VACAVILLE — The school board will take a look Thursday at future school site projects that come with an estimated cost of nearly $600 million. The chief facilities, maintenance and operations officer, Daniel Banowetz, will present the final draft of the district’s five-year Master Facilities Plan – a program of work that includes an educated wish list of sorts for future projects. Vacaville-area voters passed Measure A in 2014, a $194 million general obligation bond, to pay for technology upgrades, facility renovations and new construction within the Vacaville School District. The district in 2016 embarked on a process for continued its evaluation of the needs in all of its facilities. This evaluation included both infrastructure needs as well as operational and educational needs. The effort was intended to both inform the Measure A program on continuing and changing needs as well as address other potentially unmet needs, according to a staff report. The district did what it describes as a comprehensive facilities assessment report that covered every school. Several projects were completed and now the district is at the end of the Measure A bond program and is looking at the list of proposed final projects. Vacaville School District operates nine elementary schools, one K-8 school, two middle schools and three comprehensive high school, plus some independent learning sites. FAIRFIELD — The Solano County Sheriff’s Office lobbies will be closed starting Wednesday, and the libraries have suspended all indoor programs, the county announced in a statement. “Effective Jan. 12, the Solano County Sheriff’s Office is closing all lobbies and limiting public access until Feb. 15 to help reduce the spread of Covid-19,” the statement released Tuesday by the County Administrator’s Office said. FAIRFIELD — Solano County supervisors on Tuesday unanimously adopted a resolution that sets the limit of a campaign contribution from a single source to $30,000. The amount is six times higher than the limit on statewide elections, but it the first time the county has had any contribution ceiling. “If a person wants to donate that much, so be it. It’s a matter of free speech,” said board Chairman John Vasquez, who brought the matter to the board for consideration. He said he came up with the $30,000 limit because he thought it was a fair amount. His largest contribution was twice receiving $20,000 from the same source for the primary and then the

Amen.” Then we hugged goodbye and I left, wishing we lived closer. Driving home, the parched hills that were so threatened by wildfire were now drenched with rain and dazzling green. I wish you could’ve seen them. If a heart that is hurting feels loved, it’s like rainfall on dry land, a beautiful reminder that life and love persist. I may never understand it. FAIRFIELD — Solano County only broke ground on the new 32-bed mental health residential care and boarding facility in October, and the cost of the project has risen by more than $2 million. The reason given to the Board of Supervisors is the escalating costs in the construction industry during the Covid-19 pandemic. The board on Tuesday approved $2.59 million contract amendment with Flint Builders Inc. for the Mental Health Diversion and Adult Board & Care Facilities Project on Courage Drive at the Beck Campus in Fairfield. The board, in August, approved a $10 million guaranteed maximum price with the Roseville firm, and set the project budget at $12.56 million. The additional costs sets that
budget at $14.52 million. “The increased construction cost of ($2.59 million) is to be funded by the transfer of funds from Public Facilities Fees Fund for $1,968,000 to the project budget (BU 1783 and 1974) and the remaining $625,643 is to be funded by the projected savings in various line items which are previously appropriated for the project. Significant escalation on construction and equipment has impacted overall project cost, including improved fencing for privacy and durability, necessary fixtures and furnishings, upgrades for full cook-serve kitchen capability, network equipment, security cameras and card readers. FAIRFIELD — More than 100 Solano County residents were in area hospitals Monday with Covid-19, a 47% jump over Friday’s report. The number of patients in intensive care units more than doubled, from 10 to 21, and there were four more Covid-related deaths reported as well, the Solano County Public Health Division reported. “These numbers are very much what I would have expected in a winter surge,” Dr. Bela Matyas said in a phone interview Monday. He said the good news is those bad outcomes – meaning hospitalizations, ICU admissions and deaths – are proportionally lower than during past surges. He also notes that this surge started much later than last year’s winter surge, but said he expects “it is going to get worse before it gets better.” That is because of the sharp increase in the number of Solano County residents in the hospital with the disease, 103 Monday compared to 70 Friday, which will certainly translate into more ICU patients. He said the real concern will be if climbing case numbers begin to affect hospital staffing, too. There were still 30% of staffed ICU beds available as of Monday, and of course, the hospitals have the capacity to increase the number of staffed beds. The new deaths

He was, however, a hospice patient. There were also two women and one man, each between 50 and 65. All three lived at home and all were unvaccinated. They, too, had significant health issues. It brings the total number of deaths to 361. Case numbers, Matyas noted with great frustration, have simply become unreliable as long as the state system continues to have reporting issues. According to the state report, of the 558 new cases in Solano, only 33 of those were from the past three days. Matyas said those numbers surely
should be in the 200plus range for the daily average. “If they (state officials) don’t fix the problem, we are simply going to lose our ability to track cases,” Matyas said. Vaccination rates in the county held steady with 79% of the residents 5 or older having received at least one shot and 69% of that population being fully vaccinated. The county has administered 107,893 booster shots. The number of children 5 to 11 who have received vaccinations was at 9,135 (24.6%). Vallejo experienced the biggest increase in positive cases at 205, taking the city’s total to 15,702. Fairfield added
148 cases for a count of 13,863, while Vacaville is at 13,622 after 110 new cases, the county reported. Suisun City (3,652) added 37 new cases; Dixon (2,849) and Benicia (1,898) each added 26 cases; and Rio Vista (692) added six. There were no new cases added to the 158 in the unincorporated area, the county reported. The seven-day positivity testing rate went from 18% Friday to 13% Monday, again reflecting more unreported testing results in the county. Solano County does not report case updates on Tuesdays, The next update is scheduled late Wednesday afternoon.

Helen Mililani ‘Millie’ Fraticelli July 29, 1931 — Dec. 25, 2021
Helen Mililani Fraticelli was born in Honolulu, Hawaii, on July 29, 1931, and passed away on Christmas Day 2021 with her family at her bedside. She was 90 years old. Growing up in Hawaii, Helen played baseball for the Puerto Rican AA Baseball League where she was selected All Star Infielder in 1953. She moved to California with her husband and children in 1956 where she played softball, volleyball and was the secretary of her bowling league. She was a singer, hula dancer and played ukulele as a member of the Na Hua Pala Hula group. She enjoyed crocheting and going to the casino! She loved her church and her church family. She is survived by daughters, Doreen Lum (Doug), Diona Fraticelli; son, Damon Fraticelli; brother, Peter Frodente; grandchildren, Kristy Perez (Jesse), Kelly Hong (Kevin), Dacilia Fraticelli and Rachel Fraticelli; great-grandchildren Mateo, Diego and Jessalyn Perez, Kache Schoelen; and numerous nieces and nephews. She is preceded in death by husband, George; son, Dario; and daughter, Debra. Service will be held at 11 a.m. Thursday, Jan. 13, 2021, at Milton Carpenter Funeral Home, 569 N. Lelon Thompson It is with great sadness that we announce the passing of Lelon Aaron Thompson on Nov. 28, 2021, at his new home in Eagle, Idaho. Lee was 89 years old and succumbed to heart failure. Lee was born in Oklahoma City, Oklahoma, in 1932 and moved to California with his family in the 1940s. Lee married and started a family in San Francisco and eventually settled in Walnut Creek. He retired after working 35 years for the telephone company as a district manager for Northern California. He will be deeply missed. Schmidtbauer said the General Plan does allow for housing and other development in the unincorporated area, and the vision is not about exceeding those boundaries and intruding on agriculture or other protected areas.
Supervisor Mitch Mashburn said he thinks the county should first work with the cities on developing infrastructure to help meet the housing needs, and Supervisor Monica Brown suggested working with Solano Community College to develop unused land to support needed housing for individuals aging out of foster care and other similar workforce training demands. “I’m not proposing urban sprawl,” Spering said. He said the county should still follow the General Plan, but he thinks there are opportunities being missed. And if that means adding specific staff in the Planning Division or in the County Administrator’s Office, then he would support those additions. “If we are not willing to say we are going to invest our dollars, it’s not going to happen,” Spering said.

FAIRFIELD — The Solano County Board of Supervisors on Tuesday adopted a resolution recognizing Jan. 17 as Martin Luther King Jr. Day, “a day to express our heartfelt appreciation of Dr. King and to honor his legacy as a man of determination, dignity, honor and strength.” “The ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy. The true neighbor will risk his position, his prestige and even his life for the welfare of others,” King wrote in his book, “Strength to Love.” The quote is included in the resolution, which was approved as part of the board’s consent agenda without comment. “Dr. Martin Luther King Jr. traveled to communities all across our nation and around the world to deliver his lectures and teach his belief of nonviolent resolution; his words provided inspiration and sustenance to those in American society struggling against racism, poverty and war,” the res-
olution states. King “paid the ultimate sacrifice for his beliefs when he was assassinated on April 4, 1968, in Memphis, Tennessee.” In other action, the board: KING n Recognized Deborah Blasingame, Accounting Clerk III with the Treasurer-Tax Collector-County Clerk, upon her retirement

Dixon man dies in crash with big rig on westbound I-80 Daily Republic Staff

VACAVILLE — A Dixon man was killed and a Fairfield woman suffered what the CHP described as major injuries after being ejected from their car during an early Monday collision with a big rig. The Solano County Sheriff-Coroner’s Office identified the man as Roberto Marmolejo. He was 43. Marmolejo was driving a Toyota Sienna west on Interstate 80, just west of Alamo Drive, when he switched lanes to his
left and struck the right rear of the trailer being pulled by a Freightliner, the California Highway Patrol reported. The car overturned several times, the CHP reported. The driver of the Toyota and his 44-yearold female passenger were both ejected from the Toyota as a result of the collision, the CHP reports. The driver Toyota and his passenger were transported to Kaiser Permanents Vacaville Medical Center, where the CHP reports Marmolejo was pronounced dead while his female pas-
senger was treated for major injuries. “At this time, it is unknown if distracted driving, drugs and/or alcohol intoxication is a factor in this traffic collision,” the CHP reports in a statement. The incident occurred about 5 a.m. The driver of the Freightliner, a 43-year-old San Jose man, was not injured, the CHP reports. Anyone with information about the crash is asked to call the CHP at 1-800-TELL-CHP (1-800835-5247) or the CHP Solano Area Office at 707-639-5600.

South jumped to six spades, knowing the diamond ace was missing. South saw two losers: one heart and one diamond. He had only 11 winners: five spades, two hearts, two diamonds and two clubs. To get an extra trick, you often try to ruff a loser in the shorter trump hand. So, you look for a side suit with more cards in your hand than on the board. Here, though, at the start, there wasn’t one. However, one could be imploded. Declarer won the first trick on the board with the heart ace and immediately led its diamond. West did the obvious, winning with his ace and returning a heart. South took the trick with his king and cashed his two established diamond winners, discarding hearts from the dummy. Now declarer had one heart, and dummy had none. It was time to ruff the heart six with dummy’s spade jack, so that East couldn’t overruff. Finally, declarer drew all of the trumps and claimed. Saget death: New details released, autopsy conducted Tribune Content Agency ORLANDO, Fla. — Comedian Bob Saget was found lying on his bed at an Orlando hotel room Sunday afternoon, unresponsive but without any signs of foul play or trauma, according to an incident report released Monday. Saget, who rose to fame on the hit TV show “Full House,” was pronounced dead inside his room at the Ritz-Carlton Orlando. A cause of death is yet to be determined by the District Nine Medical Examiner’s Office. Chief Medical Examiner Joshua Stephany in a statement said an autopsy was performed on Saget’s body Monday morning. “At this time, there
is no evidence of drug use or foul play,” Stephany said, echoing a statement released Sunday by the Orange County Sheriff’s Office. “The cause and manner of death are pending further studies and investigation which may take up to 10-12 weeks to complete.” According to a Sheriff’s Office report, the 65-year-old actor and comedian’s room was found “orderly with items owned by Mr. Saget on the nightstand, television stand, closet and bathroom.” “Mr. Saget was found in a supine position on his bed,” the report said. “His left arm was across his chest while his right arm was resting on the bed. No signs of trauma were seen.”

What we need is actually a plan,” said Cliff Albright, executive director of the Black Voters Matter Fund. Martin Luther King III, the son of the iconic civil rights leader, met with Biden and Harris on Tuesday, and said in an earlier statement that he understood the frustration of activists choosing not to attend but remained hopeful a push by the White House could lead to action. “We’ve seen what’s possible when President Biden uses the full weight of his office to deliver for bridges, and now we need to see him do the same for voting rights,” King said. Although Biden’s shift on the filibuster reflects the new consensus among Senate Democrats, he still doesn’t have the necessary votes. FAIRFIELD — Solano County Water Agency directors will give longtime Putah Creek streamkeeper Rich Marovich a job-welldone send-off when they meet Thursday. “Rich Marovich found success in his roledefining ability to foster relationships between SCWA and landowners,” Roland Sanford, the agency’s general manager, said in a statement. “Marovich leaving is a loss, but we look forward to the future he helped create for Putah Creek with Max Stevenson.” Stevenson brings his expertise in irrigation system management and water reliability planning from the Yolo Food Control and Water Conservation District to Putah Creek. Stevenson began his Putah Creek streamkeeper duties Monday. The board also is scheduled to appoint an ad hoc committee to review Napa County’s recreational development

On Matthew Stafford’s final drop-back of the first half Sunday, the Rams’ quarterback was sacked on 3rd-and-1 by 49ers defensive tackle Arik Armstead and defensive end Nick Bosa. That was a big play. It allowed the 49ers to get the ball back before halftime and kick a field goal to cut their deficit to 17-3. On Stafford’s final dropback of regulation, on first down from the Rams’ 37-yard line with 21 seconds left, he was sacked by Armstead. That was a huge play. It prevented the Rams from getting into position to kick a potential game-winning field goal and sent the game into overtime. On Stafford’s final play of the game? He was drilled by Bosa as he flung an underthrown pass deep down the right sideline, and he watched from the turf as cornerback Ambry Thomas picked it off. That was a monumental play. It sealed a 27-24 overtime win over the Rams and sent the 49ers into the playoffs as a No. 6 seed who will visit the Cowboys in a wild-card game Sunday. There were, of course, a host of heroes from the bonkers 17-point comeback win. However, an overlooked area – and perhaps the biggest reason for here-comes-aSuper-Bowl-run optimism – was the overwhelming post-halftime pass rush that gave off 2019 vibes. Two years ago, the 49ers were led to the Super Bowl by a withering defensive front that took down quarterbacks and took over games. In 2021, they’ve had a strong unit, tying for fifth in the NFL in sacks (48), but nothing worthy of a Gold Rush-ian nickname. Until the final 38 minutes Sunday. The 49ers matched a season high with five sacks, and their pass rush was the biggest reason the Rams’ offense went from unstoppable (17 points on the first three drives) to invisible (seven points on the final eight drives). Consider: Stafford completed 15 of 16 passes for 153 yards with two touchdowns in the first two quarters. Based on video review, he was hit by a defender on just three of his 18 first-half drop-backs, with two hits coming via sacks. It didn’t take long to establish that he would outplay his 15th spot on the roster. But never has his value to the Golden State Warriors been clearer than Tuesday night inside FedEx Forum, even in a 116-108 loss. When Grizzlies star Ja Morant checked in with 7:40 to
go, Payton leaped from his seat on the opposite bench and sprinted to the scorer’s table. That was his man. He needed to check in, too. Despite their best efforts to slow Morant, who earned “M-V-P” chants at the foul line, Golden State could only contain him momentarily. The Warriors were grasping for answers against Morant. Juan Toscano-Anderson started the game with the matchup, one of the toughest
in all of basketball, and lasted one possession. It was Andrew Wiggins’ turn next, before the Warriors turned to a zone, which Morant quickly broke with a wide-open 3. By the end of the opening period, Morant had 15 points. He finished with 29 and sealed the Grizzlies’ win – their 10th in a row overall and their fourth in the past five regular-season matchups with the Warriors – with a pair of baskets in the final minute.
Payton, whose status was in doubt with a sprained ankle, didn’t sub in until the final seconds of the first quarter. He played 22 of the ensuing 36 minutes. Morant managed only 14 more the rest of the way but knocked down the big ones with under a minute to go. o gaze into the future might be construed as not paying due reverence to what occurred Monday night, but gaze we must. Next year’s national championship game is set for SoFi Stadium in Inglewood, Calif., which sits 12 miles from the intersection of Hollywood and Vine. The date will be Jan. 9, 2023. Georgia fans should make travel plans. All this winning could go on for a while. Over the final 12 minutes at Lucas Oil Stadium, the Bulldogs answered all questions about Stetson Bennett, about Kirby Smart, about this program and the twin peaks it
hadn’t yet climbed. By beating Alabama to win the national title, Georgia has left nothing undone. Few teams have the resources the Bulldogs possess. When those resources – rabid fans, fertile recruiting base, top-tier coaches, NFL-ready players, an all-in administration – coalesce, Georgia football is a colossus. The College Football Playoff has been in place eight years. Four programs – Alabama, Clemson, Ohio State and Georgia – have claimed 14 of the 16 berths in the championship game. The Bulldogs were unlucky not to win the title Jan. 8, 2018, at Mercedes-Benz
Stadium. That they won it on their second CFP try tells us they were no one-hit wonder. They saw Roquan Smith, Nick Chubb and Sony Michel leave for the pros. They were back four years later, bigger and better. Alabama isn’t apt to go away until Nick Saban steps aside, but how much longer does a 70-year-old who carries seven national championships care to work? Clemson, which became No. 1B to Bama’s No. 1A, dropped from the playoff to the Cheez-It Bowl and lost its longstanding offensive and defensive coordinators. Oklahoma saw coach Lincoln Riley leave for USC. Notre Dame lost Brian Kelly to LSU, which mightn’t be a fit.
You become a national championship coach only by winning a national championship. Having joined the club, Smart is more apt to become something approximating the next Saban – he was the sorcerer’s apprenticeship in Tuscaloosa before answering his alma mater’s call – than to fizzle in the manner of Gene Chizik and Ed Orgeron. Smart built Georgia in the Bama mold for a reason: The Bama mold works and keeps working. We’ll wonder forever how Mark Richt’s Bulldogs would have fared in the playoff era. Amongst the carnage, having done the near-impossible, is Rich Bisaccia, front and center for the playoff-bound Raiders and addressing the media via
video conference the day after a 32-29 win against the Los Angeles Chargers. The Raiders are the improbable No. 5 seed in the AFC playoffs, visiting No. 4 Cincinnati on Saturday. Less than a month ago, after a 48-9 loss to the Kansas City Chiefs at Arrowhead Stadium, you could have gotten good odds Bisaccia would be out the door as well on Black Monday. The Raiders had fallen to 6-7, and if you had told anyone the Raiders would either finish 10-7 or 6-11, the latter scenario would have been near-unanimous. How did he do it? “I think a lot of other people
do a lot better job of explaining me than I do, to be honest with you,” Bisaccia said. Unlike his predecessor Jon Gruden, Bisaccia does not invite the spotlight. He doesn’t provide sound bites or use sarcasm and/ or exaggeration to make a point. Bisaccia deflects praise directed at himself and distributes credit like a point guard. You’ll never find him in the Monday night TV booth. Gruden, for what it’s worth, swore by Bisaccia, and it’s pretty clear most everyone else in the building feels the same way. NEW YORK — It’s been 25 years since the Mets put Keith Hernandez into their Hall of Fame. Now, they are putting his jersey number into their history books, too. Hernandez’s No. 17 will be retired by the Mets on July 9, before
a game against the Marlins at Citi Field, the team announced on Tuesday. Hernandez spent seven years with the Mets, batting .297 with 939 hits and five Gold Gloves at first base. He also helped lead the Mets to their most recent World Series title, batting .310 with 13 homers and
87 RBIs in 1986. Since, he has become even more popular with the team and its fanbase, serving since 1999 as a major piece of a broadcasting team that is widely considered the best in baseball. Hernandez is known for his dry wit, quick sense of humor and willingness to be
highly critical of the team he works for. That has only helped make Hernandez one of the most beloved characters in team history. Hernandez will be the fourth player to have his number retired by the Mets. The others are Tom Seaver (41), Mike Piazza (31) and Jerry Koosman (36).

When you’ve got a coach that you respect and you genuinely care for and you love, you would do whatever for him. Whatever he asks you to do.” Defensive end Maxx Crosby, who has been open about being a recovering alcoholic, seconded the notion. “The dude has had my back. He’s had so many players’ backs for years and I love him to death,” Crosby said. The last time an interim coach led a team to the playoffs was 1961. His name was Wally Lemm and he coached the Houston Oilers in the early days of the AFL. By definition, interim
means “provisional or temporary.” Bisaccia artfully dodged one question Monday at having the interim label removed but did provide one small window into his thinking when asked how he’s adapted to being in charge. “We have to grow, right?,” Bisaccia said. “If we don’t grow and have a sense of humility, and listen and learn and improve, then you stay the same. And none of us stay the same.” Bisaccia said he’s received input and from assistants such as offensive coordinator Greg Olson, defensive coordinator Gus Bradley and defensive line coach Rod Marinelli. The rumor mill churned up Jim Harbaugh’s name as the next potential Raiders’ coach, and he’d be an appealing candidate based on his background with the organization and success with the 49ers. When Davis hired Gruden, it wasn’t much of a search. He got the man he’d wanted for years. The league ultimately determined Davis hadn’t violated the “Rooney Rule” which mandates that minority candidates be considered for head coach openings. But what the NFL did do as a direct result of the Gruden hire was give the rule a little more teeth, insisting that
teams interview candidates from outside their organizations, including those considered viable by a league development career advisory panel. Also, complete records of the process will be turned over to the NFL, and it is required that decision-makers (Davis in this case) participate in interviews with every candidate. Translation: No more sham interviews. There’s a lot for Davis to unpack as he chooses the path to the future. How much does he want to spend on a coach, considering he’s reportedly on the hook for an undisclosed settlement with Gruden? Does he keep general manager Mike Mayock? The process has already begun on some level, but won’t kick into serious gear until the Raiders’ postseason ends. The longer the postseason continues, the better the chances the guy already holding the job will get the opportunity to keep it. Bisaccia will be easy enough to find. He’ll be the guy giving all the credit to someone else.

Four Fed hikes may be just the start Bloomberg The drumbeat for the Federal Reserve to implement four quarter-point interest-rate hikes this year is growing – and with the speed that markets have been moving, there’s a possibility that traders may soon look to protect themselves against the risk of even faster tightening. Swaps are already indicating the central bank’s target will be 88 basis points higher by the end of this year – seen by many as a sign the market is baking in three hikes, plus the possibility of a fourth in 2022 – and momentum is building for the first increase to take place as soon as March. With U.S. inflation data ahead this week, as well as testimony from top Fed officials, it could be just the beginning of a bigger repricing. “It’s quite possible that the Fed is forced to be more aggressive in this cycle,” said Lou Crandall, chief economist at Wrightson ICAP. “You could see wage inflation numbers that require a more aggressive policy response.” It’s a shift that’s happened with remarkable speed. Heading into the final stretch of 2021, the prospect of a March hike was close to a coin flip, but such an outcome is now almost fully priced in. The 10-year Treasury yields was then around 1.50%, a quarter point below current levels. While three-to-four hikes for 2022 is priced in on average, some in the market are betting on less tightening and others more. As the average tightening predicted by market prices climbs closer to a full percentage point, that suggests some

To be sure, the bulk of derivative-market activity suggests investors are currently making wagers either side of the central scenario, but it’s a risk that has potential to grow, especially if inflation accelerates. A rate-hike premium is being added at the margin out to 2024. Option traders are flagging the prospect of eight quarter-point rate moves by early 2024, up from earlier expectations of around six. Should Fed officials this week decline to walk back the recent
message about tackling inflation pressures, that tightening momentum in options could extend. A hotter-than-expected inflation number also has potential to add fuel to the move. U.S. consumer-price inflation probably accelerated to 7.1% last month, the fastest pace in almost four decades, according to a Bloomberg survey of economists before the numbers are released on Wednesday. “The idea that the Fed sticks to a template of four rate hikes this year is challenged by what has already happened, with
the pace of tapering accelerating in the past three months,” said Guneet Dhingra, head of U.S. interest-rate strategy at Morgan Stanley. “If they need to hike fast, they will. There is a high degree of variability that could result in more than four hikes – or less – dependent on whether inflation is slower during the second half of the year. The Fed is showing urgency and being flexible.” So if the Fed does fire the starter’s pistol in March – and the inflation situation warrants – the four rate increases that the likes of Goldman Sachs
and JPMorgan Chase are now forecasting could be just the beginning. The bond market is alert to the idea that every Fed meeting this year from March onward – a total of seven – is potentially live in terms of delivering a rate hike or providing details about the pace of balance-sheet changes. Bloomberg Economics economist David Wilcox thinks that the latest forecasts for the unemployment rate and core inflation are consistent with six hikes this year and another three in 2023. That would have the funds rate reaching its neutral
level in 2024, faster than the FOMC’s expectations, he wrote in a report. One important consideration for traders assessing the probability of more than four rate hikes for 2022 is whether the Fed’s focus on shrinking its near $9 trillion balance sheet this year will mitigate the need for raising its key overnight borrowing rate at a much faster pace. A quicker rate of policy tightening will risk damping the recovery in the U.S. economy and may drag down longer-dated Treasury bond yields, according to SMBC Nikko Securities Inc. The spread between two- and 10-year U.S. yields has almost halved from a peak in March 2021. Some think the Fed has little choice but to become more hawkish. Former New York Fed President Bill Dudley said as wage growth likely spurs consumer inflation, “the Fed will have to respond by taking interest rates above neutral well before the end of 2024.” That said, it’s only the second week of 2022, there’s a long way to go until even the March meeting, and the rate being targeted by the Fed officially is still very much tethered close to zero – for now. Bets on Bank of England policy tightening remain ahead of the Fed with 100 basis points of rate hikes expected this year. Meanwhile the European Central Bank is seen adjusting policy at a much slower pace, with markets pricing 14 basis points by December. Policymakers in Frankfurt last raised borrowing costs over a decade ago.

here’s a question pingponging around the movie world as to whether or not “Spider-Man: No Way Home” should be nominated for Best Picture at the upcoming Academy Awards. The answer: Sure, why not. And they might as well go ahead and nominate Andrew Garfield for Best Supporting Actor while they’re at it. Maybe the fact that Garfield is even in the movie is a spoiler, but it’s already earned more than $ billion worldwide. (Once a movie earns its first $1 billion, you can consider the spoilers spoiled.) That’s a heck of a lot of people by any measure – it’s already eighth on the list of alltime domestic moneymakers, and will likely soon climb into the top five – but especially at a time when any movie not starring multiple webslingers is playing to theaters with tumbleweeds rolling down the aisles. Spidey is a huge hit with audiences and critics alike – on Rotten Tomatoes, it’s sitting pretty with a 95% audience score and a 90% critics score – but it wasn’t really in the Best Picture conversation until star Tom Holland and the film’s producers dropped it in it as part of an interview with the Hollywood Reporter that ran on Christmas Eve. The long and short of it: they all really think “Spider-Man: No Way Home” should be nominated for Best Picture, and at this point, it’s hard to disagree with them. Their argument is being mounted at a time when the movies, and the Oscars in particular, are at a crossroads. Ratings for the annual telecast have fallen off a cliff – last year drew just 9.23 million viewers, less than the recent “Yellowstone” season finale – as the types of films that the Academy honors have skewed further and further away

from popular tastes. Of the last 10 Best Picture winners, only one, “Argo,” has crossed the $100 million mark at the domestic box office, and several (“Moonlight,” “Birdman,” “Spotlight” and “The Artist”) failed to hit the $50 million marker. (Last year’s winner, “Nomadland,” grossed just $3.7 million at the domestic box office, but that gets an asterisk, along with everything else from 2020.) Meanwhile, serious movies for adults – read: non-superhero films, the types of films that traditionally fill the Best Picture slots – have been nonstarters at the box office of late, with titles like “The Last Duel,” “King Richard” and “West Side Story” severely underperforming during their theatrical runs. Yes, their tallies were affected by the fact that we’re very much still in the throes of a pandemic, but it speaks to a larger growing trend at the movies, where theaters have become playgrounds for only the blockbusteriest of blockbusters – i.e. “Spider-Man” and the rest of his Marvel pals – and everything else is seen as, “eh, I can stream that one at home.” (The issues also point to our reliance on old world models – namely TV ratings and box office figures – as means for measuring impact and reach and how we may need to find new metrics to gauge those things by, but that’s a topic for another column.) So the Academy Awards are left with an existential question: continue to appeal to a dwindling audience, or change to reflect broader, more mainstream tastes in moviegoing. A “Spider-Man” nomination would be a step toward achieving the latter. Not that it would be a permanent fix on a mounting problem. But it would be an acknowledgment that yes, the system needs refining, and yes, the Academy cares about both the audience and the movie business at large.
It’s superheroes, after all, who are doing the business part of the movie business equation, a fact from which the Academy often shies away. Often, but not always. “Black Panther” received a Best Picture nomination in 2019, and in the last decade and some change both Heath Ledger and Joaquin Phoenix have won Oscars for playing Batman villain the Joker. But those instances are seen as having a prestige factor that the current “Spider-Man” does not. “No Way Home” is just a down-the-middle crowd-pleasing superhero movie, which is living up to its billing and actually pleasing crowds. So yeah, honor it with a nomination, it deserves it. It won’t win Best Picture – at this point it’s looking like that distinction will go to “The Power of the Dog” or “Belfast,” films with the combined viewership that Spidey manages in an afternoon – but it will acknowledge its achievement from artistic, technical and financial standpoints. And it will give average moviegoers a rooting interest in the show, something the Academy Awards at this point desperately needs. Is that really so bad? As for Andrew Garfield, he’s simply delightful in the movie in his return as Peter Parker, and he successfully closes the loop on a role that never really suited him in a fun, self-effacing performance that made fans think differently about his tenure as Spidey and showed his levity as an actor. That’s not an easy thing to do in the middle of a special effects bonanza, but he pulled it off with flair, and he emerged from the film its big winner. Of course Garfield’s not really even in the Best Supporting Actor conversation, which again speaks to the fact that when it comes to the Oscars, change is needed. It may be the job of a superhero to do it.

‘The Five’ cohost Watters gets a daily program on Fox News Tribune Content Agency Fox News is turning over a nightly hour to Jesse Watters, an irreverent and controversial co-host of its roundtable show “The Five” who is one of the channel’s most provocative personalities. The naming of Watters comes two weeks after incendiary comments he made last month about Dr. Anthony Fauci at Turning Point USA’s Americafest, a right-wing conference held in Phoenix. Watters told the audience they should confront the infectious disease experts with questions about the origins of the coronavirus. “Now you go in for the kill shot,” said Watters, according to a video clip of his appearance. “The kill shot with an ambush, deadly, because he doesn’t see it coming. This is when you say, ‘Dr. Fauci, you funded risky research at a sloppy Chinese lab, the same lab that sprung this pandemic on the world.’” In describing the impact of such a confrontation, Watters said, “Boom! He is dead! He is dead! He’s done!” Watters, 43, told the audience to act respectfully and “make sure it’s legal,” but the comments were seen as irresponsible, as Fauci, President Joe Biden’s chief medical adviser, has been subjected to death threats. Fox News commentators, highly critical of Fauci’s handling of the health crisis, have stoked some of the anger toward him. When asked by CNN about the violent metaphor, Fauci called for Watters to be fired. But Fox News did not apologize, saying Watters was suggesting only that Fauci needed to be subjected to tougher questioning by the media. Fox News rarely responds to negative feedback aimed at its hosts, and hiring decisions are largely dictated by Nielsen ratings. Since the network began trying out hosts in the 7 p.m. ET hour, the fill-in stints by Watters performed best, especially among viewers in
the 25-to-54 age group who are most desired by advertisers. Watters is well-known to the Fox News audience. He began as a production assistant in 2002 and a year later began making appearances on Bill O’Reilly’s program, where he did ambush interviews of the host’s favorite on-air targets. Watters also did person-in-the-street segments on O’Reilly’s program, some of which drew criticism for being demeaning to their subjects. When interviewing residents of New York’s Chinatown in 2016, Watters asked if he was supposed to bow to greet them, if they were selling stolen goods and if they could “take care of North Korea for us.” Watters, who has had a weekend program on Fox News since 2017, does not pretend to be a journalist or a serious commentator. He relishes having his contrarian points outrage Fox News critics on the left. His recent bestselling book is titled “How I Saved The World.” Fox News announced early last year that it was turning the 7 p.m. hour over to an opinion host, moving news anchor Martha MacCallum to an earlier time slot. At the time, the network was losing viewers, many of whom were angry that it had accurately called Donald Trump’s election loss in Arizona on election night even though the results were still fairly close at the time. Since that brief slump, Fox News has added more commentary to its programming lineup, as opinion tends to draw larger audiences on cable news than straight reporting. Fox News recently lost Chris Wallace, considered its most evenhanded journalist, who is joining CNN’s streaming service. Other analysts and producers have left the Washington bureau over the last year due to the more strident commentary by its opinion hosts such as Tucker Carlson. Watters will remain on “The Five.”

State’s school crisis gets short shrift
C
alifornia has no shortage of critical issues – pandemic, water, housing and chronic poverty to name a few. None, however, is more important to the state’s economic and societal future than shortcomings in its immense, 6 million-student public school system. Even before Covid-19 struck the state two years ago, California’s overall standing in nationwide tests of academic achievement were embarrassingly low and the learning gap separating poor and English-learner students from their more privileged peers was embarrassingly wide. The pandemic has made those negative conditions Dan Walters even worse, as the latest set of state academic tests underscores. The “Smarter Balanced” tests of English skills and mathematics were suspended in 2020 as the schools closed their doors and shifted, rather clumsily, to distance learning. The tests resumed last spring but fewer than a quarter of 3.1 million students in third through eighth grades took them due to spotty attendance. Nevertheless, the sample was large enough to reveal that learning took a beating and Black and Latino students fell further behind white and Asian kids. High school graduation rates also declined, with those of Black and Latino students dropping the most. Fewer than half of those tested met the standard in English language tests and scarcely a third did in mathematics. The declines were not surprising because the students who needed help the most had the least access to online tools and their families were hit the hardest, both in medical and financial terms, as the pandemic surged. The education system’s woes go beyond poor academic achievement, however. Enrollment was already drifting downward due to demographic factors, such as plummeting birthrates, and many local school systems were feeling the pinch because state aid was based on attendance. Enrollment has declined even more in the past two years due to the pandemic, but the state continued to award state aid based on pre-pandemic data. That hold-harmless gesture is now ending, unless renewed by Gov. Gavin Newsom and the Legislature, with negative consequences for many school systems, even though surging state revenues have resulted in large overall increases in state aid. A newly introduced bill would change the current practice of basing state aid on attendance to one based on enrollment, thus giving schools money for kids who aren’t in the classroom. The legislation would, it’s been estimated, provide schools with an extra $3 billion a year, or roughly $500 per student. Although the bill would require schools to spend at last half of the extra money on battling truancy, there’s no penalty for failing to bring the missing kids back into the classroom, which could exacerbate the already serious gap between enrollment and attendance. With these festering problems, educators looked forward to Newsom’s proposed 2022-23 budget, which he unveiled Monday. Newsom didn’t ignore education but neither did he place it on his list of the most important issues – Covid-19, homelessness, crime, climate change and the cost-of-living – the budget addresses. Basically, the budget would give schools their constitutionally required share of state revenues, raising per-pupil spending to nearly $21,000 a year from all sources, and provide local systems some relief from the impacts of declining enrollment. State aid would be based on a three-year average of attendance, rather than one year. Nothing in the budget, however, directly acknowledges the deepening achievement crisis. It continues the Capitol’s long-standing and unproven assumption that spending more money will make the achievement gap disappear. But as per-pupil education spending more than doubled over the past decade, the school system’s embarrassing shortcomings became, if anything, more pronounced. This is a direct testament to the resilience of the American people and displays an intensity of generosity that defines the American spirit. But today we ask for no donation. Today we ask only for a moment of your time, a moment of your time that could very well help pull us out of this dungeon of isolation and lift us into a new era of cooperation, partisanship and selflessness. Serious constitutional questions aside, that the government would so flippantly dispose of such an investment is pure folly, especially when the holdouts represent such a vanishingly small (0.6%) fraction of the Navy. Never mind that these are people with families – medical needs – and otherwise distinguished careers. Then again, not much about the Biden administration’s Covid policy makes sense. It continues to threaten the livelihoods of many Americans by insisting they take a vaccine that isn’t doing what they said it would – stop wide transmission. The delta variant resulted in a demonstrably large number of socalled “breaththrough” cases, and now the omicron variant is piercing even boosted immunity, at an alarming rate (though vaccines still prevent many cases of serious illness). It’s only a matter of time before the administration realizes that the wheels have fallen off. But I expect the courts will get there first. He was smacked by defensive lineman Arden Key on a perfectly placed 30-yard lob to wide receiver Cooper Kupp in the fourth quarter. By game’s end, Stafford was hobbling because of a toe injury, and red scrapes were prominent on his left arm when he was at midfield for the overtime coin toss. The 49ers might need to replicate that pass rush to beat the Cowboys, who, like the Rams, have a top-10 offense led by a 4,000-yard QB ( Dak Prescott) and two top-end wide receivers (CeeDee Lamb, Amari Cooper). The 49ers could so because their pass rush has become multidimensional. The recipe for slowing the defensive front for most of the season was simple: Simply double-team Bosa, who had 14 of their 33 sacks (42.4%) in their first 13 games. In the final four games, however, Bosa had only 1.5 of their 15 sacks (10%) as linemen such as Armstead, Key and Samson Ebukam were more effective. Just ask Stafford.

Other observations from the win over the Rams: n The 49ers hounded Stafford mostly by winning one-on-one matchups, but defensive coordinator DeMeco Ryans effectively manufactured pressure at two key moments in the second half. The first situation: The 49ers were trailing 17-10 midway through the third quarter, and the Rams had a 3rdand-6 at their 29. Ryans sent both free safety Jimmie Ward and inside linebacker Dre Greenlaw blitzing through the same area on the left side of the Rams’ offensive line. Running back Sony Michel picked up Ward, but no one touched Greenlaw, who blasted Stafford and forced an incompletion. The second situation: The game was tied 17-17, and the Rams faced 3rd-and-10 at their 42 with about 13 minutes left in regulation. Ryans had inside linebacker Fred Warner line up as a stand-up defensive tackle on the left side, next to Bosa. and overloaded the right side with Armstead, Key and Ebukam. 10-yard sack. n Three days before kickoff, tight end George Kittle suggested the Rams could be bullied when asked about the 49ers’ winning streak against their NFC West rivals, then at five games. “Whenever we play them, we try to come out and try to be physical as we possibly can,” Kittle said. And that was on display on their gametying, 74-yard touchdown drive in the third quarter. Not only did that 11-play march begin with 10 consecutive runs, but nine of them were between the tackles, into the teeth of the Rams’ defense. The tone was set by running back Elijah Mitchell on the drive’s first play. Mitchell was met at the line on his up-the-gut run, but he broke tackles by linemen Greg Gaines (312 pounds) and A’Shawn Robinson (330) before steamrolling safety Jordan Fuller, who was credited with the tackle at the end of Mitchell’s 7-yard statement. n Quarterback Jimmy Garoppolo’s 43-yard completion to wide receiver Deebo Samuel on the game-tying TD drive that began with 87 seconds left in regulation? That was his best throw, given the degree of difficulty and high stakes.

But the runner-up was a throw I didn’t appreciate until a second viewing. The 49ers were trailing 17-3, had just received the second-half kickoff and were quickly faced with a 3rd-and-3 at their own 32. Garoppolo, in shotgun, was pressured by All-Pro defensive tackle Aaron Donald shortly after taking the snap. However, Garoppolo waited a beat for running back JaMycal Hasty to clear on a short over-the-middle route and delivered the pass as he was crushed by Donald. (Fox’s Joe Buck: “Garoppolo somehow hangs in . . .”) The result: A first down on a 13-yard completion and a touchdown four plays later. Game on. n Stafford was called for a false start before the Rams’ second snap of the game because of the crowd noise . . . at SoFi Stadium. As someone who spent much of his childhood in Southern California, I’m qualified to say the Sea of Red stands were yet another black eye for the region’s sports fans. I’m guessing Rams fans – I’ve heard some exist – also leave in the fifth inning.

field. Alas, the Bowl Championship Series limited itself to No. 1 versus No. 2, and Richt’s teams were never better than No. 3. We keep hearing that the CFP is about to expand to 12 invitees, which would mean a team of Georgia’s eminence would need to mess up royally to fall from contention. The Bulldogs have lost 10 games over five seasons. Four of the 10 were to Alabama. When they meet again, and you know they will, it will no longer be Little Brother facing Big Brother. It will be as equals. Not for nothing was Georgia favored over the Crimson Tide twice in five weeks. The belief in the industry held that Georgia had become the better team. The better team won Monday night. The world is that team’s oyster. Smart could have his pick of jobs, but Smart isn’t so silly as to chase bigger money at a lesser program. He’s making $7 million per year. He can name any price – almost any price – and UGA will meet it. He’s the new king of college football. He’s the prince of Athens. He came home to make his school win bigger. His school just won it all. He’s 46. He should have many more seasons left in him. Put it this way: He’s not leaving to coach Auburn. We knew in 2017 that

Nothing in sports is inevitable — weird stuff happens – but even after another stroke of that famous Alabama luck thrust the Tide into a fourth-quarter lead Monday, Georgia was unfazed. Said Bennett: “I knew when I fumbled the ball I was not going to be the reason we lost this game.” Two minutes and five seconds later, the Bulldogs were ahead to stay. Bennett threw the prettiest ball of his life to Adonai Mitchell, who rose above defender Khyree Jackson to snag the rainbow. It was the sort of throw Bennett’s detractors believed the former walk-on couldn’t make, and he made it with a national championship on the line, and why are we still giving voice to those detractors? Said Bennett: “It’s the thing coach Smart and the whole team has been preaching all year – resiliency, toughness, composure, connection.” Georgia scored the frantic game’s final 20 points. It took its first national title in 41 years. It won’t have to wait so long for its next. It mightn’t have to wait any longer than next January. There’s no lid on this program anymore. The Bulldogs can beat any opponent, win any game. They’re where they always believed they belonged. They have no plans to vacate their exalted premises.
