceflight missions grow longer and more autonomous.

“Military experience builds habits that map well to spaceflight: clear communication, rehearsed procedures, mission-first culture and comfort with risk that’s been thoughtfully managed,” he said.

“As human missions get longer and farther from Earth, those habits will matter more, not less.”

For Menon, the opportunity to launch as one of the first guardians into space also carries responsibility.

“It’s a chance to set a tone for what comes after,” he said. “I want to represent the Space Force the way the Space Force deserves to be represented – competent, humble, collaborative and focused on the mission.”

As the mission continues aboard the ISS, Menon said he hopes guardians across the force recognize the impact their work has on missions far beyond Earth.

“Your work matters, and it reaches farther than you probably realize,” he said. “Every guardian operating a satellite, defending a network, planning a launch, or training the next generation is part of why a mission like this is even possible.”

“This is the most exciting time to be in the space domain,” Menon added.

“Everything is scaling up at such a rapid pace that the sky is no longer the limit; it’s much bigger than that.”
