FAIRFIELD — The city is seeking input into its Streetscape Improvement Project planned for downtown. City staff, with direction of the City Council, is working with a landscape architecture firm to provide conceptual plans to revitalize the core of the downtown streetscape and pedestrian expe-
rience. The contract with Gates & Associates will provide conceptual design plans for four blocks along Texas Street as well as a portion of Madison Street. Once the plans are finalized, staff will hire an architect to provide construction drawings and a firm to complete the construction. An open meeting is planned Oct. 12 for the community and downtown businesses to provide
feedback and comments on the plans. Improvements may include decorative pavers, landscaping and planting areas, decorative lighting, water features, public art, signage and seating areas. The meeting will take place at the Solano County Events Center, Conference Room A, 601 Texas St. Downtown businesses are invited from 5:30 to 6:30 p.m. The community is invited from 7 to 8 p.m.
County adopts federal ARPA spending categories as its own Todd R. Hansen

FAIRFIELD — Solano County supervisors on Tuesday approved as the county’s own general pandemic relief “spending buckets” for the seven categories outlined as eligible by the U.S. Department of the Treasury. The board, however,
did not specifically allocate any of its nearly $87 million in American Rescue Plan Act funds to any specific area of need or want. Instead, it directed staff to come back with a spending framework that takes into consideration existing needs assess-
ments, homeless issues, direct Covid health services and other priorities broadly discussed at the meeting. The board also wanted to be updated on what the cities and schools are considering for their funds, and whether there are partnership possibil-
ities there. The supervisors also agendized for the board’s Oct. 5 meeting consideration of supporting the Solano County Superior Court’s self-help efforts to resolve tenantlandlord disputes over evictions due to past due rents related to Covid-19 hardships. See ARPA, Page A9
GOP nixes new Dem move on federal debt Tribune Content Agency WASHINGTON — Republicans blocked a Democratic move in the Senate to raise the federal debt limit for the second time in as many days, escalating tensions less than three weeks before the U.S. Treasury potentially runs out of capacity to avert a federal
payments default. Senate Majority Leader Chuck Schumer tried and failed Tuesday to get unanimous consent in the Senate for raising the debt ceiling with a simple majority vote. Senate GOP leader Mitch McConnell objected, attempting See Debt, Page A9

FAIRFIELD — The Hampton Inn in Vallejo has sustained nearly $1 million in damages during the Project Roomkey program to provide rooms to homeless or high-risk residents during the Covid-19 pandemic. The news came as quite the surprise to some of the Solano County supervisors, and triggered a debate about the county’s continued investment into the Project Roomkey and Rehousing Strategy. Board Chairman John Vasquez was particularly concerned and wondered if the county should dedicate the requested $1.01 million in state funding toward the effort, especially if $500,000 was going to be used to repair damages.

“A year and a half later, to come up with a bill . . . for close to $1 million,” Vasquez said with some frustration. However, outgoing Vallejo City Manager Anne Cardwell, calling into the county meeting, said the city plans to cover the repair costs with funds it has available. She said it was important the county dollars are used for rehousing efforts through the end of the calendar year. There are about 80 individuals still in the program. The supervisors were told about 18% of the program participants have been placed in permanent housing, with another 10% in some kind of temporary housing. Others have been placed in service programs, while the whereabouts of
