FAIRFIELD — The City Council was willing to “take a leap of faith” and at least try to do something to address low- and moderateincome housing needs. The council, on a 5-1 vote with CounCatherine cilwoman Moy dissenting and Councilwoman Pam Bertani absent from the vote, agreed to join a joint powers authority with the Community Improvement Authority of the California Statewide Communities Development Authority and “enter into a public benefit agreement for the issuance of bonds associated with acquiring Waterscape Apartments for the provision of moderate-income housing,”

the staff report to the council states. The Waterscape Apartments are located at 3001 N. Texas St. Moy, who attended the meeting remotely, had issues with the lack of oversight the city had with the project. Bertani, who also attended remotely, was present for the early part of the meeting, but missed several late votes. It was not immediately clear if she left the meeting or there were technical issues. Other members of the council would have liked to have seen more city control with the project, but indicated that there is always a lot of talk about acting on affordable housing, but not that much action.

VACAVILLE — The Vacaville School District is testing out a new pilot program this school year that allows any high school student who chooses to do so to leave campus during the lunch hour. All secondary schools are continuing to offer free lunches on campus and many students are taking advantage of that opportunity, school district officials report.
