FAIRFIELD — The city and Mission Samoa demonstrated a transitional home program Wednesday that will be able to provide temporary and safe housing for the homeless.

The plan is to build 12 Pallet Shelter homes that will sit behind Mission Samoa, just off of Western Street. Pallet Shelters are 64-square-foot structures with cooling, heating, lighting and beds for two residents in each small home.

Members of the Fairfield City Council must give the final OK on the project at a meeting in October and then the new “community” must pass city building and fire codes. Dawn La Bar, Fairfield’s Homeless Services manager, said See Housing, Page A8

FAIRFIELD — Sacramento Municipal Utility District officials said they have followed the legal path for its new wind turbine project in the Montezuma Hills area. “The Solano County Airport Land Use Commission has authority under the California State Aeronautics Act to review local agency plans within an area covered by an ALUC-adopted
