FAIRFIELD — Homelessness appears to have emerged as one of the top needs toward which nearly $87 million in federal pandemic Covid-19 relief funding would best be spent. The development of navigation centers in Vallejo, and a regional effort that right now is focused on Shelter Solano in Fairfield, was a theme in the discussion, as well as housing options. “This is a great opportunity to develop a regional housing plan,” Supervisor Erin Hannigan said. “Right now it is so fractured . . . and there’s a lot of need.” Hannigan dovetailed

that into the need for “economic stability,” which is one of the priorities in the county’s community health noting assessment, that could range from universal income to food security. Staff noted that the board could use $22 million, and probably more, to replace lost revenue from the pandemic, though there was not a lot of support for just backfilling the county coffers. VALLEJO—Theregular two-shot Covid-19 vaccination series as well as booster shots will be provided during a clinic scheduled for 9 a.m. to 4 p.m. Wednesday at the Solano County fairgrounds in Vallejo. It is the first of 32 clinics the Public Health Division has scheduled through mid-December. They will occur Wednesday through Saturday through October, plus the same days for two weeks in November, and again for three weeks in December.

There will be no clinics during the weeks of Nov. 3-6 and Nov. 24-27, the county announced. Booster shots will be provided to individuals who have received their initial Pfizer-BioNTech vaccination at least six months ago and are eligible according to the Centers for Disease Control and Prevention and U.S. Food and Drug Administration guidelines. “Booster shots offer additional protection for those who are immunocompromised or are at a higher risk for complications due to Covid-19,” See Booster, Page A8

Tribune Content Agency WASHINGTON — The House raised the nation’s debt ceiling on Tuesday, averting a default for about three months but setting up a tougher political hurdle for Democrats at the end of the year. The bill was packaged with several other measures so there was no stand-alone vote on the unpopular debt limit increase. The larger package passed 219 to

FAIRFIELD — Downtown business owners and community members got to view potential renderings of the Heart of Fairfield Streetscape Improvement Project Tuesday night at the Solano County Events Center. Gates and Associates of Walnut Creek displayed conceptual designs for the stretch of Texas Street between Taylor and Jefferson streets, which will also include portions of Madison Street. Those in attendance marked their preferred design element with sticky dots. They were also asked to leave Post-it Notes with thoughts and ideas as well. Once plans are finalized, city staff with the direction of the City Council will hire an architect to provide construction drawings and a

Biden’s desk. With a default off the table for now, Democrats are hoping to turn their attention to enacting Biden’s “Build Back Better” program, which would reshape the nation’s social programs and improve its aging infrastructure. Leaders hope to finalize the package by the end of the month, but there are significant questions about whether Democrats can overcome their policy differences that quickly.

And lurking beyond Biden’s top policy priority will be the same debt ceiling – which will probably need to be raised again in December or January – and a Dec. 3 deadline to continue government funding to avoid a shutdown. Allowing the debt limit to be breached would cause the nation’s first default on its debt, with the potential to set off a global recession. A lapse in government funding, See Debt, Page A8
