Mortgage rates race higher

Talk to your neighbor about yelping puppy before trying other tactics Q: I’ve been a reader of your column for a long time now and I find your advice informative and extremely helpful.

But I have a problem that must be pretty common, and I don’t think you’ve ever written about it, so I hope you’ll answer this email for me and others who suffer from the same thing. I live in a two-story house in Fairfield. My bedroom is on the second floor and looks out over several backyards. Early this summer, a neighbor in back of my house and about two doors down bought a puppy. I think he keeps it outside 24/7 and that dog barks and barks and barks.

Well, actually, it yelps and yelps and yelps. I think I would prefer barking. The dog makes noise during the day. but with passing traffic and other daytime noises it’s not a big deal. But at night it’s awful. Being on the second floor, there is nothing to stop this dog’s noise from shooting straight into the window, and I think the beast never sleeps.

Short of setting up a sniper rifle in the window, what can I do?

A: Well, first things first, It would be irresponsible of me not to make sure that the “sniper rifle” reference was just tonguein-cheek. Obviously there are legal consequences, that’s criminal legal consequences, to pursuing a locked-and-loaded course of action. Besides, it’s not the poor dog’s fault so let’s talk about the owner. (And don’t shoot him either!)

As in most things, there are a variety of tactics you can try, but you should probably start out with the simplest, least expensive method and work your way up if you have to.

How about going around

Tim Jones to the guy’s street and knocking on his door? I know it’s kind of old-fashioned to talk to your neighbor, but it may solve the problem with little investment of your time and no money whatsoever.

If I were you, I’d talk to your immediate neighbors and see if you can get them to come along.

Not only for moral support, but to show the guy that you’re not just an oversensitive neighbor or chronic dog hater.

Hey, what’s the worse that could happen? The guy isn’t receptive and slams the door.

Step 2: Wait until late evening when it’s dark, quiet and the dog is singing to the moon. Then call the police.

The police can respond to a disturbing the peace call. This will be low on their call priority list, but if there’s an available officer, they’ll likely respond.

And again, little time and no money. If they do send an officer, he or she can repeat the knockon-the-door thing you tried without success, but this time with a uniform and badge.

If you’re still not getting anywhere, you can call the county’s Animal Control folks and the city’s Code Enforcement Officer.

Both have limited jurisdiction.

Animal Control is more interested in the animal’s welfare and public safety. Code Enforcement can respond to animal nuisance complaints, but their resources are usually pretty limited.

If none of the above works, you’re left with a fairly serious course of action.

A nuisance, by definition, is an unreasonable interference with another landowner’s quiet enjoyment of their land.

What constitutes “unreasonable” and “quiet enjoyment” is ultimately in the mind of the judge or jury. But it’s pretty well established that a dog barking at all hours, on a regular basis and in a subdivision constitutes a legal nuisance. As such, a court can step in and issue an injunction to the dog’s owner to muzzle the animal or risk losing it.

But the path from lawsuit to judge can be a long and somewhat expensive one. As lawsuits go, this is pretty cheap, maybe in the $5,000 to $8,000 category, depending upon how hard the dog owner fights.

If you have to go down Litigation Road, here are some suggestions. First, keep a detailed journal of date and time the dog is howling. The more detailed the better.

Next, make some recordings from your bedroom and enter the fact that you did so into your journal.

Your journal and recordings will serve as your evidence at trial.

These types of nuisance suits are usually a community effort with five to 10 neighbors joining forces, both economically and morally, to rid their neighborhood of such a disturbance.

Mortgage rates’ rapid rise continued unabated this week.

According to the latest data released Thursday by Freddie Mac, the 30-year fixed-rate average climbed to 4.67% with an average 0.8 point. (A point is a fee paid to a lender equal to 1% of the loan amount. It is in addition to the interest rate.)

It was 4.42% a week ago and 3.18% a year ago. The last time the 30-year average was this high was in December 2018.

What to consider when shopping for an

electric lawn mower

here’s never been a better time to consider adding a battery-powered push lawn mower to your arsenal of outdoor tools. “Battery technology has improved to the point where a battery mower performs just as well as a gaspowered one,” says Mike Chiesa, manager of Power at Hand, which sells and services outdoor power equipment in Denver.

Eco-friendly electric mowers are 30 to 40% quieter than their gas counterparts, which can spew about 11 times the emissions that a car does over the same period, according to Alex Kronk, whose website, thelawnreview.com, gives advice about lawn tools. Electric models also require minimal maintenance, almost always start on the first try and don’t emit noxious fumes.

Plus, right now, gasoline prices are obscenely high.

Thanks to high customer demand, cordless, battery-powered push mowers have become mainstream. Riding mowers will probably follow (their cost is currently in the thousands), but for this story, I’m sticking to the ones you walk behind. You can find mowers by nearly every major manufacturer at home improvement stores or specialty dealers.

Before you pull out your credit card, though, do a bit of selfevaluation. Chiesa asks every customer: Do you really take care of your lawn? Do you mow every four to five days when it’s growing in spring, or do you mow when the grass gets tall and your neighbors complain? Cutting tall grass requires extra force, which can wear out an electric engine.

Stick with one battery system

Thanks to high customer demand, cordless, battery-powered push mowers have become mainstream.

“Be real with yourself as to what type of mower you are,” he says.

“Electric will disappoint you if you just let the grass grow.”

For those who take pride in a well-groomed lawn, electric is the way to go. With a batterypowered mower, you never have to change the oil or worry that the gasoline will go bad. Battery models are lightweight (about 20 pounds compared with about 80 pounds for gas-powered) and fold up neatly for storage.

A durable one costs between $300 and $600. Here are some tips for choosing a battery-powered lawn mower.

Determine your lawn size

Look for reputable brands

Many consumers incorrectly estimate how much grass they need to mow. Use Zillow or Redfin to get your lot size, or try measuremylawn.com. For any space less than one acre, a battery mower should be up to the task, Kronk says. Ask the dealer about a model’s run time or how many square feet it can mow before the battery runs out of juice. A battery mower can typically run for 25 to 40 minutes on a single charge, so a large lawn may require you to switch to a second battery (about $40 to $150), unless you opt to mow the front and back on different days.

For major equipment purchases, smart consumers know to shop name brands with strong track records. It doesn’t particularly matter where you buy your mower from – a specialty retailer, a home improvement center, a hardware store, online – as long as the company has a solid reputation for products and customer service. Look for unbiased reviews online and/ or watch video reviews to see the machines in action. Then talk to family members or neighbors who have electric mowers, says Aran Brosnan, senior marketing manager for Toro, an outdoor

Take note of other products that could use the same battery and charger, such as a string trimmer or leaf blower. “Manufacturers are trying to ensure that their rechargeable battery is interchangeable across all power tools, so you can buy another tool in the system without another battery and charger,” Brosnan says. If you already have other battery-powered tools, you may want to start with that company, such as Ryobi, Ego, Toro or Greenworks, to see whether it offers a mower. That way, you can either buy the full version and swap in the battery from your other tools for additional run time, or you can purchase the tool without the battery and save money.

Self-propelled vs. hand-push Push mowers come in two styles: hand-push or self-propelled. With the latter, you essentially walk behind the machine as it cuts the grass. The one you choose will depend on your personal preference, but note that electric mowers aren’t that heavy to begin with. “The self-propelled function quickly drains the battery and increases mower cost by up to $200,” Kronk says.

Inverted yield curve points to possible future recession

W

hen I first heard this term 30 years ago, it sounded like an uncomfortable medical condition. This week, the yield curve inverted.

The two-year treasury bill was offering a yield higher than an investor could get on a five-year T-bill or a 10-year treasury bond for the first time in a while, and when the yield curve inverts, historically, that is a sign of a recession possibly coming down the road.

The best way to explain this to folks that have money in a federally insured savings account is for them to visualize a marketing banner up above the bank teller that says, “hey customers, open a 90-day CD today and we will pay you 2% or a one-year CD and you get 1%.”

When short-term rates are higher than long-term rates most people will choose the shorter maturity. When a two-year treasury bill pays 2.5% and the investor’s money is backed by the government and their money is only tied up for two years, this tempts people that are fearful to get out of stocks, real estate and riskier investments and park their money on the sidelines for a couple years with no risk, or I should say, their only risk would be the U.S. defaulting on their debt like Putin and Russia. I wrote about this flight to quality phenomenon a couple months ago.

A recession is when the U.S. GDP declines two quarters in a row, and if we see one because of the war, pandemic, inflation,

Jim Porter the FED, the supply chain or the government, it should be a light one because there are job openings everywhere and the current economy has not been bolstered by mortgage fraud financed by Wall Street, which pumped trillions into the system.

Remember, you guys, people were buying lots of boats, motor homes and rental properties from 2004 and 2006 using their artificially inflated home values as a source of cash which boosted GDP. The residential housing market is as solid as a rock because buyers have had to prove income, make a down payment, and have good credit to buy a house this past 12 years.

There is a 3 or 4 million house shortage in America, and right here in little old Solano County, it will take years for these builders to build enough homes to keep up with the demand.

I am not saying home values will continue to rise at 10% per year, but what I am saying is that we will not see a big increase in mortgage delinquency or foreclosures because even if home prices decline by 5% or 10% temporarily, who the heck is going to walk away from their See Porter, Page 10

lue My Mind and last year’s sibling Blue My Mind evolvulus are surefire winners of the 2022 Best Supporting Flower. This is for the flower that delivers an outstanding performance in a supporting role.

As I write this, I am a couple of hours away from the 2022 version of the Oscars. I don’t know what this year’s films are and have to admit I haven’t seen any of them.

There is a good chance, however, the Hollywood stars don’t know my best supporting flower, either.

That’s OK, it is their loss.

I suspect that Blue My Mind and the Blue My Mind XL will always get a nomination, but there will be those years that a Scaevola or a Mecardonia might slip in and grab the trophy. You

Well, the University of Tennessee trials said it all. Perfect Score all season for both, and they couldn’t tell the difference between the two. Other trials said the XL was indeed a little larger in flower and habit. Usually my articles are required to straighten up some taxonomic change of nomenclature. This time I am chasing the rabbit we call the common name.

When the evolvulus came out in the mid-’90s, we were happy to let that be the common name. It kind of added an air of mystery to the plant. The big plant production market boys don’t like mystery, so they tagged “bush morning glory” to it.

While grannies and such love their morning glories, there is another segment of gardeners and farmers that this puts the fear of God into. To this group, the term “bush” simply means See Winter, Page 11

The Federal Reserve’s actions are the biggest reason mortgage rates are moving higher.

Although the Fed does not set mortgage rates, it does influence them. The central bank took the first steps toward bringing down inflation earlier this month when it raised its benchmark rate for the first time since 2018. In addition to the federal funds rate hike, the Fed indicated at its last meeting that it would begin reducing its balance sheet.

The Federal Reserve holds about $2.74 trillion in mortgagebacked securities. It indicated it will reveal its plans for reducing its holdings at its May meeting.

The botanical name Evolvulus means to untwist or not climb. Blue My Mind reaches about 12 inches tall, spreading outward to around 24 inches.

XL will grow outward a little larger. That’s pretty special for a plant that is in the morning glory family. Space your plants 12 to 24 inches apart. This low growing habit makes it the perfect plant for the front of the border in front of Luscious Marmalade lantanas or whatever is your favorite color. Use it in mixed containers and they will make you look like the design pro who won The Federated Garden Club mixed container award.

Since both Blue My Mind varieties have the ability to perform for a very long season, it pays to prepare your bed properly. I like to work in 3 to 4 inches of organic matter, along with two pounds of a slow-release fertilizer like a 15-7-15 per 100 square feet of bed space. Your bed is probably smaller; just follow your fertilizer’s label instructions. You might wonder the reason for doing this for such a tough plant. The answer is drainage. The Blue My Mind varieties of evolvulus do not like to sit in wet, soggy conditions, so good drainage is an absolute.

Not too many plants are this maintenance-free. Watering during dry periods and light monthly applications of fertilizer will keep your plants blooming until frost. No deadheading is needed. This color of blue stands out like the best supporting flower award winner it is, even when paired with a Superbells Hollywood Star calibrachoa.
