FAIRFIELD — The condition of the unincorporated roads in Solano County have been rated as “very good,” but streets in Vallejo were listed as “poor” and those in Benicia, Suisun City and Rio Vista were considered to be “at-risk.” Fairfield’s roads were rated as “fair,” as were Dixon’s, while Vacaville’s streets received an assessment of “good.” The ratings are part of the annual Pavement Condition of Bay Area Jurisdictions report for

FAIRFIELD — Two of three people arrested Monday in connection with a weekend homicide in Fairfield made their second court appearance of the week Thursday but did not enter pleas. The brother and sister, both residents of Pittsburg, face charges in connection with the death of Leilani Beauchamp, 19, of Carmel. Her remains were found Sunday in rural Monterey County, according to the Fairfield Police Department. Jessica Y. Quintanilla, 21, of Pittsburg, was arrested at 3:15 a.m. Monday in her hometown on suspicion of murder

and was held without bail in the Solano County jail. Marco A. Quintanilla, 27, of Pittsburg, was arrested minutes later at the same location on suspicion of being an accessory to murder and for a suspected parole violation, for which he was held without bail. Marco Quintanilla is currently on parole for a felony conviction for attempted murder, police report. Both appeared in a Fairfield court Tuesday for arraignment and Thursday for further arraignment.
