FAIRFIELD — A 27-year-old Suisun City man died early Tuesday after kicking a door off its hinges and breaking into a home on Vintage Valley Drive, police report. Fairfield police dispatch received a 911 call around 8:30 a.m. from the homeowner who relayed to dispatch that someone had broken into his home. The homeowner also informed dispatch he had shot the intruder and the intruder fled from the scene. Fairfield police responded to the location and checked on

the welfare of the residents, a married couple in their 60s. Officers found the suspected intruder across the street, detained him and found he was in possession of a loaded semiautomatic handgun with an extended magazine. Police at the scene began life-saving measures until Fairfield Fire Department personnel arrived. The man was pronounced dead at the scene shortly after 9 a.m. His name was not released. ROCKVILLE — The lake at Rockville Hills Regional Park is likely to dry up for the first time since the mid-1970s, according to Fairfield Public Works, and temporary fencing has been erected to help preserve the area. The water quality at this point is not ideal, Public Works said in a press release, so preventing people from fishing or allowing their pets in the water is a priority. The goal is to encourage wildlife to remain in the area until the rains return and the lake begins ponding again. The fence went up on June 19. “It was put up to protect the area from environmental impact and erosion,” said Bill Way, com-

munications manager for Fairfield. Kris Reiger, wildlife care director at the Suisun Wildlife Center, said the drying up of the lake is going to have great impact on all the wildlife that call the Rockville Hills Regional Park home. “Birds, mammals, reptiles, everything that lives out there needs water,” Reiger said. “What is going to happen is that all the wildlife will begin to migrate into the neighborhoods looking for water when they can’t find it.” Reiger said squirrels, foxes, bobcats, coyotes, birds of prey and song birds can all be found around the lake at Rockville Hills. Wildlife guzzlers are expected be installed at ground level in multiple locations, according to Public Works, to help preserve both wild-

life and aquatic species. The reason for the fencing in the lake area is to prevent visitors from eroding the levy face and killing any species that burrow in the mud. The Suisun Wildlife Center warns residents to not handle any wildlife but to call for assistance with wildlife related issues. Contact the center at 429-4295. The lake is one sign of an increased drought presence, but Fairfield has no immediate plans to enact drought precautions. Public Works director Paul Kaushal said, “We are actively monitoring the situation, studying and following how other agencies in the county are handling it.” “We are fortunate to have a good water supply with Lake Berryessa,” Kaushal said.

New state laws require by 2025 that 20% of edible foods from restaurants and stores, including FoodMaxx along West Texas Street in Fairfield, that would otherwise be sent to landfills to be recovered to help those in need.

FAIRFIELD — New state laws require by 2025 that 20% of edible foods that would otherwise be sent to landfills be recovered to help feed those in need instead. The Fairfield City Council on Tuesday night introduced an ordinance that brings local regulations in line with the state on this and other recycling provisions. Senate Bill 1383 requires the city

to establish an Edible Food Recovery Program for commercial edible food generators, which are categorized under two tiers. Tier 1 edible food generators include supermarkets and grocery stores with a total facility size greater than 10,000 square feet, and food distributors. Local examples of a Tier 1 generator include Costco, Food Maxx or Producers Dairy Foods. See Food, Page A8

FAIRFIELD — Commemorative flags will be allowed to fly at City Hall. However, which flags fly is strictly up to the members of the City Council, who on Tuesday, approved an Outdoor Flag Display Policy under the general and well-established principle of what City Attorney David Lim said is “government speech.” In essence, the flagpole at City Hall belongs to the city and it is by its authority alone to determine which flags will be allowed to be displayed. The policy avoids what was described as the “slippery slope” of
