county on the proposal to treat and convey between 135 to 190 acre-feet of SID water, with assurances that the city will not be responsible for any of the costs, and the city’s water supply would not be diminished. An acre-foot would serve several houses, the council was told. Duane Kromm, speaking for the Solano County Orderly Growth Committee, noted the group opposes the city’s involvement, arguing that if the city wants to go in that direction, then it should See Water, Page A8

would give those populations a greater voice in their own areas of the city. While the council felt like it had been trapped in a blackmail scheme, it did not fight the demand. The council began the transition to six council districts in September 2019. The first election set representatives in four of those districts, with District 5 being a two-year term and the others, 2, 4 and 6, being a full four years. There was no challenger in District 6, so Bertani automatically returned to the council, which added two new members: Panduro in District 5 and Tonnesen in District 2. Vaccaro was elected to represent District 4, but in an unusual twist, was not considered an incumbent even though he was a sitting council member.

FAIRFIELD — The highly touted, upscale Middle Green Valley housing project is getting closer to the water the developers have been seeking since the project got final county – and court – approval. While plans had most recently identified wells as the water source, the developers have been seeking a different source from the start. That source, as it turns out, could be the Solano Irrigation District. However, in order to get that water, the Fairfield council has to agree to take the raw water from SID, treat it, and then send it on to Middle Green Valley, which calls for 390 homes – down from 400 due to fault line concerns – and 100 accessory dwelling units. The City Council on Tuesday voted 6-1, with Councilwoman Catherine Moy dissenting, to enter into discussions with the

FAIRFIELD — A new headcount of Fairfield’s citizenry required new council districts to be drawn. The City Council on Tuesday introduced the ordinance that will officially draw the district boundaries for the next 10 years. The actual adoption of the ordinance will be considered in March. The boundaries were approved in January. The ordinance formalizes the boundaries. There were no comments. The map is based on a city population of 120,178, according to the 2020 Census, and is divided among the six districts as 20,253 in District 1 (Chuck Timm); 20,639 in District 2 (Scott Tonnesen); 20,007 in District 3 (Catherine Moy); 19,868 in Dis-

trict 4 (Rick Vaccaro); 19,898 in District 5 (Doriss Panduro); and 19,513 in District 6 (Pam Bertani). Districts 1, 3 and 5 are up for election in November, as well as the citywide mayor’s office. Districts 2, 4 and 6 are up for election in 2024, an election that could pit Vaccaro and Bertani against each other. The newly drawn map places their homes in the same district. This is the second time in 26 months the council has had to draw new district boundaries. The first districts in city history were approved in February 2020. The opening salvo to change came in August 2019 when the city received a letter demanding it change to individual districts or face legal action. Among the allegations was the City Council did not represent its minority populations, and district elections

FAIRFIELD — More than 60 direct current and level-two electric car chargers for public use will be installed in the city. The City Council authorized the city manager Tuesday to negotiate an agreement with Electric Vehicle Charger Solutions to install the chargers at nine locations around the city. It will take about 18 months to complete the installation project. Total cost for infrastructure and work is estimated at $5.415 million, according to a staff report to the council. Grant funds will be received and managed by Electric Vehicle Charger Solutions. There is no local match requirement. “EVCS will provide a turn-key solution See Electric, Page A8
