VALLEJO — The man accused of causing the deaths of CHP Officer Kirk A. Griess and another motorist nearly three years ago pleaded guilty Tuesday to two misdemeanor counts of vehicular manslaughter.

Sean M. Walker, 39, agreed to a plea deal with the Solano County District Attorney’s Office and entered his guilty pleas in front of Superior Court Judge Tim Kam. “Any loss of life in our community is tragic. This is true whether it involves a police officer or a citizen engaged in a routine traffic stop,” District

Attorney Krishna Abrams said in a statement. “We hope that today’s resolution will bring closure to the families who have lost their loved ones in this case and at the same time hold the defendant accountable in a manner that is appropriate under the law and commensurate to the facts of the case.” Walker was originally

charged with two felony counts of gross vehicular manslaughter in the deaths of Griess and Jaime Bueza Manuel, 49, of Vallejo, on Aug. 10, 2018. Griess, a motorcycle officer known as “Hollywood” among his CHP colleagues, was 46. When those original charges See Rocklin, Page A8

FAIRFIELD — A fivemember City Council on Tuesday set aside $3.1 million in American Rescue Plan funding for water and sewer infrastructure needs as part of the West Texas Complete Street Project, and $1.5 million toward developing a homeless navigation center at Shelter Solano. While no final vote was taken on any expenditure, if the city uses the funds as now earmarked, it would leave about $5.2 million that has not been tethered to any project. “Before checks are written out . . . there is quite a bit of discussion that will have to take place,” City Manager Stefan Chatwin said. The city was allocated $19.8 million in the federal Rescue Plan funds, $10 million of which the City Council had already set aside

for broadband expansion and improvements in the city. The special meeting Tuesday, with Councilwomen Pam Bertani and Catherine Moy absent, was called to give staff direction on what the spending priorities are for the remaining $9.8 million. “That leaves additional money we can have additional discussions on,” Chatwin said. Among the possibilities raised was working with the schools on greater internet access and student support programs, affordable housing projects, mental health needs, upgrading the city’s co-generation plant, IT infrastructure for emergency and disaster response and the Police Activities League also was mentioned.
