Supervisors sign off on 5-year, $213M capital facilities plan Todd R. Hansen

THANSEN@DAILYREPUBLIC.NET

FAIRFIELD — A new courthouse, a new library in Vallejo and ongoing energy upgrades are part of the $212.94 million, five-year facility plan accepted this week by the Solano County Board of Supervisors. The board’s action does not commit the county to paying for any specific project, although the supervisors have already approved the $38.08 million energy infrastructure and resiliency project. Megan Greve, the director of General Services, and Mark Hummel, Capital Projects manager, on Tuesday gave a presentation to the board on the 5-Year Capital Facility Improvement Plan, which goes through

fiscal year 2025-26. There was no public comment during the public hearing on the plan, but Supervisor Mitch Mashburn expressed his frustration with not seeing anything in the plan about solar panels to help veterans halls with their rising power costs. He said those costs could force some of the halls to reduce hours of operations. Mashburn said he had raised the issue with General Services three times. “It’s not in the book because we don’t have a plan . . . but it’s on the horizon,” Greve said. The book is a reference to future projects. Greve said the county explored the possibility of getting state funding to help with a solar project at veterans halls, but the power use at the facilities did not qualify the county for that program.

Supervisor Jim Spering praised General Services for “staying ahead of the curve” on deferred maintenance. Greve said there were no “major” deferred maintenance projects to be concerned about, but also noted the list of potential projects is scheduled to be updated this year. The improvement plan outlines $11.2 million in projects that were recently completed, such as the nearly $8.82 million Animal Care Shelter improvements worked on over several years, the $741,399 public safety communications tower installed at the county fairgrounds in Vallejo and the $982,348 perimeter fence project at the Claybank Jail location that was needed due See Plan, Page A9

FAIRFIELD — The City Council on Tuesday will consider introducing the ordinance that will set the new district boundaries for the next 10 years. The city population of 120,178 is divided among the six districts as 20,253 in District 1 (Chuck Timm); 20,639 in District 2 (Scott Tonnesen); 20,007 in District 3 (Catherine Moy); 19,868 in District 4 (Rick Vaccaro); 19,898 in District 5 (Doriss Panduro); and 19,513 in District 6 (Pam Bertani). Vaccaro said in a recent interview that his residence and the residence of Bertani are in the same district under the new configuration, so if nothing changes and both decide to seek re-election in 2024, they would face each other. Timm is running for the 3rd District 3 seat on the Solano County Board of Supervisors, and Moy is considering running for the county office or possibly making a run for mayor. Districts 1, 3 and 5 are up for election in November, as well as the citywide mayor’s office. Districts 2 and 6 are up for election in 2024.
