Solano experiences Covid increase,
but not as bad as full numbers suggest Todd R. Hansen THANSEN@DAILYREPUBLIC.NET
FAIRFIELD — The Solano County Public Health Division on Thursday published a significant reporting correction with 1,352 coronavirus cases being added to the county’s pandemic total, which shot past 98,600. More than 550 of those new cases were in Fairfield, the county reported. The pandemic total is 98,643.
However, only 636 of the total was from the three-day period since the last update on Monday, Dr. Bela Matyas, the county public health officer said in an interview. Matyas is not sure if the correction is due to a flood of old reports, or if there were other issues. “There was still a meaningful increase in the last couple of days,” Matyas said, noting the daily average was 212 compared to what had been a daily average around 180.
The 10-day daily average on Monday was reported at 175.3. The average as of Thursday was 223.6. Moreover, the number of residents in area hospitals dropped from 35 to 24, and the number of patients in the intensive care units was reported at two, down from three. There were no new deaths in the update, holding that See Covid, Page A7

“Vacaville is a biomanufacturing leader in the U.S., making this area incredibly attrac-
tive to companies looking for modern facilities in a region with a critical shortage of available life sciences space,” Fred Knapp, managing partner of Transwestern Ventures, said in a press release. “Some of the world’s leading life sciences firms have come to Vacaville to capitalize on the synergies created by a combination of extraordinary talent, relative affordability, and the city’s strong economic See Campus, Page A7
Supreme Court rules Biden can end Trump’s ‘Remain in Mexico’ policy Tribune Content Agency WASHINGTON — The Supreme Court on Thursday upheld President Joe Biden’s power to enforce immigration laws, ruling he may repeal the Trump-era “Remain in Mexico” policy, which barred most Central American migrants from entering the United States to seek asylum. The 5-4 decision in Biden v. Texas reversed lower court rulings that held the Democratic administration
must continue President Donald Trump’s strict border enforcement policy. Chief Justice John G. Roberts Jr. wrote the majority opinion, joined by fellow conservative Justice Brett M. Kavanaugh and the court’s three liberals, Justices Stephen G. Breyer, Sonia Sotomayor and Elena Kagan. FAIRFIELD — The Solano County district attorney has charged the Fairfield man who fired shots at police cars – nearly hitting an officer – with three counts of attempted murder and four other felonies. Patrick L. Hall, 39, was shot in an exchange of gunfire with police officers following a pursuit from Fairfield into Vallejo on Sunday. The Fairfield police reported that they had tried to pull Hall over on a traffic violation, but he fled instead. The chase began about 10 p.m. on the 3000 block of North Texas Street and ended near Griffin and Gateway drives in Vallejo after a spike strip was deployed. Some of the bullets fired by Hall, the police reported, hit the head rest of the officer involved in the pursuit. The other felonies in the complaint are being a felon in possession of a firearm, evading a police
officer with willful disregard for public safety, unlawful driving or taking of a vehicle and being a felon in possession of ammunition. Fairfield police Chief Deanna Cantrell called the near-miss of one of her officers “frightening.” “This was a very close call, as bullets barely missed one of our officers,” Cantrell said in a statement. “It’s a frightening example of just how much potential danger the men and women of the Fairfield Police Department face every single day as they safeguard the lives and property of the people we serve, while also enforcing the law.” No officers were injured. Hall is not listed as being in custody in the Solano County Jail. It is not known if he had yet been released from the hospital. The Solano County Major Crimes Task Force is investigating the officer-involved aspect of the case.
Supreme Court limits EPA’s power to fight climate change Tribune Content Agency WASHINGTON — The Supreme Court ruled Thursday for the major coal-producing states and sharply limited the Biden administration’s authority to restrict the carbon pollution that is causing global warming. The justices agreed with lawyers for West Virginia and said Congress did not give environmental regulators broad authority to reshape the system for producing electric power by switching from coal to natural gas, wind turbines and solar energy. The court split 6-3 in the case of West Virginia v. EPA. Writing for the majority, Chief Justice John G. Roberts Jr. said Congress, and not the EPA, has the authority to make decisions on fighting climate change. “Capping carbon dioxide emissions at a level that will force a nationwide transition away from the use of coal to generate electricity may be a sensible solution to the crisis of the day,” he wrote. “But it is not plausible that Congress gave EPA the authority to adopt on its own such a regulatory scheme. . . . A decision of such magnitude and consequence rests with Congress itself, or an agency acting pursuant
to a clear delegation from that representative body.” The court’s liberals, Justices Stephen Breyer, Sonia Sotomayor and Elena Kagan dissented. “Today, the court strips the Environmental Protection Agency (EPA) of the power Congress gave it to respond to the most pressing environmental challenge of our time,” Kagan wrote. The ruling appears to allow for regulations focused narrowly on controlling pollution from smokestacks but blocks broader rules that would set state-by-state targets for pollution and force a shift to other ways of producing electricity. The outcome reflects the conservative court’s skepticism of federal regulation, particularly when it appears to go beyond what Congress specifically authorized. See EPA, Page A7

Oh, and we didn’t have a weed whacker back then. The weed whacker was me on my hands and knees with some grass shears. My dad installed the requisite 1970s wooden paneling and beaded curtains in the house. It was evidently a law that all houses back then had to have them. We somehow managed to defy the Shag Carpet as Deep as a Forest Ordinance though. I remember once I had gotten in trouble at school and I was standing in the hallway while my parents were grilling me from the living room. I got mad and punched the closet door in the hallway. That compounded the trouble I was in as I opened a huge crack in it. There were other spots in the house with holes in the walls – not done by me – and they would be hidden by strategically placed photo frames. The train ran right behind our house and we would sometimes wave to hobos – that was the term then, don’t judge me – we would see riding in the otherwise empty open cars. A train derailed in 1978 and me and my buddy Wayne Thomas rode our bikes on it. He had fun over the years in that house – birthday parties, playing dominoes, Scrabble, Aggravation and other board games, enjoying massive Thanksgiving dinners and birthing the Wade tradition of giving gag gifts at Christmas. But there were bad times, too. I remember when we had a really super-intense family meeting when my parents were going through rough times and eventually divorced. It was eerily in the same living room where we’d laughed watching TV shows like “What’s Happening” as a family. In 1998, my mom was living there by herself and trying to take care of two dogs and she had fallen a couple of times. My wife Beth suggested we move from our apartment back into her house to help her. It was obvious she needed help, but the idea of moving back with my wife and then infant daughter into the same bedroom where I used to have Van

Halen and Parliament posters on the wall did not appeal to me. Ultimately, all the “reasons” I could come up with not to move in were selfish and I relented. I’m glad and grateful that I was there to help my mom, but becoming the parent to my parent was one of the hardest things I have ever had to do. It was bittersweet when we sold the old Wade ranch when my mom died in 2006. It was good that we sold it then because that was right before the housing bubble burst, but it was hard to say goodbye. Still, I didn’t move that far away. I sometimes go by and revisit the memories, and in 2019 I adopted Davis Drive through the city of Fairfield’s Adopt-AStreet program. Supervisor Brown confronted about gun statements Todd R. Hansen
THANSEN@DAILYREPUBLIC.NET
FAIRFIELD — A Solano County resident this week confronted Supervisor Monica Brown about her recent comments regarding the county adding more protection for the Board of Supervisors and county employees. Brown made the comments after the U.S. Supreme Court struck down a New York law on con- BROWN cealed weapons rights. “You have no idea how upset I am,” Brown said after the special budget hearing on Thursday, also suggesting there would be more guns on the streets because of the court decision. Most experts agree, however, that the court’s decision will not change California concealed weapons laws. Steve Olry told Brown that if she is that upset and wants more personal protection, then she should not run for public office. “If it was up to me, I
would give you a timeout after making comments like that,” Olry said. “We have a serious problem in the United States. So many people on the streets have illegal guns.” He compared the issue to pharmaceuticals. “A lot of us are alive because of the miracles of the miracles of pharmacy, but there’s a lot of abuse. It’s the illegal drugs on the streets,” Olry said. “And I don’t like guns. I don’t own one,” he added. “But our Bill of Rights gives us the opportunity to protect ourselves . . . from someone who is encroaching on our property.” Olry said raising victims rights above the rights of criminals is the first step to solving the issue. “You are not going to solve it as long as criminals have more protective rights than victims,” Olry said. No supervisor commented on Olry’s statement, and Brown chose not to comment Wednesday when given the chance for this story.
League of Women Voters committee to address gun issues Daily Republic Staff
DRNEWS@DAILYREPUBLIC.NET
FAIRFIELD — A League of Women Voters of Solano County committee meeting to address what the organization called “the carnage in our homeland” is scheduled for 5:30 p.m. July 7. In a statement announcing the virtual ad hoc Gun Responsibility Committee meeting, the league includes the language from the 2nd Amendment, “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” The league then contends the National Guard serves that role of a wellregulated militia. “Yet bullets fly in classrooms, grocery stores and churches,” the meeting announcement states, adding that the National Rifle Association went ahead with its annual meeting just days after 19 students and two teachers were killed in a school shooting in nearby Uvalde, Texas.
“After AR-15s (and guns like them) were banned in 1994, mass shootings slowed for a decade. The ban expired in 2004, gun manufacturers quickly resumed production, sales and profits rose, and so did the death toll. Lawmakers continue to accept campaign contributions from the NRA and to offer ‘thoughts and prayers.’ Arms industry lobbyists preach their edited version of the 2nd Amendment,” the league statement said. “The League of Women Voters of Solano County invites Solano citizens to learn more about all of the aspects of the carnage in our homeland. Join our ad hoc Gun Responsibility Committee, share your thoughts, and learn what we can do to address mounting gun violence in America,” the league stated. “What’s right (and what’s dead wrong) about gun laws in America?” The meeting can be accessed at https:// us02web.zoom. us/j/453707314. Dead man found in trash truck at Yolo County dump identified Daily Republic Staff

DIXON — The Dixon Police Department was called by Davis Police Tuesday regarding a body found in a waste disposal truck at a trash dump in Yolo County. The Yolo County Coroner’s Office has identified the victim as Miguel
Peñuelas, a resident of Dixon, Dixon Police reported Thursday. Investigators confirmed that Peñuelas climbed into a dumpster on his own around 4:30 a.m. and covered himself with cardboard. He remained in the dumpster until a garbage truck arrived
around 5:30 a.m. The preliminary medical examination conducted by the Yolo County coroner showed no sign of foul play. Dixon police continue to investigate, but believe the death to be accidental. A review of the route made by the truck during its pickups indicated the
body was most likely from the Dixon service area, police had reported. Dixon police detectives responded to the dump with the Yolo County Sheriff/Coroner’s Office. Anyone with information is asked to contact Dixon Police Detective Sgt. Jenna Cameron at 707-678-7070.
Fairfield teen is 1st Berryessa drowning victim of 2022 Todd R. Hansen THANSEN@DAILYREPUBLIC.NET
FAIRFIELD — A Fairfield teenager is the first apparent drowning victim at Lake Berryessa this year. Demetrio Perriatt, 16, was swimming in the Oak Shores area of the lake about 1 p.m. Monday when he went under water and failed to surface. Perriatt attended Rodriguez High School. Napa County sheriff’s deputies and dive team members responded to
the area, but did not recover the body until about noon Tuesday, a Sheriff’s Office spokesman said. The official cause of death has yet to be determined. “Our family wants to thank the first responders and the Napa County Sheriff’s Office . . . and the support of the community was so important to us, and we are thankful for that,” Julie Perriatt, Demetrio’s mother, said in a statement to the Daily Republic. Henry Wofford, the
department public information officer, said there have been a number of drownings in the Oak Shores area of the lake, particularly in the past few years. The reason for that is unclear, but Oak Shores has deep and sudden drop-offs that likely contribute to the risk. South bid aggressively to reach four spades. West led the heart eight. East won with the 10, cashed the king and continued with the ace. Knowing West was also out of the suit, declarer ruffed high. As it is usually wrong to overruff with a guaranteed trump trick, West discarded a club. South continued with a spade to dummy’s jack and a spade to the queen and ace. West exited with the club queen. Declarer won with dummy’s ace, drew the last trump and carefully cashed the club king. Declarer had lost three tricks and was faced with a club loser. South paused to count East’s hand. He knew that East had begun with three spades, six hearts and at least two clubs. This meant East had at most two diamonds. Mara may have injured head in fall before her death Tribune Content Agency NEW YORK — “ER” actress Mary Mara, who police say died in a possible drowning in upstate New York, may have suffered a head injury before her death, a representative for the star said. She may have sustained the injury in a slip and fall, the representative told TMZ, citing what investigators told the actress’ family. Mara, 61, was found dead in St. Lawrence River at Cape Vincent on Sunday, New York State Police said. “The preliminary investigation suggests the victim drowned while swimming,” police said in an announcement Monday. “The victim’s body showed no signs of foul
play and was transported to the Jefferson County Medical Examiner’s Office pending an autopsy to determine an official cause of death.” Investigators told Mara’s relatives that she may have slipped after swimming due to abrasions they observed on her face, according to TMZ. A representative for Mara didn’t immediately respond to a Daily News request for comment. Mara, who was born in Syracuse, had a recurring role as Loretta Sweet on “ER,” and a leading role on the 1990s police drama series “Nash Bridges.” The actress also appeared on episodes of “Law & Order,” “NYPD Blue” and “Criminal Minds.”

FAIRFIELD — A Solano County Superior Court jury this week found a Fairfield man guilty on 18 felony sex crimes. Felipe J. Rios-Angulo, 33, was convicted Tuesday of three counts of forcible lewd acts upon a child 13 or younger, nine counts of lewd acts upon a child 13 or younger and six counts of lewd acts upon a child 14 or 15 years of age, the Solano County District Attorney’s Office announced.
“The testimony revealed a callous and continuous pattern of sexual abuse by Rios-Angulo, who was a trusted relative (of the victim),” the District Attorney’s Office reported in a statement. The reported abuse began in the summer of 2016, previous reporting states. “The victim showed incredible courage during her testimony at trial, which took place over the course of four separate days. The victim’s close childhood friend – the first
on July 27 in Department 9 of the Solano County Superior Court. The case was prosecuted by Deputy District Attorney Kathleen McBride. Kathryn Lenke, the DA investigator and a former Fairfield police detective, investigated the case, with assistance of former Fairfield police Officer Preston Carole. Victim witness and support services were provided by the District Attorney’s Office and the Fairfield police Domestic Violence Program.
CHP adding July 4 weekend patrols Daily Republic Staff DRNEWS@DAILYREPUBLIC.NET
FAIRFIELD — Motorists in Solano County are likely to see more California Highway Patrol vehicles on the area highways starting Friday evening. The maximum enforcement period starts at 6:01 p.m. and continues to 11:59 p.m. Monday. The CHP wants drivers
to slow down. “Give yourself plenty of time to reach your destination. Speeding not only endangers your life, but the lives of everyone on the roadway,” CHP Commissioner Amanda Ray said in a statement. “Fill the holiday weekend with celebration and fun activities, not reckless choices that lead to tragedy.” The officers also will be targeting distracted
and aggressive drivers, as well as those who are suspected of driving while impaired. There were 43 people killed in crashes on California’s roadways during the 2021 Independence Day maximum enforcement period, and “more than one-third of the vehicle occupants who died within CHP jurisdiction were not wearing a seat belt.”
The CHP made 997 arrests for driving under the influence of alcohol and/or drugs during the 78-hour holiday enforcement effort, and issued 10,000 speeding citations statewide. “Speed is the number one factor in roadway crashes in California, causing one-third of the traffic-related deaths,” Ray said.

Wine, spirits bottle recycling bill clears key hurdle Daily Republic Staff DRNEWS@DAILYREPUBLIC.NET
FAIRFIELD — Legislation from Senate President pro Tempore Toni G. Atkins, D-San Diego, and Sen. Bill Dodd, D-Napa, to add wine and distilled spirits bottles to California’s recycling program has advanced. “California can increase the recycling rates of millions of bottles that would otherwise wind up in our landfills or be
illegally discarded,” said Dodd in a press release. “This is a common sense bill that benefits our environment and consumers. I look forward to seeing it pass the full Assembly and be signed by Gov. Newsom.” The California Beverage Container Recycling and Litter Reduction Act, established in 1986, encourages consumers to recycle beverage containers by requiring them to pay a deposit for eligi-
ble bottles. According to a 2019 report, curbside programs received approximately $172 million from the so-called Bottle Bill in 2017, including $15 million that is annually provided from the Beverage Container Recycling Fund. Although the program includes beer, it does not include wine or spirits. According to the press release, it is estimated that California generates more than 500 million wine and spirits bottles each
year, with less than 30% being recycled and more than 300 million wine and spirits bottles going into landfills. Under Senate Bill 1013, wine and spirits bottles would be added to the program, leading to more recycling, increased business for recycling centers and reduced processing costs. The expansion could also cut greenhouse gas emissions by almost 200,000 tons of carbon dioxide, according to the
release, while reducing litter of wine and spirits containers, a visible and dangerous component of urban litter pollution. SB1013 is supported by a number of groups including Californians Against Waste, Heal the Bay, California Association of Local Conservation Corps, Monterey Regional Waste Management District, National Stewardship Action Council, Northern California Recycling Association, California
Teamsters Public Affairs Council, The 5 Gyres Institute, the Plastic Pollution Coalition and Zero Waste USA. It has no formal opposition. It passed the Assembly Natural Resources committee Monday with unanimous, bipartisan support. Dodd represents the 3rd Senate District, which includes all or portions of Solano, Napa, Yolo, Sonoma, Contra Costa and Sacramento counties. 7:46 p.m. — Reckless driver, JOSEPH GEREVAS DRIVE 8:02 p.m. — Shots fired, 3500 block of LARCHMONT DRIVE 8:28 p.m. — Battery, 1600 block of CENTENNIAL DRIVE 8:36 p.m. — Fight with a weapon, 1300 block of TAFT STREET 9:06 p.m. — Trespassing, 3300 block of NORTH TEXAS STREET 9:33 p.m. — Assault with a deadly weapon, 600 block of EAST TRAVIS BOULEVARD 10:50 p.m. — Vehicle theft, 100 block of ALASKA AVENUE

ing the lives lost in San Antonio – a devastating tragedy directly tied to policies like Remain in Mexico that have obstructed a safe and fair asylum system.” She was referring to the more than 50 migrants who died after having been abandoned inside a truck trailer in the Texas heat. “Now, the Biden administration must put an end to this cruel policy and move forward with its promise of a more compassionate approach to a system that welcomes people seeking safety,” she said. But ACLU attorney Lee Gelernt cautioned the policy at the border may not change as long as Title 42 is in place. That pandemicrelated rule has blocked migrants from entering to apply for asylum, and it is unchanged by Thursday’s ruling. “There are overlapping policies, and Title 42 is more extreme and affects more people than MPP,” he said, referring to the Migrant Protection Protocols, the official name of the Trump-era policy. “So as a practical matter, it doesn’t matter
much if MPP can be used if Title 42 is in effect,” he said. A federal judge in Louisiana blocked repeal of Title 42, and the litigation to challenge that ruling is moving slowly, Gelernt said. Some immigrants rights advocates contend the administration does not want to make a major change in the border policy before the November elections. Trump announced his policy in December 2018. Migrants from Central America were told they could no longer enter the United States at a border crossing, apply for asylum and seek their release while their claims were pending, a process that can stretch over several years. Instead, they were told they must wait in Mexico until their claims were set to be heard before an immigration judge. Immigrant rights advocates condemned the Trump policy as unsafe and inhumane. Biden signaled his intent to repeal it in his first days in office. But the new administration ran into a strong legal challenge from Republican state attor-
neys general in Texas and Missouri. They filed suits arguing that Biden’s repeal of Trump’s policy violated the law and procedural rules. And they won rulings from Trumpappointed judges that blocked the repeal. Last year, the Supreme Court turned away the administration’s pleas and refused to intervene. But the justices agreed to hear full arguments in April. At issue were conflicting provisions in immigration laws. Lawyers for Texas pointed out that one says most asylum-seekers “shall be detained” until their cases are heard, or the government “may return” them to the territory where they entered. Biden’s lawyers pointed to other provisions that say asylum-seekers may be released on parole in “a case-by-case” for urgent or humanitarian reasons. They also argued it has been understood for decades that the immigration authorities did not have nearly enough detention facilities to hold all the migrants who had pending asylum claims.
ity Leader Charles E. Schumer, D-N.Y., slammed the conservative majority’s latest decision. “First on gun safety, then on abortion, and now on the environment – this MAGA, regressive, extremist Supreme Court is intent on setting America back decades, if not centuries,” he said. Environmentalists have called for regulations to fight climate change, but for more than 20 years, Republicans in Congress have steadily opposed new legislation on the issue. They had one solid precedent on their side. In 2007, the court ruled that greenhouse gases were air pollutants subject to regulation under the Clean Air Act of the 1970s. That decision came on a 5-4 vote,
with Roberts and Justices Clarence Thomas, Samuel A. Alito Jr. and the late Antonin Scalia in dissent. Faced with the continuing deadlock in Congress, President Obama and his Environmental Protection Agency sought to combat climate change by regulating power plants, which are the largest source of greenhouse gases except for the transportation industry. The EPA relied on a provision in the Clean Air Act that called for reducing pollution through the “best system of emissions reduction.” Under Obama’s plan, states would be required to reduce their pollution in the most effective way, including by switching from coal-fired power plants to using more solar and wind power.
But in February 2016, a week before Scalia died, the court issued an order on a 5-4 vote that blocked Obama’s plan from taking effect. The Trump administration then decided Obama’s plan exceeded the EPA’s authority. Several blue states sued to challenge that conclusion, and they won in the U.S. appeals court in Washington, which ruled the EPA could adopt broad regulations. Upon taking office, the Biden administration said it would devise a new set of regulations to reduce pollution from power plants. But before it could do so, West Virginia and 18 other Republicancontrolled states urged the Supreme Court to clarify the law. That set the stage for Thursday’s ruling limiting the EPA’s authority.

Fairfield Expos roll on with heavy hearts Matt Miller MMILLER@DAILYREPUBLIC.NET
FAIRFIELD — The Fairfield Expos college prep baseball team returned from its annual tour of the Pacific Northwest with an 11-4 record on the field, only to have the most devastating of losses dealt to the team after it had returned home. Hanson. The team also posted a tribute on its Facebook page. The official cause of death had not been determined. "In my 49 years of coaching, I've never had that during a season, and I wish to never have that again," Hanson said. Hanson said he and the
coaches have stayed in contact with the players. The Expos (40-11) were scheduled to play Thursday night against Petaluma, take the weekend off, and then resume the season schedule. Perriatt, a 16-year-old outfielder and pitcher, had just played an integral role in the team's success during tournament play in Oregon. "Demetrio played brilliantly at the tail end of the trip," Hanson said. "Drew
Carrington, Jace Parkinson and Noah Rodda also have played well. Our pitching has been good, our defense has been good, but our hitting needs to kick it into high gear." The Expos had a strong effort in a 3-2 extra inning win over the Reno Knights Sunday in Medford, Oregon, the final game of the road trip. The Expos were down 1-0 in the last inning. A leadoff single by Blake Bozzini got the rally
started and Rodda finished the inning with a two-out, two-strike single into right field, knocking in the go-ahead run giving the Expos a temporary 2-1 lead. Reno tied it to send the game to extra innings. Aidan Robles then led off the eighth with a double to the wall in left. Aaron Strong sacrificed him to third and then when the Reno pitcher tried to pick him off, Robles sprinted home on the throw to score
what proved to be the winning run. Carrington pitched five strong innings, with Peyton Olds coming on in relief for the win. Rodda had two hits and Robles had the big double. The Area 1 Tournament is scheduled for July 14-18 with the Expos as host at Laurel Creek Park. UCLA’s Kazmeir Allen catches a pass over USC’s Isaac Taylor-Stuart before scoring a touchdown in the first half
last November at the Los Angeles Memorial Coliseum. Both schools could soon become Big Ten teams.
USC, UCLA leaving Pac-12 for Big Ten in seismic power shift Los Angeles Times LOS ANGELES — USC and UCLA are leaving the Pac-12 for the Big Ten Conference, multiple sources confirmed to the Los Angeles Times on Thursday morning. The schools are aiming to leave as early as 2024 and the migration is expected to include all sports except beach volleyball, men’s volleyball and men’s and women’s water polo, sources told The Times. The sources were not authorized to speak publicly about the deal. The Trojans and Bruins have been flagship members of the West Coast’s power conference for nearly a century. Their departure to the Chicago-based Big Ten would signify a death blow to the notion of the Pac-12 as a competitive, toplevel football conference and serve to bolster the Big Ten in its efforts to keep up with the Southeastern
Conference, which accepted Texas and Oklahoma of the Big 12 as members last summer. If USC and UCLA make the move official, the “Power Five” will move closer to a “Power Two” as college sports continues to reimagine its future in the era of name, image and likeness and player empowerment. The Pac-12 has lagged behind other major conferences for years in media rights revenue, distributing $344 million among its schools in the 2021 fiscal year. In the same year, the Big Ten handed out $680 million. The Big Ten is currently negotiating its next media rights deal and is expected to be able to fetch upwards of $1 billion per year. Adding the Southern California media market to its product would only make the league’s offerings more desirable at just the
right time. Conference commissioner George Kliavkoff has stressed a commitment to fixing Pac-12 football during his first year in the position. But the league’s revenue issues are hard to deny, even with the prospect of an improved media rights package starting in 2024. The Pac-12 has not had a team reach the College Football Playoff since Washington in 2016. Only one other team – the Oregon Ducks in 2014 – has made it. USC’s struggles to find stability in the aftermath of Pete Carroll’s departure and NCAA sanctions have hurt the conference’s competitiveness nationally. But now the Trojans appear to be taking a step out on their own, leaving behind long-held relationships for new blue-blood bedfellows like Ohio State and Michigan.

A’s team president Dave Kaval called the San Francisco Bay Conservation and Development Commission’s Thursday vote an “elimination game” in his team’s quest to build a new ballpark on the Oakland waterfront. Well, the A’s have survived and advanced. In a vote that was anything but a foregone conclusion, the Commission elected to effectively remove Howard Terminal – the site the A’s want to build their new ballpark upon – from the Port of Oakland. The tally was
ANALYSIS 23-2 in support. The threat of Oakland’s last major professional sports team relocating remains high, but Thursday’s vote was a significant checkpoint in a process that began in 2018. A vote against removing the “port priority use designation” from Howard Terminal would have ended the A’s tenure in Oakland, guaranteeing the team’s move to Las Vegas, where Kaval, with Major League Baseball’s support, has been scouting sites to build
a ballpark. Instead, the A’s now appear more likely than not to build their new ballpark on the shores of the Oakland Estuary. Now, as evidenced by the BCDC’s Thursday meeting, which took nearly the full business day to complete, this building process will not suddenly become easy for the A’s in the weeks, months, or years to come. There will be lawsuits, other state committees, and issues with local governments. The A’s will even have to go back to the BCDC for building permits, too. But there’s now some
serious momentum behind the A’s effort and a good number of key steps remaining will be made alongside advocates with the city of Oakland and Alameda County. The A’s will be swimming with the current for the first time in a long time. And while the actual baseball team – stripped for parts before this season – will be in last place for a while yet, Oakland will remain a major-league market in the meantime. CALMATTERS COMMENTARY
How taxes are decided in California
L
et’s start with the premise that taxation is largely arbitrary. Despite efforts to frame tax policy in moral or at least philosophical terms, what or who is taxed and the form and level of that taxation merely reflect current political priorities. Take, for example, South Lake Tahoe, a small city that sits on California’s border with Nevada. If you live in that city, you pay the nation’s highest state income taxes. However, if your home is located a few feet to the east, inside Douglas County, Nevada, Dan Walters you pay no state income taxes. That explains why there’s a steady rivulet of high-income Californians resettling in Nevada, or at least changing their official addresses. If a couple of pending California ballot measures are approved in November, state taxes on the wealthy will increase even more and Nevada will become an even more popular tax refuge. California’s income taxes became the nation’s highest through a series of incremental decisions made by legislators or voters and they now provide more than two-thirds of the state’s general fund revenue. Nevada, on the other hand, makes do without taxing incomes. So which state is correct? Neither. They just happened to take different taxation paths for different reasons. The arbitrary nature of taxation is evident, too, within the California revenue system, particularly in sales taxes. One oddity is that cold food is not subject to taxation but hot food is and the differential can be very difficult to sort out. Some years ago, a movie theater chain asked the state Board of Equalization to shift popcorn from being a taxable hot food to a tax-free cold food. The rationale was that by the time theater patrons returned to their seats with popcorn in hand, it had turned cold. The board agreed. If someone buys computer software, such as Turbo Tax, to file federal and state income tax returns, that purchase is subject to a sales tax. But if a large company obtains a custom computer program to prepare its tax returns, the purchase is free of sales taxes. Why? Because those who sell custom software lobbied the Legislature for an exemption in the 1980s. The Legislature, at the behest of Gov. Gavin Newsom, is on the verge of enacting a new and especially questionable tax anomaly. One budget trailer bill would impose a hefty new tax on the embryonic industry of extracting lithium from the brine of the Salton Sea in the Southern California desert. Lithium is the key ingredient of longlife, rechargeable batteries used in everything from cellphones to electric cars and immense electrical energy storage banks and therefore plays a key role in the state’s drive to make itself carbon-free. Most lithium is imported from other countries, including China. The Salton Sea, however, is a potentially huge source of the mineral that, if developed, would both contribute to energy independence and create many new jobs in an economically depressed corner of the state. Lithium companies have warned that taxing extraction, $400 to $800 per metric ton, would make California lithium more expensive than imports and discourage investment in the industry, but were ignored. Another trailer bill, however, would give sellers of legal marijuana a hefty cut in taxes, responding to their complaints that taxation makes their product too expensive vis-à-vis pot from illegal growers and sellers. So California politicians may be strangling an industry vital to their vision of a carbon-free future while encouraging – in essence, subsidizing – an industry that helps people get stoned. That’s about as arbitrary as it can get. CALmatters is a public interest journalism venture committed to explaining how California’s state Capitol works and why it matters. And that’s to say nothing of the growing list of bad-for-you things getting banned outright by the Canadian state, such as trans fats, flavored cigarettes and sugary drinks containing over 4.5% alcohol. But somehow, hard drugs such as heroin and cocaine -extremely addictive and deadly toxins – have been granted a waiver from this culture of heavy-handed scorn and discouragement. This reflects a sort of condescending class prejudice: Government rushes to regulate and discourage the selfdestructive habits of the middle class, who authorities assume possess some degree of agency over their lives and can thus be persuaded out of doing bad things through propaganda and punishment. Canada’s underclass, by contrast – in this case, drug users who are overwhelmingly destitute and poor – are presumed to have no such agency. Their defining self-destructive habit of drug addiction, “is not a choice” (as B.C.’s government incessantly repeats in its ad campaigns) but rather a “health condition” they can do little to escape. Accordingly, they deserve little more than sympathy, paternalistic supervision and protection from the disapproval of those who actually possess free will. The end point of this mind-set, if continued to accelerate along this ideological track, will be truly dystopian. To believe in the existence of an incurable sector of the population whose defining symptom is substance addiction is a call to normalize what Vancouver already has in its infamous Downtown Eastside: carnage and suffering that can be pitied or managed but never judged or fixed – because nothing is wrong. he couldn’t be happier about it
Tribune Content Agency LOS ANGELES — Inside a studio in Stamford, Connecticut, a man and a woman were at each other’s throats. Tashima and her live-in boyfriend, Darnell, were battling after he accused her of infidelity during their three-year relationship, including sleeping with the mailman. Darnell’s claim that he was not really the father of their young son infuriated Tashima, who demanded he step up, be a parent to his child and “put a ring on it.” “Look at him! Look at him! You know you lying!” Tashima screamed, gesturing to a large picture of the young boy and singling out his resemblance to Darnell. The only thing louder than the yelling was the gleeful reaction from the packed studio audience. As the rage escalated, Maury Povich, host of the daytime series “Maury,” tried to calm the couple down, asking them about the future of their relationship. He then reached for a sealed envelope containing the results of a paternity test. The audience cheered with anticipation. “When it comes to 3-year-old Andro,” announced Povich as he read the results, “Darnell – you are NOT the father!” As the audience roared, Tashima sprinted off stage. “Oh my God. Oh my God. I can’t live like this!!” she howled as she collapsed backstage, pounding the floor in anguish as Povich and Darnell attempted to comfort her. “I’m here, I’m not going anywhere,” Darnell said, embracing his girlfriend. Although one crisis was resolved, another one – and another – would be introduced after the commercial break. And in each instance Povich, with a mix of wisdom, authority and warmth, was the calm at the center of the storm, taking on the role of TV’s symbolic father figure, one he’s held for more than three decades. Until now. The 83-year-old host, who announced earlier this year that he is finally bringing the curtain down on “Maury,” has opened his last envelope. Original episodes will cease to air when the current season comes to an end in September. Povich, a former newsman and “A Current Affair” anchor, has outlasted a steady stream of competitors amid shifting viewer tastes to become the longest-running daytime talk show host in broadcast TV history. Premiering in 1991 as “The Maury Povich Show,” “Maury” has carved out its own distinctive niche as a circus of human drama starring outrageous characters and showcasing volcanic disputes among warring families, cheating lovers and

The syndicated series has continued to be a solid performer, attracting a daily average of 1.2 million viewers. Povich’s signature catchphrase (“You are/are not the father”), theatrics, backstage tantrums and the “baby daddy dance” performed when participants are pleased with paternity test results have delighted fans and inspired countless GIFs. The show has also drawn fire from critics who say its images are exploitative and offensive. “I have no more mountains to climb,” Povich told the L.A. Times as he relaxed in a Beverly Hills hotel suite on June 2. A few hours later, he would receive the Brandon Tartikoff Legacy Award from the National Assn. of Television Programming Executives. Presenting him with the honor was his wife, famed TV journalist and former CBS News anchor Connie Chung. While many might label “Maury” as lowbrow and disposable, Povich is undeniably proud of the show: “I was able to get as close and intimate with my guests, my audience and my viewers as anyone who has done this type of show. I appreciate the faith and trust they had in me.” The show also fulfilled his life’s ambitions: to tell stories and help people. “Every single story deserves attention, and I search for the unique quality in that story,” he said. “I’ve always been a good reader of people and getting to the heart of what’s most important about them.” He quipped that viewers will not really get a chance to miss him. The series, which counts 3,600 episodes, has already been sold in repeats. “My viewers will continue to see me
for a long, long time.” As he reflected on his career and the success of “Maury,” Povich projected the same good-humored geniality that is on display during his show. He continues to be gratified (and surprised) at the series’ longevity, saying, “the great part is when people come up to me and say, ‘I watched you as a kid. I watched you as a grown-up, and now my kids and grandkids are watching you. It’s down to three generations.’” He is the last survivor of the tabloid-flavored daytime talk show era that hit its stride during the 1980s and 1990s and was dominated by the likes of Oprah Winfrey, Geraldo Rivera, Jenny Jones, Jerry Springer, Sally Jesse Raphael and others. “Since this show started in 1991, there are 75 daytime talk shows in the graveyard,” Povich said. “That’s how difficult daytime talk is. And it gets more difficult every year because the audience is shrinking.” He is also amused by how pop culture has appropriated some of the show’s over-thetop elements. “There are so many GIFs out there. And when I see a Christmas card that says, ‘Joseph, you are not the father...’” Povich’s sentence ends with a shrug and a chuckle. On “Maury,” which features episodes with titles like “I Can’t Make Girls . . . Your Daughter Isn’t Mine,” “Stop the Sex and Fighting . . . You’re Only 14,” “You Begged for a Baby, Now You Want a DNA Test?” “Is My Sister’s Boyfriend or His Brother My Baby’s Dad?” and “I Tested the Wrong Guy Before ... Give This New Man a DNA Test!,” onstage battles are accented by flashy graphics, color filters and fast-paced editing. Raucous studio audiences cheer their favorites and boo the bad guys. Many of the guests come from lower socioeconomic backgrounds. Some have appeared on the show multiple times, trying to get answers to questions of paternity or infidelity. The series also provides regular updates on former guests. The appeal of the show transcends racial and gender lines. Young people of color who appear as guests greet Povich as if he is an old friend. Povich said viewers tune in for various reasons: “A lot of people watch for entertainment. Others watch for information. Then there are those who feel, ‘There but for the grace of God go I.’ They’re in the same boat.” Asked about his wildest “Maury” moments, Povich recalled an instance when a woman accused a man of being the father of her twins: “I opened the envelope, and he’s the father See Povich, Page B4

Povich From Page B3 of one twin but not the other. The twins were fraternal, and in that case it’s possible for two different fathers if the mother is rather active during a certain period of time. It’s a billion-to-one shot, and it happened on my show!” Several shows in past years featured guests with bizarre phobias. An 18-year-old waitress with an intense fear of pickles fled the stage in terror when a staffer brought out a tray filled with pickles. Another with a fear of kittens almost had a nervous breakdown when someone on stage started petting a white kitten. One of the most bizarre – and highly publicized – episodes aired last year when superstar rapper Lil Nas X (“Old Town Road”) discussed his love for his music video co-star Yai Ariza, revealing that he was unaware Ariza was married to a woman and had a child. The triangle was played out on stage in what was later revealed to be a stunt by the entertainer to promote his new album. Among those who’ve lashed out against the show in the past is rapper Chuck D of Public Enemy, who charged Povich and his fellow daytime hosts of exploiting their guests, particularly young Black people. Povich has been questioned regularly by interviewers about his ethics and approach. While acknowledging the over-the-top formula of his show, Povich said there is a deeper purpose to “Maury.” “Yes, there are some theatrics, and I accept it because I have a goal in mind,” he said. “I’ll take it because I’m looking for the truth. If I can prove someone is the father of this child, that child will have a better chance in life with two people, two parents.” He went on: “I’ve had these critics over the years say I’m exploiting these people, taking advantage of them. They can take that tack. But I feel there’s a [greater] good. And I prove that. I bring these guests back 15 years later and find out that the guy did get into the kid’s life, got together with the mother and they had more kids and the child ended up with a good job.” The daytime host added: “There are a lot of good endings with these stories. I’m not saying it’s the majority
of them. But a significant amount shows that the stories and results have been helpful.” Povich has been plotting to step away from the show for six years. But executives at NBCUniversal, which syndicates the series, would not let him, saying it was too valuable. When he told them two years ago he wanted to retire, they asked for one last extension, adding that this would give his program the title of longest-running TV daytime talk show ever. “I said, ‘Good. That’s when I’m hanging it up.’” In a separate interview, Chung discussed how fans of “Maury” might be surprised by his off-stage pursuits. “He’s a voracious reader – our New York apartment is just crammed with books,” she said in a phone interview from the couple’s Montana ranch. “He reads everything – history, biographies, novels. If you ask Maury anything about history – an obscure European war or a past presidency – he has the answer, chapter and verse. It’s equally impressive to me and” – she added with a laugh – “extremely annoying.” She had encouraged him in the past to change directions: “I’ve asked him, ‘Why don’t you do an intelligent interview show instead of a talk show where you’re determining the paternity of every child in America? You’re so smart, and you have this body of information in your head that you can pull up like a computer.’ And he’ll look at me and say, ‘As long as you know that, I’m fine.’” Povich is already planning life after “Maury.” He intends to become more involved with the Flathead Beacon, a weekly newspaper in Montana that he and Chung own. The publication is a tribute to Povich’s father, the late Washington Post sports columnist and reporter Shirley Povich. He will also spend more time on the golf course. But one thing is certain: He’s done with television. “My hero throughout my entire career was Johnny Carson,” Povich said. “I knew him a little bit. The way he went out was the right way. He was never seen again. I have no desire to be on TV again. This is the end of a great job, and there’s no reason to try something else. We’ve seen too many athletes try to hang on too long. I don’t want to be in that company.”

You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (800) 280-2832 for information regarding the trustee's sale or visit this Internet Web site - www.auction.com - for information regarding the sale of this property, using the file number assigned to this case: 151814. Kings sign point guard Malik Monk Tribune Content Agency Kings point guard De’Aaron Fox and former Kentucky teammate Malik Monk have remained close since their days together with the Wildcats. Now, they will grow even closer. League sources told The Sacramento Bee the Kings have reached an agreement with Monk, a 24-yearold free-agent shooting guard who spent last season with the Los Angeles Lakers. Monk is reportedly expected to sign a two-year, $19 million contract with the Kings when the moratorium ends July 6. A source with knowledge of the situation told The Bee that Monk’s relationship with Fox was a big factor in his decision to sign with Sacramento. “Him and De’Aaron are extremely close and they’ve been close since high school, so I would say the overall factor with Fox, their relationship and the friendship they’ve always had, definitely
played a big role,” the source said. Monk and Fox starred together at Kentucky in 2016-17, leading the Wildcats to a 32-5 record and an appearance in the Elite Eight. The Charlotte Hornets selected Monk with the No. 11 pick in the 2017 NBA draft, just moments after the Kings took Fox with the No. 5 pick. Monk is a bit undersized for his position at 6-foot-3 and 200 pounds. He won’t help the Kings address their need for size, length and defense, but he will certainly add shooting, which is also considered an area of need in Sacramento. Monk averaged career highs of 13.8 points, 3.4 rebounds, 2.9 assists, 0.8 steals and 0.4 blocks in 76 games for the Lakers last season, including 37 starts. He shot a career-best 47.3% from the field, 39.1% from 3-point range and 79.5% at the freethrow line. He shot 40.1% from beyond the arc with the Hornets in 2020-21. The Kings were in the market for a starting-caliber shooting

The news comes one day after Golden State decided not to extend a qualifying offer to the Oakland native before the deadline to do so, paving the way for Toscano-Anderson to be a free agent. The Expos will compete at that tournament as the host, regardless if they qualify or not from the state event. The eight regional winners nationwide travel to Shelby, North Carolina for the American Legion World Series Aug. 11-15. The Expos have played in 11 regionals and two World Series in their history.
