Biden vows G-7 will stay united on Ukraine Tribune Content Agency KRÜN, Germany — President Biden and the leaders of the world’s leading democracies convened here Sunday for the annual Group of Seven summit, displaying resolve – and a bit of levity – in maintaining their commitment to supporting Ukraine as they seek to address global economic woes, food shortages and the needs of the developing world. As meetings got underway Sunday morning at Schloss Elmau, a historic chateau in the Bavarian Alps, Biden said the U.S. and its allies would announce a ban on imports of Russian gold in a new effort to deny Moscow an economic lifeline amid ongoing sanctions from the West. “We have to stay together because Putin has been counting on, from the beginning, that somehow NATO would – and the G-7 – would splinter,” Biden said, referencing Russian President Vladimir Putin, as he began a meeting with German Chancellor Olaf Scholz. “But we haven’t and we’re not going to.” Although a formal announcement of the ban on Russian gold is set for Tuesday, Biden tweeted about it on Sunday, declaring that the move would stop Moscow from profiting from “a major export that rakes in tens of billions of dollars.” The G-7 leaders also mocked Putin as they posed for a photo at the start of a meeting. As he sat down at a round table, British Prime Minister Boris Johnson asked the others about whether to keep his suit jacket on. “We have to show we’re tougher than Putin,” Johnson joked. Canadian Prime Minister Justin Trudeau joked back: “Bare-chested horseback ride,” referencing a photo of the Russian leader from years ago. The jocular banter came just hours after Russian forces launched a brutal missile attack on civilian targets in Ukraine’s capital city of Kyiv, a clear signal from Putin that he is not relenting in his ongoing war, despite the pressure campaign from G-7 nations and NATO. Asked moments earlier to comment on the shelling, Biden was more serious, calling it See Ukraine, Page A8

Abortion rights demonstrators yell in front of the U.S. Supreme Court in Washington, D.C., Saturday.
Poll: Majority disapproves of Court decision Bloomberg News WASHINGTON — A CBS News poll found that a majority of Americans disapprove of the U.S. Supreme Court’s decision overturning the constitutional right to an abortion, which is inflaming a partisan divide on display in comments by senior lawmakers. The poll, conducted Friday and Saturday, found 59% disapproved of the ruling, including 67% of women. While 78% of Republicans were in favor of the decision, 83% of Democrats disapproved. The survey has a margin of error of plus or minus 3 percentage points. A concurring opinion by Justice Clarence Thomas in the Roe v. Wade decision raised the prospect for many Americans that other rights, including the rights to same-sex marriage and contraception, are now at risk. That prompted Sen. Lindsey Graham to voice support for the majority opinion written by Justice Samuel Alito. Water spurts from the fountain in front of the Solano County Government Center in Fairfield, Thursday. The Board of
Supervisors on Tuesday approved the largest budget in county history.
Board of Supervisors
Adopt largest recommended budget in Solano County history Todd R. Hansen
THANSEN@DAILYREPUBLIC.NET
FAIRFIELD — Solano County will provide $100,000 in "seed money" to help the reorganization of CAP Solano regional homeless efforts, and $1.5 million more to the Solano360 fairgrounds redevelopment project. Both were late expenditures added within the largest recommended budget in county history. The Board of Supervisors on Tuesday approved the $1.35 billion 2022-23 fiscal plan – the first budget to have an "actual buying power" greater than $1 billion as well. The full budget is 4.9% larger than the 2021-22 adopted budget. County Administrator Bill Emlen, presenting his first budget as Solano County's top executive,
called it a "solid budget" and said it reflects the "rebuild of the county" since the 2008 Great Recession. But it is a budget that also arrives during a challenging economic environment. Emlen noted the county is still coming out of the effects of the Covid-19 pandemic, is still in the LNU fire recovery stage and faces a lot of unknowns in an economy troubled by inflation and other pressures. "Those are things we will have to keep an eye on as we head into the new fiscal year," said Emlen, who was appointed county administrator in March. The budget was presented by Ian Goldberg, who was recently promoted from budget officer to assistant county administrator. The General Fund was approved
at $342.8 million, up 1.9% over the 2021-22 adopted budget. Taxes, and particularly property taxes, represent $170.9 million of the General Fund revenues. The Special Revenue Fund is listed at $942.1 million. It includes the Health and Social Services and Public Protection budget units, which make up about $660 million of that total. The Capital Project Funds – including the extensive energy infrastructure upgrade and conservation project, as well as the mental health board and care facility – is listed at $38.46 million. Supervisor Mitch Mashburn said he is concerned the county has yet to hire a project manager for the massive energy project, and said See Budget, Page A8
Coyote, bear, lion activity prompt desire for trapper capacity boost Supervisor also cites bee oversight as necessary Todd R. Hansen
THANSEN@DAILYREPUBLIC.NET
FAIRFIELD — Coyotes are taking more livestock, and the Solano County Agriculture Department is getting more reports of increased bear and lion activity in the county. "I don't have any definitive numbers," Agriculture Commissioner Ed King said Thursday in a phone interview. "But by and large (increased coyote predation) is true," King said. The loss of calves and lambs prompted Supervisor Mitch Mashburn to renew his call last week for
increased trapping capacity in the county. Right now, the county – through a contract with the U.S. Department of Agriculture – pays for one wildlife specialist. That contract expires June 30, 2023, the last year of a five-year deal. The county pays $95,000 annually for the service. "We will have to look at some different options and see how we can go about it," King said. Mashburn's comments came during a Board of Supervisors budget hearing when he also called for an increase in code enforcement due to bee hives being stored in residential areas. "That's dangerous," said Mashburn, noting the risks created by swarming bees. King said there have been some issues, and those problems have increased as more and

more almond acres come into production. Thousands of beekeepers from around the country come to California for the almond bloom, and typically, King said, it is the outsiders whose hives have been the problem. "At times we do run into beekeepers who . . . move hives into areas that are not suitable for a large number of hives," King said. "By and large, the local beekeep-

Most, of course, take their hives with them when the pollination season ends, but some do stick around. One of the problems is there are fewer and fewer areas where hives can be store.

Lagoon Valley development adds 4 new builders Daily Republic Staff
DRNEWS@DAILYREPUBLIC.NET
LAGOON VALLEY — Developers of the Triad Lagoon Valley project have announced their first builders for several residential portions of the project. The first four Lagoon Valley residential home builders will be “trailblazers,” according to a press release, with green building principles, conserving energy and water resources – “and setting the tone for the next generation of sustainable home building in California.” Lennar, Trumark Homes, Tri Pointe Homes and Lafferty Communities will build the first five neighborhoods in Lagoon Valley, located just off Interstate 80 in Vacaville. The project is described in the pres release as “the Bay Area’s first environmentally sustainable conservation community.” The builders will provide homes a short walk from

Lagoon Valley is looking to exceed the standards promoted for the community by Greenbelt Alliance, a Bay Area organization that for decades has helped protect important open space lands and develops guidance and strategies that “will bolster capacity and support local and regional efforts to implement equitable, climate-resilient land-use decisions,” according to the press release. The neighborhood design maximizes linkages among people and open space by clustering housing and infrastructure, so neighborhoods sit lightly in the valley, protecting and preserving land and natural resources. The first four homebuilders offer a broad range of choices, from Lennar, one of the nation’s
largest, to Lafferty Communities, a specialty, regional builder. Tri Pointe Homes has grown from a collection of trusted regional homebuilding brands. Trumark Homes, founded in 1988, has deep roots in California, and currently builds in both Northern and Southern California, as well as Colorado. These award-winning builders’ first homes in Lagoon Valley will include a wide array of single-family homes in what is described in the press release as “distinctive neighborhoods.” Planned features of the overall Lagoon Valley project include pedestrian and bicycle-friendly neighborhoods interconnected with trails that offer easy non-vehicular access to adjoining villages, the Town Center, the Organic Farm, numerous neighborhood parks and open space, and recreational facilities including golf, and a community Event Center. Texas Democrats hope abortion ruling backlash will spark voters Tribune Content Agency DALLAS — The U.S. Supreme Court’s decision to overturn Roe vs. Wade has sounded the bell for a new round in the fight over abortion rights that will be staged in ballot boxes instead of courtrooms. The November midterm elections provide the first test of how the nation will respond to Friday’s ruling, and activists on both sides are rallying supporters. In Texas and across the nation, voters will either elect candidates to pass laws reinstating abortion rights, or they will choose conservative legislators to uphold anti-abortion legislation. Looking for a spark in what could be a tough midterm election year, Democrats are hoping for a backlash against the ruling that will lead to political victories. But even with anger sparking fresh energy among Democrats, Republicans hold a structural advantage in November. Not only does the GOP have its own enthusiasm, but the gerrymandering of districts makes a power shift in the Texas Legislature nearly impossible. Add President Joe Biden’s plummeting popularity and concerns over inflation, and the passion
of the fight for abortion rights might not be enough to propel Democrats, especially in critical legislative races that will determine the party that writes the laws. “Unless we’re all plunged into darkness because of a grid failure, there’s nothing in Texas that’s really competitive,” Plano political consultant Vinny Minchillo said. “There are other states where the abortion issue could make a difference, but here, most of the races are fait accompli.” With many district races out of reach, veteran Democrats are targeting statewide showdowns. That includes the race for governor between former U.S. Rep. Beto O’Rourke and Republican incumbent Gov. Greg Abbott. On Sunday, O’Rourke plans a rally in Austin for abortion rights. A Houston event in May after a leaked opinion foreshadowing the court’s decision drew thousands. “People in Texas have been trained to think that their vote doesn’t matter,” former state Sen. Wendy Davis said of legislative races. “Those gerrymandered lines cannot touch us and our power in a statewide election.” In 2013, Davis donned pink Mizuno Wave Riders for a 13-hour filibuster
Bloomberg News Group of Seven nations are discussing a cap on the price of Russian oil that would work by imposing restrictions on insurance and shipping, according to people familiar with the matter. The potential mechanism would only allow the transportation of Russian crude and petroleum products sold below an agreed threshold, the people said. Discussions among G-7 leaders and officials are ongoing, and an agreement has yet to be reached, they said. President Vladimir Putin’s invasion of Ukraine and its economic fallout are the key topics under discussion at a three-day summit under way in the Bavarian Alps. G-7 states are seeking ways to limit the Kremlin’s energy revenue while mitigating the impact on their own economies amid surging inflation and efforts to curb a reliance on Russian oil and gas. While a mechanism is on the agenda and the concept could be agreed in principle, it is not yet clear whether leaders will be able to pin down specific details, such as the level of the price cap, before the summit’s end, two of the people said. European Council President Charles Michel confirmed that leaders were planning to discuss the proposed cap in detail, but that there were “many challenges”

Abortion rights supporters carry signs on stage behind a speaker during a rally at Main Street Garden Park in downtown Dallas, Saturday. that scuttled an anti-abortion bill. It made her a national figure and set up an unsuccessful run for governor against Abbott. “The fight is going to be for the long term,” she said. “We have to be resolved as to what it’s going to take.” People on both sides are ready for it. “Politicians everywhere, Texas in particular, should be very afraid because this rage is not going to be short term,” said Julie Ross, a North Texas health care advocate who says the Supreme Court ruling made her sick to her stomach. Kimberlyn Schwartz, a spokeswoman for Texas Right to Life, said: “This basically just means that we’re on an even playing field … that we can go state-by-state and pass pro-life legislation without being suffocated by the federal court. This doesn’t mean this is the end of the pro-life fight.” Since seizing control of the Texas House in 2002, Republicans have passed a slew of anti-abortion laws, including last year’s trigger law in anticipation
of the fall of Roe vs. Wade. The law makes it a felony to perform an abortion and outsources enforcement to legal vigilantes. In response, clinics have closed and the number of abortions in Texas has sharply decreased. Democrats have been powerless to stop the GOP’s conservative agenda because they don’t control the levers of state government. They haven’t won a statewide race since 1994, though the margin of Republican victories has decreased since Abbott’s 20-point win over Davis in 2014. Last year, the Republican-controlled Legislature approved a redistricting plan designed to bolster its majority. The state has only a few competitive legislative or congressional districts, according to experts who have studied the new bounadries. “Under the new map, they would have to get close to 56% of the vote statewide to be favored to win a state House majority,” Michael Li, senior counsel for the Brennan Center for Justice’s Democracy Program, said of Democrats. “That govat
to be overcome. “We are ready to take a decision together with our partners, but we want to make sure that what we decide will have the negative effect on Russia and not a negative effect on ourselves,” Michel told reporters at the summit. A German government official told reporters on Saturday that while the questions that needed solving were not trivial, the group was at least on a path to finding an agreement. The U.S. is also confident a resolution will be found, a senior Biden administration official said. The European Union agreed last month to introduce a ban on insurance related to the transportation of Russian oil, and any move to add on a waiver would require the backing of all 27 member states. Some officials have raised concerns about reopening that legal text as it took weeks to agree in the first place. Still, incorporating a new transportation ban in any mechanism could help to soften objections linked to weakening the insurance ban. A mechanism linked to the shipment of oil could be more palatable to other buyers of Russian supplies, such as India, which would be able to insure and transport their shipments provided the price was in line with any agreed threshold. Prime Minister Narendra Modi is also due to attend the G-7.
NEW YORK — Black people are more likely to be jailed for weapons possession than other New Yorkers – giving public defenders and civil rights advocates reason to support last week’s Supreme Court ruling expected to ease the process of getting a license to carry a gun. The defense lawyers’ unlikely alliance with the NRA-affiliated group of New York gun owners who brought the Supreme Court case is based partly on the argument that New York’s laws restricting gun owners’ right to carry weapons had racist underpinnings. “Society as a whole has a dramatically different view of Black people carrying guns that it does of white people,” said Ron Kuby, a civil rights lawyer “With white people, they see decent honest hardworking citizens,” Kuby said. “And when they look at Black men with guns, they see menace, danger and threat. And that has been true since the founding of the republic.” Of the 440 people in New York City jails Thursday awaiting trial in cases where felony weapons possession was the top charge, 69% were Black, 23% Hispanic, 5% white, and 3% Asian, according to the Data
Collaborative for Justice at John Jay College. Black New Yorkers – who make up 24% of the city’s population – are jailed pretrial on firearms charges in nearly three times their proportion of the general population, the numbers show. A group of Black Legal Aid lawyers as well as public defender organizations in the Bronx and Brooklyn filed a brief with the Supreme Court in 2021 supporting gun rights groups’ effort to overturn New York’s license to carry laws, which date to 1911. “[Virtually] all our clients whom New York prosecutes for exercising their Second Amendment right are Black or Hispanic,” said the brief. “And that is no accident,” the brief says. “New York enacted its firearm licensing requirements to criminalize gun ownership by racial and ethnic minorities . . . . “New York police have stopped, questioned, and frisked our clients on the streets. They have invaded our clients’ homes with guns drawn, terrifying them, their families, and their children…. “They have deprived our clients of their jobs, children, livelihoods, and ability to live in this country. And they have branded our clients as ‘criminals’ and ‘violent felons’ for life.”

Eminem drops track with Snoop Dogg Tribune Content Agency Eminem and Snoop Dogg have teamed up for a new Detroit to Long Beach track, “From The D 2 The LBC,” the first-ever collaborative effort from the two veteran rhymers. “This probably should have happened awhile ago,” Em says at the top of the song, before trading verses with Snoop over the Eminemproduced instrumental, built on a spare drum beat, strings and an operatic vocal sample. Em and Snoop have teamed up before, on “Bitch Please II,” a posse cut from Eminem’s 2000 album “The Marshall Mathers LP,” which also featured Dr.
Dre, Xzibit and Nate Dogg. “From The D 2 The LBC,” which hit streaming services on Friday, is the first time the pair has co-headlined a song together. The partially animated video for the song sees Em and Snoop performing in a recording studio together and also appearing as their Bored Ape Yacht Club NFT counterparts. The video, which was viewed more than 1.1 million times in its first eight hours, also makes a reference to “Curtain Call 2,” which appears on an animated pinball machine in the duo’s cartoon world. Em also hashtagged “#cur taincall2” on Instagram when posting the video.

Raw politics determine Californians’ medical care
M
edical care in California is a patchwork of federal, state and local government services, plus those financed by employers and – rarely – individual people. It’s also, by far, the largest single component of California’s $3.4 trillion economy with upwards of 2 million workers and at least $450 billion in spending from all sources, an average of more than $11,000 per Californian. Virtually every facet of the system is subject to some form of governmental oversight – not surprisingly since the federal government pays half of the costs, and state and local governments kick in Dan Walters another 30%. Given the huge amounts of money involved in medical care and its impact on the lives of nearly 40 million Californians, it’s also not surprising that it draws enormous attention from California’s 120 legislators. However, it should be surprising that those lawmakers, only a handful of whom have direct professional medical training and experience, exercise minute control over who can perform what medical procedures on which part of the human anatomy. They do so most directly by defining the “scope of practice” of each professional licensee, and the Capitol has seen bitter turf battles over those definitions, often pitting one medical specialty against a rival faction. A prime example was the years-long conflict between podiatrists and orthopedic surgeons over who had the legal right to perform surgery on the ankle, a battle that the podiatrists eventually won. One would think that scope of practice should hinge on training and other professional factors, rather than campaign contributions, lobbyist influence and other features of raw politics, but that’s not the way it is. Scope of practice, however, is just one narrow issue that draws legislative attention. Another is decreeing which maladies must be covered by health insurers, with advocates for victims of specific illnesses jousting with insurers over their inclusion or exclusion. One aspect of the insurance coverage issue is the perennial conflict between insurers and medical care providers – physicians, especially – over “prior authorization.” It’s the requirement imposed by health care plans on doctors to get permission before ordering certain diagnostic or treatment procedures, and it’s the subject of an intense political duel this year. Health insurers contend that prior authorization saves money by limiting procedures to only those necessary for a positive outcome and avoiding duplication. Doctors argue that having non-physician insurer employees make those decisions undermines their professional judgment about what’s best for patients. Sen. Richard Pan, a Sacramento Democrat who is also a doctor, is carrying a bill that would loosen up prior authorization rules for doctors who have low levels of having treatment requests denied. The California Medical Association is the measure’s prime sponsor, joined by other physician organizations. The California Association of Health Plans is leading the opposition, which also includes some physician group practices. Pan and his backers argue that loosening prior authorization requirements would give doctors the necessary freedom to maximize positive outcomes for their patients while insurers, in a recent circular, brand Senate Bill 250 “a one-size-fits-all bill that will decrease health care transparency, raise premiums and potentially worsen health care outcomes for patients.” Both sides are probably correct to some degree, but it’s impossible for anyone without deep knowledge of medical procedures and insurance underwriting to say which makes the better argument – and that includes legislators who despite their ignorance will eventually pass or defeat the bill. So far, Pan and the California Medical Association are winning the political conflict. His bill has passed the Senate and is now pending in the Assembly. Pride revelers Russian forces target stronghold celebrate love as threats to rights hover after ruling Tribune Content Agency
Bloomberg News Thousands packed the streets of Houston, New York, Chicago and other cities around the country this weekend to bask in pride and show their support for the LGBTQ community, determined to protect hard-won rights amid concern they’re suddenly under threat. The events, while still full of boisterous celebration, took on a new tone days after the Supreme Court struck down the right to abortion. The decision – and particularly a concurring opinion from Justice Clarence Thomas that questioned the right to same-sex intercourse and marriage – cast a pall over the previously planned events. “It was definitely a punch in the gut,” said Travis Torrence, 41, the Grand Marshall of the Houston Pride Parade and a lawyer at Shell Plc. He found solace, though, in words from one of the city’s beloved native daughters. “Beyonce came out with a song this week and she says, ‘You won’t break my soul,’” he said. “I feel like that is our theme for this year.” Revelers unde-
Poll From Page One Alito “set the right tone,” the South Carolina Republican said on “Fox News Sunday.” “He said nothing in this decision puts those cases at risk. He made a distinction between same-sex marriage and contraception, which I think will win the day over time.” In response to the high court’s decision, President Joe Biden has directed the Department of Health and Human Services to ensure that mifepristone, an abortion drug, can be prescribed by telehealth and through pharmacies, and to make sure insurers don’t stop covering contraceptives, including emergency contraceptives, an official familiar with the process said Friday. The Department of Justice will support the right to travel, and look to intervene in cases on behalf of people facing legal action for traveling to receive an abortion. Within hours of the decision, Biden said “Roe is on the ballot” for U.S. midterm elections in November. South Dakota Gov. Kristi Noem, a Republican, said her state has passed a bill opposing abortions that aren’t supervised by a physician. While abortion in South Dakota is now illegal except to “save the life of a mother,” the state will make efforts to “get resources to individuals who have an unplanned pregnancy,” she said on CBS’ “Face the Nation.” If women receive the so-called abortion pill in the mail, “I don’t believe
terred by temperatures approaching 100 degrees in Houston danced in the street to blaring pop, hip-hop, reggaeton and ranchera music. For many in the crowd, the high court’s decision last week underscored the importance of building community and rallying for action. Lesbian, gay, bisexual, transgender and other queer Americans are confronting fresh worries about their rights after decades of progress brought an end to laws forbidding sodomy and established marriage equality nationwide. Amid recent efforts in Texas and elsewhere to criminalize some treatments for transgender children, the potentially swift reversal in rights suggested by Thomas’ opinion was another wake-up call to many in the LGBTQ community. The New York City parade was led Sunday by a group representing Planned Parenthood, with members waving black flags reading simply “abortion.” One marcher, wearing a shirt reading “Hella gay,” led a “my body, my choice” chant.
that mothers in this situation should ever be prosecuted,” Noem said on ABC’s “This Week.” “Now doctors who knowingly violate the law, they should be prosecuted, definitely.” Democrats criticized the Supreme Court and its abortion decision, with Sen. Elizabeth Warren saying “this court has lost legitimacy.” She renewed a call by some Democrats to expand the court, seen as a way to reshape its ideological balance. “I believe we need to get some confidence back in our court,” the Massachusetts Democrat said on ABC. “And that means we need more justices on the United States Supreme Court.” New York Rep. Alexandria Ocasio-Cortez, a standard-bearer of progressive Democrats, alleged that the three justices nominated by former President Donald Trump lied about their stances on abortion during confirmation hearings, calling it “an impeachable offense.” “There has been a weak Democratic strategy in the past and we cannot continue to use those same playbooks,” she said on NBC’s “Meet the Press.” “Right now, as I say, is that this is overtime for our democracy and we must be aggressive.” Graham on Fox News portrayed the overturning of Roe v. Wade as a five-decade process of Republicans working “in the fields” to build majorities at the state level that ultimately led to Friday’s Supreme Court decision. He said his advice to Democrats now seeking to reverse the tide is, “Elect people who agree with you at the ballot box.”

KYIV, Ukraine — Russian troops shifted their attacks toward the Ukrainian city of Lysychansk on Sunday, a day after seizing its sister city, Severodonetsk, while missiles also fell on Kyiv for the first time in weeks. Russian forces were using artillery to block access to the city from the south, according to the Ukrainian General Staff. Civilian and military infrastructure had also been hit, the report said, although this could not be verified independently. Within the Luhansk region, Ukrainian troops now only control
Lysychansk, although Russian soldiers have already advanced to the city's outskirts. Earlier, a nine-story apartment building in Kyiv was struck in a missile attack, injuring at least four people and leaving others trapped under the rubble, Kyiv Mayor Vitali Klitschko said. While fighting is raging in eastern Ukraine, Kyiv had been largely been spared from the violence in recent months. It last faced a barrage of missiles three weeks ago. Anton Herashchenko, an adviser to the Ukrainian interior minister, wrote on Telegram that another rocket hit the grounds
of a kindergarten in the capital's Shevchenko district. A 7-year-old girl and her mother were found alive in the debris, Klitschko said. The building is located in the immediate vicinity of the Artem weapons factory, which has been attacked several times previously by Russia. Ukrainian member of parliament Olexiy Honcharenko said a total of 14 rockets were fired by Russian troops across the city and surrounding area early Sunday. Moscow's forces also targeted the central Ukrainian region of Cherkasy, killing one person and injuring five, Ukrainian officials said.
Ukraine From Page One “more of their barbarism.” Ukraine’s President Volodymyr Zelenskyy is scheduled on Monday to deliver a virtual address to the G-7, which also includes the leaders of France, Italy, Japan and the European Union. Meetings Sunday focused on addressing impacts of the war – rising inflation, energy disruptions and worsening food shortages – as well as the rollout of a revamped infrastructure bank aimed at offering developing countries financing alternatives to China’s $4-trillion Belt and Road Initiative, which has been criticized for increasing corruption and violating labor, environmental and other standards. A year after first declaring their intent to form such an entity, G-7 leaders announced a plan to mobilize nearly $600 billion in global capital over the next five years to help smaller countries fund infrastructure improvements through what’s being called the Partnership for Global Infrastructure and Investment. A third of that – $200 billion – will come from the U.S. through a mix of grants, public funding and private investments. An administration official who briefed reporters on the initiative wouldn’t say how much public money Washington was committing. “Developing countries often lack the essential infrastructure to help navigate global shocks like a pandemic. So they feel the impacts more acutely, and they have a harder time recovering,” Biden said. “In our deeply connected world, that’s not just a humanitarian concern. It’s an economic and a security concern for all of us.” With inflation affecting the U.S. and most of the other G-7 nations, Biden made a point of stating that the resources aimed at helping other countries were necessary investments that will enhance global stability by improving public health, expanding economic opportunity and accelerating the development of clean energy. “This isn’t aid or charity,” he said. “It’s an investment that will deliver returns for everyone, including the American people.” Short-term challenges like higher prices for consumers “will not divert us away from our affirmative agenda to show the world that democracies, when they work together, provide the single best path to deliver results for our people and people all over the world.” But back home, the Supreme Court’s rollback of abortion rights Friday continued to dominate the news, overshadowing Biden’s highstakes diplomacy and complicating his determination to carry democracy’s torch on the world stage. And the growing domestic unease, including pressure from progres-

There are 3,229.58 fulltime equivalent positions in the budget, but 431 are vacant, and savings from some of those positions are "programmed" into the budget. Supervisor Jim Spering cautioned staff about ongoing contract negotiations with employee unions given the economic climate and what he believes is a tipping point when salaries and benefits will reach a level that will force the county
to cut back on programs and services and possibly reduce the employee rolls. Still, Goldberg called the employees the greatest asset Solano has working for it. Spering blamed the unions for the county having to cut so many positions during the Great Recession, saying the groups were willing to sacrifice employees for pay raises. The budget presentation noted it took until 2020-21, with 3,131 employees, to get back to the number of employees the county had when the recession hit in 2008-09, with 3,114. The low point was 2011-12whentheemployee roll dropped to 2,497.
Salaries and benefits equal 35.3% of the total budget, or $474.6 million. Goldberg spent a fair amount of time on issues of concern, including increasing retirement liability rates and related medical costs, and the big unknown of whether the economy will dip into another recession. That would spark a drop in property values, and reduce tax revenues that support general governmental operations. The county still has 7,100 properties that have not returned to their value at the time of the Great Recession, and there is about $2.5 billion in property tax value assessments that are being challenged by property owners.

Avalanche back on top with Stanley Cup Tribune Content Agency TAMPA, Fla. — The NHL’s worst team only five years ago, the Avalanche completed its journey to the top of the hockey world Sunday night, defeating the Tampa Bay Lightning 2-1 to win the Stanley Cup for the first time in 21 years. The Avalanche, which won the series in six games and dethroned the two-time defending champion Lighting, completed a tour de force postseason. It never trailed in any of its four series, never dropped consecutive games and lost only
four of its 20 games. And the clinching win was its 10th come-from-behind victory, tying a league record. The Avs received second-period goals from center Nathan MacKinnon and winger Artturi Lehkonen. The third period was 20 minutes of high drama . . . most of it produced by the Avalanche. As the Avs created chance after chance, Tampa Bay had no shots on goal in the first 10 minutes of the period. The Lightning’s first premium third-period chance came with 6:32 left when Kuemper slid laterally to stop a
shot by Nikita Kucherov. Tampa Bay pulled the goalie with two minutes remaining. Avs captain Gabe Landeskog blocked a shot and literally crawled off the ice ahead of a stoppage with 1:15 left. Kuemper made a save through traffic with 1:10 left. MacKinnon cleared the puck down the ice with 25 seconds. And at 10:48 p.m. local time, the Avs were champions. The mob scene behind the Avs’ goal included every player who threw each of their sticks, gloves and helmets into the air. Unable to get over the
second-round hump the previous three postseasons, the Avalanche of MacKinnon and captain Gabe Landeskog, defenseman Cale Makar and winger Mikko Rantanen, center Nazem Kadri and winger Valeri Nichushkin joined franchise icons like Joe Sakic, Patrick Roy, Peter Forsberg and Adam Foote as champions. June 26, 2022 joined June 10, 1996 and June 9, 2001 as Avalanche championship-winning dates. The Avs became only the fourth Cup champion since 1968 to win all four of their series on road ice; they were
9-1 in away games during their two-month skate to glory. After wins over Florida (’96) and New Jersey (’01), Sakic received the Cup from commissioner Gary Bettman. All these years later, Sakicthe-general-manager was the architect of this team. He hired coach Jared Bednar out of the American Hockey League. He drafted Makar. Giants play to level of NL-worst Reds, stumble to a 10-3 defeat Tribune Content Agency SAN FRANCISCO — It’s never good when there’s a debate to be had over the worst display of baseball. Even worse when the actual worst team in the National League is on one side and doesn’t factor into the conversation. In Sunday’s 10-3 loss to the Reds, the Giants and their fans will have to decide what was worse: the seven runs allowed in the third after recording two outs, or the three that scored in the fifth because of a brazen lack of effort. It added up to their sixth loss in the past eight games and the second time this season they’ve dropped two of three to Cincinnati. Anthony DeSclafani, in his
second start back from a twomonth absence, breezed through two innings and retired two of the first three batters of the third. Then it all fell apart. DeSclafani wouldn’t record another out and was credited with seven runs over 2⅔, raising his ERA to an eye-popping 9.95 through five starts. The seven runs that followed matched the most the Giants have allowed in an inning this season and the most that have all come with two outs since 2017. But it’s hard to lay all the blame on DeSclafani, even if this is far from the return the Giants had hoped for from their three-year, $36 million investment they made this offseason. He was one strike away from putting away Brandon Drury,
before he ripped an RBI triple. He was one inch away from putting away Joey Votto, after his wouldbe groundout to first was ruled foul, before he ripped an RBI double. Looking to the outfield, Mike Yastrzemski and Austin Slater each had chances to end the inning, too. Yastrzemski threw to the wrong bag on Votto’s double, allowing Tommy Pham to score all the way from first without a play. And two batters later, Slater badly misjudged a pop fly from Matt Reynolds, which hit the dirt of the warning track and bounced over the center field wall. In the sixth, Jarlín García induced a ground ball from Nick See Giants, Page B8
KANSAS CITY – Nick Allen hit a two-run bloop single in the seventh inning Sunday to enable the Athletics to do something they hadn’t accomplished in over a month. With a 5-3 road win over the Kansas City Royals, the Athletics not only won back-to-back games for the first time in June but also ended a streak of eight straight series losses. Following a 9-7 victory on Saturday, the A’s won consecutive games for the first time since May 24-25, when they won twice in Seattle, snapping a stretch that lasted 32 days. The A’s record during the month of June is 5-17 heading into a three-game series in New York against the Yankees, who own the best record in the majors at 53-20. “It had been a while since we had a series win,” A’s manager Mark
Tribune Content Agency OMAHA — A week or so ago, Ole Miss senior Justin Bench insisted the Rebels weren't Cinderella. This was a team that knew it belonged, that was supposed to be in Omaha all along, even when things were bad, he said. This team was meant for great things, 7-14 SEC start or not. Regardless of what the Rebels knew they were capable of, they had moments where they looked like they might not make it to the postseason at all. Four-straight SEC weekend losses – many in excruciating fashion – were brutal. The big hits weren't coming, and the big pitches weren't fooling
anyone. But Bench and his teammates stayed optimistic. The Rebels were one of the last teams selected into the NCAA Tournament, and on Memorial Day – the day of the selection show – players said they were happy they had a chance. It's been about a month since that fateful Monday, when Ole Miss learned it still had all of its goals in front of it. And on a perfect Sunday at Charles Schwab Field, this year's sort of-Cinderella finally put on her glass slipper. Behind a stellar start from freshman Hunter Elliott, the superstar freshman from Tupelo who has remained calm, cool and collected through all the ups and
downs of a 2022 season that had its share of them, and a clutch offensive eighth-inning for the history books, Ole Miss (42-23) defeated Oklahoma 4-2 in the clinching game of the College World Series final. Ole Miss swept the Sooners (45-24) in two games. The Rebels finish the postseason 10-1, having outscored teams 82-25. It is the first national championship for Ole Miss in program history. Trailing 2-1 in the eighth, Ole Miss scored three runs to surge ahead, allowing senior closer Brandon Johnson to put the finishing touches on history. It is the first national title for head coach Mike Bianco, who has been at
the helm of the Rebels for 22 years. It's also the second year in a row the championship trophy comes back to the Magnolia State, as Mississippi State won its first national title in 2021. "There's so much to be said about how much we overcame this year, how much we had to fight through, how much we had to pick each other up and never let ourselves get too down. This story of our season is going to be told for years and years and years to come," senior first baseman Tim Elko said. Domingo Acevedo (1-1), the second of four relievers after starter James Kaprielian, was the winning pitcher. Lou Trivino, coming off a two-inning save Saturday, pitched the ninth for his fourth save, stranding runners at second and third. All five A’s runs were scored with two outs. Brady Singer, who pitched into the ninth inning for the Royals (26-45), was the losing pitcher and fell to 3-3. Trailing 3-2, Allen’s bloop single to center brought home two runs and put the A’s up 4-3 in the seventh inning, and Cristian Pache drove a two-out run-scoring single in the ninth to bump Oakland’s lead up

Of course things are about to blow up in Brooklyn. The second Kevin Durant and Kyrie Irving agreed to team up with the Nets in the summer of 2019, anyone with half a brain knew this day was coming. And because Irving has a player option for next year and could decide to leave this offseason, Durant is reportedly “seriously mulling his future options,” per Stadium. One of those options is a return to the Golden State Warriors. There aren’t many teams in the league that can make a reasonable trade for a player of Durant’s caliber, but the Dubs are one of them. They have big-money contracts to match Durant’s salary
COMMENTARY and young players that would make a deal somewhat worth Brooklyn’s time. The notion of him returning to the Warriors is not a pipe dream. It could happen. I just don’t see it going down. Not only was there serious awkwardness (and that’s being generous) in Durant’s final year(s) in Golden State, but the Warriors’ title this season was the manifestation of the organization’s grand plan to win now and later. I don’t think they’d give up on that plan now that they’re atop the NBA. But that’s not to say they won’t discuss it, perhaps even See Durant, Page B8

ordan Critchlow,” the Feds are looking for you. And for you, “Karen Woodson.” Are those even your names? They’re what you called yourselves when you fooled my bank and grabbed my money – $5,620. Fraud scholars tell me the dark art used against me is called “check washing,” the latest old-school crime to make an unexpected resurgence, like carjacking or in-person identity theft, at least partly because of modern, digital anti-fraud technology. It took a month to get that cash back from our duped bank, WSFS. It would have been a tough month if, like so many Americans, we were living paycheck to paycheck, in these times of high inflation. Federal agents suspect our monthly Delmarva Power check may have been among the items stolen right out of the blue mailboxes at the Talleyville, Delaware, post office, which faces busy U.S. Route 202. “You have been identified as a possible victim,” the head of a multifunctional team of Philadelphia-based postal inspectors wrote me in a letter that arrived June 13, detailing the brazen burglary.
When protections are hightech, criminals go old school According to the U.S. Postal Inspection Service and industry groups, this sort of old-fashioned check fraud is becoming more common – a fact investigators blame, ironically, on digital anti-fraud technology – which is also a cause of our current epidemic of carjacking. your utility check was intercepted and duplicated,” said Michael Lawson, the retired Wilmington city police detective turned Artisans’ Bank official who chairs the Delaware Association for Bank Security. “The best option to not get victimized again with check fraud is to stop writing checks and to pay all bills electronically,” Lawson added. More people are indeed paying electronically. But technology helps thieves, too. “There’s a lot more messaging on social media now, about how to do this stuff,” said Clark, the postal inspector. “They tell you how to get your hands on checks: go through your grandparents’ dressers looking for old checkbooks, or steal them through the mail. They show you what gets flagged and what [looks authentic]. They tell you what chemicals to use to change details.” Do banks urge Facebook or TikTok to take down these handy how-to guides, as they do with child pornography or bomb-making? “The flow of information feels unstoppable,” Clark said. “Put a pin in one, there’s a billion more.” ATM deposits are a convenience for people forced to deal with cash and checks at odd hours. But by taking away human staff, the process invites more thieves: “It’s intimidating to go and commit a crime when you have to deal with a person in front of you,” Clark said. But by committing fraud remotely, via smartphone banking, “you don’t feel like you’re dealing with anyone.” In short, digital technology “discourages some kinds of thefts. It makes other theft easier,” concluded Clark. Alas, the digital age hasn’t made people any more honest.

Pair grilled gochujang chicken thighs with cucumber salad
N
ow that it’s officially barbecue season, you might be looking for a few new recipes to freshen up your family’s grill offerings. If they love anything and everything spicy, and feel equally passionate about Asian food, this easy recipe from Simply Recipes’ inaugural digital issue could be a great place to start. Made with one of the more economical parts of a chicken – bone-in thighs – it gets a sweet and peppery kick from gochujang, a spicy paste used in Gretchen McKay Korean cooking that’s made Gretchen’s table from fermented red chilies and fermented soybeans. It’s paired with a crunchy cucumber salad that whips together in minutes and cools the palate with its refreshing mix of rice vinegar and soy. You can find gochujang in most Asian markets and larger grocery stores. (It comes in a tub, and those with wheat allergies should note that it is not gluten-free.) A seedless cucumber works best in the salad, but no worries if all you have is a regular cuke – it will taste just as fresh and crunchy. Also feel free to substitute boneless, skinless thighs for bone-in for a quicker cook time. It’s tough to imagine there will be any, but leftovers will keep for three to four days in the refrigerator. GRILLED GOCHUJANG CHICKEN THIGHS WITH CUCUMBER SALAD Serves 4. For chicken: ½ cup gochujang ¼ cup maple syrup ¼ cup apple juice 2 tablespoons soy sauce 2 teaspoons sesame oil 2 cloves garlic, grated or minced ½-inch piece fresh ginger, grated or minced 8 bone-in, skin-on chicken thighs Chopped chives, sliced scallions and toasted sesame seeds, for garnish 2 cups cooked rice, for serving For cucumber salad: 1 tablespoon soy sauce 2 tablespoons rice vinegar 1 tablespoon sugar 1 English (seedless) cucumber, sliced thin Generous pinch of red chili powder Generous pinch of sesame seeds 2 green onions, chopped Make the paste: Place the gochujang, maple syrup, apple juice, sesame oil, garlic and ginger in a medium bowl or measuring cup. Whisk to combine. Place ½ cup of this paste in a small bowl and reserve the rest for basting while grilling. Place chicken thighs in a large shallow pan. Using a pastry brush or spoon, lightly brush both sides of the chicken with the paste. (To avoid contamination from raw chicken, discard the rest of the sauce you just used.) Let the chicken sit at room temperature while you heat up the grill. This will allow the chicken thighs to come to room temperature before grilling. Using a paper towel and tongs, oil your clean grill grates with canola, vegetable, or another high heat oil. Preheat one side of your gas grill to medium-high heat for 10-15 minutes, 400°F to 450°F, or push hot coals to one side of a charcoal grill. The chicken will be transferred to the unheated side of the grill to finish cooking without direct heat. Place chicken thighs, skin side down, on the oiled grates over the lit side of the grill. Close cover and grill for 3 to 5 minutes, or until you see good grill marks form. Flip the thighs and grill over direct heat again, an additional 3 to 5 minutes. Move the chicken to the cool side of the grill, skin side up, brush with more paste, and close the lid. After 10 minutes, brush the thighs with more paste. Using an instant-read thermometer, check the temperature of the chicken. It should read between 150-155 degrees. Close lid and continue cooking until the thighs reach 165-170 degrees, 10 to 15 minutes more. When done, remove chicken thighs from grill, brush with more paste and let rest for 10 minutes before serving. While chicken is resting, prepare cucumber salad: In small bowl, stir together soy sauce, vinegar and sugar. Add cucumber slices, and toss to combine. Add chili powder and sesame seeds, and toss again; taste and season with additional chili powder as desired. Add chopped onion, and toss again. Place chicken on a platter and garnish with chopped chives, sliced scallions and toasted sesame seeds. Serve immediately with steamed rice and cucumber salad on the side. Grilled corn with peanut sauce is an easy dish to make.
Grilled corn smothered with peanut sauce
T
a brilliant, tasty mess
his is one of those recipes that grab me by the name alone, and I hope it does the same for you: Grilled Corn With Peanut Sauce. I adore the former, and I adore the latter, so put the two together, and I’m in heaven. Cookbook author Rukmini Iyer writes that she got the idea from Indonesian gado-gado – particularly its sauce based on peanut butter, coconut milk and chiles. “It occurred to me that the dressing, slightly adapted, would work beautiJoe Yonan fully with grilled corn Weeknight on the cob – and, joy, vegetarian it did!” she writes in her latest book, “The Green Barbecue.” A heavily dressed corn on the cob always reminds me of the Mexican staple esquites, a.k.a. elote, but in this case the flavors are distinctly Southeast Asian. It could hardly be easier: After chopping ginger and chile, you whisk together the sauce, grill the corn, and spoon the sauce over the cobs before serving (or let guests do it themselves). If you want to cook the corn indoors, by all means, do – either in a grill pan or under the broiler. And if you find shucking it to be too much of a pain, you should try my favorite microwave method, which I seem to refine almost every year. Just this month, I read a take on it from America’s Test Kitchen: You cut through the cobs on one end, douse them in water, microwave them for several minutes, and then easily shake them out of the husks. When you hold them by the silk end to do that, the silks come off so easily and cleanly you might never prep corn another way.
Of course, when you make this recipe, those clean cobs get plenty messy again from the sauce – but who cares? When it tastes this good, and you’ve got napkins at the ready, messy just means fun. GRILLED CORN WITH PEANUT SAUCE Active time: 15 minutes Total time: 45 minutes, plus grill setup time 6 servings The sauce – anchored by peanut butter, coconut milk and chiles – takes grilled ears of corn to the next level. Cookbook author Rukmini Iyer based it on the sauce she makes for Indonesian gado-gado, but once you make it for this, the combination might just become a summer staple. If you don’t have access to an outdoor grill, cook the corn under the broiler or use a stovetop grill pan. Make Ahead: The prepared sauce can be refrigerated for up to 5 days before you grill the corn. Storage Notes: Refrigerate the corn and the sauce separately for up to 5 days. Reheat the corn in the microwave before serving. 6 ears fresh corn in their husks 2 tablespoons extra-virgin olive oil or vegetable oil 1 ⁄2 teaspoon fine salt 1 ⁄4 cup crunchy peanut butter 1 ⁄3 cup canned full-fat coconut milk 1 fresh red chile (such as Thai bird’s eye or Fresno), stemmed, seeded and finely chopped 2 tablespoons fresh lime juice 1 1⁄2 tablespoons lowsodium soy sauce 1 tablespoon finely chopped fresh chives 1 teaspoon grated fresh ginger Prepare a charcoal or gas grill for direct heat, medium-high (400 to 450 degrees; see NOTE). Cut off the stalk end of each cob (the end opposite the silks) right through the first row of kernels. Run water over the ears to soak them thoroughly, put three of them on a microwaveable plate and microwave on HIGH for 5 minutes. Hold
each ear by the silk end and shake up and down, letting the ear fall out, twisting and pushing from the silk end if it needs some help. Repeat with the remaining ears of corn. In a large bowl, coat the corn with the oil and season with the salt. In a small bowl, whisk together the peanut butter, coconut milk, chile, lime, soy sauce, chives and ginger. When the grill is hot, grill the corn, turning often, until it’s browned or charred to your liking, 3 to 4 minutes per side. (If using a grill pan, heat it over medium-high heat until smoking before cooking the corn, turning it often and working in batches if necessary, 3 to 4 minutes per side. If using the broiler, position a rack in the closest position, transfer the corn to a sheet pan and broil, turning often, 5 to 6 minutes per side.) Transfer the grilled corn to a serving platter and spoon the sauce on top, or divide among plates and serve the sauce alongside, letting guests spoon the sauce on top. NOTE: To prepare the grill: If using a gas grill, set it to 450 degrees. If using a charcoal grill, fill a chimney starter with charcoal, light it and when the coals are gray and ashed over, pour them into the grill. Add more charcoal, if necessary, and cover. When all of the coals are hot, about 10 minutes, your grill should be mediumhot. (Use a grill thermometer or test the heat by holding your hand, palm-down about 5 inches from the grate. If you can hold it there for 4 to 5 seconds, the heat should be at medium-high heat, or between 400 and 450 degrees.) How Luhrmann depicts Elvis’ contested ties to Black artistry
Crossword
The Washington Post In the new Baz Luhrmann film dramatizing the life and career of Elvis Presley, a young Elvis peers into a juke joint in his hometown of Tupelo, Miss., and his jaw drops. Inside, Arthur “Big Boy” Crudup sings as a man and woman dance together, their bodies in sync. Elvis is spellbound, stunned into silence, then runs to a Pentecostal revival tent where he makes his way to the center of the worship service. A friend chases him and tries to pull him back, but the preacher allows Elvis to stay. This young man is “with the spirit.” The scene pulls from a story once shared with Luhrmann by that friend: Sam Bell, who died last year at age 85. But the depiction is distinctly Luhrmann in all its striking indulgence. The Australian filmmaker frames Elvis’s spiritual awakening as a musical one, too, later employing a splitscreen juxtaposing Crudup’s version of “That’s All Right” with Elvis (Austin Butler) performing the song as his debut single. “I can’t overstate enough: You can’t tell the story of Elvis Presley without telling the story of Black American rhythm and blues, Pentecostal gospel,” Luhrmann said. “It’s just completely woven in there. But I think there have been tellings of the Elvis story where that’s just kind of touched on lightly or expunged.” “Elvis,” now in theaters, makes a concerted effort to highlight several of the Black artists who inspired him, including Crudup (Gary Clark Jr.), Big Mama Thornton (Shonka Dukureh), Sister Rosetta Tharpe (Yola) and Little Richard (Alton Mason). Struggling under the weight of his growing success, Elvis flees to the comforts of Memphis’s Beale Street, where he hits the clubs with B.B. King (Kelvin Harrison Jr.). The White musical icon’s practice of drawing from the work of his Black contemporaries has for years led to arguments over whether his actions constituted appropriation, and what that means for his musical legacy. By making direct connections such as with the “That’s All Right” scene, and another featuring Big Mama Thornton’s original rendition of “Hound Dog” – “Elvis” doesn’t necessarily dispel the debate. It instead attempts to point attention toward a shared enemy: an inequitable music industry in an unjust society, into which Elvis is thrust by his greedy, manipulative manager, Col. Tom Parker (Tom Hanks). This is the framing favored by Tammy Kernodle, a musi-

Baz Luhrmann, left, directs Austin Butler on the set of “Elvis.” cology professor at Miami University who often teaches about Elvis, whose mid-century career she described as “a case study of how Jim Crow in the South created these physical barriers, but couldn’t create cultural barriers.” Growing up in poverty meant that, while White, Elvis spent his formative years among other marginalized people, according to Kernodle. He navigated “the interior of a Black community that most White people would not have even had a consciousness for, even in that area. He’s not mining just blues, but also Black gospel culture.” The Black artists surrounding Elvis introduced him to a way of exploring the disenfranchisement he felt as a White man in poverty, Kernodle said. But the music business assigns value to certain narratives over others, and Elvis’s star rose in a White America that was “so afraid of Little Richard, of Chuck Berry.” In Luhrmann’s film, as Elvis sits enraptured by Little Richard’s performance at a Beale Street venue, B.B. King remarks that Elvis could make far more money recording the song than Little Richard ever could. “So did he appropriate? Yes and no,” Kernodle said. “It’s not an easy question. It’s not black and white.” Decades later, rapper Chuck D took aim at the dynamic surrounding Elvis’s work in Public Enemy’s 1989 hit “Fight the Power,” describing Elvis as a “racist” despite being “a hero to most.” While Chuck D later clarified his stance, telling the Guardian in 2014 that he “never personally had something against Elvis,” he maintained that “the American way of putting him up as the King and the great icon is disturbing.” “You can’t ignore black history,” Chuck D said. “Now they’ve trained people to ignore all other history – they come over with this homogenized crap. So, Elvis was just the fall guy in my lyrics for all of that.” Elvis, whom Kernodle said appealed to a post-World War II generation “rebelling against what were these norms about culture and race and gender
and sexuality,” notably avoided discussing politics – even after he returned from his stint in the U.S. Army, which began in 1957. Luhrmann said he didn’t blame Chuck D for holding his opinion, but that “I don’t know if it’s fair” to make Elvis the fall guy for a racist system. “I am not defending Elvis as a civil rights leader,” Luhrmann continued. “He was never a political creature. . . . Col. Tom Parker was always banging in his head from Day One, ‘Don’t talk politics.’ “ Luhrmann’s film takes pains to paint Parker and the ecosystem of people relying on Elvis’s income as the villains of this story; had they not gripped Elvis as they did, it suggests, perhaps he would have been more outspoken about the history and rights of communities whose artistry he greatly benefited from. “Elvis” frequently marks the passage of time through news articles and pressers. It references when Elvis referred to Fats Domino – whose debut single, “The Fat Man,” became a hit years before Elvis first recorded with Sam Phillips at Sun Records – as “the real king of rock ‘n’ roll.” The film also includes a brief but resonant depiction of Sister Rosetta Tharpe, widely considered to be “the godmother of rock ‘n’ roll.” Luhrmann pointed to a recent Vulture interview with Yola, the genre-crossing English singer-songwriter who plays Sister Rosetta in “Elvis,” as capturing the tension here quite well: “The easy narrative is ‘He’s the appropriator,’ “ Yola remarked. “No, the system’s the fricking appropriator.” Luhrmann added that “there’s big difference between pretending that your art came out of a vacuum and following the journey or DNA of where your musical influence comes from.” “It’s one of the tragedies and one of the beauties that Elvis was constantly saying, ‘I didn’t create this,’ “ Luhrmann said. “You know, ‘I saw old Arthur Crudup bang his box way back down there in Tupelo. I thought, if I could do that, I’d be a music man like no one.’ ”

When that won trick two, West switched to the diamond king. However, declarer won with dummy’s ace, drew trumps, cashed the club ace, played a club to the king and ruffed the club four in his hand. Finally, South exited with his last diamond to West’s queen. On West’s forced minor-suit return, declarer sluffed dummy’s last heart and ruffed in his hand. (Note that South makes four spades in this way against the diamond-king lead.) West was a tad miffed with his partner. If East had overtaken the heart queen with the ace and given West a heart ruff, the contract would have gone down. South couldn’t have avoided a diamond loser as well. But was that the right defense? If only West had had an ace, he could have cashed it before leading the heart queen, making the situation clear. Here, it wasn’t obvious. With K-Q-x of hearts, West might have continued with his low heart at trick two, not the queen. Therefore, do you think that East should have overtaken the queen? If so, wait until you see tomorrow’s deal. COPYRIGHT: 2022, UNITED FEATURE SYNDICATE

NOTICE OF PETITION TO ADMINISTER ESTATE OF: FE SORIAO BRANTLEY CASE NO. P051487 To all heirs, beneficiaries, creditors, contingent creditors, and persons who may otherwise be interested in the WILL or estate, or both of FE SORIAO BRANTLEY. A PETITION FOR PROBATE has been filed by JOHN EDWARD BRANTLEY in the Superior Court of California, County of Solano. THE PETITION FOR PROBATE requests that JOHN EDWARD BRANTLEY be appointed as personal representative to administer the estate of the decedent. THE PETITION requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority. A HEARING on the petition will be held in this court as follows: 07/15/22 at 8:30AM in Dept. 4 located at 600 Union Avenue, Mailing Address: PO Caller 5000, Fairfield, CA 94533 IF YOU OBJECT to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney. IF YOU ARE A CREDITOR or a contingent creditor of the decedent, you must file your claim with the court and mail a copy to the personal representative appointed by the court within the later of either (1) four months from the date of first issuance of letters to a general personal representative, as defined in section 58(b) of the California Probate Code, or (2) 60 days from the date of mailing or personal delivery to you of a notice under section 9052 of the California Probate Code. Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California law. YOU MAY EXAMINE the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. A Request for Special Notice form is available from the court clerk. Attorney for Petitioner GENENE N. DUNN - SBN 300855, HUNSBERGER DUNN LLP 14751 PLAZA DR., STE. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 800-280-2832 for information regarding the trustee's sale or visit this internet website http://www.qualityloan.com, using the file number assigned to this foreclosure by the Trustee: CA-22-910677-JB. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the internet website. The best way to verify postponement information is to attend the scheduled sale. ‘Dream come true’ for Kings’ Keegan Murray in scoring, second in rebounds, third in true shooting percentage, fourth in blocks, fifth in steals, sixth in field-goal percentage and 10th in 3-point goals. He was named first-team All-Big Ten Conference, Big Ten Tournament MVP and a consensus first-team All-American after helping the Hawkeyes go 26-10 to reach the NCAA Tournament.

THE SACRAMENTO BEE
SACRAMENTO — Kings fans got to hear from rookie first-round draft pick Keegan Murray for the first time Saturday when the team held an introductory news conference for him inside the grand entrance at Golden 1 Center. It was easy to see what the Kings saw in Murray, who hit all the right notes and checked all the right boxes following a whirlwind 48 hours that brought him to Sacramento as the No. 4 pick in the NBA draft. “I’m excited to be here in Sacramento,” Murray said. “It’s a dream come true to be able to put on the purple and black, so I’m grateful to be in this position. Sacramento has welcomed me with open arms so far, so I’m excited to see everyone at the games and things like that. For me, it’s been a journey from where I came from to where I am now, so this is just the first step in my journey and I’m forever grateful to be in Sacramento.” The leadup to the draft was packed with speculation that the Kings might draft Jaden Ivey or trade the pick to acquire veteran talent, but Murray had everything they were looking for. General manager Monte McNair said he wanted to add shooting, length and defense. Murray, a 21-year-old, 6-foot-8, 225-pound forward from Iowa, has all that and more. “Keegan, the player, and Keegan, the person, is somebody that is the exact type of player that we want to bring into our system here,” McNair said. “On the court, both ends of the floor, up and down, versatile, somebody who can play in multiple different situations and succeed. And, as we also said, the person, the work ethic, the competitiveness, the humility, and everything we look for, so we’re excited to welcome him.”
Family ties McNair also extended a warm welcome to Murray’s parents, sister and girlfriend, who attended Saturday’s news conference and posed for pictures with Murray when it was over.

Sacramento Kings first-round draft pick Keegan Murray, a power forward out of the University of Iowa, holds up his jersey after being introduced Murray’s father, Kenyon, received the Mr. Basketball state player of the year award at Central High School in Battle Creek, Michigan, before going to Iowa, where he finished 16th all-time in scoring and third in steals. He went on to play professionally in the CBA and IBL. He was runner-up for league MVP after averaging 25.0 points, 8.0 rebounds and 8.0 assists in 1998. Kenyon Murray was recently named head coach of the girls’ basketball team at Prairie High School in Cedar Rapids, Iowa, where his daughter, McKenna, will be a junior this fall. He has also coached AAU, high school boys and men’s community college basketball. Both of his sons, Keegan and twin brother Kris, followed in his footsteps at Iowa. Keegan declared for the draft this year following a breakout sophomore season. Kris is projected as a potential first-round pick next season. Keegan Murray was asked if it will be difficult to be away from his brother, with whom he shared the womb, the court, a car and living quarters for so many years. “It’s not difficult at all,” he said with a smile. “If anything, we’re glad that we’re apart. think we’ve grown enough with each other at this point in our lives that it’s time to separate because there would be little things that I’d be annoyed with him and little things that he’d be annoyed with me, so it’s time. He’ll do his thing at Iowa and he’ll have a great career there, so I’m excited to see his season next year.” Murray chuckled when told one 2023 NBA mock draft is projecting the Kings will select his brother in next year’s draft.
Growth spurt Murray has grown eight inches since his sophomore year at Prairie High. He only had one scholarship offer coming out of high school and considered enrolling at a community college before electing to spend a year at DME Academy, a private sports training institute in Daytona Beach, Florida. Murray ultimately committed to Iowa, where he averaged 7.2 points, 5.1 rebounds and 1.3 blocks per game as a freshman. He only played 18.0 minutes per game in his first season with the Hawkeyes, who relied more on center Luka Garza and guards Joe Wieskamp and Jordan Bohannon.
“I’ve always grown up being a scorer, so that was kind of different from that aspect,” Murray said. “I remember I had an offseason meeting with one of our assistants and he pretty much told me: ‘Your job is not to score the ball. We’ve got guys to do that, so what are you going to do to find your role, find your playing time on the court?’ “And for me . . . I had to be the best rebounder possible and the best defender possible. I tried to outrebound Luka every single practice. We had a little stat sheet that we’d have after every single practice, and my goal was to have more rebounds than him. I took that to heart. . . . Nothing was guaranteed. I had to earn everything I got.” Iowa coach Fran McCaffery entrusted Murray with a much bigger role as a sophomore last season. He averaged 23.5 points, 8.7 rebounds, 1.5 assists, 1.9 blocks and 1.3 steals in 31.9 minutes per game to earn the Karl Malone Award as the nation’s top power forward. He shot 55.4% from the field, 39.8% from 3-point range and 74.7% at the free-throw line. Murray led the nation in player efficiency rating, win shares, offensive win shares and box plus/minus. He ranked first
Murray was asked what fueled his love for basketball as he made his way up through the ranks. “I think what shaped my love for the game of basketball is just how I’ve been unappreciated my whole life,” he said. “I feel like, coming out of high school, unranked, one Division I offer, thinking about going the JUCO route, I think that just built my love for basketball even more to know that I have a lot to do, a lot to grow in my development, and I’m just excited to develop my game even more here.” Murray had dinner with Kings center Domantas Sabonis and breakfast with De’Aaron Fox during a pre-draft visit in Sacramento. Murray feels he will be a good fit with Fox and Sabonis as the Kings seek to end their NBA-record 16-year playoff drought. Some NBA analysts are giving the Kings a poor draft grade for selecting Murray over Ivey and trading away their two second-round picks. Maybe that criticism will continue to fuel the fire in Murray, who took a moment to explain how much this opportunity in Sacramento means to him. “It means a lot, just knowing three years ago, where I was at in my life, just trying to find a scholarship to go to school and play basketball, to being where I’m at today, it’s been a dream come true,” Murray said. “These last 48 hours have been the best time of my life. Haven’t really soaked it in much. Just ready to get to work. I think all this stuff right now is just getting me prepared even more to get on the basketball court, and these last 48 hours, to be able to share it with my family has been a blessing for me.”

Giants From Page B1 Senzel that, thanks to a diving stop by Belt, looked to be the third out of the inning. It would have stranded two more runners on base. But García failed to cover first base, giving Belt no target at the bag. As García raced into position, Belt tossed behind him. As the ball rolled around in foul territory, Donovan Solano and Reynolds rounded the bases. Senzel strolled in to second base. And the ball. Just. Stayed. There. Not only was Curt Casali not in position to back up the play, there was no urgency shown by any of the nine players in cream-colored jerseys to pick up the ball once it rolled into foul territory. Offensively, the Giants fared better against Tyler Mahle than they did their last time, when the veteran righthander took a no-hitter

But Mike Yastrzemski’s fourth-inning solo shot that just cleared the left field wall amounted to their only damage until showing a little life with a two-run rally off the Reds’ bullpen in the seventh. Since climbing to a season-high 10 games over .500 last Saturday, the Giants have lost six of their past eight. After winning 72 of their 99 games against teams at or below .500 last season – a .727 winning percentage – the Giants’ record against losing teams this season fell to 21-15 after Sunday’s loss, a .583 winning percentage. Their loss to the Reds also guaranteed them a losing record this season against the team with the worst winning percentage in the NL, dropping two of three in each of their meetings with Cincinnati. Last season, the Giants lost season series to three teams – only one with a losing record.

Durant From Page B1 with the Nets. The Warriors always want more, and as truly great as Andrew Wiggins was in the postseason, and as tantalizing as James Wiseman and Jonathan Kuminga might be as prospects, getting the Super Villains back together would be great business on and off the court for the Dubs. And remember, that was Plan A. This whole two timelines deal was Plan B, for Brooklyn, enacted when Durant opted to leave the Bay. Ultimately, though, the decision lies with Durant. If Irving leaves Brooklyn and the Nets don’t receive anything of championship-contender quality in return, the all-time great wing would be the one who would have to demand a trade. Obviously, the Warriors wouldn’t be the only interested team in arguably the greatest scorer in NBA history. Small-market teams wouldn’t stand much of a chance of landing Durant – despite being signed until 2026, he’ll call his shot on where he

I can see the Heat, Bulls, Clippers, Celtics, Mavericks and Hawks making a push for Durant. While the Warriors might have a better trade package than any of those teams, those would be attractive destinations for Durant. Ultimately, when Durant left the Bay, he burned the bridges. He still complains about me and the media here. The way he left rubbed a lot of people in the Warriors organization the wrong way. The players might have love for him, still, but I don’t think they miss the passive-aggressiveness that came with his oncourt greatness. That’s not to say those bridges can’t be rebuilt, but I can’t imagine why

they would be when there are so many other outstanding places he can go. There’s also no guarantee Durant goes anywhere. In fact, I’d handicap it as far more likely that Durant doesn’t go anywhere. But Irving’s exit would bring to an end a strange era of Nets basketball. Yes, this possible ending would prove predictable, but what would stand out to me from Irving and Durant’s three-year run how ineffective it was. I didn’t expect Brooklyn to do much, and I understand that Durant missed a full season and the world was turned upside down at the same time. But I certainly expected more than one playoff round win

from this team. The Hawks have more over the last three seasons. The Houston Rockets have the same number of playoff series wins as the Nets since Durant and Irving arrived in Brooklyn. The Rockets have been the worst team in the NBA the last two seasons. Even with Durant and Irving and, at one point, James Harden — remember when he was on the Nets? — Brooklyn was just another mediocre team. They never came close to competing for a title, and no amount of wishful extrapolation or toe-nudging on the 2021 playoffs can change that. Of course, the good times weren’t always there for the Warriors. They stunk something fierce the two years after Durant left. But those years can be looked at as building campaigns now. The only thing that was built up for the Nets was the hype around them. That seems poised to deflate in an incredible way this summer. And the aftermath of all of it will have far more ramifications on the league than the Nets ever did. I just don’t see that aftermath affecting the Warriors.
Not too shabby for a group that, for a few weeks, didn't know if it was going to get an invitation to the Big Dance at all after falling to Vanderbilt in the first round of the SEC Tournament. "Everything hasn't kind of kicked in yet," DeLucia said.
A’s From Page B1 to two runs. In the seventh, Chad Pinder, involved in a nasty collision in the previous inning, stayed in the game and got it started with a single to right. Pache hit a grounder through the right side and hustled his way to second for a double, with Pinder taking third. Allen’s single drove in both runners. “Singer was throwing good today, I was just trying to make sure I got something I could handle,” Allen told NBC Sports California. “Didn’t hit it hard enough for the outfielder to catch it. It fell in and we got two runs out of it. That’s all that really matters.” Said Kotsay: “We haven’t been getting many of those type of hits, and it was good to see a ball fall in for us and give us the lead there.” The Royals, trailing 2-0, scored three times in a sixth inning that included a collision between Pinder in right and second baseman Jonah Bride on a bloop single that allowed the third run to score. Nicky Lopez opened the sixth with a triple down the left field line past a diving Tony Kemp. Kaprielian got Whit Merrifield on a comebacker but walked Andrew Benintendi and Bobby Witt
Jr. to load the bases. Kotsay called for Sam Moll, coming off a Saturday disaster in which he walked three batters and gave up a three-run home run. Moll struck out MJ Melendez, but Carlos Santana singled to right and brought home the tying runs. Pinch-hitter Edward Olivares then lofted a pop to shallow right that neither Pinder nor Bride could reach. Bride drove his head into Pinder’s rib cage and cut the bridge of his nose. The lead run scored, and Olivares was thrown out at second on a heads-up play by Pache in center field to end the inning. Bride did not return to the game. Neither Pinder nor Bride had concussion symptoms, Kotsay said. Bride has a shoulder injury that is believed to be minor and the cut on his nose did not require stitches. Brown is hitting .440 in his last six games (11-for-25). He doubled to left in addition to his home run and his hitting .226 after hovering near .200 earlier this month. “I think it clicked for Seth when he found the left side of the diamond,” Kotsay said. “We had a conversation, you keep that approach, you look up at the end of the year you’re going to be surprised where you end up.” The last time Trivino closed out back-to-back games was Aug. 19-20 of last season
