FAIRFIELD — The three people arrested in connection with the death of an Oakland man in rural Dixon in August had their preliminary hearing date set after making readiness conference appearances Thursday. Mynard Alfranko Simpson, 34, Nicole Noel Samosa, 38, and Amani Dawnvaloy Jones, 22, are scheduled to return to Department 15, Room 207, of the Fairfield Justice Center at 10 a.m. Oct. 22 before Judge Robert Bowers. Simpson was arrested on suspicion of murder and is the only one of the three to remain in jail. His bail is set at $750,000. During his readiness hearing, Simpson was also ordered to show just cause on an unknown part of his case at his preliminary hearing, meaning he must justify, explain or prove something in court. The victim was identified as Danny Trask, 19, of Oakland. His body was found in the agricultural ditch at the side of West Dixon Avenue, just 1,000 feet

Short-term increase in debt ceiling passes Senate

Tribune Content Agency WASHINGTON — The U.S. Senate approved legislation Thursday that pulls the nation from the brink of a first-ever payment default with a short-term debt-ceiling increase, breaking a weekslong stalemate that rattled financial markets. The vote was 50-48, with no Republicans in favor of the measure that simply kicks the can toward another precarious debt-limit fight in less than two months. The $480 billion increase in statutory borrowing would run out around Dec. 3. The debt limit increase still needs a vote in the House, which is currently on a break through next week. However House leaders have told lawmakers that they could be called back to Washington within 72 hours. It’s expected to pass there, and the White House said President Joe Biden looked forward to signing into law. “Republicans played a risky and partisan game, and I am glad their brinkmanship didn’t work,” Senate Majority Leader Chuck Schumer See Debt, Page A10

FAIRFIELD — The Fire Department rolled up its big steel doors at 1200 Kentucky St. for the public Thursday night and a big turnout was had for the first open house since 2017. The Covid-19 pandemic and recent October fire seasons have forced the shutdown of what is usually an annual event. The public and the fire personnel themselves were thrilled to have the open house up and running again. “It seems like it has been one thing after another,” Fire Chief Tony Velasquez said. “But when we discussed doing it this year, everybody was thumbs up and said, ‘Let’s See Doors, Page A10

Video shows damaged pipeline responsible for oil spill off coast Tribune Content Agency LOS ANGELES — A video of the sea floor off the Orange County coast this week shows damage to an oil pipeline that sent an estimated 144,000 gallons of crude into the ocean, fouling beaches and threatening ecologically sensitive wetlands. The footage, taken by a remotely operated vehicle on Monday, appears to show a portion of the 4,000-foot section of the nearly 18-mile oil pipeline that had been displaced. Diver reported and video showed a 13-inch split along the pipe’s length, according to the joint unified command overseeing the investigation into the spill. Martyn Willsher, president and chief executive of the pipeline operator’s parent company, Amplify Energy Corp., described the force as pulling

the displacement could best be explained by a ship’s anchor dragging across the ocean floor and hooking the pipeline, which runs from the Port of Long Beach to an offshore oil platform known as Elly. There were multiple large cargo vessels in the immediate area of the leak before the oil was spotted. A final determination for the cause of the spill may take months, but Coast Guard investigators have come up
