FAIRFIELD — The group that helped force the state to revisit recreational opportunities in the Liberty Island area of Solano County, failed Tuesday to get the Board of Supervisors to do the same. Taylor Dahlke, the spokesman for Liberty Island Access, called into the board meeting and asked the supervisors to table a decision on a memorandum of understanding with the state Department of Fish and Wildlife and Department of Water Resources until more specific recreation commitments from the state are included in the agreement – specifically land access. Another caller asked the board to vote against the MOU, which was part of the consent calendar, and was only pulled for discussion when Supervisor Jim Spering had his own questions. “It’s just a bad deal for the residents of the county,” said the caller, who only identified himself as Andrew. “If you let this go, we will get nothing.” See Slough, Page A9

FAIRFIELD — Fire safety was a common talking point and visual incentive to get California voters to support the Proposition 172 half-cent sales tax increase in 1993. But few of the dollars generated has gone toward fire protection, and until recently, there was not a lot of noise about that. Dixon and Vallejo are the only cities to confirm they have used Proposition 172 funds to support their fire departments, while Rio Vista and Suisun City did not return calls seeking comment. The Fairfield City Council, in 1994, adopted a resolution citing increases in violent crimes and resident concerns about rising crime rates as the reason to dedicate Proposition 172 funds to the Police Department. Birgitta Corsello, who served as director of the county Department of Resource Man-
agement before being promoted to county administrator, said through a spokesman that she cannot remember ever having a conversation about allocating Proposition 172 funds to the various fire protection districts. A number of fire district representatives said there have been internal conversations about the voter-approved public safety dollars, but even they could not recall with certainty ever making a formal request for funds or having higher-level discussions. However, the financial environment for fire protection – namely the rural fire protection districts – has reached a near-crisis level, one official said. District costs have soared, while the property tax funding base created with Proposition 13 has not kept pace. Mount Calvary Baptist Church put its money where 400 mouths are Saturday as it kicked off its annual pre-Thanksgiving feast. Dozens of volunteers scurried around the fellowship hall and kitchen putting together gifts for the hungry. Assembly lines were formed parceling out cranberry sauce, rolls, dressing, mashed potatoes, green beans and yams.
