Woman in longterm care facility 3rd Covid-related death since May Todd R. Hansen

THANSEN@DAILYREPUBLIC.NET

FAIRFIELD — The latest Covid surge in Solano County seems to have peaked, with daily averages dropping and the poorest outcomes continuing to be low. “That is obviously gratifying,” Dr. Bela Matyas, the county public health officer, said in a phone interview Thursday. He was speaking specifically of having just one patient in an intensive care unit, down from five, while the number of residents in the hospital with a positive coronavirus test remains fairly constant, up from 38 Monday to 39 Thursday. About half of those hospitalizations are due to the disease. The county did report another Covid-related death, bringing the

pandemic total to 428. However, it is only the third death since May and therefore attributed to the spring surge. The woman was older than 65 and living in a long-term care facility. She was vaccinated. Since July 1, 2021, when vaccines were readily available to the public, there have been 165 deaths – 125 of those individuals were not vaccinated. There were 576 new cases reported, of which 500 were over the threeday period since the previous update Monday. That puts the daily average at 166.7. “That is coming down from what has been running at about 200 per day,” Matyas said. “But those numbers are still high.” The 10-day average See Woman, Page A8

TRAVIS AIR FORCE BASE — Emotion, music and pomp, along with blustery winds, were on display Wednesday as military and community leaders joined family and friends on the lawn in front of David Grant Medical Center for Travis Air Force Base’s change-of-directorship ceremony. Col. Gwendolyn A. Foster, Sacramento Market director and 60th Medical Group commander, relinquished her authority to Col. Melissa J. Dooley. Dooley takes on the leadership role after Foster’s two-year tour of duty. It was an unprecedented time as Foster led the Travis medical team through a Covid-19 pandemic, a wildfire evacuation and a new partnership with the Defense Health Agency. Dooley arrives from the 35th Medical Group, Misawa Air Base, Japan. She served as the commander and oversaw four squadrons, 400 personnel and the care of more than 7,000 beneficiaries. “Thank you for the warm welcome and

National 988 crisis hotline ready for rollout Tribune Content Agency WASHINGTON — The long-awaited three-digit crisis hotline known as 988 rolls out nationally Saturday, a win for mental health advocates who see the simplified number as the first step on a path toward building out crisis care. But how ready states and advocates feel about the next steps to improve mental health is more complicated. The implementation of 988, which will direct callers to the National Suicide Prevention Lifeline, is the first of the federal government’s three-step process to building better mental health care. The steps include the crisis call center number, which will take calls and dispatch support; mobile crisis response, which will send teams to the crisis; and crisis sta-

bilization services, or facilities to receive and serve those undergoing a crisis on a short-term basis. Experts said that’s not unusual – the implementation, funding and widespread adoption of 911 in the late 1960s and 1970s took years to achieve, for example. Becky Stoll, vice president for crisis and disaster management for Centerstone, a nonprofit health system specializing in mental health and substance use disorder services, said “nothing magical” is tied specifically to Saturday. Instead, she likened it to a launchpad. “I almost feel like we’ve been pregnant for a really long time and we’re overdue,” she said. “This is the beginning of what, I think, is going to be transformative See Hotline, Page A8

The Grateful Dead in a public domain publicity shot from 1970, left, and the poster for their 1966 show at the Pioneer Ballroom in Suisun City. The Grateful Dead’s 1987 album “In The Dark” cleaned up at the Bammies that year. The awards they collected included Best Album, Best Bassist (Phil Lesh), Best Drummer (Mickey Hart and Bill Kreutzmann), and Best Guitarist (Jerry Garcia). Garcia also took home the Musician of the Year award. The all-star jam session included two tunes the Dead had covered on studio/live albums, Sonny Boy Williamson’s “Good Morning Little Schoolgirl” and Bobby “Blue” Bland’s “Turn on Your Love Light.” The two bands were also joined by John Fogerty of Creedence Clearwater Revival for the encore, rock ‘n’ roll legend Little Richard’s “Long Tall Sally.” It featured Colla adding a wailing sax solo. Johnny Colla: I remember having mixed feelings about jamming with the Grateful Dead. On the one hand, at the time their cult status was increasing exponentially, so I figured this meeting would most likely end up being one for the history books. On the other, I wasn’t really a Dead fan myself. I think what convinced me to do it was how important it was for Huey’s mom, who was an original Deadhead, plus the fact that we were going to play “Good Morning Little Schoolgirl,” stepping way back in time when Pigpen was still an integral part of the band (and when I actually was a fan of the band!). Huey absolutely knocked that tune out of the park, channeling both Pigpen and Sonny Boy Williamson! The real unwilling participant was Garcia. He flat out didn’t want to do it on the

grounds that he didn’t believe in music as a popularity contest. In the end his bandmates convinced him it would be more about the performance than the awards. I’ll never forget getting the nod to solo after Huey and seeing Jerry wander over by me and check my action out. Looking back at photos of the night, I look like a scared rabbit and I was! Familial A documentary called “The Other One: The Long, Strange, Trip of Bob Weir” debuted in 2015. It chronicled the life of Grateful Dead rhythm guitarist and singer Bob Weir. Near the end of the film, Weir talked about how he was adopted and like many adoptees, always wondered who his biological parents were. In the mid-1990s, he discovered his father was a man named Jack Parber and his mother was Phyllis Critchfield. What the documentary didn’t mention is that from 1963 to her death in 1997, Phyllis Critchfield lived in Fairfield, including when Bob and the band played in Suisun City in 1966. What’s more, some of Phyllis Critchfield’s many other offspring include none other than Cliff Gordon, longtime owner of downtown Fairfield’s Gordon’s Music & Sound. “My mom got married when she was about 20 and had my older sister, then she got divorced. She then went to college and met Parber, got pregnant and went to San Francisco and gave that child up for

adoption. That was Bob and he was adopted by the Weirs,” Gordon said. “Then she met my dad and she had three more children. After they got divorced, she met my stepfather, Ken Critchfield, and had five more children with him.” In addition, Phyllis Critchfield’s ex-husbands had numerous other children so Gordon has more step- and halfsiblings than he can keep track of without using a calculator. When Phyllis Critchfield died in 1997, the family had a huge clam bake and celebration of her life and Weir attended. Gordon has talked to his internationally famous half-brother a couple of times, but they are not close. While not a huge follower of the Grateful Dead, Gordon acknowledges Weir’s musical talents and also said the documentary only scratched the surface of the many things Weir has accomplished. “To me the weird thing is that Phyllis gave birth to Bob in San Francisco then ran away to Hawaii and ended up living in Northern California,” Gordon said. “Bob’s father, Jack Parber, was an Air Force colonel and after he had closed down Hamilton Air Force Base, lived in Marin County. So Bob’s biological mother and father had been living within 60 miles of him his entire life.” Fairfield freelance humor columnist and accidental local historian Tony Wade writes two weekly columns: “The Last Laugh” on Mondays and “Back in the Day” on Fridays. Wade is also the author of The History Press books “Growing Up In Fairfield, California” and “Lost Restaurants of Fairfield, California.”

It’s been a hard time for librarians; enter epic sleepover of stuffed toys The Washington Post With book bans, heated political debates and a pandemic to deal with, it isn’t an easy time to be a librarian. In cities and small towns across the country, librarians have become increasingly maligned for simply keeping the shelves stocked and doing their jobs, which includes everything from organizing yoga classes and book clubs to sometimes providing resources to homeless people and other times helping kids with their homework. “There’s a lot more involved than just helping people check out books,” said Linda “Lynn” Hori, a library technician at the Goleta Valley Library near Santa Barbara, Calif. “Libraries are the heart of every community.” Part of Hori’s job is to help organize children’s events for the library in Goleta, which has a population of about 32,000. She said she and her co-workers realized their community could use a break from the divisive rancor and isolation brought on over the past couple of years by the pandemic. In previous years, the Goleta library held a stuffedanimal sleepover every summer for younger patrons, Hori said, in which kids would drop off their favorite teddy bear or other stuffy, then return in the morning to see photos of them in various

Linda Hori/The Washington Post

At the Goleta Valley Library stuffed-animal sleepover, some of the plush pals were photographed as they shared a shake. silly poses around the library having a late-night party. “When it was canceled for two years because of the pandemic, everyone really missed it,” she said. “It was something solely about having fun and making kids smile. We all wanted to experience that magic again.” Hori and others at the library decided it was time to bring back the beloved tradition, which started about 10 years ago. “Only this time, we decided we would go all out,” said Hori, 40. “The last couple of years have been hard on kids who had to do their learning at home through Zoom. We wanted to do something extra-special.” Libraries across the country have held similar stuffed-animal sleepovers over the years, from the Teddy Bear Sleepover in Warren, Mass., to the Stuffed

Animal Pajamarama in Huntley, Ill., and the annual slumber party for well-worn stuffies at the Shaw (Watha T. Daniel) Neighborhood Library in D.C. “It’s become a thing for a lot of libraries because it’s a great community-building event,” Hori said. “Everyone can remember a favorite comfort toy that they read stories to and snuggled with as a child,” she added. “For me, it was a pink Care Bear.” Hori usually coordinates about a dozen special children’s events a year, but she was determined that the 2022 stuffed-animal slumber party would be the biggest ever. She put up posters, enlisted the help of 15 teen volunteers and invited children to drop off their favorite bears, lambs, dogs, cats, dolphins, pigs and unicorns for a night of merrymaking on June 24. About 220 kids dropped off their cuddly toys, with the promise that tender care would be given and plenty of photos would be taken. “Some of the younger ones were a little reluctant to hand them over, but we assured them they were going to have an exciting night and meet new friends,” Hori said. “I heard several kids whisper, ‘I love you – be good and have fun.’ “ Each stuffed animal was given a number to avoid mixups, then the party was on. It

was a blowout, Hori said. She and her volunteers spent hours staging the animals (and one wellrounded, smiling avocado) in dozens of party scenarios: roasting marshmallows for s’mores, sharing milkshakes, goofing around on the library’s photocopy machine, playing computer games and making phone calls to faraway places. There was even a glowstick disco dance, with a few hula hoops thrown in for good measure. By midnight, Hori had taken more than 1,200 photos and it was time for a bedtime story with bubble machine special effects. “We gathered all of the stuffies around and our children’s librarian, Elizabeth Saucedo, read them ‘Good Night Moon,’ “ Hori said. She said she sent the photos to an all-night photo lab to have the pictures printed at about 2 a.m., then caught a few hours of sleep before picking up the pictures the next morning and returning to the library to sort them into 220 piles. Kids were also given goody bags and sleepover certificates when they picked up their animals. “Just seeing all those faces light up – that was the best part for me,” Hori said. “My hope is that events like our sleepover will shape the adults these kids will eventually become. I’d love to see them become lifelong library patrons.”

Vacaville district refinances bonds, saves taxpayers more than $3M Daily Republic Staff

DRNEWS@DAILYREPUBLIC.NET

VACAVILLE — The Vacaville School District has refinanced $22.2 million in general obligation bonds, which according to a press release from the district will save property owners approximately $3.1millioninlower tax payments. District voters JANSEN authorized the sale of up to $194 million of general obligation bonds on Nov. 4, 2014, to address needs for technology upgrades, facility renovation and SHAMIEH new construction for district schools. Since then, the district has sold all of their bonds from the 2014 election. The bond sale refinanced a portion of the first series of bonds issued in 2015. Average interest rates on the 2015 Bonds were 4.02%. The true interest cost on the new bonds is approximately 2.91%. The difference in borrowing rates will save property taxpayers a total

of $3,072,514 over time without extending the original term of the borrowing. “We are pleased that we were able to act quickly to take advantage of this unique opportunity to lock in savings for our community, especially in light of the increasing interest rate environment,” Superintendent Jane Shamieh stated in the press release. The refinancing of the bonds was authorized May 26 by the district’s Board of Trustees. “We are very appreciative of our community’s consistent support for our local schools and pleased that we will be able to lower the burden on taxpayers through this refinancing,” Board President John Jansen said in the release. “While education is the district’s core focus, we are also committed to being good fiscal stewards, including looking out for our local taxpayers.” Property owners in the district will see a reduced property tax rate on future tax bills.

VACAVILLE — Dana Scott Laughlin was sitting at home in Foley, Alabama, thousands of miles from where she graduated from Vanden High School in 1969, when one of her sons said, “I got a story for you, Mom.” Laughlin learned her son had been contacted by a couple from Vacaville, Dirk and Kelli Byassee. Dirk had been fishing at Lake Berryessa on the Fourth of July when he turned a rock over and found something that belonged to Laughlin: a class ring. “This girl (Kelli) called and she said they think they have found your Vanden class ring,” Laughlin said her son told her. “That was 53 years ago. I’m 70 now. I was like, ‘Oh my, I can’t believe it.’ I was partying with friends and it slipped off my finger. It’s been at the lake for 53 years.” Dirk Byassee was at “The Point” near Markley Cove and the dam, a popular destination for young people for years, when he walked out a few feet from the shoreline and saw a bunch of fishing weights and other gear in the water. “I flipped over a rock, and there it was,” Dirk Byassee said of the ring. “I didn’t know what to think. It’s been in the water there longer than I have been alive.” The lake has been receding in recent years, but the ring was still there in pristine condition all these years later. “I got it today,” Laughlin said Wednesday on the telephone from Alabama. “I remember exactly when it happened. VACAVILLE — The infestation of the glassywinged sharpshooters in the Browns Valley neighborhood of Vacaville has spread, but is still not considered a danger to the county’s $21 million winegrape industry. “It has expanded,” Priscilla Yeaney, the Solano County assistant agriculture commissioner, said in a phone interview Wednesday. “But it is still in the regulated area.” She described the area as being “very isolated” and located quite a distance from any commercial winegrape operation.

The gross value of winegrapes in Solano County, according to the 2020 Crop and Livestock Report, was about $21.2 million. It ranked as the seventh largest commodity, by value, in the county. The primary concern is the insect can transmit Pierce’s disease, which can kill grapevines. However, the insect is known to feed off 70 plant species, among them citrus trees, almonds, stone fruit and oleanders, according to published sources. FAIRFIELD — Solano County and the cities need to improve the evacuation planning for emergencies. That was one of the conclusions of the 2021-22 Solano County civil grand jury, and Vacaville officials agree. The city also noted work is being done to meet that goal. The city’s response

to the grand jury report titled, “Solano County is not Prepared for Future Emergencies,” was specific to the report’s second finding and those recommendations. “There is a need for a coordinated city and countywide evacuation plan for Solano County,” the grand jury noted, recommending developing “compatible evacuation zones and routes through-

out the county” and to make the public aware of those zones and routes. “Solano County Office of Emergency Services is facilitating the development of a Community Wildfire Protection Plan to identify fuel reduction and fire prevention projects in the county. Part of this plan will be the development of an emergency evacuation plan for the entire county uti-

lizing software for use by all agencies within the county,” the city response states. The city also states it is committed to be part of that effort. The response was dated July 6. The grand jury report was issued June 3. Responses also are required from the county Board of Supervisors, the county administration and the other six cities.

Kimberly ‘Kim’ Jackson, daughter of the late Maggie Hall and J.D. Jackson, was born May 27, 1961, on Travis Air Force Base in Fairfield, California. Kim graduated from Fairfield High School then went on to cosmetology school to jump start her career as a master hairstylist in 1980. At an early age she professed her faith in Jesus Christ and kept Him at the center of her life as a longtime member of Mount Calvary Baptist Church. In 1984, Kim gave birth to her pride and joy, her one and only son, Christopher Neil Broughton Jr. Kim was a great mother and introduced Chris to her love of being outdoors and doing activities such as gardening, fishing and camping. Kim and Chris were longtime residents of Old Suisun and were loved by everyone in the community.

Kim loved to cook, celebrate holidays, watch her favorite sports teams – San Francisco 49ers and the Golden State Warriors – and spend time with her family. She was truly the life of any party: Kim loved to laugh, dance and live life in her own way. Kim is survived by her son, Christopher Neil Broughton Jr., and wife, Shannon Broughton; granddaughter, Emika Broughton; sisters, Geraldine Fitzgerald, Izetta Jackson, Dezorah Jones and Soncerra Watson; and a host of nieces, nephews, cousins and friends. Crews douse Benicia fire No structure damage, no injuries reported Todd R. Hansen

THANSEN@DAILYREPUBLIC.NET

BENICIA — Fire crews were expected to be out until late Thursday afternoon mopping up what had been a threealarm, 115-acre grass fire between Lake Herman Road and Channel Road east of the city. The cause of the fire is under investigation, Benicia Fire Chief Josh Chadwick said in a phone interview Thursday morning. The fire started about 4:30 p.m. Wednesday and was fully contained that night. A shelter-in-place order was issued for the

city’s wastewater treatment plant and for an area church. Chadwick said fire crews were stationed at the treatment plant to protect it from the fire if necessary. The staff was kept at the treatment plant to keep operations running. The church was not in any danger from the fire, but was directly in the line of smoke, so individuals there – primarily church staff – were told to stay inside and to close up all doors and windows, the chief said. No structures were damaged, and there were no injuries reported.

Officials turn dirt for 2nd phase of McCoy Creek Trail extension Daily Republic Staff

DRNEWS@DAILYREPUBLIC.NET

SUISUN CITY — The city has officially started the second phase of the McCoy Creek Trail. A ceremony to break ground was held Wednesday. “The trail is a natural, scenic path that will provide important and safe connections for community members who walk, bike or use other forms of self-propelled transportation through Suisun City and offer community members of all ages and abilities the opportunity to participate in active recreation,” City Manager Greg Folsom said in a statement. He credited the city Public Works staff and the Solano Transportation Authority for securing the funding. “The trail extension will provide safe and direct connections to community destinations such as the Kroc Center, Suisun City library, Suisun Elementary School and the Central County Bikeway,” Folsom said. The project is a threequarter mile extension of the existing trail, between

Texas sues to block Biden rule on emergency abortions Tribune Content Agency Texas sued to block a new Biden administration rule that emergency abortions for medical reasons in hospitals take priority over state bans on such procedures, the latest legal clash triggered by the U.S. Supreme Court’s overturning of Roe v. Wade. The requirement announced last week to protect pregnant patients facing serious medical complications “seeks to transform every emergency room in the country into a walk-in abortion clinic,” Texas Attorney General Ken Paxton said in a federal lawsuit. The U.S. Department of Health and Human Services issued the rule following a Biden directive to address concerns that emergency-room care might be limited after the nation’s top court ended the constitutional right to abortion. All states allow doctors to terminate a pregnancy if the mother’s life is at risk, but questions remain about what

constitutes a life-ordeath situation. HHS is “flouting the Supreme Court’s ruling before the ink is dry,” Paxton, a Republican, claims in the suit, filed Thursday in Lubbock, Texas. The rule “forces hospitals and doctors to commit crimes and risk their licensure under Texas law.” The White House didn’t immediately respond to a message seeking comment. HHS also didn’t immediately respond to a request for comment. HHS issued the rule under the Emergency Medical Treatment and Labor Act, or EMTALA, saying the law requires that physicians’ judgment prevail to protect the health of women in labor and with conditions such as ectopic pregnancies or dangerously high blood pressure. To ensure hospitals and physicians comply, HHS said it will fine them and block payments from Medicare and Medicaid if physicians or hospitals don’t comply. Those

in violation face fines ranging from about $60,000 to $120,000. Paxton says EMTALA was never intended to mandate any medical procedure and cannot take precedent over state laws. Texas argues the statute was only intended to ensure that all patients are given the same standard of care, regardless of their ability to pay. That standard is set by local rules, according to the suit. “Federal appellate courts have confirmed that EMTALA confers no right to any specific treatment and does not operate as federal oversight on the practice of medicine,” Paxton claims. “The standard of medical care is determined by the state and the community in which the treatment took place.” Carl Tobias, a professor at the University of Richmond School of Law, said the case may come down to how a judge interprets the intent of Congress when it passed the law.

liams and Mike Hudson, former Councilman Mike Segala, county Supervisor Jim Spering, also a former Suisun mayor, and Daryl Halls, executive director of the Solano Transportation Authority. Folsom also attended. The full project has an estimated cost of $4.14 million and is funded with an Active Transportation Program grant through the California Department of Transportation. Construction of the project was awarded to Suulutaaq Inc. of Suisun City.

by Phillip Alder Some of these positions are less obvious, though. In this deal, how should South play in three no-trump after West leads a fourth-highest heart four? South’s opening bid was slightly eccentric, but he knew his partnership had a way to show a long club suit if his partner used a Stayman inquiry – which is exactly what happened. The suit that is most troublesome to South is spades. If East leads a spade, South should be held to one trick only. West will win the first round with the queen, and the defenders will duck the second round to declarer’s now-bare ace. However, if West leads a spade, declarer is guaranteed two tricks. So, trying to keep East off the lead, declarer called for dummy’s heart jack rather than running the lead around to his 10. When it held, declarer immediately led dummy’s club. When East played low, South finessed his 10. (Note that it would not have helped East to split his honors.) With the actual distribution, this was remarkably successful. Declarer continued clubs, establishing nine tricks: one spade, two hearts, one diamond and five clubs. However, even if the club finesse had lost, declarer still would have been in a good position to make his contract. Always fight to keep the danger hand off the lead. Osbourne set to make Comic-Con debut, bat-free Tribune Content Agency SAN DIEGO — Rock & Roll Hall of Famer Ozzy Osbourne is set to make his debut at San Diego’s Comic-Con International next week. It will be the first public appearance by the 73-year-old heavy-metal vocal legend since before he underwent major neck and back surgery in Los Angeles in mid-June. Osbourne’s July 22 Comic-Con debut at the San Diego Convention Center will be a joint appearance with legendary comic-book maverick Todd McFarlane, who in 1992 created the popular “Spawn” series. McFarlane has made key contributions in recent decades to Marvel Comics’ “Spider-Man”

and “Incredible Hulk.” He recently directed the video for the title track of Osbourne’s upcoming new album, “Patient No. 9.” Osbourne and McFarlane will be at Comic-Con to unveil the cover of a limited-edition Osbourne comic book. It will be included in some of the packages being released in conjunction with “Patient Number 9.” Osbourne will also participate in a July 22 signing at the Stern Pinball/ Rebellion Republic booth at Comic-Con. Due out Sept. 9, “Patient Number 9” is just the second new Osbourne album since 2010. Guests on the 13-song release include guitar greats Jeff Beck, Eric Clapton, Tony Iommi and Pearl Jam’s Mike McCready.

From Page One for the mental health system. So I really hope there’s not a focus on, ‘We’re not ready.’ . . . I just think that sends the wrong message.” The rollout, says Benjamin F. Miller, president of Well Being Trust, a philanthropy dedicated to advancing mental, social and spiritual health, will show the need for larger structural reform within behavioral health. “We are constantly putting out fires without looking at who is starting them,” he said. “We are never trying to actively prevent these crises from happening in the first place. . . . That is where I think we need to spend a bit more time.” Miriam E. DelphinRittmon, assistant Health and Human Services secretary for mental health and substance use, said funding from the 2021 Covid-19 relief law allowed the lifeline, still at 1-800-273-TALK,

Biden From Page One to Saudi Arabia . . . is much broader,” he said. “It’s to promote U.S. interests.” The administration has argued that Biden is seeking to improve the supply chain and shipping access, to strengthen ties between Israel and its neighbors and to head off the growing threat of Iran’s nuclear weapons development. But the trip is seen at home as an attempt to lower high oil prices – one of Biden’s biggest political liabilities – even as experts say any increase in Saudi production will have little effect on prices at the gas station. The decision to travel to Saudi Arabia has already created a series of awkward moments and questions. Administration officials, hoping to avoid a photo of Biden shaking Mohammed’s hand, had suggested Biden would not shake hands with any leaders because of concerns over Covid-19. But after arriving to a rapturous welcome ceremony in Tel Aviv on Wednesday, he shook hands with several Israeli officials. White House officials still will not say whether they will let reporters into the room when Biden meets Mohammed on Friday. But they have ruled out a joint news conference like the one Biden had in Jerusalem.

Medical From Page One smoothing out the turbulence along the way,” Dooley said. “Thank you for your trust in taking care of our community. My family and I will give our all to lead this team. It’s an honor and I’m humbled to serve as your commander and to build on your track record of success. I will look to you for support and honest feedback.” Col. Corey A. Simmons, commander of the 60th Air Mobility Wing, said that Dooley “is absolutely ready, and my No. 1 pick.” “She now has the best job at the biggest base and will take us to new heights,” Simmons said. Dooley takes over after an unprecedented time. Foster took over in July 2020 and immediately had to deal with the

to answer substantially more calls in May compared to February 2022, she said. The current lifeline answered 27,000 more calls, a 20% increase; 27,000 more chats, a 165% increase; and 3,000 more texts, a 93% increase, Delphin-Rittmon said during a briefing hosted by the nonprofit Education Development Center and National Action Alliance for Suicide Prevention. Advocates have called for sustained funding, as state approaches to find support for crisis centers have varied widely. Four states – Virginia, Washington, Colorado and Nevada – have enacted comprehensive legislation that can generate a sliding scale of income depending on the state’s needs. As with 911, the fees would be tacked onto phone bills. Lauren Conaboy, vice president of national policy at Centerstone, said she would like to see state legislatures enact laws to authorize flexible telecom fees this session, suggesting they could look at data col-

lected so far and adjust if needs increase. But getting state legislatures to act has been a challenge, said Lauren Finke, a policy adviser at The Kennedy Forum, a mental health organization founded by former Rep. Patrick J. Kennedy. She said at least 18 states have pursued fee legislation that has been watered down, stalled or minimized, largely because of lobbying efforts by telecom and cable companies. Finke said states have also been reluctant to build out crisis care systems without more guidance from the federal government clarifying whether more federal dollars are available to them. “It’s clear that states need more guidance in order to be compelled to act, but there’s nothing keeping states from acting right now,” she said. “I very much worry that as we’re waiting for guidance from the federal government to come down, that really we’re just dragging our feet on something that we’ll need

to figure out as a state anyway, so I think states should enter into these planning processes.” Conaboy acknowledged the implementation of 988 comes at a unique time. “We never imagined that – fast forward to July 2022 – we’d be a couple of years into a global pandemic and the most historic workforce shortages we’ve faced and particularly strong workforce shortages in mental health,” she said. “Then on top of that, probably the most acute mental health needs that our country has ever faced.” National Council for Mental Wellbeing CEO Chuck Ingoglia said that while participating in a webinar about 988 readiness last week targeted at providers, he observed differences among the approximately 700 attendees. “What struck me is the varying levels of knowledge about all of this, so I still think we’ve got people all over the place,” he said. “So it’s gonna take a while.”

In that news conference, Biden defended America’s decision to pursue diplomacy in an attempt to halt Iran’s nuclear weapons program, an effort opposed by Israel and Saudi Arabia. In pledging to protect Israel’s security, Biden offered support for “an independent democratic Jewish state,” weighing in on a long-running conflict over the role of Palestinians who live predominantly in territories occupied by Israel. Biden at the same time reiterated his support for a Palestinian state. Israel’s interim prime minister, Yair Lapid, meanwhile, delivered a lengthy warning about negotiations with Iran, which he said was bent on destroying “the only Jewish state in the world.” Biden favors a return to a 2015 pact – negotiated by the Obama administration and dumped by President Donald Trump – that sought to constrain Iran’s ability to enrich uranium. Israel argues the agreement did not go far enough in ensuring compliance or preventing Iran from resuming its efforts, especially after it eventually expired. “Words will not stop them, Mr. President. Diplomacy will not stop them,” Lapid, standing at a lectern beside Biden, said. “The only way to stop them is to put a credible military threat on the table.”

“It must not be a bluff. But the Iranian regime must know that if they continue to deceive the world,” he continued, “they will pay a heavy price.” Biden offered “an ironclad commitment of the United States of America to defend Israel’s security.” But when asked, he declined to put a timetable on ending diplomacy with Iran, even as Israel has argued Tehran is simply buying time as it gets closer to building a weapon. “We have laid out for the leadership of Iran what we’re willing to accept,” Biden said. “We’re waiting for their response. When that will come, we are not certain, but we are not going to wait forever.” Though the conflict between oil and human rights has dominated much of the discussion at home, the Iran question looms largest here. Biden said several times during his visits with Lapid and other Israeli officials that he wants to foster further security cooperation among Israel and its longtime Arab adversaries. Those closer ties have been driven by mutual fears of Iran. In Saudi Arabia, Biden will also meet with leaders from Egypt, Jordan, Iraq and six Persian Gulf nations as part of a regional conference. Biden told reporters that he and Lapid spoke “about how important it was, from my

perspective, for Israel to be totally integrated into the region.” Israelis and Saudis, whose governments do not have formal diplomatic ties, are working to enhance cooperation in combating Iran. But they are both hoping that the U.S.-backed deal falls apart. If it doesn’t, they at least want to remain part of the discussions with U.S. officials and help shape the response if Iran fails to comply. To that end, Lapid and Biden signed a declaration that commits the U.S. “never to allow Iran to acquire a nuclear weapon,” and “to use all elements of its national power to ensure that outcome.” The visit with Lapid is unusual in that he is a caretaker prime minister who recently took office after the government dissolved. He is campaigning to win the office permanently in November elections. Biden has tried to stress that the American relationship with Israel is not dependent on personalities or partisan politics, despite former President Trump and other Republicans becoming more closely aligned with Israel’s conservative leaders. Biden met later Thursday with Benjamin Netanyahu, the former prime minister who was close to Trump and with whom the current president has enjoyed a frosty relationship.

pandemic. A month later a wildfire was quickly approaching the base and she was called on to lead an evacuation of the hospital. Then the change in medical partnership came in 2021. David Grant Medical Center continues to earn many awards, and many came under Foster’s leadership. “Not one patient was lost and that is a testament to not only you but to your team,” Simmons said of Foster and the evacuation from the 2020 wildfire. “I’m happy to call you my friend and my big sister. Colonel Foster leads with her heart and her airmen love her so much. She has built a vast collection of friendships and memories we should all strive to accomplish. She was put in the right place at the right time.” Foster spoke directly to her team. “When you needed

to, you rallied in ways that are unimaginable,” Foster said. “We’ve been through the worst and the best and you have answered our nation’s call. And even through the mess, you leaned forward and trusted me. You’ve shown grit, determination and inspire me to do better, stay true to the patients and always be ready.” Dr. Brian C. Lein, the Defense Health Agency assistant director, Healthcare Administration, thanked Foster and welcomed Dooley to her post. “I offer my deepest congratulations to Colonel Foster on a job well done and welcome Colonel Dooley to the team,” Lein said. “I can’t tell you how much I appreciated your leadership. You showed very clear leadership and had the respect of everybody inside that building. Colonel Dooley is ready to advance the Sacramento market. Enjoy your lead-

ership. It’s going to be a quick two years.” The DHA Sacramento market was established in November 2021. It provides care for more than 276,000 beneficiaries. Markets are groups of military treatment facilities that work with Tricare, Department of Veterans Affairs hospitals, other federal health care organizations, private sector teaching hospitals and medical universities, and civilian health facilities in the area. Tricare is a health care program of the Department of Defense Military Health System. Foster said Dooley is the right person to now lead Travis and the Sacramento market. “You are now in capable hands of Colonel Dooley,” Foster said. “In the short time we’ve been together, I’ve felt like I’ve known her my whole life. I would follow her.”

Murdaugh indicted in June 2021 murders of his wife, son Tribune Content Agency COLUMBIA, S.C. — Disbarred Hampton County attorney Alex Murdaugh has been formally indicted by a Colleton County grand jury in the June 2021 murders of his wife and youngest son. The indictment was announced Thursday by the South Carolina Attorney General’s Office, two days after news broke that the State Law Enforcement Division was planning to charge Murdaugh, 54, in Maggie and Paul’s shooting deaths. The murders, which have generated widespread attention across the state and nation, had remained unsolved for more than a year as state law enforcement refused to comment publicly on their investigation, rarely releasing any information in the case. At the time of the murders on June 7, 2021, law enforcement said that the community was not at risk. Maggie, 52, and Paul, 22, were found shot to death – Maggie by an assault rifle and Paul by a shotgun – in the evening on their 1,700acre hunting lodge estate in rural Colleton County, which locals referred to as Moselle. Since the shootings, Murdaugh’s attorneys, Jim Griffin and Dick Harpootlian, have maintained that their client said he was away from the estate at the time of the shootings, is not guilty and that he has evidence supporting his alibi. Duffie Stone, the 14th Circuit solicitor, was originally the lead prosecutor on the case, but recused himself from the inves-

Texts From Page A5 The texts could provide insight into that episode as well as security concerns surrounding then-Vice President Mike Pence, who had gone to the Capitol to preside over the Electoral Collegecertification of Joe Biden’s victory in the 2020 election. The Department of Homeland Security’s Inspector General has notified the committee that key text messages sent by Secret Service agents on Jan. 5 and Jan. 6 were erased from the computer system. The Inspector General, Joseph Cuffari, said in a letter to the committee that the texts were lost during an equipment replacement only after his office asked for them as part of its investigation of the assault. He offered to brief the committee on the situation. Homeland Security personnel repeatedly told his the Inspector General’s staff “that they were not permitted to provide records directly to OIG and that such records had to first undergo review by DHS attorneys. This review led to weeks-long delays in OIG obtaining records and creating confusion over whether all records had been produced,” Cuffari said in the letter. A Secret Service spokesman, Anthony Guglielmi, tweeted Thursday evening that “We take strong issue with these categorically false claims and I will be responding in detail shortly.” He did not elaborate. Pressed as to whether the committee had plans to talk to Secret Service agents themselves, Thompson said, “I think it’s important for us to get as much information about how this discrepancy occurred and go from there.”

The case was later taken over by prosecutors in Attorney General Alan Wilson’s office. Even without the murder indictment, Murdaugh stayed in the news plenty as financial charges against him stacked up. Murdaugh is now the

target of 16 indictments containing 81 charges for fraud and money laundering, as well as 10 civil lawsuits that together allege he stole nearly $8.5 million from his firm, clients and associates in various financial schemes. Months after Maggie and Paul’s deaths, in September 2021, Murdaugh was kicked out of his law firm for allegedly stealing millions of dollars

out of the firm’s client trust account. The state Supreme Court later suspended his law license, and on Wednesday officially disbarred him. That same month, Murdaugh was charged with staging a botched suicide attempt in what authorities said was a failed effort to collect on a $10 million life insurance policy for his sole surviving son Buster. The alleged shooter, close friend and relative Curtis “Eddie” Smith, also was charged. At the time, Harpootlian said Murdaugh was in a “massive depression.” Two of his longtime friends – Beaufort County lawyer Cory Fleming and former Hampton County banker Russell Laffitte – are alleged to have helped Murdaugh carry out his thefts, according to state grand jury indictments. In June 2022, days after the one-year anniver-

sary of Paul and Maggie’s deaths, Murdaugh and Smith, 62, were indicted on new charges that included drug trafficking oxycodone and running a longtime money laundering scheme involving $2.4 million in stolen money. It all adds up to not just a long-running murder mystery, but also a stunning fall from grace involving Murdaugh – a once-esteemed, now-disgraced fourth-generation lawyer from one of South Carolina’s most prominent legal dynasties known for big-money verdicts and criminal case wins in the five-county Lowcountry area. Murdaugh was also prominent in his own right, being a past president of the S.C. Association of Justice, a statewide organization of trial lawyers. Murdaugh is currently in custody at the Alvin S.

Glenn Detention Center in Richland County, unable to post a $7 million bond. Investigations now swirling around Murdaugh have also raised questions about how South Carolina law firms keep track of clients’ money. The FBI is also probing how Murdaugh used the Palmetto State Bank, a bank in his former law firm’s hometown of Hampton, to execute alleged illegal money transfers. One of the biggest unanswered questions still remaining is what Murdaugh did with the millions of dollars he is said to have stolen. Murdaugh’s lawyers have said much of it went to buy drugs for his addictions, and indictments said he also used stolen money to buy cars, pay off loans and give money to family members. Others say much remains unaccounted for.

MMILLER@DAILYREPUBLIC.NET

FAIRFIELD — NFL teams report to camp in less than two weeks. Four athletes from the area will be among them, working in the summer heat to keep or find their place in professional football. Here’s a look at all four:

Jason Verrett, S.F. 49ers The Rodriguez High School graduate is entering his eighth season in the NFL after being drafted in the first round (No. 25 overall) of the 2014 draft out of Texas Christian University. Verrett, a 5-foot-10, 188-pound cornerback has high expectations for a strong return after a devastating ACL injury in the 2021 opener at Detroit ended his season way too early.

Verrett must prove to the 49ers he has fully healed and regained his once blistering speed. If he can do that, he is likely to regain his starting spot. If not, he could still provide valuable snaps as a backup in a defensive position that has quickly gone from a team weakness to a strength. In 39 career games, Verrett has 133 tackles (113 solo, 20 assists) with seven interceptions, one touchdown and 26 pass defends. His best seasons were in 2015, during which he earned a Pro Bowl spot with the then-San Diego Chargers, and in 2020 with the 49ers. The 49ers open camp July 26 at their team complex in Santa Clara.

Javin White, New York Jets White attended Vanden High School his first two years before transferring to McClymonds High

in Oakland. He was undrafted out of UNLV but saw limited duty with the Las Vegas Raiders before being signed by the Jets last season. White is a 6-foot-2, 211-pound linebacker. White has played in just six games over three seasons and has four tackles (2 solo, 2 assists). He is likely to be a development project for the Jets but could add some value if he can be a linebacker who can prove he can drop into coverage. The preseason will be vital for him. The Jets open camp July 26 at the team facility in Florham Park, New York.

Newlywed golfers put love to test at British Open with partnership Sam Farmer

LOS ANGELES TIMES

ST. ANDREWS, Scotland — Alex Wrigley and Johanna Gustavsson are putting their new marriage to the test. Oh, the newlyweds are in love, that’s obvious. It’s just that British Open qualifier Wrigley had his bride caddying for him Thursday, and that combination doesn’t always work. For instance, when it was Wrigley caddying for his bride-to-be on the Ladies European Tour, well, that didn’t go quite as smoothly. “For me it’s been hard to have Alex on the

bit too close for me. And being my coach as well, it gets hard on the decision making and all that. But I’m obviously not Alex’s coach, so I think it works a bit better.” On the leaderboard, Cameron Young has the lead at -8. Rory McIlroy is second at -6 with Cameron Smith and Robert Dinwiddie tied at -5. It was a challenging opening round for the couple. England’s Wrigley, having qualified for the Open for the first time, had two double bogeys on each side and finished with a 10-over-par 82. Asked what memories

about his debut will stick with him, he said with a laugh: “The first tee shot, of course, and walking off the 18th quickly.” In truth, he’ll savor more than that. “Walking up the 18th fairway is really cool, really special,” said Wrigley, 32, who had tried to qualify for this championship nearly every year since he was 18. “It’s special to see Tiger [Woods] there when we’re walking up 15 and Tiger’s on the fifth green. Just looking across there was really cool.” Added Gustavsson: “Considering the score, See Golf, Page B10

SAN FRANCISCO — Batting third, Yermín Mercedes sent a liner through the gap into right-center, scooted around first and slid into second. He jumped, looked at San Francisco Giants teammate Joc Pederson in the dugout and raised his hand in the air. Pederson laughed and put his hands up. “Joc always does that,” Mercedes explained. “He told me when you (get a) base hit or double, do this. He’s a good guy, we have fun every day. Doesn’t matter what happens; if we lose, if we win, we’re always the same guys. (Joc) helped me have fun in the game.” The Giants had a game Thursday night at home against the Milwaukee Brewers. Having fun with his teammates on and off the field is something Mercedes values. It’s part of the reason he went 3-for-4 Tuesday

night in the Giants’ 13-0 rout of the Diamondbacks. His double scored Austin Slater, the first of the Giants’ four first-inning runs, and Mercedes followed it with his first home run with the Giants in the second. The two-run blast down the left-field line was the Giants’ hardest-hit HR of the season with an exit velocity of 111.7 mph “Every time, every moment, I want to have fun,” Mercedes said. “Joking around with my guys, talking, that’s the game. When you’re having fun, when you feel comfortable, everything is going to be good.” This is Mercedes’ second stint with the Giants since being picked up off waivers from the White Sox on June 18. THE SAN DIEGO UNION-TRIBUNE

SAN DIEGO — Viktor Bryzhin and Olga Vladykina won Olympic track gold medals for the Soviet Union at the 1988 Summer Games in Seoul, South Korea. Bryzhin was on the 4x100-meter relay team. Vladykina won the individual 400 meters and got the baton in the anchor leg of the 4x400 at roughly the same time as American legend Florence Griffith-Joyner, then pulled away from her with one of the fastest relay legs ever recorded (47.7 seconds) to help set a new world record. They were from what was then called Voroshilovgrad, a city of 400,000 named for a Soviet military com-

mander. After the wall fell and the Soviet Union dissolved, it reverted to its original name of Luhansk in the far east of Ukraine along the Russian border. They got married and had two daughters who also run track. Like all kids in the region, Anastasiia Bryzhina and her older sister grew up speaking Russian before learning Ukrainian and English in high school. But Anastasiia, without a shadow of a doubt, wants to make her allegiances clear. Armijo grad Grijalva ready to run at world championships Daily Republic Staff DRNEWS@DAILYREPUBLIC.NET

FAIRFIELD — Luis Grijalva will be back on the big stage next week when he runs for Guatemala in the 5,000 meters at the World Track and Field Championships in Eugene, Oregon. The Armijo High School graduate ran in the finals and finished 12th overall last year at the Olympics in Tokyo, Japan. He is currently

ranked 24th in the world in the 5,000. His best alltime mark came in Tokyo when he ran 13:10.09. His best time this year is the 13:18.13 he clocked last month in Oslo. In order to run in the Olympics for his native Guatemala, Grijalva, a recipient of the Deferred Action for Childhood Arrivals program, needed an expedited permit to leave the country for Tokyo. That won't be needed next week with the

meet in Eugene at the new Hayward Field. The heats in the 5,000 will be held at 6:10 p.m. Thursday. The final is scheduled for 6:05 p.m. July 24. Grijalva is one of Fairfield's most decorated all-time athletes. He went on to help Northern Arizona win three NCAA championships with one runner-up finish and finished second in the 2021 men’s 5000 at the NCAA championships in

a time (13:13.33) that was fast enough to meet the Olympic standard time. It also earned him AllAmerican honors, which he had earlier garnered in cross country. At Armijo, he was a state champion in the 1,600 and finished second in the 3,200 in 2018. Grijalva also won the state cross country championship that school year. Robyn Stevens of Vacaville, meanwhile, will be competing on Friday's

first day of competition in the 20K race walk.

QB Carr giddy with best friend Adams a Raider Anthony Galaviz

THE SACRAMENTO BEE

When Las Vegas Raiders quarterback Derek Carr trots on to the field late next week, it will mark the first NFL training camp in which he’ll be alongside best friend Davante Adams. The Raiders acquired Adams from the Green Bay Packers in March, reuniting the former Fresno State stars. Both put up blistering, record-setting numbers with the Bulldogs. When the trade finally happened, Carr was obviously ecstatic. It was “perfect timing for this to happen,” the quarterback said. “That’s something that we always talked about,” Carr told The Bee recently. “We dreamed of that and then when it became closer to reality, I went all in and he did, too. It’s something that we both just know where we’re at in our careers.” There is plenty of hope that Carr and Adams will recreate in the NFL the magic that they had at Fresno State,

where they helped the Bulldogs to a Mountain West title. The numbers Carr and Adams put up at Fresno State were a testament to their closeness and camaraderie. Those numbers included 233 receptions for 3,301 yards and 38 touchdowns for Adams in two seasons with the Bulldogs. In the final season at Fresno State, the wideout had 1,719 yards and 24 touchdowns. “It doesn’t promise that we can repeat what we’ve done,” Carr said. “It does give us an opportunity to play together again and it’s exciting. We’re both fired up about it. We’ve both been working really hard to make sure that we’re not just good again, we want to be as good as we can possibly be, but that takes a lot of work, and that takes a lot of routes that he has to run. A lot of balls that I got to throw and we’ll see where it takes us, but we’re excited to be on this journey together again.” Adams is hoping for aerial fireworks again.

Biggest offseason question facing Sharks is future of Erik Karlsson Curtis Pashelka

BAY AREA NEWS GROUP

SAN JOSE — After trading Brent Burns, San Jose Sharks general manager Mike Grier mentioned that he’s spoken to other players who are on similarly lengthy contracts, including Erik Karlsson. Grier said Wednesday that he and Karlsson recently chatted on the phone for about 20 minutes. As he did with Burns, Grier said if Karlsson wanted to go to a team that was in a win-now mode, he would let the two-time Norris Trophy winner take the lead on a possible deal, however challenging that might be considering the terms of his contract. That’s not the impression Grier got from Karlsson, though. “We had a really good conversation,” Grier said. “I think he’s motivated. He’s feeling good, he’s training hard, and he’s enjoying being back home, so I’m excited to see what he brings this season. “But as far as that goes, it would have to be something where he came to me and was unhappy and looking to go. But right now, I think he’s excited and ready to go.” With Burns now in Carolina, Karlsson is more at the Sharks’ forefront now than at any other time in the last four years since he came to San Jose. He’ll easily be the Sharks’ offensive leader at even strength and the power play quarterback. Now, it’s a matter of what he does in that role. Karlsson was the lead defenseman through most of his time with the Ottawa Senators when he established himself as an NHL superstar. But that was several years and a handful of injuries ago, and he may not be in a position where he can play 25 to 26 minutes per game again. Does the power play

improve with Karlsson at the helm, and a couple of new pieces around him? Maybe. San Jose’s power play has ranked in the bottom half of the NHL the last three years, ranging from 14.1 to 17.5 percent, and can be better. Karlsson, though, hasn’t played a full season over the last six years, as injuries and a stint in NHL Covid-19 protocol limited him to 50 games in 20212022. Whenever Karlsson was out of the Sharks’ lineup last season, Burns seemed to elevate his play. Now the Sharks don’t have that safety net. It’s still a mystery as to what the defense pairings will be at the start of the season. If Nikolai Knyzhov is healthy, he could get paired with Karlsson again if he’s ready for those minutes. But without Burns, who played 679 consecutive games for the Sharks, everything is up in the air. It will also be interesting to see if a new coaching staff can rejuvenate certain players, such as Karlsson, MarcEdouard Vlasic and Kevin Labanc – assuming he remains in San Jose. Labanc, with a $4.725 million cap hit for the next two seasons, has been rumored to be another player on the move under the new regime, although Grier wasn’t asked directly about him Wednesday. Grier said in Burns’ absence, “we’re going to need some guys to step up and play a few minutes. But at the same time, I think it’s a good opportunity for Erik to maybe grab the reins a little bit more, play in some different situations, and kind of get back to being the top dog, and not have to share the ice in certain situations.”

Goalie logjam? Grier has said previously he would be perfectly fine carrying

Erik Karlsson of the Sharks waits for a face-off against the Kraken in the third period at the SAP Center in San Jose in December. three goalies, Kaapo Kahkonen, James Reimer and Adin Hill, for the start of the regular season. That same philosophy could be extended to the AHL as well. After the Sharks added Eetu Mäkiniemi from Carolina in the Burns trade, they signed free agent Aaron Dell to a one-year contract Thursday, presumably to play with the Barracuda. As of now, Dell and Mäkiniemi are part of a crowd Barracuda crease that also includes former U.S. Olympian Strauss Mann, and 2018 draft pick Zach Emond. How it all shakes out is unclear, although there’s a strong possibility that one or two of the pro netminders will be traded at some point to teams in need of a goalie. “Everyone’s looking for goaltending,” Grier said. “We’re open to that but at the same time, we’ve got three good NHL goalies, and if you’re kind of following along, you see how valuable that is. “So if there’s an opportunity to maybe move on, at some point, we’ll look at it but if not, we’re OK with where we’re at.”

Second-line wingers? The Sharks added a middle-six caliber winger in Oskar Lindblom and he could be a fit alongside Logan Couture on the

second line, especially if Tomas Hertl, Timo Meier and Alexander Barabanov remain together. Who Couture’s other winger will be, and how the rest of the middle six shapes up is unclear. William Eklund is certainly a possibility, and might be the most natural fit, but does he need more seasoning in the AHL to start the year? Couture spent time toward the end of last season with Nick Bonino and Matt Nieto on the wings, so those are options. Can Noah Gregor fill that spot? Is Labanc an answer? What about Luke Kunin or Sasha Chmelevski? Things can change, but it doesn’t appear, as of now, that the Sharks will be bringing in another proven scoring winger to fill a potential void on the second line. As was the case last season, that question might have to be answered from within.

Notes Besides Dell, the Sharks also announced the signings of forwards C.J. Suess, 28, and Andrew Agozzino, 31. Dell, 33, and Suess were given one-year deals and Agozzino, got a two-year contract. All three players will likely be asked to provide leadership with the Barracuda.

Oregon tight end dies from fall at lake Tribune Content Agency EUGENE — Oregon Ducks tight end Spencer Webb suffered a fatal head injury while near Triangle Lake on Wednesday. Lane County Sheriff’s Office deputies responded at approximately 2:30 p.m. Wednesday to a report of an injured person at the rock slides west of the lake, where a 22-yearold man since identified as Webb hit his head. Bystanders and paramedics were unable to revive him, according to the sheriff’s office, which said search and rescue personnel responded to bring Webb back to the roadway because he was “approximately 100 yards down a steep trail.” The incident appears to be accidental, according to the sheriff’s office, and under investigation. “We are deeply saddened to learn of the passing of Spencer Webb,” Oregon athletics said in a statement from athletic director Rob Mullens, coach Dan Lanning and the football program on Thursday. “Our hearts go out to his family, teammates, and friends at such a difficult time. We will miss Spencer greatly.” Webb, 22, was entering his fifth-

Multiple Oregon coaches and players acknowledged Webb’s death on social media Wednesday night. “So full of life in every moment of the day,” Lanning tweeted. “Your smile and energy will be missed Spencer. I love you!” Over 29 career games, Webb had 31 catches for 296 yards and four touchdowns, the majority of which came during the 2019 season, when he had 18 catches for 209 yards and three scores. His first career touchdown was arguably his most

famous play, a 20-yard catch over a defender on a ball thrown by Justin Herbert in the 2019 season opener against Auburn. Webb had 13 catches for 87 yards and a touchdown in 2021. He appeared in the final two games of the shortened 2020 season due to a broken collarbone and redshirted as a true freshman in 2018. Nicknamed “Spider,” Webb was from Sacramento and played at Christian Brothers High School, where he was an all-state honoree as a senior, when he had 61 receptions for 1,063 receiving yards with 23 touchdowns. He was a four-star recruit and the No. 244 overall prospect in the class of 2018. Like his late grandfather, Donald “Spido” Webb, Spencer was a multisport athlete. He was invited by Oregon men’s basketball coach Dana Altman to the team at least as a practice player in when the Ducks were depleted by injury during the 2018-19 season, but didn’t end up joining the team. Webb is survived by his older brother, Cody, who became Spencer’s legal guardian 10 years ago, sister-in-law, Alicia, aunt and uncle, who all helped raise him.

SoCal ports, warehouses face threats

A

s California’s post-World War II industrial economy slumped during the 1970s, civic and business leaders in the state’s two major metropolitan areas made some momentous bets on their economic futures. While the San Francisco Bay Area opted for the emerging sector of digital technology, Southern California – Los Angeles particularly – believed its future lay in logistics, tying the region to the fast-growing economies of Asia. Southern California expanded and modernized its twin ports of Los Angeles and Long Beach to handle what became a flood of container ships from China and other Asian nations. Rail and highway Dan Walters connections were improved and the region’s “Inland Empire” became a massive logistics center of warehouses and distribution centers serving the entire nation. It’s estimated that 40% of U.S. imports and 25% of the nation’s exports pass through Southern California’s ports. Although logistics industry salaries are not high in comparison to those of the Bay Area’s tech industry, its warehouses and other facilities have provided much-needed jobs for the wave of immigrants, mostly from Latin America, that Southern California experienced in the 1980s and 1990s. However, despite its importance, Southern California’s logistics industry faces an uncertain future as the movement of goods becomes increasingly competitive and, as industry leaders complain, new state laws and regulations raise operational costs that could encourage shippers to go elsewhere. As shipping volume increased in recent years, new Inland Empire warehouses proliferated to handle the traffic, creating a backlash of opposition from local residents and environmental groups. Attorney General Rob Bonta sued the city of Fontana for approving a warehouse close to a high school and Assemblywoman Eloise Gómez Reyes, a San Bernardino Democrat, introduced legislation requiring new warehouses in Riverside and San Bernardino counties to be located at last 1,000 feet from “sensitive receptors” such as schools. Business groups have opposed the measure, saying its setback requirements and a provision of the bill requiring unionized labor on warehouse projects would hamstring development of facilities needed to handle ever-increasing amounts of cargo. The bill has passed the Assembly and is pending in the Senate. Meanwhile, John McLaurin, president of the Pacific Merchant Shipping Association, told Gov. Gavin Newsom in a letter last month that several new state policies also threaten to curtail the logistics industry’s ability to handle increasing amounts of cargo. He specifically cited new rules from the California Air Resources Board that prohibit older trucks from handling cargo at the ports and require replacement trucks to be zero-emission vehicles “that are currently unavailable due to the shortage of semi conductors and other equipment.” McLaurin also noted that while a just-passed state budget trailer bill purports to “invest in port-specific high-priority projects that increase goods movement capacity on rail and roadways serving ports and at port terminals,” it also bans spending for “fully automated cargo handling equipment.” The prohibition is supposedly aimed at protecting port jobs from being automated but McLaurin told Newsom that unions have already agreed to provisions allowing automation, which is needed to keep the Los Angeles and Long Beach ports competitive in the battle for shipping business vis-à-vis other ports. “California’s ports have no more room to grow – except up,” McLaurin said. “If we are to meet the needs of California consumers and exporters, support hundreds of thousands of supply chain related jobs and function as a competitive gateway, innovation along the waterfront should be encouraged – not stifled.” These issues are a warning that as logistics have become so important to Southern California’s economy, the industry’s future should not be taken for granted. Your vote is included in the election night count. That being said, California still has some serious election integrity issues. Our statewide voter rolls are still terribly bloated; proof of citizenship is still not required to register to vote, and never verified. Unrestricted ballot harvesting in California is legal; Election Day has morphed into a 60-day “election season” where ballots are mailed 30 days prior to election, can be received up to seven days after Election Day and processed for up to 30 days after Election Day. Opportunities for manipulating vote-by-mail ballots abound. But a significant burden for election integrity rests with individual California voters and citizen oversight. Registered voters should exercise their right to vote, and cast their ballot in person – not in an envelope. If able, they could volunteer to assist in citizen oversight, become poll workers and encourage others to vote. Citizens can and must step up to determine the future of our republic. Rep. Liz Cheney, R-Wyo., vice chairwoman of the Select Committee to Investigate the Jan. 6 Attack on the U.S. Capitol, delivers remarks during the seventh hearing on the Jan. 6 investigation in the Cannon House Office Building in Washington, D.C., Tuesday.

How Jan. 6 hearings set the stage for stunning prime-time finale Tribune Content Agency On Tuesday, after weeks of presenting fragments of evidence and detailed testimony to show how the Trump administration disseminated the Big Lie and contributed to a violent insurrection, the House Select Committee to Investigate the January 6th Attack on the U.S. Capitol presented a persuasive timeline with a clear intent: building up to a groundshaking finale. Like the penultimate episode of an intense TV drama, Tuesday’s hearing opened with a “previously on . . . “ montage of flashbacks, advanced the narrative, then closed with a staggering cliffhanger. In the final minutes of the three-hour hearing, Vice Chair Liz Cheney, R-Wyo., dropped the hearings’ most tantalizing bombshell yet, saying former President Donald Trump attempted to call a committee witness, and that the committee submitted that information to the Department of Justice. Stay tuned. This disciplined approach has allowed the hearings to shift with breaking news and new testimony as needed without losing momentum (see last month’s questioning of Cassidy Hutchinson), while also organizing the chaos around the 2020 election and its aftermath into a gripping chronology of events. The structure is familiar to fans of serial television – and with each public revelation, the committee has only bolstered the expectation, like an expert writers room, that there are more surprises to come. Remaining on track sometimes means recapping what’s come before, as was the case at the start of Tuesday’s broadcast. The proceedings began at a slower pace than usual, but Cheney made sure to connect the hearings to their real-time impact: “Today there appears

Daily Cryptoquotes

to be a general recognition that the committee has established key facts, including that virtually everyone close to President Trump, his Justice Department officials, his White House advisers, his White House counsel, his campaign, all told him the 2020 election was not stolen.” Cheney said the new strategy appears to be that he was manipulated by outsiders from his administration, such as Sidney Powell. “In this version the president was, quote, poorly served by these outside advisers. . . . This of course is nonsense. President Trump is a 76-year-old man. He is not an impressionable child.” In fact, among the top takeaways on Tuesday was Trump’s effort to make the Jan. 6 march to the Capitol – which was planned ahead of time – look like a spontaneous decision. Queasy comedy, part of many of the great TV dramas, has also run through most of the hearings, and usually around Rudolph W. Giuliani’s antics. It played a role Tuesday as well, with depositions about an “unhinged” Oval Office meeting in the weeks before the riot that recounted events both shocking and laughable. In what other world but Trump’s are “the Overstock.com guy,” a disgraced general and the White House chief of staff together in anything but a punchline? That Dec. 18, 2020, meeting, best described on MSNBC as “professionals versus conspiracy theorists,” was covered in vivid detail via taped testimony from former White House Counsel Pat Cipollone and others. The gathering included Trump, Cipollone and attorney and advisor Eric Herschmann, along with Powell, QAnon convert Michael Flynn and, for some reason, the former chief executive of Overstock. com. Trump was still looking

for ways to invalidate the election results; there were heated arguments and it lasted for hours. And of course Giuliani was nearby, describing White House officials who wouldn’t go along with the scheme to overturn the election as “a bunch of. . . . “ Well, you know what he said. Classy, as always. Continuing with the timeline, the committee then showed how Trump pivoted from deadend legal avenues to inciting the masses behind his effort to stay in power, with several examples of how he weaponized social media to that effect. In the hearing, led by Cheney, Chairman Bennie Thompson, D-Miss., Rep. Stephanie Murphy, D-Fla., and Rep. Jamie Raskin, D-Md., powerful taped testimony from a former Twitter employee spoke to the growing danger of radical rightwing groups like the white supremacist group the Proud Boys and white nationalist organization the Oath Keepers using the internet to assemble around Trump’s election fraud lies. The hearing’s two live witnesses personified the impact of Trump’s calls to the masses to gather in Washington, D.C., and march to the Capitol. Jason Van Tatenhove, a former spokesman for the Oath Keepers, described how Trump paved the way for the militant group to employ violence. Former Trump supporter Stephen Ayres, who was arrested after he breached the Capitol during the attack, explained how he believed it when the president told him the election was stolen – and now feels deceived. When he was asked whether it would have made a difference if he knew that Trump knew the election was not stolen, his answer was clear. Definitely. If the committee can stick the landing in its prime-time finale, he won’t be alone.

Anderson, Moore have something to say about those Emmy snubs Tribune Content Agency Actors Anthony Anderson and Mandy Moore are feeling a little salty after the Primetime Emmy Award nominations snubbed them Tuesday. The pair, who star in seasoned network series that ended this year, addressed the oversight Tuesday in their own ways after awards forecasters expected them to be shoo-ins. During his Tuesday monologue while guesthosting “Jimmy Kimmel Live,” “black-ish” star Anderson unloaded on Emmy voters for failing to recognize him in the lead actor category or the groundbreaking ABC comedy in the best comedy category. After weighing in on top nominee “Succession” (which he dubbed “white-ish”) and how Kimmel’s late-night show was again nominated for variety talk series (and will probably lose again to John Oliver’s “Last Week Tonight”), Anderson took aim at the Television Academy for neglecting “black-ish,” which had been perennially nominated in some form since its debut. “I do have a bone to pick with the academy,” he said. “You know who did not get nominated for a Primetime Emmy this morning? America’s sweetheart: Me. That’s right. Me. Anthony Anderson. And neither did my show ‘black-ish’ or my co-star Tracee Ellis Ross.” “Can you believe that s—, mama?” Anderson said, addressing his mother Doris Bowman, who was in the studio audience. “Now, I’m not saying the voters were stupid for not nominating me or ‘black-ish’ or Tracee. I’m just saying they’re racist,” he quipped, faulting the organization for instead recognizing murder-themed shows such as “Barry,” “What We Do in the Shadows” and “Only Murders in the Building” in the comedy category. Anderson has been nominated seven times in the Emmys lead actor in a comedy category since the show premiered in 2015 and four times as

a producer on the show. This year, “black-ish” was among a whopping 754 programs submitted for awards consideration and was recognized only in the contemporary hair styling and contemporary costumes categories. On the other hand, Moore gently packaged her disappointment in a congratulatory note for “This Is Us” musicians Siddhartha Khosla and Moore’s husband, musician Taylor Goldsmith, who crafted the Emmy-nominated song “Forever Now.” Moore performed in character as Pearson family matriarch Rebecca Pearson during the NBC’s show’s emotional series finale, “Day of the Wedding.” In her Instagram Stories, Moore wrote that she was “so unendingly proud” of Khosla and Goldsmith, who had been nominated for the song’s music and lyrics. Then, in a second post, she added: “Do I wish our show was recognized in what I think was [its] finest hour? Sure. And [creator] Dan Fogelman’s brilliant writing for 6 seasons (hello THE TRAIN)? [Ken Olin’s] impeccable direction? Our insanely, wildly talented cast and crew? Yah . . . “But nothing can take away what our show meant to SO MANY (us included). That’s an incredible legacy to be a part of. I will be grateful forever. #thisisus,” she said. Moore, who was nominated once before for her generation-jumping role, was thought to be a lock for a nomination this year for what’s been largely considered her careerbest performance. Meanwhile, beloved actor Steve Martin weighed in on the omission of his “Only Murders in the Building” co-star Selena Gomez, who was the only lead star among the comedy’s trio who didn’t get an acting nod on Tuesday. Martin told the New York Times that he and Short were “dismayed that Selena was not nominated because she’s so crucial” to their performances. Gomez has not addressed the snub.

You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 800-280-2832 for information regarding the trustee's sale or visit this internet website http://www.qualityloan.com, using the file number assigned to this foreclosure by the Trustee: CA-22-912635-BF. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the internet website. The best way to verify postponement information is to attend the scheduled sale. NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an "eligible tenant buyer," you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an "eligible bidder," you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call 800-2802832, or visit this internet website http://www.qualityloan.com, using the file number assigned to this foreclosure by the Trustee: CA-22-912635-BF to find the date on which the trustee's sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee's sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee's sale. If you think you may qualify as an "eligible tenant buyer" or "eligible bidder," you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. The undersigned Trustee disclaims any liability for any incorrectness of the proper ty address or other common designation, if any, shown herein. If no street address or other common designation is shown, directions to the location of the property may be obtained by sending a written request to the beneficiary within 10 days of the date of first publication of this Notice of Sale. Some of the Russian cities and people think that it's part of Russia because it's near the border. But it's the first thing that I need to prove, that I'm an athlete from that region and I'm representing Ukraine, and nobody can say anything different. "The second thing I want to prove is that Ukrainian people are strong and can compete, and can fight." You could hear the anger in her voice, see the sorrow in her eyes, sense the resentment and resilience in her mannerisms. All the Ukrainian athletes and coaches have harrowing stories from the Russian invasion that begin in March and has steadily moved east. War does not discriminate. Walker has played in 33 games during his three-year career and started eight of them. He has a total of 80 tackles, four pass deflections and a forced fumble. Last year alone he had 14 solo tackles and an interception that he took 66 yards for a touchdown in Week 14 against the Carolina Panthers. Walker could establish himself as starter with a strong preseason, or return to his impactful role as a backup to play in cover downs. The Falcons open camp July 26 at the facility in Flowery Branch, Georgia.

With a full roster, Mercedes is likely to be optioned back to Triple-A but he’s making a strong case to stick around by getting hits and increasing his versatility. Tuesday’s performance raised his batting average from .217 to .296. Manager Gabe Kapler sees this as a regression to the mean based on Mercedes’ performance in the minors. In his Triple-A career – including his short stints in Sacramento – he slashed .283/.359/.530. “When we watch him in the batter’s box, it looks like he’s going to do some damage or draw a walk,” Kapler said. “His track record as a hitter in the minor leagues is pretty awesome. free agent. The Eagles might give him time to develop or chose to let him go early without any significant financial risk. Healthy, he brings plenty of upside. Strong, who stands 6-foot-3 and 226 pounds, had a prolific college career at the University of Nevada, throwing for 9,368 yards, completing 68.1% of his passes and connecting on 74 touchdowns. On the downside, he has also had two knee surgeries before the age of 23, which apparently scared off NFL teams from drafting him. Early projections had Strong anywhere from a first-round pick to a third-round selection before the draft. After three days of selections, his name didn’t get called. Strong now has the opportunity to show the Eagles what he can do during the preseason, and prove that his legs are able to match his powerful arm strength and touch. ESPN had Strong ranked No. 4 on its preseason Eagles quarterback depth chart behind Jalen Hurts, Gardner Minshew and Reid Stinnett. The Eagles open camp July 26 at the team’s Philadelphia complex.

back to Yermín’s history as a minor leaguer, it’s consistent how productive he’s been.” Mercedes went 0-for-2 in pinch-hit appearances on Monday and Wednesday, grounding into a double play and striking out. On defense, Mercedes is a utilityman. Before Monday’s game, he warmed up in left field, took grounders at third and even donned his catcher’s gear. On Tuesday, he started in left before moving to first in the seventh. “When you play a lot of positions, you have more opportunities to get in the lineup,” Mercedes said. “When they give me an opportunity, no matter where they put me, I just need to do the best I can do. Right now, I like every position. I just want to play hard and stay in the lineup every day.” The energy Mercedes brings to the clubhouse and his ability to have fun are other reasons to keep him on the roster. Before Wednesday’s game, Kapler said the team still has a long way to go.

Nuts late Thursday night in the tournament opener in a game that finished after press time. The Expos play at 7 p.m. Friday against Vallejo and 7 p.m. Saturday night against Yuba City. Semifinal games are Sunday with the championship Monday.
