Solano History Exploration Center seeks new home Amy Maginnis-Honey

SUISUN CITY — A historic part of Suisun City remains for sale. The Lawler House, now surrounded by a fence, was also home to the Solano History Exploration Center, which is now in search of a new home. The house at 718 Main St. was declared surplus property in September by the City Council. It was appraised a few years ago at about $325,000 with an estimated repair bill of $100,000 to $125,000. It was moved to its present location on a barge in 1979. Suisun City continued to operate the Lawler House as a commercial property until 2010. At one time it was home to offices and an art gallery as well as the history center. All City Council members expressed concern over letting a piece of history go, but also noted repair costs had to be considered. The council, acting as the Successor Agency to the former Redevelopment Agency, declared it surplus with the intent to sell as it is required to do under Redevelopment Dissolution laws. The city received two communications challenging the validity of the surplus designation. The first letter noted that the Lawler House deed indicates that the title owner of the Lawler House is Suisun City, and not the Successor Agency and, therefore, the determination of the city as the Successor Agency declaring the Lawler House as surplus property was invalid. FAIRFIELD — The learning curve so many first-year county supervisors must navigate was never really part of Mitch Mashburn’s mindset as he sought and won the District 5 seat on the county board. After all, he had spent 32 years in the Solano County Sheriff’s Office – with a wide range of jobs and administrative duties – and he had served 10 years on the Vacaville City Council. He felt he was familiar with the inner workings of government, and particularly the centerpiece

VALLEJO — John Watson is working on a mystery. The president of the Genealogy Society of Vallejo-Benicia received a box a few months ago filled with photographs and he is trying to find the relatives of the man who owned the photos. “I found the guy had lived in Solano County and he had two children, but they are all dead. I am trying to find any living relatives that would want the photos.” The person who brought in the box worked at the retirement home where the owner had died, but couldn’t just toss out the photos. This mystery might take years to solve. Thankfully, Watson has access to the Genealogy Society of Vallejo-Benicia’s library, which is situated on the second floor of the Vallejo Naval and Historical Museum in downtown Vallejo, and is

Now, my dad could get away with his exasperated utterance of a strange amalgam of Pinocchio’s cricket friend and a certain manger-born Nazareth carpenter when he was peeved:“Shiminy Christmas!” but me and my brothers knew better than to repeat it. So anyway, I’m not trying to give Samuel L. Jackson a run

Some of the ones I plan to incorporate include, but are not limited to: “Dagnabit!”, “Shazbot!”, “Good Googly Moogly!”, “Drat!”, “Shitake Mushrooms!”, “Dadgummit!” and “William Shatner!” If I can figure out how to pronounce @#$%^&*! I’ll add that to my repertoire as well. Pitch my idea to the appropriate powers that be for a new kind of television judge show. It would be called “Rolling Justice.” Instead of waiting for litigants to go through the laborious process of filing paperwork and waiting for a court date after an incident, Rolling Justice would be immediate. If two parties had a car wreck, they could call the show and the mobile courtroom would show up shortly afterward. The judge’s bench would be on the back of a decorated flatbed truck. Litigants would have podiums and mics rolled up in front of them and cameras would capture the action live. It would be fresh and real and the

Now, I would definitely have to do the catch-and-release thing because I don’t eat fish or any kind of meat anymore. "We were hoping if we just kind of held out long enough that they would return," she said. "But I think we're realizing we have to be adaptable, and find new and different sources of support and reinforcement for our mood, because things are not quite returning to exactly how they were." And so when people fall off track from a habit, such as a resolution, Lazarus said it can reinforce a problematic avoidance mindset. But it's best not to keep putting it off when you fall off track, she said. "It reinforces this way of thinking of like, 'I fell off track with this habit, I'll just start next week, or I'll just start next month,'" Lazarus said. "Why not start fresh or start new in the next moment, . . . 'So I fell off track here today, I'm going to start fresh this afternoon.'"
Tribune Content Agency COLUMBUS, Ohio — It's the start of 2022, which for many means once again setting New Year's resolutions. According to a 2020 survey from comparison website Finder, 45.6% of 141.1 million American adults said they wanted to make health-related New Year's resolutions for 2021. But another 2020 survey from data analytics site YouGov found that 49% of people who made resolutions kept some but not all, while 16% did not keep any at all. So for those who want to keep up their resolutions this year, experts say to start small.
What's in a New Year's resolution Sophie Lazarus, a clinical psychologist at Ohio State University's Wexner Medical Center, said one of the biggest reasons why people make New Year's resolutions in the first place is that it's a "strong, cultural piece" in today's society. She added that New Year's resolutions can be hard to stick with because in general, habits are powerful and that it's really hard to change behavior. "There are just so many forces and responsibilities and pressures that make it very unrealistic
Starting small, setting goals Lazarus said it's best for people to set smaller goals in the new year instead of large, sweeping resolutions. Personal trainer Alexandra Craig agrees that smaller goals are the way to go. Craig is the owner of personal fitness gym Personal Level Fitness, just outside of Upper Arlington. Her gym helps clients with setting longterm goals instead of resolutions like trying to lose 10 pounds in a month. "I think they set themselves up to fail because they don't know where to start a lot of times," she said. "When people first do their New Year's resolutions, it's that short-term tunnel vision instead of, 'I'm going to work on this one thing, and then add, and add, and add and do more of a habitbased program." She added that in order for people to keep up with these smaller goals, they can just make tweaks to their goals to make them more realistic. "I always give people a 1 to 10 confidence scale. One is absolutely not, I am not going to climb Mount Everest tomorrow, and 10 is like, 'Yeah, I can walk out to my car and grab my cellphone for you," Craig said. "If you can't do it
forever, then you probably shouldn't be doing it." And that's the same for resolutions like healthy eating – keep the pressure low. In fact, local licensed dietitian Lindsey Mathes said not to focus on weight loss, as it can be dangerous. Mathes, who focuses on preventing eating disorders and disordered eating with her clients, said things like diets don't
work, and that healthy eating is more about a behavior change. "The vast majority of eating disorders get started very innocently – there is a drive for feeling healthier, losing weight, and it flips a switch," she said. Mathes said those who want to start healthy food habits in the New Year should contact an intuitive eating dietitian in
order to overcome barriers – like emotional eating as a coping mechanism – that would prevent someone from making the changes they want. But for those who cannot or do not want to, she said to read books like "Health at Every Size" by Linda Bacon so they can have a better understanding of what healthy eating means for their body.

The 58th Annual Nor-Cal Regional Juried Art Show is one of the oldest juried art shows in California. Visitors are asked to vote for their favorite piece of artwork. Genealogy society will talk 1950 Census The next Genealogy Society of Vallejo-Benicia presentation will be on the 1950 Census. The Zoom meeting will begin at 1 p.m. Thursday. LOUIS — If you’re 5 years old and have been growing out your mullet since age 3, does the mullet become you, or do you become the mullet? “I don’t want to cut it,” says kindergartner Xane Coultrip, who sports a lusciously wavy mullet that flows halfway down his back, “because my friends won’t know who I am.” The mullet (also as the Kentucky Waterfall, the Missouri Compromise, the Camaro Crash Helmet, the Ape Drape, the Canadian Passport – we can go on, and we will) is back. It’s not sweeping heads nationwide, so to speak. But people are asking for the cuts, which are short in the front, long in the back, and hairstylists are just short of consulting circa-1986 Tiger Beat magazines and giving them, or at least more modern, shaggier versions of the cut. Um. Why? For sure, people shied away from hair salons during the pandemic, leading to some inadvertent mullets. And maybe people were influenced by the truly exotic mullet topping the head of Joe Exotic, aka the Tiger King, during early pandemic Netflix binging. Mullets flowed back along with the resurgence of ’80s and ’90s trends such as high-rise mom jeans and half mesh shirts. They’re styles that younger generations – some not born until this century – didn’t expe-

She’s an instructor at Paul Mitchell cosmetology school in the Central West End, and she said their students “beg” to learn the cut. “But I’m also the person who when I walk into a room, I want someone to turn around and say, ‘What’s up with that chick’s head?’ or ‘That’s really cool.’ I want my hair to be as alternative as my personality.” Xane’s mom, April Nickles, 45, says she wasn’t sure what to do with her son’s hair as it grew long, but when they decided to get the mullet, it turned plainer heads. “Everyone was like, dude, Xane’s hair is amazing. And I started seeing mullets popping up everywhere. It was like, everybody wants to look like him.” “Remember that guy at the carnival?” Xane piped in.
“Oh yeah, we went to the Jefferson County Fair, and we saw a few there,” said Nickles, who wore a mullet herself as a kid in the ’80s. According to the experts at the USA Mullet Championships, the name mullet didn’t gain traction until 1994, when the Beastie Boys came out with the song “Mullet Head.” People have worn their hair in the business in the front, party in the back style for centuries. Ancient Greeks wore it that way because the hair protected the neck while allowing visibility in the front. In “The Iliad,” Homer describes a group of spearmen who wore “their forelocks cropped, hair grown long at the backs.” Some argue mullets have never truly gone out of style. Kevin Begola is the founder-president of the USA Mullet Championships, a contest he started in 2020. That year he had 130 male competitors come to his Fenton, Michigan, men’s store, Bridge
Street Exchange, flaunting their mudflaps. Then, the pandemic shut the world down, and he had more than 100 men enter a virtual contest. They had to cap the children’s entries at 500. He hopes to run regional contests in 2022. They sell a “Mullet Life” calendar of winners, and proceeds go to Stop Soldier Suicide. “A lot of these guys, they’re really great people,” said Begola, who is 41 and bald but wore a rat tail in his younger days. “Some of them have been rocking it for a long time. It’s their identity. I think there was a lot of stigma back in the ’80s with it, like after the fact. At the time it wasn’t a big deal. Just look at other cultures, they wear their hair all kinds of different ways. Unvaccinated Joe Rogan postpones Vancouver show Tribune Content Agency Podcaster Joe Rogan’s April 20 show in Vancouver was rescheduled for Oct. 20, after the comedian claimed Canada’s Covid protocol might force a date change. The postponement was confirmed on Rogan’s Facebook page Wednesday. Deadline reports that Rogan warned fans on his Christmas Eve “Joe Rogan Experience” podcast that his vaccination status could be problematic for fans up north. “I should probably say this because I haven’t yet. My 4/20 show that’s sold out in Vancouver, I don’t think that’s happening,” Rogan told
listeners. “I don’t think I can even get into the country. I’m not vaccinated. I’m not gonna get vaccinated. I have antibodies. It doesn’t make any sense.” The performance was slated for Rogers Arena, which requires proof of vaccination. Rogan said in September that he had contracted Covid and was treating the viral infection at home with a variety of questionable alternatives to vaccines, including the dewormer medication Ivermectin, which the Food and Drug Administration discourages. Rogan’s next show is slated for Jan. 21 in Irvine.

California redistricting won’t change Democrats’ control
S
uperficially, California’s politics seem poised for a big upheaval in this election year, but appearances can be deceiving. The illusion of major change comes from the redrawing of 172 congressional and legislative districts by the state’s independent redistricting commission to reflect population shifts revealed by the 2020 census. The boundary changes, driven by the 14-member commission’s obsession with “communities of interest” that it defined in purely subjective, ever-shifting terms, will generate a substantial turnover in the 52-member congressional delegation, the 40-member state Senate and the 80-seat state Assembly. Much of it will be a game of musical chairs as politicians Dan Walters shift from one venue to another. Several senior members of the congressional delegation are calling it quits, opening up opportunities for state legislators to advance their careers. The redistricting plans also throw a few incumbents into the same districts, forcing them to alter career plans. The 2011 California redistricting and the 2012 elections brought a bumper crop of new legislators into the Capitol who will face automatic retirement in 2024 due to the 12-year limit on legislative service, so several of them are planning bids for Congress or statewide office this year. The commission was attempting to comply with a set of conflicting mandates, not only to equalize the populations of legislative and congressional districts, but to meet the demands of ethnic and cultural “communities of interest” for dedicated legislative seats and to comply with the federal Voting Rights Act. The Voting Rights Act indirectly mandates creating more districts likely to elect non-white members, thus increasingly the likelihood that more of those winning legislative seats in this year’s elections will be Latino, Asian or Black. The communities whose demands were met are overwhelmingly Democratic and even if the commission had ignored the Voting Rights Act and the “communities of interest” credo, its maps would favor Democrats because fewer than 25% of registered voters are Republicans and Democrats outnumber them almost 2-to-1. If one defines “gerrymandering” as preordaining who wins a legislative or congressional seat by drawing district lines, this was gerrymandering, albeit not for overtly partisan purposes. That said, the partisan effect will be to cement the Democratic Party’s overwhelming control of the Legislature and the congressional delegation. The current Legislature is roughly 75% Democratic and there’s little doubt that the one elected in November will be equally lopsided in partisan makeup. The faces may change but not the Legislature’s left-of-center tilt. The only real mystery emanating from the new maps is whether Democrats will increase their hold on the congressional delegation. In 2018, the state’s disdain for Donald Trump manifested itself in a debacle for Republican members of Congress, cutting their ranks from a paltry 14 seats to just seven. The GOP rebounded a bit in 2020 and now holds 11 seats. The state is losing a congressional seat due to slow population growth in the past decade, thus requiring an adjustment that wound up costing Los Angeles County one of its seats. Nevertheless, the overall thrust of the new congressional map favors Democrats and whether the party makes gains in California could play a role in which party controls the House. Republicans need to gain just five seats to regain control and the increase in seats in fast-growing pro-GOP states such as Texas, plus Republican-friendly gerrymanders in those states and the nation’s overall political sentiment favor a shift of power. However, if it’s closer than expected, Democratic gains in California could make the difference and a handful of tossup contests in the state’s newly reconfigured districts will draw heavy attention. Voters can never have confidence without nearly infallible verification such as fingerprinting software. Compare vote-by-mail to precinct ballots that are inventoried and never available for mischief. A lawsuit led by Election Integrity Project California and Judicial Watch produced a court order for the California Secretary of State to require counties to clean their records. That was delayed and 416,633 ballots were mailed in 2020 to inactive California registrants (dead, moved or lazy); 66,880 were voted, but by whom? There is one logical reason for universal vote-by-mail and that is cheating. Of 47 European nations, 46 have stopped vote-by-mail because of fraud and the last is moving toward termination. Are they smarter than our leaders? The arrogance of HR 1 is shown by the restriction of Section 4. For any action to challenge the lawfulness of any provision of this act, the action shall be filed in the U.S. District Court for the District of Columbia. Is this convenient “For the People”? is a hotbed of sightings: People have phoned her to talk about their own supposed encounters with the creature. “I am sure there are people who have seen something,” she said. “(I hear) the earnestness in their voices when they call me up, but I was a geologist before (having) kids and getting into the cabin rental business so the other part of me is like, ‘We’d find some evidence, wouldn’t we?’ But I guess it remains to be seen.” The downstate engineer who says he spotted the mysterious figure last month asked not to be named after the initial report of his sighting, released without his knowledge, brought him a crush of unsought attention (“I don’t want to be known as Mr. Bigfoot,” he said). He said he was driving home on Illinois Route 78 after visiting his mother when, just across the Sangamon River, he saw the creature bound across the road about 40 yards from his vehicle.
It turned toward him just before it vanished, though he couldn’t make out its eyes or face. The man said he is not a Bigfoot enthusiast and was sober as a judge when he made his sighting. He acknowledged, though, that when friends went back to look for tracks, they found nothing. Even so, Matthew Moneymaker of the Bigfoot Field Researchers Organization graded the man’s sighting as Class A, or very reliable: The relative closeness of the encounter and lack of red flags about the man’s credibility helped to convince him, he said. Moneymaker, who has produced or hosted several Bigfoot-related TV shows, said he started his organization in the mid1990s after he spotted a “squatch” during an early morning outing in a patch of woods near Akron, Ohio. Since then the group has received hundreds of sighting reports each year, he said, with many coming from the Pacific North-
west. His theory is that the creature is a primate genus known as Gigantopithecus that crossed into North America from Asia during the Ice Age and has managed to elude capture. But Paul Garber, a University of Illinois at Urbana-Champaign anthropologist who studies primates, said that is not supported by the fossil record. Gigantopithecus went extinct around 500,000 years ago, he said, and there’s no evidence it ever made it here. He said a large primate would leave telltale signs of its presence, from droppings to bones to the remnants of “nests” in which apes sleep. Moneymaker said the lack of definitive proof could be due to Sasquatches living in extremely remote areas, but Garber said that’s also true of other big apes whose existence has been well documented. Garber said tales of Bigfoot-like creatures exist all over the world, which he attributes to the human impulse to rationalize odd sights that defy
ready explanation. “I believe this guy saw something,” he said. “I just think the visual evidence alone is what we have. The other kind of physical evidence that would be consistent with ape behavior is what we tend not to have.” Pressed about what he saw, the man said he thought it might have been a bear running at full tilt, but its bipedal gait and the lack of bear tracks convinced him otherwise. It resembled the classic image of Bigfoot, he said, and others who live in the area have since told him they’ve seen similar creatures. As for the possibility of a prankster, the man said he hoped that isn’t true. “If someone thinks of coming down to central Illinois to put a hoax on people or something, I wouldn’t recommend it,” he said. “There’s just way too many hunters. There’s too many people with guns. It would be too dangerous.”
Dale Rouggly, 62, the co-owner of Bouffant Daddy salon in Maplewood, wore his hair in a permed mullet for years in the ’80s and ’90s. In fact, in his earlier life as a dancer, he appeared on the television show “Dance Fever” in 1985, his curly mullet bouncing along to his imperial swing dance to “Lovin’ Is Really My Game” by the funk band Brainstorm. He keeps a picture from his “Dance Fever” appearance by his stylist’s chair. “They say, ‘Oh, God, that’s you?’ and I say, ‘Don’t make fun of me.’ Everybody had leg warmers, or guys had big hair.” He gives a mullet cut about once a month, and while he has an older gen-
tleman client who has kept his for years, the younger clients who seek them like to play around with colors and styles. “I would never talk them out of it. I’m all for it, if that’s what makes you happy, and that’s what you want. I’m not afraid to do a mullet.” Helen Petty, 40, who owns Chop Shop in the Grove neighborhood of St. Louis, said she’s seen a mullet-like style emerge more recently on TikTok as a “wolf cut.” It’s more of an extreme shag, with hair shorter on the face and sides and longer in the back. As for her own thoughts on the mullet, she’s diplomatic. “My personal opinion is if something makes you
feel good, I like it. That’s my viewpoint on all my haircuts. If you want my advice I’ll give you some, like what will go with your face shape or something. But if something makes you feel good and edgy, then go for it.” With that said, she recently gave a mullet/ wolf cut to one of her teenage daughter’s classmates, “and she looked rad.” Sports have undoubtedly influenced the craze, with some teams growing mullets in solidarity. The “hockey flow” of hair from under helmets has never truly gone out of style on the ice. Lucas recently got a perm for his alreadywavy mullet, a cut that’s now the rage on his
Meramec Sharks youth hockey team. During one recent tournament in Nashville, a mom set up shop in a hotel room and cut mullets on the heads of several teammates. “Honestly, I think it’s just perfect,” said Lucas. “I am normally like a big historian. I like anything vintage.” Lucas’ mom, Lesley DesRoche, is happy he’s happy. Her younger son, Liam, once sported a mullet that is now cut into more of a mohawk. “I told Lucas, you know what, it’s your hair, and if you want to look silly, you’ll look silly. But every time, he legit pulls it off. “Never in my life,” she said, laughing, “did I think mullets would be in my household.”

The society works on records to preserve family histories, provide instruction for conducting genealogical research, assist members and the public with research questions, conduct drop-in library hours and other times by appointment and participate in community events to inform and assist the public. They also hold monthly meetings. Since the pandemic, they have tried a hybrid version with in-person and Zoom meetings but found they had more of a turnout with Zoom so they have decided to do Zoom meetings for now. “We actually had more people join since doing the Zoom meetings,” Watson said. “Many people have time on their hands and have decided to finally do that research they were putting off.” Also available for help on researching family history is the Solano County Genealogy Society located in downtown Vacaville. Marianne Gaertner, president of the Solano County Genealogical Society, has been working on her Irish genealogy this year. “I have finally been able to make some headway, but I had to go to Ireland to find the solution for the brick wall,” she said. “Once I realized the records were in another county it all fell together.” She had some help from other members of the society in Vacaville who also were working on bricking through brick walls in Irish research. They were remedied at a November council meeting. “The property was inappropriately transferred to the city and the council took action to quitclaim it back to the Successor Agency,” said City Manager Greg Folsom in an email. “The agenda item from Nov. 16 included the pertinent direction from the Department of Finance in July 2017 stating that the transfer to the city was denied. For whatever reasons, the transfer of the Lawler House back to the Successor Agency did not take place as it should have back in 2017, which is why there was confusion from the public,” Folsom stated. “They said there was black mold in the building,” said Joe Neitzel of the history center. He noted there were homeless people who often camped on the front porch of the home. The Solano History Exploration Center had been in the house for

In a surprising twist, the pandemic has brought them members from across the country. “Because the meetings are online, people can login from wherever they are,” she said. They have a website with reference to the extensive list of resources available in the library from birth, marriages, deaths, high school yearbooks, newspapers and church records, to name just a few. “If people go online and see a book they would like to see if a family member is mentioned in, they can fill out a form or call us with a request,” she said. “Someone checks the phones and emails all the time and we will get right on it.” Of course, for both societies, new members are welcome to join. The nonprofits work because of volunteers so membership is the means for the lights to be on so they can do the research for callers. The property was not maintained because the city did not have the money to do so once the state dissolved redevelopment agencies across the state, according to city officials. Attempts were made to declare it a historic landmark but were denied since the house had been moved from its original location. Neitzel said he understand the city’s position. Mayor Lori Wilson “would love to have the house,” he said. Councilwoman “Wanda Williams is so great with us.” There was talk of the Native Sons of the Golden West purchasing the house. So he keeps a photo of his three daughters in his office, and he brings it to the Board of Supervisors meetings to keep an eye on the future. “They’re my barometer,” Mashburn said. “What we do today matters to them 20 years from now,” he added. It is also why he pays attention to the decisions that were made before and are impacting the county now, a lesson he learned, to some degree, from Supervisor John Vasquez. But there were some nuances within the county procedures, too, and at least one specific requirement that delayed Mashburn’s ability to get funds his office supposedly controlled to veterans organizations. Each supervisor is given funds to distribute to community organizations. At the time it was $5,000, and has since been raised to $10,000. So Mashburn filled out the usual paperwork and waited. But the funds were never distributed, and in fact, were reclaimed into the overall budget as the fiscal year ended in June. “Why?” was Mashburn’s question. It seems he did not fill

Federal officials faced requests from the airline and other industries to shorten quarantine and isolation times in response to worker shortages and flight cancellations that they said had been driven largely by workers who tested positive and were isolating. out a vendor claim, a step specific to the supervisors’ general fund district accounts as required by the Auditor-Controller’s Office. “It’s frustrating to me I didn’t know that,” Mashburn said. Since then, he has met with every department head – and their money people – to get a full understanding of the particular procedures that each department uses. He has asked for all those policies to be sent to him in writing, too. Overall, Mashburn said he thinks he did hit the ground running in January 2021. Of course, the Covid-19 pandemic created its own problems, and it is just hard to find solutions for some expansive issues – such as homelessness. “I wanted to make a dent in homelessness in the county,” Mashburn said. “But when I put my hand up (to take the oath of office), we were in the throes of the pandemic.” The county’s reaction to the pandemic, he said, is what he is most proud from his first year on the board. “I don’t just mean the county personnel, but all the cities and everyone coming together,” said Mashburn, specifically pointing to the hospitals and the many grassroots organizations that provide services in the communities. He also praised Dr. Bela Matyas, the county public health officer, and his staff for keeping the focus on dealing with Covid-19 under the constraints of state and other regulations that did not necessarily serve Solano best – not to mention the political noise from different interests in the community. clinics at the county fairgrounds in Vallejo, and later the pop-up clinics in the communities were essential parts of that. Still, he believes being vaccinated must remain an individual or parental choice, or how can government look to choice for other issues. Mashburn will not, however, “armchair quarterback” the state’s decisions because the task of dealing with a statewide health crisis is a massive undertaking at best. As for homelessness, he said the county is “still working through that.” One of the primary issues at the county level is the lack of housing, and he said the county could very well have to get into the house-building business to close that gap. That could also mean developing in areas outside the cities. But there are problems the county cannot solve on its own. “We don’t have water plants, we don’t have sewage facilities, so we are going to have to work with other agencies,” he said. He admits there needs to be a greater level of cooperation to deal with the issue – at all levels – and is at least hopeful that the county is finally moving toward the Twoby-Two collaborative effort being spearheaded by the cities. The Two-by-Two collaborative brings two council members each from Fairfield, Suisun City, Vacaville, Benicia and Vallejo working toward a regional approach to homelessness, with feedback to the city managers offices and involvement of related interests such as law enforcement. Mashburn has received some pushback
from other supervisors, who have expressed concerns the effort is only duplicating other work. The other issue he looks back on with some pride is more specific to his district, and that was a response to a growing problem of illegal marijuana operations. He said he worked with the Sheriff’s Office for a stronger response, and got it. Mashburn dismisses any criticism that his loyalty to the Sheriff’s Office has influenced his decisions, notably his very strong opposition to having a civilian oversight commission to review the department’s activities. During that debate he said the county should give the sheriff whatever he needs to do his job. That was not meant, he said, as giving the department carte blanche. He just wanted to emphasize that the sheriff is a constitutional officer who is elected by the voters, and after the Board of Supervisors sets the department budget, the sheriff alone has the authority on how to run his operation. But he needs the resources to do that job. Looking ahead to year two, Mashburn hopes to be appointed as the alternative county representative to the Solano Transportation Authority so he can learn more about those issues. He said his district has more road miles and related issues than any of the five, so he believes it is important for him to become more educated on issues that will impact the future of the county infrastructure. Mashburn then holds up the picture of his daughters to emphasize the point.

Several public health experts have challenged the revamped CDC rules, with some calling them too permissive. “I absolutely don’t want to sit next to someone who turned Positive 5 days ago and hasn’t tested [negative],” tweeted epidemiologist Michael Mina, an assistant professor at Harvard T.H. Chan School of Public Health. Mina called the guidance “reckless.” A new testing requirement may mollify public health experts who have criticized the administration’s new guidance, but could put additional strain on the already limited testing supply. The Biden administration has faced criticism over long delays for securing tests in many parts of
the country – complaints that could be amplified if tests are recommended at the end of CDC’s isolation period. “There’s a bit of a conundrum here for the administration. Many experts have recommended testing negative to end isolation after you have covid, but it’s really hard to find tests right now,” said Larry Levitt, a public health expert at the Kaiser Family Foundation, a nonprofit. “The need for testing combined with the lack of tests has put the administration in a tough spot.” It is also unclear whether a single rapid antigen test would provide particularly useful guidance on whether a worker is still infectious. Jorge Caballero, a former instructor at the Stanford University School of Medicine who is now working as health data scientist, said the United States should move to a system more closely resembling that in Britain, where patients are expected to test negative several times in a row before ending their isolation period. That protocol helps account for the uneven usefulness of rapid antigen tests, he said. Including a testing requirement after five days would be an improvement, Caballero
said, but “it does not address the limitations around rapid antigen tests – they are less sensitive and less able to pick up asymptomatic cases.” Coronavirus cases have been surging across the country, but deaths have not spiked. There is some evidence that the omicron variant is less fatal than other iterations of the coronavirus. The nation is recording an average of about 400,000 cases per day, and hospitalizations have started to rise. But recent quick declines in cases in South Africa suggest that the virus may soon fade, and U.S. officials are watching what is happening both there and in Britain with guarded optimism. The uncertain stage of the pandemic represents a new challenge for public health officials, who have already faced substantial criticism for repeated shifts in the official guidance. “You have to balance the need for flexibility with the need for a credible consistent message, and that’s never going to be easy with a dynamic situation,” said Harold Pollack, a public health expert at the University of Chicago. “But when your recommendations change, that undermines your ability to have a stable message.”

Stephen Curry, a sure shot to earn his eighth nod, pronounced his endorsement Saturday after the Warriors’ latest win, 123-116 at Utah, joining a growing list of teammates and coaches spouting a similar message: turn “two-way Wiggs” into “all-star Wiggs.” “Not to get too ahead of myself, but No. 22 should be in Cleveland this year, the way he’s hooping,” Curry said after Wiggins dropped another 25 points, his fifth 20-point performance in his past eight games. “Wiggs has been so consistent all year, the way he’s played on both ends of the floor.” Add Klay Thompson and Steve Kerr, just

When to get your knives sharpened Plus, is self-rising flour good to keep on hand? The Washington Post The Washington Post Food staff recently fielded questions about all things edible. Here are edited excerpts from that chat. Q: I watched a master class episode with Mary Berry and Paul Hollywood recently. Mary Berry made a comment about everyone using self-rising flour nowadays. I’ve noticed that on British recipes. Your thoughts? Is it just another bag of flour taking up space in our kitchens? Or is it a good addition? A: It’s a little confusing because British self-rising (you may also see it as self-raising) flour is different from American self-rising. Over there, it’s flour and baking powder. Here it’s flour, baking powder and salt, usually with a slightly lower protein content flour. People like the American ones (i.e. White Lily) especially for things like biscuits. If you want a devoted flour for something like that, sure, get self-rising. Otherwise, you can make either version at home as needed. — Becky Krystal
Q: About two years ago I treated myself to a Wusthof knife set. They are nothing short of amazing. I am wondering how often you would recommend for having them sharpened by a professional. I still have not had them sharpened. Many thanks! A: I get my knife professionally sharpened once a year (I’m very overdue at the moment). I talked to some professional knife sharpeners about when you might need to sharpen your knife; one said, “when you’re not happy it” and another said when you’re struggling to cut tomatoes without smooshing them or when you can’t make a good clean cut in chicken skin. — Kari Sonde
Q: Avocado toast is basically guacamole on toast, no? A: You could put guacamole on toast and call it avocado toast if you wanted to. Guacamole tends to have a mix of chopped onion, tomato, lime juice and salt. But there’s so many different ways to mix up your avo mash – a lot of people make that mash just lemon, avo and salt, which is not guacamole. I put a mix of avocado, lime, salt and dry garlic chutney, which is not guacamole. — K.S.
Q: Is there a trick to clean a garlic press that I haven’t thought of? Whether I peel the cloves and even though my garlic press supposedly cleans itself with a built-in nubby piece that should force out anything left behind, I always end up having to use a toothpick or finger to pick out a layer of smashed garlic. I often opt to use a knife instead, but the idea of the press tempts me back – and sometimes recipes call for it. A: The only thing that consistently works for me is to drop it in some water immediately after using, and let it soak while I do the rest of my cooking and cleaning. Then it usually rinses pretty well. — Joe Yonan
Q: My kitchen is being remodeled and I currently have an electric two-burner cooktop, a microwave and a gas grill. How can I use my gas grill as an oven? Is it possible? I’d like to bake some barbecue chicken not grill it and is it possible to use the grill to bake cookies? A: I’m not extremely experienced with this, but yes, you can use your grill as an oven. The key is to make sure whatever you’re baking is as far away from the heat source as possible (indirect heat, if you’re familiar with that term). So that means only lighting one side of the grill and then putting whatever you plan to bake on the other side (and on a higher grill rack, if there is one). Then from there, just make sure you have a way to monitor the temperature of the grill environment and you should be good to go. — Aaron Hutcherson
Q: I noticed there are white spots inside my electric toaster, on the sides. Do they matter? Do you ever clean inside your electric toaster? I never thought about it before, beyond emptying out the crumbs sometimes. Obviously, I can’t wash/scrub it like I would do with a spoon or pan. BTW the toaster sits between the blender and the electric kettle so it may have been exposed to humidity (kettle) or tiny droplets without me noticing. A: If it were me, I would file this under “Things that I can’t be bothered with.” Right? Cause what difference do spots inside mean anyhow? I think you’re right, it’s probably just discoloration of the metal, maybe from humidity, but can’t imagine it really matters. — J.Y.

hort ingredient lists and simple preparation: On weeknights, this is what many of us are seeking, but too often we end up with one-dimensional dishes – no delicious surprises. Enter compound butter, a fancy name for softened butter swirled with your favorite spices, herbs and/or citrus. This Skillet Pork Chops With Horseradish Green Beans is a great example of how even the simplest dish can be elevated by it. Here, you sear pork chops in a skillet. While they are cooking, you make a simple compound butter, using minced fresh chives and lemon zest. When ready, you transfer the chops to a platter and, using half the butter, add a dollop to each chop and cover them to keep them warm. Then, you add green beans in the same skillet to sear. When they are ready, you add the remaining butter to the beans, along with a spoonful of horseradish, and stir and swirl until each bean is coated and flavorful. The butter adds bright creaminess and the horseradish a little zing, but I’ve made this dish, which is from “Five Ingredient Dinners” from America’s Test Kitchen, without the horseradish and it is quite good that way, too. (The entire recipe actually includes 10 ingredients, but the ATK book’s concept is that you already have half the items needed – butter, lemons, salt, pepper, oil and a little water – on hand, so you have to buy only five.) Some people like to form their compound butter into logs and refrigerate or freeze them. The butter can be frozen for up to three months, if wrapped tightly. I usually stir or whip mine and put it into ramekins, so I can use them for cooking or serve them on the table for spreading on bread, rolls or muffins. Along with being a flavor boost, compound butter allows you to use up those lingering fresh herbs. For example, this dish calls for two tablespoons of chives, but then what to do with the rest? If you make a larger batch of butter, you can use them all up. Then, the butter is great on toast or English muffins, melted into hot pasta or a baked potato. I’ve made compound butters with so many things, including wilting parsley and fresh thyme, shriv-

To soften, stand a stick on its end in the microwave and blast it for about eight seconds on high. This trick my colleague Daniela Galarza taught me softens the butter, but still keeps it cool. If it needs to soften a bit more, microwave it for another second or two. Then, put the softened butter in a bowl and whisk it until it is soft and creamy. (If making a large batch, you can whip it in a stand mixer or with a handheld mixer, but it isn’t essential.) Make it with salted butter or add a pinch of salt to unsalted butter and drop in the herbs, citrus zest or whatever flavor combinations you like. Then just whisk it until it is well combined. To wrap it for freezing, transfer the butter to parchment or wax paper, roll it into a log and tightly twist the ends of the paper closed. Or, if you prefer, spoon it into a small ramekin or a freezer-safe container, smooth the top and tightly wrap or cover. Then, it is ready and waiting for you whenever you need it. For the holidays this year, I made a sweet compound butter with maple syrup and a pinch of dark brown sugar and a savory one with minced parsley and garlic and fresh cracked pepper. I’m still enjoying the sweet one on pancakes and muffins. The savory I’ve spooned onto wilted spinach, new potatoes and steak. Delicious. Easy. Waiting in my refrigerator. Skillet Pork Chops With Horseradish Green Beans 30 minutes 4 servings
This skillet supper gets a flavor boost from a chive-lemon butter and a dollop of horseradish. Make your favorite compound butter to vary this recipe and, if you want to, make extra to serve at the table. Keep in mind that if your pork chops are thinner or thicker than described in this recipe, the cooking time will vary. Storage Notes: Refrigerate leftovers for up to 3 days. Compound butter can be refrigerated for up 1 month or frozen for up to 3 months. Note: If you don’t plan to eat all of the green beans right away, don’t let the leftover beans linger in the hot pan, they will continue to cook. Place them in a storage container right away. For the butter: 4 tablespoons unsalted butter, softened but still cool to the touch 2 tablespoons minced fresh chives 1 lemon, finely zested (about 1 teaspoon zest) and cut into wedges For the chops: 4 (6-ounce) boneless pork chops, about 3 ⁄4 -inch thick 1 ⁄4 teaspoon fine salt, plus more to taste 1 ⁄2 teaspoon freshly ground black pepper, plus more to taste 1 tablespoon vegetable oil or another neutral oil, plus more as needed For the beans: 1 pound fresh or frozen green beans, trimmed and halved crosswise if fresh 1 ⁄4 cup water 1 tablespoon prepared horseradish, drained, plus more to taste In a small bowl, stir together the butter, chives and lemon zest until combined. Pat the chops dry and cut two slits, about 2 inches apart, through the fat on the edges of each chop, then lightly sprinkle them with the salt and pepper.
In a 12-inch skillet over medium-high heat, heat the oil until shimmering. Add the chops and cook until well-browned on both sides and the meat has an internal temperature of 140 to 145 degrees, about 8 to 10 minutes. (Thicker chops will need to cook longer.) Using tongs, stand the chops on their side in the pan, fat side down, to render some of the fat, about 1 minute. Transfer the chops to a platter and, using half of the butter, add a dollop to each chop. Cover the chops to keep them warm. In the same skillet over medium heat, add an additional 1 tablespoon of oil if the chops were lean and there’s not enough rendered fat from the chops. Add the green beans and lightly season with the pepper, if desired. Cook, stirring occasionally, until the beans begin to brown in spots, 3 to 5 minutes. Add the water, cover and cook until the beans are bright green, but still crisp-tender, about 2 minutes. Uncover and continue cooking until the water evaporates, about 1 minute. Stir in the horseradish and the remaining chive butter and cook for 1 more minute or until the beans have reached the desired tenderness. New year kicks off with a variety of movie debuts FAIRFIELD — It’s a new year and there are new movies to welcome 2022. “The Policeman’s Lineage” opens Wednesday. The story centers on the chief of an investigation team that deals with serious crimes. He doesn’t mind using illegal methods to get information. A rookie police officer accepts a mission to monitor him and get the details on his corrupt dealings. It’s not rated. “A Hero” arrives on screens Friday. The movie centers on a man in jail for a debt he can’t pay. During a two-day leave, he tries to convince his creditor to withdraw his complaint in exchange for paying back part of the debt. He is then confronted with a crisis he would never have imagined. It’s rated PG-13. “Chilangolandia” is set in Mexico City, a chaotic metropolis where millions of stories take place every day. Some are part of this fun comedy full of familiar characters and others that defy stereotypes. There’s a taxi driver who hopes his problems will end when his nephew becomes a national soccer star. On the other hand, are a couple who unexpectedly receives a suitcase with a large sum of money, just what they need to get out of their financial situation. When the true owners of the cash realize that it fell into the wrong hands, endless adventures and misunderstandings break out. It’s not rated. “Embrace Again” comes from the director of “Finding Mr. Right.” The story centers on individual souls who realize the world is changing, sometimes yielding heartbreak, sometimes yielding happiness, always leading to a deeper understanding of their fellow human beings. It’s not rated. “RRR - Rise Roar Revolt” is a fictitious story about two legendary revolutionaries and their journey away from home before they started fighting for their country in the 1920s.

During the journey, they will party, steal a trophy, meet boys, get put into school suspension and become friends. Throughout this the school’s cheerleading bully and their high school principal chase down the girls in order to ruin their skip day. It’s not rated. “The 355” features Jessica Chastain, Diane Kruger, Lupita Nyong’o and Pendelope Cruz in the story of a wild card CIA agent who needs to join forces with a rival badass German agent, a former MI6 ally and cutting-edge computer specialist, and a skilled Colombian psychologist to retrieve a top-secret weapon. A mysterious woman is tracking their every move. It’s not rated. “The Commando” features Michael Jai White and Mickey Rourke. White plays an elite DEA agent who returns home after a failed mission when his family makes an unexpected discovery in their house – a stash of money worth $3 million. ‘The Lost Daughter,’ set on a Greek vacation, is one of 2021’s best films

livia Colman and Jessie Buckley never share a frame in “The Lost Daughter,” since they play the same character, Leda, a literature professor and translator, at different and equally challenging ages. But for anyone who considers these two to be among our very best screen actors, as honest and exacting as they are supple and versatile, the satisfaction of seeing Colman and Buckley create different stages of the same life is enormous. Taken from Elena Ferrante’s 2006 novel, first published in Italian, “The Lost Daughter” is a triumph of adaptation for writer and first-time feature director Maggie Gyllenhaal. Her film, relocating the novel’s southern Italian setting to a Greek island, spins a subtle web of intrigue. “Subtle,” however, doesn’t mean calm. Leda is not one of those reader- or audience-placating figures designed to cope with a couple of neatly spaced setbacks and then get on with the triumph-of-the-humanspirit part of the story. She’s more interesting and less predictable than that. Gyllenhaal’s film, one of 2021′s essential character studies, makes its Netflix streaming premiere Friday, in the same trough (sorry, “platform”) where a mediocre agitproppy comedy starring Leonardo DiCaprio and Jennifer Lawrence is currently sucking up all the oxygen. I mean, see them both; it’s your subscription. But see “The Lost Daughter.” Leda arrives to her vacation destination alone, which for her is customary. She is in her late 40s. Early on, director Gyllenhaal and editor Affonso Goncalves flash an image of Leda’s younger self, played by Buckley, and one of her daughters. Also early on, Leda talks – frustratingly briefly – to one of her two now-grown (and unseen) daughters by phone. The reasons for their distance, geographic as well as familial, soon become clear. Welcomed to the modest island resort by American caretaker Lyle (Ed Harris, pitch-perfect), Leda enjoys her solitude, and the occasional interaction with Lyle, who, like Leda, is a loner by temperament with grown children. Leda also meets a young Irish resort employee (Paul Mescal, equally good), whose life has yet to find a clear map. Abruptly things shift for Leda. The huge extended family that, for all intents and purposes, owns the place arrives en masse, most of them from New York City (Queens, to be exact). They’re related to the island villagers who go back

Initial interactions with Leda are frosty: She has no interest in giving up her spot on the beach, once she’s asked to do so by this boisterous family celebrating a birthday. Leda’s eye is drawn especially to Nina (Dakota Johnson, in her best work yet), a young mother whose preteen daughter is a serious handful, and whose husband is a threat disguised as fierce devotion. Amid the family chaos on the beach one day, Nina’s daughter wanders off. Group panic ensues; Leda locates her, though the little girl’s cherished doll goes missing. Leda, we learn, has an idea about where it might’ve gone. Something – everything – in Nina’s frayed parental nerves touches a nerve within Leda. The Leda we come to know in flashbacks is no one thing; she is, rather, the full, roiling mixture of sleep-deprived, edge-of-despair impulses contained, or not, in so many millions of parents, usually mothers. With her academic husband (Jack Farthing) continually distracted by work, the real work of child-rearing falls mostly to Leda. Years into her daughters’ demanding lives, she’s invited to an conference on W.H. Auden, where her own scholarly insights are praised from the stage by the star attraction, a charismatic, weaselly Auden scholar played, with great wit, by Peter Sarsgaard. The scene, not delineated in the novel, where Leda first meets Prof. Hardy is priceless in its strategic acumen. The second this man declares Leda’s insights “thrilling,” twice, she knows she’s going to make good, for good or ill, on what
she already has imagined for the two of them, alone. Gyllenhaal’s adjustments to Ferrante’s novel aren’t structural but they too are strategic. The Leda of the novel is more violently out of control in the flashback scenes; the movie’s version keeps the edges but strikes a greater variety of chords. In the book we learn more about Leda’s own childhood despair. Gyllenhaal’s only real misstep, I think, is reaching for a more unreservedly affirmative coda, too abruptly. At various points in Ferrante’s book Leda puts things a little more bluntly than Gyllenhaal’s adaptation favors, again for the better. “I seemed to be falling backward toward my mother, my grandmother,” the book’s Leda says, “the chain of mute or angry women I came from.” That’s a first-rate line, and many like it remain in Gyllenhaal’s screenplay. But her filmmaking instincts are shrewd in “The Lost Daughter,” shaving off as many of those lines as she keeps. Gyllenhaal’s work with her actors is quietly spectacular, and she takes the best of Ferrante’s fearlessness while letting Colman and Buckley unfold the character’s secrets through action and reaction. Actors turned directors generally learn a lot along the way, watching how others work (or don’t) with performers. For years, on the other side of the camera, just like Rebecca Hall (”Passing”), Regina Hall (”One Night in Miami . . . ”) and other triumphant debut filmmakers, Gyllenhaal has kept a close eye on what brings out the best in a scene, and in a story worth telling, with morally imperfect, fully dimensional, persistently human characters. I suspect even a so-so adaptation of “The Lost Daughter” starring Colman and Buckley, with the same unerring supporting cast, would’ve likely been worth seeing. As is, we don’t have to settle for so-so.

Tribune Content Agency CHICAGO — As a mother of two teenage daughters who spent her days juggling family responsibilities with her job as a flight attendant, Chicago resident Corliss King had no time in her busy schedule for political activism. But after an arcane federal labor law allowed her employer, Southwest Airlines, to deny King’s request for paid sick leave to care for her critically ill husband, she was propelled to action to ensure the more than 30,000 aviation workers in Illinois like herself would have access to employer-provided sick leave to care for ill or injured loved ones. “It didn’t make sense, and I was frustrated that no one could give me an answer as to why airline employees were excluded from the state law,” said King, who this month celebrated a bittersweet victory when the Illinois Sick Leave Act for Aviation Workers was signed into law by Gov. J.B. Pritzker. While King’s husband, Terrance Hale, died in April 2020 after a battle with renal disease, she said the passage of the new law this month honors her late husband’s legacy. “It is an incredible gift to be able to give back, despite my grief, knowing Terrance’s life provided something good for so many families,” King said. King’s crusade began in 2017, when she received a letter from Southwest alerting her that a new law was passed in Illinois allowing paid sick time to be taken to care for family members. “I remember feeling excited that I was finally going to have some type of financial relief,” recalled King, who said after her husband became critically ill, she was the family of four’s sole breadwinner. “But then within 12 days, I got another notice telling me that airline workers were excluded from the Illinois law, and at that point, it just didn’t make sense to me,” King said. “I’m a rule follower, but no one could explain why we were excluded, so it felt like someone had stolen something from me . . . I was working side by side on flights with co-workers from other states who had that right, and I thought to myself, ‘that’s just not fair,’ ” she said. King’s growing frustration with the law unfolded alongside her husband’s worsening condition, which required her to accompany the former owner of a security company and martial arts instructor to his frequent dialysis treatments and other medical appointments. “Southwest was really good about letting me take the days off, but I was not getting paid, and by that point, I was the primary wage earner responsible for paying our family’s bills, and also caring for a sick spouse,” King said. It would take four years and frequent trips to Springfield to plead with lawmakers before King’s goal of extending the state’s paid sick leave to airline employees neared the finish line, said Illinois state Sen. Michael Hastings, a suburban Chicago Democrat who wrote the original bill.

Captured on smartphones and closed-circuit cameras, thefts involving groups of people smashing windows or individuals wheeling loaded shopping carts past security guards and out the door have been looping on social media and TV news, raising the specter that crime rings reselling boosted merchandise present a major threat to retailers. With industry groups sounding the alarm, politicians have declared the issue a priority. Gov. Gavin Newsom said he would increase the budget of the California Highway Patrol next year to beef up its Organized Retail Theft task force. Atty. Gen. Rob Bonta met with retailers, online marketplace companies and law enforcement Tuesday to develop strategies to fight organized retail crime. Although some retail and law enforcement lobbyists cite eye-popping figures, there is reason to doubt the problem is anywhere near as large or widespread as they say. The best estimates available put losses at around 7 cents per $100 of sales on average. It’s easy to get attention for sensational claims, however, particularly when they come from official sources. Rachel Michelin, president of the California Retailers Assn., told the San Jose Mercury News that in San Francisco and Oakland alone, businesses lose $3.6 billion to organized retail crime each year. That would mean retail gangs steal nearly 25% of total sales in San Francisco and Oakland combined, which amounted to around $15.5 billion in 2019, according to the state agency that tracks sales tax. Can that be right? In a word: no. The country’s largest retail industry group, the National Retail Federation, estimated in its latest report that losses from organized retail theft average $700,000 per $1 billion in sales – or 0.07% of total sales – an amount roughly 330 times lower than the CRA’s estimate. Asked how the organization arrived at that figure, a CRA staffer said that “there’s no way of knowing exactly” how much organized retail crime affects the bottom line of businesses. The staffer said the estimate was based on a backof-the-napkin calculation: If organized retail thieves steal $70 billion annually, and California accounts for 10% of the U.S., California’s losses add up to $7 billion, meaning the Bay Area “is likely in the billions itself.” Leaving aside some of those assumptions, how did they come up with that $70-billion number? The staffer pointed to a report from the Retail Industry Leaders Assn. published this year. But that report didn’t find that organized retail thieves stole $68.9 billion per year at all – it estimated that all retail crime combined, including employee theft, regular shoplifting and fraud, added up to that number. An industry advocate made a similar error in front of the Senate Judiciary Committee in early November. At a hearing on regulating online marketplaces, Ben Dugan, president of the National Coalition of Law Enforcement and Retail, or CLEAR, and director of organized retail crime response at CVS Health, told the committee that “CLEAR estimates that organized retail crime accounts for $45 billion in annual losses

Sheriff’s Office, said that it was pulled from the National Retail Federation’s report. But the NRF puts all losses to theft and fraud from all sources at around $45 billion, not losses to organized retail crime. The $25-billion discrepancy between the figures touted by the two industry groups suggests the difficulty of quantifying any problem in an industry as splintered as retail. When it comes to organized retail crime specifically, the best estimates appear much smaller. With the 55 member companies that responded to its latest annual survey representing about 25% of all U.S. retail sales, the National Retail Federation has the clearest window into broader trends, said Mark Mathews, who leads the NRF’s research team. Its latest report found that total “shrink” – the industry term for all inventory losses from theft and fraud, internal and external, as well as paperwork errors – grew from 1.4% to 1.6% of sales on average from 2015 to 2020. The estimated portion of those losses coming from organized retail crime grew from 0.045% to 0.07% in the same timeframe. With $3.1 trillion in bricksand-mortar retail sales in 2020, that puts estimates for total shrink at $49.6 billion and losses to organized retail crime at $2.1 billion nationwide. Although the NRF publishes its organized retail crime estimates each year, the group stopped publishing a detailed breakdown of the sources of shrink in 2019. But in 2018 its survey found that 35.7% of shrink came from shoplifting or organized retail crime, and 33.2% came from employee theft. Both percentages had declined since 2015, and a different sort of risk – paperwork error – hit 18.8% of total shrink in 2018. Mathews said some categories of retailers face higher rates of organized retail theft, with those that sell easily portable and salable goods at higher risk. In his Senate testimony, Dugan reported that CVS Health loses more than $200 million a year to organized retail crime, or 0.21% of its $91 billion in 2020 retail revenue, a rate three times higher than the national average.
The Retail Industry Leaders Assn. released its own report, which put that nearly $70-billion price tag on total retail crime, in late November as part of its campaign with a spin-off group, the Buy Safe America Coalition, to lobby for a federal bill that would make it more difficult for people to anonymously sell goods on internet marketplaces. The current version of that bill, the INFORM Consumers Act, would require online marketplaces such as EBay, Etsy and Amazon to verify the identity of sellers who make hundreds of sales or bring in more than $20,000 a year with their accounts. A group that includes Etsy and EBay, along with other online marketplaces, has endorsed the law, but the National Retail Federation, which counts Amazon among its members, has refrained from weighing in. Mathews at the NRF found fault with the methodology behind RILA’s report, which was based on data from five retail companies and written by John Dunham & Associates, a consulting firm that produces reports for corporations and industry groups (and whose founder was an in-house economist at Philip Morris in the 1990s). “I wouldn’t feel comfortable in putting out data with that few respondents, frankly,” Mathews said. Jason Brewer, head of communications and marketing at RILA, said that he could not provide more details on the data in the group’s study because members had submitted it confidentially, and he could not say what percentage of total sales they represent. But he did defend its significance, saying that the respondents “represent a cross section of retail, which included grocery, home improvement, pharmacy, general merchandise and clothing,” and that “based on the conversations we’ve had with asset protection professionals, these numbers are probably conservative.” Even if the dueling retail associations can’t agree on their numbers, they agree on the principle that organized retail crime is better dealt with away from stores and at the level of the fences – the people reselling the stolen goods. RILA hopes to regulate the companies facilitating the sales with its proposed legislation. NRF is advocating for more law enforcement coordination with retailers to find and prosecute resellers. Broader crime statistics
paint a picture of a decreasing problem, not one on the rise. National crime statistics from the FBI show shoplifting decreasing steadily every year from 2015 through 2020, the most recent data available. Larceny – the taking of property without using force or breaking in – declined 16% between 2010 and 2019, then dipped even lower in 2020, the data indicate. At a local level, more upto-date statistics sharpen the image of a waning problem. Property crime in Los Angeles is up 2.6% from last year, according to LAPD numbers published Nov. 27, but down 6.6% from 2019. The category that includes shoplifting – “personal/ other theft” per LAPD – is down 32% from 2019. A San Francisco Chronicle analysis of that city’s shoplifting crime data showed that the number of monthly reports had changed little in the last three years, though it also raised some major questions about the accuracy of shoplifting reporting to law enforcement. Smash-and-grab thefts are classified differently because they involve violence, trespassing and high-value hauls, and suspects have been charged with robbery, burglary or grand theft after recent incidents in L.A. and San Francisco. One thing that has gone up is the visibility of open theft from stores. Ubiquitous security cameras and smartphones mean that few crimes go unrecorded, and videos of people loading up bags and carts with products and walking out the door make for viral content. The ease of committing a crime like that is, in some part, traceable to decisions made by the retailers themselves, according to industry analysts. Tony Sheppard, an executive at Canadian loss prevention software company ThinkLP, received his first exposure to the issue as a store detective at a Montgomery Ward store in the Boston area in the 1990s. “The first shoplifter I ever went to detain was a booster stealing a whole rack of coats,” Sheppard said. At the time, he carried handcuffs and detained the suspected thief himself. “Nowadays, unfortunately, because of safety concerns and liability issues, a lot of companies are very hands-off.” Lawsuits from people injured by security guards in the process of apprehending shoplifters – in some cases, even from the alleged shoplifters themselves – have made aggressive in-store policing a losing
proposition, Sheppard said. In one recent case, a West Virginia woman won nearly $17 million in damages from Walmart after she was injured when a man being pursued for shoplifting stumbled into her, on the basis that Walmart escalated the situation. “Most companies realized from a financial standpoint it’s just not worth it. A couple big lawsuits take away anything you gain by making all those apprehensions,” he said. Sometimes hiring staff to stop shoplifters in the first place doesn’t make financial sense, security consultant Chris McGoey said. “To hire and train a loss prevention department, especially a competent one, costs money,” McGoey said. Some retailers have found that the cost of the merchandise recovered by security staff was lower than the cost of employing them. “It’s almost cheaper to do nothing and just take the loss” on that basis, McGoey said, “but then you pile liability on top, it’s a no-brainer.” The spectacular nature of the recent smash-and-grab robberies might change that calculus for retailers, McGoey said, and lead to beefed-up security staffing and putting more products behind lock and key. But he doubts it. “Modern merchandising is about getting your merchandise up in front. You want it highly visible,” McGoey said. “We’ve gone through cycles where you put hightheft items in locked cases, but that’s anti-merchandising, that’s anti-retail management. The merchants hate it.” For small businesses that lack the record profit margins of national chains, hiring additional staff to deter theft or putting items behind plexiglass may not be options, and a theft that involves a smashed window, even if covered by insurance, can impose a heavy toll in lost time and sales. On the other hand, stolen merchandise can sometimes be recovered. The CHP reported that it contributed to recovering $20 million in merchandise stolen by organized theft rings in 2020. If the national average of 0.07% losses holds for California – Mathews at the NRF said the group could not break out data by state – that’s more than 10% of losses to organized retail theft in the state, well above the national recovery rate for stolen items (excluding cars), which hovers below 4%, according to the FBI.

That mainly consists of pass-interference penalties – Josh Norman drew one, then his replacement, Dontae Johnson, did the same on the next snap – and an occasional roughing-the-quarterback penalty. “We knew it was Trey’s second start and we needed to play a good game to help him out, and we did that,” Nick Bosa said. Allowing only a touchdown to the Texans (4-12) was not surprising, but it should be commended. How to best combat such hazardous passinterference conditions? With a pass rush, and Samson Ebukam delivered a 9-yard sack that forced a Texans’ field-goal attempt, which was missed and kept the 49ers ahead 10-7 with 12:04 to go.
