FAIRFIELD — Two of three people arrested Monday in connection with a weekend homicide in Fairfield appeared in court Monday but did not enter pleas. The brother and sister, both residents of Pittsburg, face charges in connection with the death of Leilani Beauchamp, 19, of Carmel. Her remains were found Sunday in rural Monterey County, according to the Fairfield Police Department. Jessica Y. Quintanilla, 21, of Pittsburg, was arrested at 3:15 a.m. Monday in her home- parra-peralta town on suspicion of murder and was held without bail in the Solano County jail. Marco A. Quintanilla, 27, of Pittsburg, was arrested minutes later at the same location on suspicion of being an accessory to murder and for a suspected parole violation, for which he was held without bail. Marco Quintanilla is currently on parole for a felony conviction for attempted murder, police report. Both appeared in a Fairfield court Monday for arraignment. They are scheduled to return to court at 1:30 p.m. Thursday for further arraignment. No charges have been filed against a third person arrested Monday in connection with Beauchamp’s death. Airman 1st Class Juan E. Parra-Peralta, 20, of Fairfield, serves with the 60th Aerial Port Squadron at Travis Air Force Base. He was taken into custody shortly after 8:35 a.m. Monday at the headquarters for the 60th Air Mobility Wing at the base and was booked into the county jail on suspicion of being an accessory to a murder. FAIRFIELD — Tiffanee Jones told the Solano County Board of Supervisors on Tuesday that they should strongly consider the redistricting option that has the most radical changes to the boundaries. She said the plan represents the changing county better than the others. Jones, from Vallejo, was on the advisory committee that conducted the public outreach for the Census 2020 redistricting effort. But the comments from the board members clearly show the have no appetite for “blowing up” the existing districts, preferring to keep the district map as close to existing boundaries as population shifts allow. Board Chairman John Vasquez said that the 100 or 200 individuals who participated in those public meetings do not represent enough of the overall population to be representative of the whole. “Politicians know their districts better than the communities,” he said. The board was presented three draft district maps dividing the new census population of 447,857. Plan A “. . . reflects minimal changes to existing supervisorial district boundaries with a focus on minor adjustments between Districts 4 and 5 to close the gap in the overall population . . . and bring their populations closer to ideal population size of 89,571. FAIRFIELD — There’s only one job that Matt Luckenbach hasn’t had in the Fairfield Fire Department, and coming in January, that one will be next. Luckenbach, 49, will become the new fire chief as the calendar turns. Current Chief Tony Velasquez, 50, announced his retirement last month with his final day set for Dec. 30. “Man, I’m humbled and excited,” Luckenbach said. “I’m humbled by the history we have here. I’ve been a lifetime member since the early ‘90s. I understand where we are and where we want to be.” Luckenbach is a born and raised product of Fairfield. He graduated

into it and is really committed to the profession.” Luckenbach will oversee a department with an operating budget of $26 million with some 70 firefighters now, along with an extensive support staff. There are five fire stations with a sixth on the way in the future. Luckenbach said there are now 21 firefighters on duty each day. He said the number was 10 a day when he started in the 1990s. The department just this week christened a brand-new Truck 37, which replaces its 15-year-old truck, which will be placed on reserve. Supervisors reject oversight committee for Sheriff’s Office Todd R. Hansen

FAIRFIELD — The Solano County Board of Supervisors on Tuesday re-enforced the independence of the Sheriff’s Office and the authority of the elected sheriff. The board rejected a proposal for an independent citizen oversight committee to look into department practices – issues such as the use of force and whether fringe groups, even extremists, are working within the rank and file. Sheriff Tom Ferrara denied that kind of fringe representation existed in the department, and said if he ever found it, he would remove it. Instead the board voted 4-1 to have board Chairman John Vasquez and County Administrator Birgitta Corsello work with Ferrara on developing an annual or twice-annual public forum.
