KABUL, Afghanistan — For the last two weeks, Kabul’s Hamid Karzai International Airport was the last tether for America’s war in Afghanistan, its runways the site of a frantic airlift that spirited more than 123,000 people out of the country. But there was none of that frenzied activity Tuesday, hours after the last U.S. military transport plane rumbled into the night sky, closing the chapter on a 20-year U.S. intervention that ended the way it began: with the Taliban in control of Afghanistan.

The group was eager to crow over its victory. “In the last 20 years, the world was united against us – more than 40 nations against us while we had no one,” said Anas Haqqani, a senior Taliban negotiator and the brother of the leader of the Haqqani network, which the U.S. deems a terrorist organization. “We gained this freedom, independence and conquest with the support of God.” He stood amid a crowd of journalists and admirers, wearing stylish Lacoste glasses and speaking in measured tones before a See Taliban, Page A9

FAIRFIELD — Small-business owners believe mandated vaccinations will help keep their doors open through this latest Covid surge. An opinion poll released by Small Business Majority found that 60% of business owners “support a proposed vaccine mandate at public-facing businesses.” “The survey finds that the vast

majority (88%) of California small businesses are concerned about the rise of the delta variant and its effects on their business and the local economy, and 53% are very concerned,” a statement released with the poll by Small Business Majority states. “Approximately 3 in 10 small businesses report that their business conditions are declining compared to a month ago. What’s more, small-business owners report that the surge

in coronavirus cases has fueled several disruptions to business operations . . . .” Those disruptions, the poll results show, are: n A 47% decline in consumer demand. n A 46% disruption to the expansion or growth of their business. n A 37% disruption to their supply chain. See Poll, Page A9

Caldor fire reaches Tahoe Basin, threatening thousands of homes Los Angeles Times SOUTH LAKE TAHOE, Calif. — As crews struggled to prevent the massive Caldor fire from entering this popular resort city Tuesday, a heavy smoke rolled through its deserted streets like an unwelcome fog. The summer destina-

tion, evacuated Monday, was nearly empty after the destructive wildfire swept into the Lake Tahoe Basin overnight. Streets that were choked with fleeing residents a day earlier were now still, except for whorls of ash. A few miles away, to the south and west, firefighters had battled

through the night to save mountain hamlets, ski resorts and homes on the city’s outskirts. Fueled by heavy winds, the fire had jumped the 50 and 80 highways and threatened Echo Summit and the community of Meyers. Some structures had burned, but it was unclear how many.
