Houses have occupancy limits, Big difference between AI and HI unless they are all relatives A Q: I own a home in a singlefamily neighborhood on the west side of Fairfield. Last year, a new family moved in next door; a man, woman and pre-teen little girl. They had two cars. Their house has a three-car garage, at least a three-car driveway and room for two cars in front of their home. A few months after they moved in, more cars started to turn up daily. There are now at least five visible cars parked in front of the house. It appears they are running a boarding house. I know this is of interest to others who are also encountering this issue – the takeover of street parking of their neighbors. This is especially annoying when they park in front of the mailbox, making access difficult. I know street parking is public. My question is: Can more than one family live in a single-family home? This is causing a negative change to the character of our nice neighborhood. Can anything be done? A: This type of problem is one of myriad reasons why, for the past 20 years, new developments have adopted CC&Rs; rules homeowners must abide by. It only takes one guy who paints his house yellow, red and purple to make a neighborhood unsightly, and wall-to-wall parked cars on the curbs to make it unnavigable. In your case, the simple answer to your question about asking if there’s anything you can do is “probably not.” But maybe. First off, you’re right about the streets. Public streets are open to the public, regardless of whether it’s a homeowner or a stranger. As long as they are legally parked, there’s not much you can do.
Tim Jones There are local ordinances governing how long a car can be parked without moving, but that doesn’t seem to be the problem. So let’s break down the issues. Street parking we talked about. Not much you can do. If the house is being operated as a boarding house, there are laws that come into play. First, if it’s a commercial enterprise, the city can get involved. Commercial lodging is a regulated business with zoning, as well as health and safety laws that come into play. Generally, a homeowner can have a boarder or two without a problem. More than that and there are permits which are required and which this homeowner would likely not qualify for. The new exception to that are the new laws related to accessory dwelling units, or ADUs. Homeowners can now choose to convert a garage to a separate living area and even add a small rentable home on the property. Doing so is not subject to zoning restrictions or CC&Rs. Depending upon the type of ADU, the homeowner doesn’t need to provide parking, forcing the renters of the ADU to park on the street. Besides ADUs, a number of other laws indirectly affect street parking. The building code can come into play, at least potentially. Houses have occupancy limits, just like the signs you see on the wall in commercial build-
ings. The occupancy depends, at least in part, on the number and size of bedrooms and bathrooms. However, and this is a big however, before you do anything, you need to know if these people are all related, especially to the first degree. Like parents, grandkids, etc. Every lawyer studied cases in law school where ma and pa lived in a two-bedroom house they bought as a young couple and eventually had nine kids. The city came in and declared that the living conditions were unsafe and unsanitary and the folks had to decide if they were going to move or get rid of some of the kids. Shockingly, the courts have ruled the city can’t make you get rid of your kids. Or, for that matter, move because you had them. There is dispute about how close the relatives have to be to qualify to avoid all the codes, but the city is unlikely to get involved when everyone is related. However, the biggest problem you face is enforcing any laws

When Freddie Mac and Fannie Mae made running loans through their automated underwriting systems a requirement back in the late 1990s, I was initially worried it would do away with the art of packaging a loan file. I was concerned good loans would be rejected because of a lack of human intelligence, or HI, from the underwriter because a computer cannot read a legitimate letter of explanation about a gap of employment or an isolated derogatory credit problem due to circumstances beyond the borrower’s control. As it turned out, I was wrong because prior to automated underwriting, a human being had to make the credit decision and occasionally the human underwriter was in a bad mood. I had to hope the underwriter didn’t have a huge fight with her husband that morning. I had to hope she would see the loan application risk as I saw it. about being too liberal on her loan approvals. I have always had great relationships with my underwriters, but back in the day I would often have to appeal rejections in person and turn the underwriter around to approve the loan with additional documentation, appeal letters, letters of explanations from the borrower, flower arrangements, boxes of See's Candies and pizza parties for the underwriting manager and the staff. Human intelligence is what makes a loan officer great. The key to getting an accurate and fast automated approval is doing a great loan application and understanding the system. n the midst of this hot real estate moment, you might find yourself unable to move to the home you desire, or perhaps you had to buy a house sight unseen and have little money left to remodel. Or maybe you’ve been staring at the walls while working from home during the pandemic, and now you wish you could completely redo your kitchen. Your dreams might be bigger than you can take on right now, but three interior designers say there’s always hope. Here are some little changes you can make – each for less than $100 – that will breathe some new life and energy into your home.
Declutter for 30 minutes a day “We recently moved to a smaller house, and every day, I spend 30 minutes working through drawers,” says Mary Patton, a designer in Houston. “Having less stuff is so much better for your mental health.” If she puts together a pile to donate, she’ll drop it off the next day, so the items aren’t sitting in her car for six months.

Go room by room and make a list of where you need a side table, chair or some new paint, and note what needs to be repaired. Otherwise, it’s easy to wander through stores’ home sections and get overstimulated and overwhelmed – and to come home with more clutter.
Add art “I am a big fan of vintage,” says Cheryl Luckett, designer and owner of Dwell by Cheryl in Charlotte. “If I had $100 on a Saturday, I could do a lot of damage in an antique mall.” Vintage art at thrift or antique stores often comes with frames, saving you most of the cost of a new piece of art. “It doesn’t have to be large, either,” Luckett says. A small piece might work in a powder room that doesn’t have a lot of wall space. She also likes leaning small still-life pieces on kitchen countertops for color.

New Shasta daisies like dessert for the landscape S
hasta daisy lovers will rejoice as the Amazing Daisy collection is more than doubling with the addition of three new varieties for 2022. The Garden Guy can hardly wait to get his hands on Amazing Daisy Marshmallow. This Shasta is nothing short of riveting in its appearance. Indeed, it looks good enough to eat, and when I look at it, I feel like it has a little coconut drizzle. The glistening white flowers are large, double and puffy, reaching 3 ½ inches wide. If Marshmallow sounded good enough to eat, just wait until you see Amazing Daisy Banana Cream II. This banana-colored Shasta holds the color longer before turning white. They are

Keep the flowers deadheaded for both a tidy look and increased flower production as these vigorous varieties often are known to repeat. Divide in the fall, spacing as recommended. You, on the other hand, can leave yours in the container, or better yet move them to the landscape in the fall. Patton will often take a homeowner’s bin of photos, scan the best ones in black and white, and display them in frame sets she finds on Overstock, Amazon or Wayfair. She looks for sets of three that have thin, black frames and white mats and that come with a template to help you position them. “If you have a ton of pictures, you can get three sets and put them together,” she adds. “All of the lightbulbs in your house should be the same color,” says Patton, who prefers to use lightbulbs with a 3000K temperature. She also likes non-LEDs, because she finds it hard to get the colors right with LED bulbs. But whether you use incandescent or LED, it’s important to keep it consistent. Patton also recommends installing dimmer switches to control light levels.
Grieu recommends hanging sheers behind heavier window treatments. They offer privacy for transitional moments in the early mornings and late afternoons, “when we’re not quite ready to pull the curtains,” she says. They can also filter light the rest of the day. Sheer panels can be found at Target for about $40 each.

Add color Luckett likes to draw inspiration for accessories from a main fabric with multiple colors. She chooses a color from the fabric, then finds coordinating dishes, vases, pillows and throws to add interest to a room. She says you can find vintage dishes and vases for about $20 or $30.
Create decorative moments Grieu likes to add pedestals of various heights, or even a stack of books, to “create decorative moments and give interest to clusters of intermixed objects” on bookshelves, coffee tables, mantels and more. She also likes to use pillar candles, dried flowers or greenery, and small frames. “Odd numbers are always more appealing in terms of clusters,” she says, and three is her favorite number for grouping pieces together.
