FAIRFIELD — Solano County supervisors on Tuesday took the final vote to place a measure for a one-eighth cent general sales tax increase on the Nov. 8 ballot. The item was part of the consent calendar, but was pulled and voted on separately. Supervisor Erin Hannigan dissented. Proponents of the tax argue that the $9 million the tax will generate each year will help to fund wildfire prevention and protection needs. Hannigan, who originally wanted some of the funds to go toward greater public access to parks and open spaces as a way for Vallejo residents to benefit from the tax, has also argued that for what the county is looking to do, the proposal is not big enough. Biden admin to halt ‘Remain in Mexico’ program Tribune Content Agency The Biden administration will halt the use of a Trump-era policy that forced migrants seeking asylum to remain in Mexico, after a Supreme Court ruling said the government could unwind the program, according to two U.S. officials. The administration’s action follows a federal judge’s ruling to vacate his previous decision to restart the policy. “Remain in Mexico,” formally known as the Migration Protection Protocols Policy, or MPP, forced back more than 60,000 asylum-seekers during the Trump administration, as part of an effort to deter migration at the southern border. Many immigrants faced rape, kidnapping and murder while they languished in Mexico, according to advocacy groups. Officials with the Department of Homeland Security confirmed the move Monday evening. “Individuals are no longer being newly enrolled into MPP, and individuals currently in MPP in Mexico will be disenrolled when they return for their next scheduled court date,” said Marsha Espinosa, a spokesperson for DHS. “Individuals disenrolled from MPP will continue their removal proceedings in the United States.” In early 2021, the Biden administration began to undo MPP by allowing thousands of people caught up in the program in Mexico to come to the U.S. In June of that year, DHS Secretary Alejandro N. FAIRFIELD — A countywide sales tax increase to fund wildfire prevention and protection needs will share the Nov. 8 ballot with other tax or bond initiatives in three cities and within two school districts. The Solano County Board of Supervisors has approved for the ballot the one-eighth cent general sales tax increase, which the county states will generate $9 million annually for wildfire causes. Five other funding measures have been placed on the ballot as well. Voters within the FairfieldSuisun School District will decide on a $249.6 million Measure S bond. “Specifically, the bond proceeds shall be used for the purpose of financing the construction, reconstruction, rehabilitation

or replacement of school facilities, including the furnishing, and more particularly equipping the school facilities, or the acquisition or lease of real property for school facilities . . .,” the text of the bond resolution states. The bond will need 55% of the vote to be approved. The Vacaville School District is putting forth a similar bond measure asking voters within its boundaries to back a $229.5 million bond also for school facilities. Measure Q also requires 55% voter support to pass. Vallejo is asking voters to increase the local sales tax by 0.875%. Like the fire tax, it is a general use tax and requires a simple majority to pass. The purpose of Measure P is “to maintain critical city services, such as keeping public spaces healthy/ safe/clean; maintaining fire protec-

tion/emergency medical response/ crime prevention; addressing homelessness/blight/dumping; repairing deteriorating neighborhood streets/ roads/sidewalks; and for general government use,” the Vallejo tax resolution states. If approved, the tax would generate an estimated $18 million a year. It does not have a sunset clause. Dixon’s Measure D calls for a 1 cent sales tax increase, which would generate an estimated $3.1 million annually to maintain services such as “fire prevention, rapid 911 emergency response/ neighborhood police patrols, disaster preparedness, crime/gangs/ drugs prevention (and) street/ pothole repair,” the text for the tax measure states. He did not indicate what they were seeking. “They even broke into my safe!” The Justice Department declined to comment on Trump’s statement, but a person familiar with the search said it began in the morning, lasted until after 6 p.m. and was related to the potential mishandling of the records. Monday’s search is related to a request from the National Archives and Records Administration to the Justice Department to look into the transfer of presidential documents to Mar-a-Lago, including classified materials. The Archives in January retrieved 15 boxes of records from Mar-a-Lago. Trump turned those

again. Friends and even strangers said they were praying for us and that their children were praying for our children. Kindness heals. I watched it heal the Coach, even as he was dying. I watched his spirit bloom with the realization of how much he was loved. The second lesson was how to embrace change. As the cancer took its toll, he adapted. When he could no longer run, he went for walks. When he could no longer hike, he took photos of mountains and put them in scrapbooks. When he could no longer coach, he sat on the sidelines and cheered for his former players. When he could no longer teach or walk or change channels on the TV, he lay on the couch and welcomed a stream of visitors. One by one, he let go of things that once defined him. Instead, he focused on what he could do, rather than what

he could not. We were fortunate to have friends who made us laugh and reminded us to be thankful. That was the third lesson: Gratitude. Near the end, I gave the Coach a journal. “I want you to use that,” I said, “to make a list every day of five things you are thankful for.” “What if I don’t do it?” “I’ll hide the TV remote.” So he did it. My name often showed up on the list, but never at the top. He always listed God first. He said God never threatened to hide the remote. After he died, I learned yet another lesson from the words of a friend who wrote: “The challenge for you now, having lost your loved one, is to live a life that is honoring to his memory, while at the same time that life moves forward, so only one person has died, not two.” I don’t know why some people get to live longer than others. But I believe those who

do, owe it to those who don’t, to live well; to keep moving forward; and to be more, not less, alive. From my grandmothers, I learned I was loved. From my blind brother, I learned not to fear the dark. From my children, I learned there are things I can do, and things I have to leave to God. From my late husband, I learned to let go. From my new husband, I learned to believe in second chances. And from my grandchildren, I’ve learned I will live forever in their hearts. If there is any art to living, it might be this: Be kind. Matt shared a conceptual framework (LEGS) created by dog behaviorist Kim Brophey that helped us better diagnose the array of underlying factors influencing Tony’s behaviors. Brophy’s framework consists of four components: n Learning: What a dog learns from its experiences. n Environment: The many aspects of a dog’s surrounding environment. n Genetics: The breedspecific characteristics that animate behavior. n Self: Unique internal characteristics like age, sex, health, trait anxiety, individual quirks. Matt and Zuki then guided us on a deeper dive into several guiding principles shaped by Brophey’s framework to further sharpen our understanding of Tony’s problematic behaviors and develop targeted strategies for addressing them. Below are some

important principles that emerged from these discussions. n Search for antecedent stimuli. Inappropriate behaviors in dogs are generally related to elements in Brophey’s framework. Unprovoked reactive behaviors are almost always influenced by deeper issues and layers of stress that stack up until the dog’s coping ability is overwhelmed. Understanding the causal factors leading to undesirable behaviors is a vital step toward developing corrective interventions. n Keep it simple. Focus on a few important behavioral dimensions and build capacity incremen-

tally. Helping a dog learn to change its behavior is a marathon, not a sprint. n Strive for small wins. For example, rewarding a simple turn of the head away from a stimulus that normally triggers a reactive behavior can help a dog develop stronger coping skills and more positive reactions. Also, don’t let the perfect be the enemy of the good (sometimes good is good enough). n One size does not fit all. No two dogs are exactly alike. Neither are the strategies used to train them. n Have an “out.” Never let a reactive behavior get out of control.

Have safe places for your dog to retreat to. Let the dust settle and then try again later. Matt and Zuki were absolutely masterful (and delightful). Their knowledge, practical competencies and professional dispositions were skillfully and artfully shared. It is amazing how great teaching can transcend professional domains. FAIRFIELD — The Food Bank of Contra Costa and Solano will get $500,000 in federal pandemic funding from the county to continue to provide emergency food services in Solano County. Of the six applicants for a pot of $2 million in American Rescue Plan Act funds previously earmarked for emergency food needs, the food bank was the only agency to get fully funded. Two applicants – St. Mark’s Lutheran Church Manna Food Pantry and Cultivate Community Food Co-Op – had their requests moved to a different funding category that is designated to help food distribution nonprofits expand their capacity. There is $3 million available in that category. Even with that action, the remaining three applications exceeded the remaining $1.5 million total available. So the board, after an

A M E R I C A N CANYON — A 19-yearold Vallejo man was mistakenly bitten Saturday by a police dog that had been unleashed to help subdue a man police said was resisting arrest. James Spencer, 48, of Napa, was the target of the arrest on suspicion of resisting arrest and evading a peace officer after he had crashed his car on Highway 29 at Mini Drive, the American Canyon Police Department said in a statement released through the Napa County Sheriff’’s Office, which provides policing services for the city. Spencer was arrested and booked into Napa County Department of Corrections. An alert had been placed on the car a couple of days earlier, which Napa County Undersheriff Cullen Dodd said had been associated with suspicion of prior threats being made by Spencer toward others, and prior evading issues, the

agency reports. The police officers saw the car just prior to 2 p.m., which resulted in a chase from Highway 29 and South Kelley Street until ending in the crash, Dodd said. “An American Canyon Police K-9 was deployed due to Spencer’s noncompliance and the high-risk felony crime that had been committed. Unfortunately, the K-9 bypassed Spencer’s car and mistakenly bit a bystander, who was running from the scene,” the police statement said. The K-9 incident began in the center median of the intersection, “where the bystander was soliciting money,” the police said. The identity of the Solano man was not released. He was treated at Kaiser Permanente Vallejo Medical Center for what police described as minor injuries to both hands. A follow-up review of the K-9 bite is in process, the police said.

County Counsel Bernadette Curry told the board the changes in no way affect the member agencies’ authority over its local homeless and related projects, but does allow for more regional cooperation. FAIRFIELD — The Solano Commission for Women and Girls is seeking new members to fill two vacant positions. The commission, an advisory commission to the Board of Supervisors, seeks one adult memberat-large and one youth member-at-large. Both positions and their terms will end in October 2025. Application are due Sept. 1. The mission of the Solano Commission for Women and Girls is to improve the economic status, health, social welfare and overall quality of life for women and girls in Solano County. Commissioners meet once a month, on the third Thursday of the month at the county government center in downtown Fairfield. The 17-member commission has several workgroups that are broken into committees. The workgroups are focused on Violence Against Women and Girls; Maternal and Infant Health Disparities; and Poverty, Homeless-

ness and Food Insecurity. In addition to the mandatory monthly meeting with the entire commission, these workgroups also meet as needed to conduct their work. FAIRFIELD — More than 100 people began a series of vaccinations against monkeypox within the past week in Solano County. The Department of Health and Social Services, Public Health Division, in collaboration with Solano Pride Center, California Health Medical Reserve Corps, Food is Free Solano, La Clínica de La Raza, Medic Ambulance and Solano AIDS Coalition, hosted vaccination clinics Friday and Monday to provide the first dose of the monkeypox vaccine. More than 100 people were vaccinated, the county reports. “Public Health will continue to monitor the situation and work closely with our local community-based organizations to identify those who are

at highest risk of monkeypox,” Dr. Christine Wu, deputy health officer for the county, said in a prepared statement. “When vaccines become more readily available, we will notify the community; the health and safety of Solano County residents continues to be our priority.” The monkeypox vaccine is licensed for people 18 and older. Solano Public Health continues to receive a limited allocation of the Jynneos vaccine and is prioritizing those at highest risk, the county reports. As vaccine allocation and availability increases, Solano Public Health will provide updates to community vaccine events on the Solano County website at www.SolanoCounty.com/monkeypox. Most people who receive the Jynneos vaccine have only

minor reactions such as pain, redness, swelling and itching at the injection site. Less commonly, people may experience muscle pain, headache, fatigue, nausea, chills and fever. The Centers for Disease Control and Prevention recommends the following measures to prevent or lessen the risk of infection with monkeypox: n Avoid close physical contact with people who have symptoms such as sores or rashes. n Avoid contact with infected animals and materials contaminated with the virus. n Isolation of infected people until their symptoms, including rash, have gone away completely. n Using appropriate personal protective equipment when caring for others with symptoms.

n Practice good hand hygiene, including washing your hands often with soap and warm water. Individuals who may have been exposed to monkeypox, or who have symptoms, should immediately contact their health care provider for evaluation and guidance. Clinicians should report suspected monkeypox cases to Solano Public Health’s Communicable Disease Unit at 707-784-8001. FAIRFIELD — The Service Veterans of Northern California Volunteer Honor Guard is seeking military and nonmilitary volunteers. Service Veterans of Northern California Volunteer Honor Guard is comprised of both military and nonmilitary volunteers who have what’s described in a statement as “a strong commitment to uphold a time-honored tradition of providing final military honors to all eligible members of the U.S. Armed Forces.” The Volunteer Honor Guard serves the Sacramento Valley National Cemetery and surrounding cemeteries. Applicants must be at least 18 years old, and be “of good character, maturity and judgment,” according to the statement, and be physically able to perform tasks that require standing, walking and lifting light objects that weigh up to 10 pounds.

Charlotte L. Chisamore, 90, a longtime resident of Fairfield, passed away peacefully at home surrounded by family on July 11, 2022. Charlotte was born in Oakland, California, on April 4, 1932. She was a beloved mother, wife, grandmother, sister and friend. Charlotte enjoyed traveling with her best friend and husband, Dave, and spending time with her family and many friends. Charlotte will be forever missed by all that knew her.

State refuses request for more water in communities with high fire risk Tribune Content Agency LOS ANGELES — State officials have denied a request by Southern California municipal water districts for more water to mitigate wildfire risk. The agencies had worked with the Metropolitan Water District of Southern California to ask the California Department of Water Resources to allocate 26,300 more acre-feet of water under the health-and-safety exception to drought rules, using the rationale that the exception should include supplies to reduce wildfire hazards by irrigating vegetation in high-risk areas. “Irrigation of landscaping within defensible space, as described in your request, can play a role in reducing wildfire risk,” read the July 29 response from DWR and the California Department of Forestry and Fire Protection. “However, alternative approaches for fire prevention are available that will be equally effective as supplemental deliveries, and therefore DWR is denying your request.” Residents and officials should reduce risk by hardening structures with fire-resistant materials, creating defensible space and putting in place fuel management programs, the letter recommended. If vegetation within a defensible space can’t be watered sufficiently to keep it from dying, it should be cut back, the letter said. “We’re frustrated by the decision but understand the state’s challenge to balance the needs of more than 27 million people receiving water from the State Water Project, along with the real possibility of another dry year,” David Pedersen, general manager of the Las Virgenes Municipal Water District, said in a statement. The state is already providing the agencies with additional water under the health-andsafety exception to prevent tree die-off that would contribute to fire risk and to maintain reservoirs and other water sources for firefighting,

The Las Virgenes Municipal Water District, which spearheaded the request for more water, said it would pursue alternate strategies. Those include trying to purchase water from other agencies, as well as working with the Los Angeles County Fire Department to hold community workshops and other outreach efforts to educate customers about reducing fire risk around their homes, said district spokesman Mike McNutt. “It seems like what the state is doing is pivoting out of necessity to trying to educate and push homeowners to take more responsibility for creating defensible space for themselves in the event of an advancement of a wildfire,” he said. “It’s really just this new realization that each person who lives in California has to take the responsibility on themselves to minimize their water usage and to protect their own home from the possibility of wildfires and other natural disasters.” The Las Virgenes water district serves communities in and around the Santa Monica Mountains, most of which are rated by Cal Fire as being at the highest risk of severe wildfire. Customers in the service

area, which includes Agoura Hills, Hidden Hills, Westlake Village and Calabasas, reduced water use by 20% in May and 37% in June from the same months in 2020, but the district’s allocation is 73% less, officials said. Las Virgenes is wholly dependent on imported water, most of it from the State Water Project, and is not able to pull from groundwater supplies or alternate sources like the Colorado River, McNutt said. For that reason, the district said, it has been forced to draw about 17 acre-feet a day from the Las Virgenes Reservoir, which is intended to meet emergency needs. The reservoir provides a roughly six-month supply of water when it’s full and is now at about 79% capacity, McNutt said. In a letter supporting the request for more water, L.A. County Fire Chief Daryl Osby (who has since retired) wrote that should the situation continue, it could jeopardize the district’s ability to provide the department with the minimum supply needed to support flow requirements to fight fires. Residents at a May town hall meeting of the Las Virgenes Municipal Water District voiced fears over how drought restrictions would affect wildfire activity. Several speakers had survived the Woolsey fire, which destroyed more than 1,600 structures from Thousand Oaks to Malibu and killed three people. No drought restrictions

were in place at the time. “This is a public safety issue that has created concern amongst the LVMWD staff, board, residents and the communities that we serve,” Jay Lewitt, president of the water district’s board, said in a statement. “We are well aware of our region’s potential for fire danger and that is yet another reason why we relentlessly pursue more water.” McNutt said the district will continue to have enough water to support firefighting operations, but residents can no longer count on sufficient supplies to maintain vegetation flourishing around their homes. “In terms of having enough water to continue to irrigate your outdoor living space, where the vegetation is still alive and will help combat the flames, I don’t think that from now moving forward, that’s really going to be something people can rely upon,” he said. “It’s the new reality of what is happening in the state of California, with climate change rearing its head and with unusual and erratic weather patterns that we can’t rely on now.” The water district understands the state’s reasoning, he added. “There’s just not enough water to satisfy the needs of everybody,” he said. “And what happened to us is just indicative of how truly historic and dire the water-scarcity situation is right now.”

LOS ANGELES — More than 140 roosters were euthanized after Riverside County sheriff’s deputies busted an illegal cockfighting event in Jurupa Valley, authorities said. At around 10:36 p.m. on Friday, deputies responded to a call about an illegal cockfighting gathering on Troth Street. When deputies arrived at the home, 200 people scattered, and 143 birds were found caged throughout the property, many of them dead or severely injured, Sgt. Patrick Samosky said in a statement. John Welsh, a Riverside County Department of Animal Services spokesperson, described the scene as chaotic when deputies arrived. People were scrambling away from the property in attempt to escape, and some of the bird cages were crushed in the stampede, he said. Welsh said all 143 birds needed to be euthanized because the department “cannot adopt out such birds as they are valuable and they would almost always end up back in a cockfighting ring.” “These birds are bred to be fighting birds,” Welsh said. “So you can’t take these 143 birds and put them on a farm. They’re just going to peck each other to death.

They’d have to all be segregated. But there’s always a concern on our end of (whether) these birds will end up in another cockfighting operation.” The unnamed homeowner who lives where the cockfighting event took place claimed ownership of all 143 birds, and surrendered them to the Department of Animal Services, which humanely euthanized them on Saturday, authorities said. The homeowner was also cited for possession of fighting blades used in a cockfighting event by Riverside County animal control officials. Welsh said some of the birds found still had fighting blades strapped around their bodies and wings with plumbers tape, which posed additional dangers to animal control officials attempting to capture them. Welsh said illegal cockfighting has a strong past in Riverside, with animal service officials answering calls for illegal rings every other month, but it’s since waned in recent years. Cockfighting is illegal in all 50 U.S. states and can be considered a misdemeanor or felony charge in California. The Riverside County Department of Animal Services is seeking to file felony animal cruelty charges against the homeowner with the Riverside County district attorney’s office.

Containment of McKinney fire reaches 55%; more dry weather ahead Tribune Content Agency SAN JOSE — Containment of the deadly McKinney fire – which has killed four people while razing scores of houses in the Klamath National Forest – continued to grow Tuesday, even as firefighters worked through another round of dry and gusty weather. The McKinney fire was 55% contained Tuesday

morning, Cal Fire and the U.S. Forest Service announced. The progress came as firefighters celebrated having cut line around the entire 80-mile perimeter of the 60,389acre fire – meaning they can focus on mopping up hot spots while working to keep its acreage unchanged, the Forest Service reported. More hot and dry

weather was expected to hit the burn area Tuesday. The National Weather Service issued a red flag warning that will be in effect from 1 p.m. to 9 p.m., due to single-digit humidity levels and winds that could gust to 45 mph. “Large dust devils have been observed and are a hazard to look out for on the fireline from the unstable atmosphere,” the

Forest Service wrote in an update Tuesday morning. The fire, which sparked on July 29 off Highway 96 near McKinney Creed Road near the California-Oregon line, has killed four people while decimating the community of Klamath River. At least 87 houses and 45 other structures were destroyed in the firestorm, which forced thousands of

people from their homes across Siskiyou County. Among the people killed was Kathy Shoopman, a longtime Forest Service fire lookout who refused to leave her house after having been warned

to leave, the agency announced this week. The names of the three other people killed in the fire have not been released while local authorities complete DNA testing on each victim.

Director Lars von Trier diagnosed with Parkinson’s disease and ‘is in good spirits’ Tribune Content Agency Filmmaker Lars von Trier has been diagnosed with Parkinson’s disease and is in “good spirits” while being treated for the symptoms of the brain disorder. Th news came Monday from Zentropa Entertainment, the production company Von Trier co-founded with Peter Aalbaek Jensen in 1992. “In agreement with Lars von Trier, Zentropa has chosen to publish that Lars has diagnosed with Parkinson’s Disease,” Von Trier’s longtime producer Louise Vesth said in the production company’s statement to Danish press.

The statement also announced that the “Melancholia” and “Nymphomaniac” writer-director will complete “The Kingdom the third Exodus,” and final season of his acclaimed series “The Kingdom.” “Lars is in good spirits and is being treated for his symptoms and the work to complete THE KINGDOM EXODUS continues as planned,” Vesth said. Von Trier was diagnosed “just before the summer holidays” and the company shared the development in order to avoid any speculation about his health leading up to the show’s premiere, the statement said.

The distrust deepened during the investigation into possible collusion between the president and a foreign adversary by Special Counsel Robert Mueller, which became a frequent target of the president’s while in office. Mueller’s report, released in 2019, stopped short of recommending charges against the president or members of his campaign but has been derided by conservatives ever since. “After years where FBI agents were found to be acting on political motivation during our administration, the appearance of continued partisanship by the Justice Department must be addressed,” said Mike Pence, Trump’s former vice president. But the criticism after Monday’s search and seizure at Mar-a-Lago was often specific, offering not just a broad critique of the law enforcement agencies but proposing specific actions that Republicans would take if they win control of Congress during this year’s midterm elections.

The FBI’s action is the latest headache for the former president, who is facing numerous federal and state investigations. Barbara McQuade, a former federal prosecutor who teaches law at the University of Michigan said she was not aware of any prior case where a warrant was executed at the home of a former president. “Even President Nixon received a subpoena for his recordings,” she said. Sacramento teacher aligned with antifa received 3 years of pay to resign Tribune Content Agency SACRAMENTO – After facing a nationwide backlash, the Natomas Unified School District paid a teacher three years’ salary to resign after he was secretly recorded professing his allegiance to antifa and saying it was his goal to turn his students into “revolutionaries,” records show. In exchange for leaving his post at Inderkum High School and not fighting his prospective firing, officials in January agreed to pay Gabriel Gipe $190,000, according to settlement records the district provided in response to a California Public Records Act request from The Sacramento Bee. The payout was taxed, and the final checks the district cut totaled about $100,000. Gipe’s annual base salary was roughly $60,000. Whether he plans to teach again is unclear, but the settlement bars the district from discussing details of Gipe’s separation with any potential new employers. Officials may only confirm basic details of his employment such as his salary, the dates he worked there and the Jan. 7, 2022 date that he resigned. Gipe resigned from the district four months after a conservative group known for undercover sting operations published secretly recorded video of him saying that he had 180 days to “scare the s---” out of his students and turn them into “revolutionaries.” Amid a national feud over what should be taught in school, the September 2021 video from

Project Veritas ricocheted around the internet, led to a raucous school board meeting and reportedly inspired extremists – the Proud Boys among them – to target Gipe and his home. The district announced within days that it planned to fire Gipe and began compiling a dossier outlining the case against him. Those records – totaling more than 1,300 pages – detail what the district said was Gipe’s inappropriate teaching style and his basic failure to prepare students to pass an exam that would earn them college credit. The decision to pay Gipe to leave came down to basic math, Superintendent Chris Evans said. An administrative judge ordered Gipe be put on paid leave during any investigation and related hearings – a process that often takes a year or longer. That’s in addition to the appeals process, which can drag on for several more months and rack up tens of thousands of dollars in attorney fees. The judge’s rulings are in line with California’s education code, which detail how teachers can be disciplined and dismissed. “California is not an easy place to fire a teacher,” Evans said. “I think everyone knows that.” Ultimately, the district said Gipe engaged in “immoral conduct” and “dishonesty,” and cited him for “evident unfitness for service.” Those citations are the technical grounds for termination. The district’s investigation revealed that the teacher rejected the typical AP Gov-

ernment course curriculum and instead led freewheeling lectures about communism, earning him nicknames including “Papa Lenin” and “Daddy Marx.” The district also said Gipe created an unwelcoming environment for students and, at one point, posted photos of students who expressed conservative ideas on a political compass on the wall next to a swastika. He vowed to move everyone to the left by the end of their course, students told district investigators. Gipe, through his attorney, declined to comment for this story. A classroom observer in 2019 took a photograph of Gipe’s classroom that happened to show a political poster. The observer entered the image to Gipe’s personnel file. The observer did not reprimand Gipe for the display. It only became a point of concern after district investigators began looking through his file two years later to build a case against him. Gipe left other signs about his views. Among them: He signed his school emails with a quote

from Karl Marx. “As we said 11 months ago, those were things that were missed,” Evans said in an interview last week. “And as the superintendent, I own that.” The district has since made its “political action guidelines” part of the required start-of-the-year reading for employees, Evans said. In addition to Gipe’s resignation, the assistant principal overseeing that department no longer works for the district. “When it came down to individual people that needed to be held accountable,” Evans said, “that action was taken.”

includes images from the classroom, a review of his recent purchases, print-outs of messages he exchanged with his students and interviews with them about how they felt in his class. Gipe crossed the line, the district said, by trying to persuade students – children – to adopt leftist ideas in a high school setting where they cannot simply change majors or opt out. “You used your position of authority with a captive audience of impressionable teenagers to promote your own political ideology, including advocating or teaching communism with the intent to indoctrinate or inculcate in the mind of any pupil a preference for communism,” the district wrote. In one of the most

widely criticized exercises, Gipe had students take a political affiliation quiz to determine where they landed on a political spectrum. Gipe then posted photos of the students on a makeshift compass on the wall, with a sickle and hammer representing communism on the left and a swastika depicting fascism on the right. The district said the exercise went beyond appropriate political affiliation exercises that place certain beliefs on a spectrum spanning liberal to conservative ideologies. “I didn’t feel comfortable because I am a moderate and there is a swastika on the very far top right and I felt if my photo was even close to that side they would associate me with that,” one student said in an

interview with district investigators, according to the records. Investigators also found a host of far-left insignia in his classroom including an antifa flag, mug and magnet; a series of Russian nesting dolls; and art from the Occupy Oakland protests. On his classroom refrigerator were magnets depicting brass knuckles, beer and an image of former President Donald Trump with the subtext: “Days without being a national embarrassment: 0.” “The posters and other visual stuff just makes it seem like a space that isn’t inviting to everyone,” a student said. He also disavowed the textbook that was supposed to accompany his AP courses. The advanced placement courses can grant students college

credit so long as they pass an optional test at the end of the year. That rarely happened under Gipe’s instruction. In 2019, the district said 79 of Gipe’s students took the AP exam and only one student passed – a rate district officials said was “well below” the 20% average. The following year, when the test was made somewhat easier due to the pandemic, only six students passed. And in 2021, when 114 students took the test, two passed. “You … created your own curriculum, which did not match the course syllabus,” officials said. “Rather than preparing students for the AP Government test, you taught students what you thought they should know.”

Serena Williams doesn’t like the word “retirement.” But, as she wrote in a column published by Vogue on Tuesday morning, “something has to give.” In that column, the 23-time Grand Slam champion announced that her career as a tennis player will soon come to an end. “Maybe the best word to describe what I’m up to is evolution. I’m here to tell you that I’m evolving away from tennis, toward other things that are important to me,” Williams wrote, as told to Rob Haskell. “A few years ago I quietly started Serena Ventures, a venture capital firm. Soon after that, I started a family. I want to grow that family.” Williams did not say exactly when her retirement would begin but wrote in an Instagram post Tuesday, “I’m gonna relish these next few weeks.” She

is playing this week in an event in Toronto and indicated she intends to play in the US Open later this month in New York. “There comes a time in life when we have to decide to move in a different direction,” she said on Instagram. “That time is always hard when you love something so much. FAIRFIELD — Head coach Myles King hopes his 2022 Rodriguez High School football team can build on the success of last season. And he might just have the horses, er, Mustangs, to do it. Rodriguez went 7-4 in 2021, 2-3 in the Monticello Empire League, before losing to Christian Brothers 30-16 in the first round of the Sac-Joaquin Section Division III playoffs. It was the school's first playoff appearance since 2011, the first winning season since 2010 and the seven wins were the most since the 2008 Mustangs went 9-3. Can even better things be ahead? "This is a very special group with a lot of leadership," King said of the 2022 team. "We hold them accountable and they hold each other accountable. It's definitely one of our goals to try and make it back to the playoffs and win the MEL championship. We also want to make a deeper run in the play-

Kings sign two-time NBA champion Cook Tribune Content Agency The Kings recently addressed their need for a third-string point guard when they signed former NBA champion Matthew Dellavedova to a one-year deal, but now it seems Dellavedova will go into training camp with some competition. The Kings reached an agreement Monday on a one-year deal with twotime NBA champion Quinn Cook, a league sources told The Sacramento Bee, confirming a report from Andscape’s Marc J. Spears. A source with knowledge of the situation recently told The Bee the Kings were one of several teams engaged in talks with Cook, who spent the end of the 2021-22 season with the Stockton Kings, Sacramento’s G League affiliate. The Kings were looking for depth behind point guards De’Aaron Fox and Davion Mitchell when they scheduled workouts with Cook and Dellavedova while they were in Las Vegas for the NBA Summer League. There was plenty of speculation that Sacramento would sign one or the other, but ultimately the Kings ended up signing them both. Cook and Dellavedova will likely compete for one of the team’s final roster spots for the 2022-23 season, but having both players under contract would provide additional depth in the event of a trade involving Fox or Mitchell. Cook, 29, has an interesting resume for a player who went undrafted out of Duke and bounced around the league on a series of short-term contracts over his first five NBA seasons. He was the second-leading scorer on an NCAA championship team, earned the NBA D-League Rookie of the Year award and went on to win NBA championships

with the Golden State Warriors and Los Angeles Lakers. Cook got to know new Kings coach Mike Brown during his two seasons with Golden State, where Brown served as Steve Kerr’s lead assistant for six seasons. Cook has modest career averages of 6.4 points, 1.7 rebounds and 1.9 assists, but he has played only 14.1 minutes per contest in 188 NBA games. Cook is a 46.1% shooter who has connected on 40.8% of his 441 career 3-point attempts. He has per-36 career averages of 16.3 points, 3.6 rebounds and 4.0 assists. Cook won NBA championships with the Warriors in 2018 and the Lakers in 2020. He had two 10-day contracts with the Cleveland Cavaliers in March 2021 and signed with the Blazers prior to the 2021-22 season, but he was waived after two preseason games. Cook spent time with Lokomotiv Kuban, a Russian club in the VTB United League, before the Stockton Kings claimed him off waivers in February 2022. Cook appeared in 11 games for Stockton, averaging 23.7 points, 5.1 rebounds and 5.8 assists while shooting 52.4% from the field, 44.6% from 3-point range and 88.5% at the freethrow line. Dellavedova, 31, could also have something to offer. The 6-foot-4 point guard played for Brown as a rookie with the Cavaliers in 2013-14. Dellavedova spent eight seasons in the NBA. He appeared in the playoffs four times and won an NBA championship with Cleveland in 2016. Dellavedova averaged 5.5 points, 3.7 assists and 1.8 rebounds in 447 career games. He is a 36.3% 3-point shooter with 400 career 3-point goals.

Durant holding out of Nets’ camp not off table Tribune Content Agency NEW YORK — Kevin Durant’s boundless love for basketball is not a reason to believe he’ll show up for training camp if the Nets don’t acknowledge his trade request. That has been the prevailing belief – that Durant, a 12-time All-Star and two-time NBA Finals MVP is above the idea of holding out of camp because he is a master of his craft and a lover of the game. A source, however, pushed back on the idea that Durant will show up to training camp in September if his request goes unfulfilled. Durant first made a trade request directly to Nets owner Joe Tsai on June 30, but after more than a month passed by with multiple offers made and none accepted, Durant and Tsai met a second time, this time in London, over the weekend. Why be outraged over Donald Trump? What makes him special? Shouldn’t Trump be treated like me and you? Is he above the law? If mishandling classified information is wrong for Hillary Clinton, is it not wrong for Donald Trump? I don’t want to live in a world where there’s a different standard of justice for the wealthy and the powerful and the rest of us. Why should he get special treatment? But for cultists, we already know the answer. They think he’s above the law and whatever Dear Leader says, goes. But no matter what delusions they entertain, Donald Trump is not the victim. The victim is the rule of law, the U.S. Constitution and Americans who respect the law and expect more from their so-called leaders. Peace.

IMPORTANT ADDRESSES

hen Gov. Gavin Newsom shut down much of the state’s economy 2 1/2 years ago to slow the spread of Covid-19, more than 2 million workers suddenly lost their jobs. Logic and compassion should have made easing the economic blow to those workers and their families a top priority. Unfortunately, however, it fell to the Employment Development Department, which had already demonstrated incompetence in a previous recession, to handle the tsunami of claims for unemployment insurance benefits – and the predictable Dan Walters result was a total meltdown that deprived desperate workers of much-needed cash. While countless claims for state benefits were delayed, sometimes for months, or erroneously denied, EDD’s staff approved many fraudulent claims for special federal benefits, resulting in more than $18 billion being paid to fraudsters, including some inmates in state prisons. Legitimate payments, when made, quickly exhausted the Unemployment Insurance Fund and the state was compelled to borrow more than $20 billion from the federal government to maintain benefits, a debt that will take many years to repay. EDD’s massive managerial disaster could, and should, have been prevented had the state’s politicians not ignored numerous indications that EDD and the unemployment insurance (UI) program were train wrecks waiting to happen. The Legislature’s budget analyst, Gabe Petek, issued a detailed and sharply worded report Monday on how EDD failed and what should be done to avoid a repeat. “These failures trace back to the (unemployment insurance) program’s basic design, which has encouraged EDD to adopt policies and practices that make it unreasonably difficult for eligible workers to get benefits,” Petek told the Legislature. “Although these problems are not new, the pandemic has highlighted the need for the state to rebalance the UI program in ways that make getting benefits to eligible workers a top priority.” Petek’s report also castigates EDD for concealing the extent of the unemployment insurance backlog by adopting a “narrow interpretation” of a state law requiring the agency to report data to the Legislature. As a result, Petek said, “the Legislature was unaware of the widespread reliance on procedural denials at a time when the department could not process incoming mail and phone calls. Had getting payments to eligible workers been a top priority, the department could have reported the full scope of claims that were found ineligible – instead of the narrowest scope – to bring the issue to the Legislature’s attention and begin work toward a solution.” It was, in brief, incompetence compounded by coverup. One wonders whether anyone in the bureaucracy will be punished for concealing the facts. The report lists ways in which the application process could be streamlined, eliminating duplication and making it much easier for legitimate claims to be approved and benefits to be paid. It also hints that something must be done about the deplorable condition of the Unemployment Insurance Fund, which is financed by payroll taxes on employers. California is one of only a few states that tax the minimum amount of a worker’s earnings, $7,000 a year, under federal law. A decades-long stalemate between employers and unions over taxes and benefits left the insurance fund incapable of absorbing even a mild recession, much less the Covid-19 shutdown, forcing the state to borrow from the feds. Petek’s report challenges Newsom and the Legislature to make certain the EDD disaster doesn’t happen again. That would require procedural overhauls and technological upgrades, but also doing something about the Unemployment Insurance Fund. It’s shameful that the richest state in the nation borrowed billions from Washington to pay benefits to workers who were unemployed because of a state emergency decree.

themselves that voters would not mind this vast regathering of power into the most feared agency in government. But GOP senators saw the messaging opportunity that comes with expanded tax enforcement: President Joe Biden’s legacy is going to be a vastly expanded IRS and soaring inflation. Democrats reeling backward flailed for a talking point. “The Republicans rejected a price cap on non-Medicare insulin!” quickly replaced “CO2 reductions of 40% over the rest of the decade!” Neither of these claims is of remotely equal consequence or significance to voters who care about their personal bottom lines and for whom dread accompanies every arriving envelope with “IRS” in the return-address space. Republicans were at first dismayed that Sens. Joe Manchin III, D-W.Va., and Kyrsten Sinema, D-Ariz., buckled under the pressure from their party’s left wing. But say “the IRS Expansion Act” a few times and it rolls off the tongue. When the senators went home late on Sunday, the writing was on the wall: Biden, Senate Majority Leader Chuck Schumer, D-N.Y., and House Speaker Nancy Pelosi are doubling the size of the IRS, and not one Republican is voting for the measure. With A League of Their Own’ reboot looming, meet a woman who played on one of the girls teams

Tribune Content Agency SEATTLE — When Jeneane Lesko was drafted as a pitcher by the All-American Girls Professional Baseball League’s Grand Rapids Chicks before the 1953 season, she had never played in a single baseball game. Now 87 and a resident of Snohomish, Lesko (who played under her maiden name, DesCombes) was a fixture at the baseball field while growing up in rural Lakeview, Ohio. She would watch the boys play and practice with them whenever she could. So when the local baseball coach saw a newspaper ad for AAGPBL tryouts, he encouraged her to go. Lesko’s response: “What would I play?” Even though the league had been around for a number of years at that point, she didn’t know it existed. Because Lesko is left-handed, the coach suggested she become a pitcher. She knew nothing about pitching when he started working with her, but after an intense threemonth tutorial where he helped her perfect a fastball, curveball and change-up, Lesko borrowed her sister’s car and drove out of Ohio for the first time in her life – heading to Battle Creek, Michigan, for AAGPBL tryouts. As popularized by the 1992 movie “A League of Their Own,” the AAGPBL began in 1943, as a way to keep professional baseball going in World War II when many of the male players were at war. The movie, which starred Geena Davis, Tom Hanks and Madonna, is now widely acknowledged as a classic, and produced one of the most iconic movie lines of all time when coach Jimmy Dugan yells, “There’s no crying in baseball” to a player. It inspired an entire generation of girls to play sports, sprung the AAGPBL into the spotlight and sparked the nation’s interest in the stories of women like Lesko. Now, as the movie celebrates its 30th anniversary,

Lesko was one of the many AAGPBL alums who were asked to consult on the 1992 movie, but had to decline the opportunity because she was a working mom busy raising three young sons at the time. She says she wasn’t aware of the film’s significance and upon its release says if she would’ve known, she would’ve “crawled to be there.” After all, the movie is what brought her back to baseball and to her first AAGPBL reunion. The day she agrees to meet a reporter, she brings along a binder filled with AAGPBL playing cards, including her rookie card and collection of photos. Ones of her team, but also of reunions and a postcard of her traveling team that she sent her mother. Just before sitting for a portrait, she puts on an AAGPBL hat, takes a quick moment to fix her hair and flashes a smile as she turns and strides to meet the photographer. She looks almost as spry as when she took the mound for the Grand Rapids Chicks in 1953. Lesko played in the AAGPBL for only two seasons when the league was winding down, but like the women before her whose stories have been memorialized by the movie and will be retold again in the upcoming Amazon series, those two seasons stand out as

The first time she stepped out onto the field as a Chick, they were way behind in the game. She had never pitched in a pro game before and didn’t realize they were using a 10-inch ball when she was used to throwing a 9-inch ball. As a result, “I was really wild,” she recalls. She walked 12 people. As the walks mounted, she kept looking at coach Woody English, a former Chicago Cub and all-star player. “I was pleading with him, (saying) ‘Take me out! What are you trying to do, humiliate

me?’ That treatment doesn’t motivate me, I just had to learn, and I learned the hard way. I certainly didn’t think much of him after that,” Lesko says. The following year, the AAGPBL switched to a 9-inch ball and Lesko’s control improved rapidly. With practice and help from the other girls, she became a starter, ending the season fifth in the league for strikeouts with a 10-9 record. However, she only got on base seven times out of 39 at bats, and had a .179 batting average. “I was a terrible hitter,” she says with a laugh. “I never had anyone show me how to hit, but they accepted it because pitchers weren’t necessarily good hitters.” Fans of the 1992 movie might remember the scenes detailing the makeup and “look” required of players and the charm school they attended. League From Page B4 the girls were playing in when she arrived at tryouts, but after seeing a “big, long-legged girl who was 6-foot-2 in that little skirt, I figured if she can do it, I can.” She also didn’t know the difference between a beauty parlor and a barber shop, and after getting her hair shorn off at the latter she avoided her coach until it grew out past her cap, lest she would’ve been subject to a fine. While no fraternization between the teams was allowed, Lesko remembers great camaraderie among her teammates. The AAGPBL disbanded after the 1954 season and Lesko joined an all-star traveling team, traversing the U.S. with coach Bill Allington for two years. They wore uniforms from the Fort Wayne Daisies and traveled over 10,000 miles to games each year. Lesko graduated from Ohio Northern University in 1957 and spent the next decade teaching physical education on U.S. Air Force bases in Puerto Rico, France and the Philippines. She learned to play golf in Puerto Rico, and upon her return to the U.S. in 1967, she met women’s golf legend Marilynn Smith, one of the 13 founders of the LPGA, and joined the tour as a player. This meant that Lesko not only played professional baseball, but also professional golf, which makes her one of the rare women of her generation who played two sports professionally. She didn’t last long on the tour, marrying fellow golfer Thomas Lesko and settling in Los Angeles. They had three sons; Greg, Matt and Mike, and eventually moved to Bellevue in 1974. Lesko became a real estate agent, and still runs the real estate school RealEs-

tateHours.com with her middle son. Around the time she turned down the chance to consult on the movie, she got an invitation in the mail for a players reunion in Fort Wayne, Indiana. She hadn’t thought about baseball in years, but went to the reunion and reconnected with 60 former players. That reignited the old spark in her. Lesko ended up starting a women’s baseball team in Washington for a few years in the ’90s, stealing softball players and turning them onto baseball. “I got it up to four teams,” she says proudly. She threw out the first pitch from the mound at the Yankees’ 100th anniversary game in 2003 (“And it was a strike,” she says) and in 2005 and 2006, she served as an honorary coach for the Aussie Hearts at the Women’s World Series. In the years since, she’s often traveled to Australia to coach and speak to young women baseball players about her experience in the AAGPBL. Now, at 87, she says she’s “a pitcher who can’t pitch anymore.” But Lesko still works out daily, doing squats to maintain her balance. She served on the AAGPBL board for many years, acted as the public relations director and, until recently, was in charge of maintaining the website. She still attends AAGPBL reunions, though these days, those events only attract about 10 players, Lesko says. The rest have either passed away or are too infirm to travel. However, with the upcoming Amazon series premiere, there’s sure to be a spotlight on the AAGPBL again. The next reunion is set for this upcoming August in South Bend, Indiana. Lesko will be there. She’s still got a few rookie cards to sign.

what goes on down there than they realize.” This is the 16th summer the Cowboys have held training camp in Oxnard since 2001 but just the second with a fully constructed, 152-unit housing village overlooking them. Where a dirt lot once bordered two practice fields, the gated community creates a more personal touchpoint between the franchise and locals, requiring respect from both sides of the fence. For about one month a year, life inside The Gallery at River Ridge community is impacted by the Cowboys. The vast majority of households lack a field view like Payne’s, unable to turn Cowboys trainers into their

personal ones. Her enjoyment, however, is fairly widespread. “It is kind of like a kid’s dream to have sports in your backyard,” said LD Luque, who is 7 and lives in The Gallery. “Every summer, I get so excited now because I know, ‘Oh, the Cowboys come every summer.’” As a team develops on the field, family and friend traditions build off it. After Robert and Sara Fenlon hosted relatives for a 10-person viewing of a Cowboys practice, they predicted a burgeoning family tradition like Thanksgiving, Christmas or Easter. Many residents without a field view walk to a wall, climbing a ladder, stepstool or parked

truck to see the action. Or, they make the 5- to 10-minute walk around the corner to the general practice entry, where admission is free. “The other day, when we were warming up, I thought, ‘That’d be a pretty cool day to sit on your balcony and watch the Dallas Cowboys practice right out your back window,’” coach Mike McCarthy said. Naturally, with any neighbors, small grievances can arise. Issues and quarrels are few and far between. They include the outlier homeowner with two surveillance cameras pointing at the Cowboys’ practice field at all times and the married couple counting down the days until the team departs.
