FAIRFIELD — The Solano County Board of Supervisors on Tuesday unanimously supported filing an application to LAFCO to reorganize the Cordelia and Vacaville fire prevention districts into a single district. Board Chairman John Vasquez said the county has a “moral responsibility” to improve fire protection resiliency and stability, and Supervisor Jim Spering said the county does “not have the luxury of looking the other way.” The plan includes detaching a large section of the Suisun Fire Protection District’s north area into the newly formed district as well. The two district boards have already signed an operational and services agreement by which Vacaville Chief Howard Wood oversees both agencies. Vacaville is also supporting
both districts’ maintenance, code enforcement and other services. Vasquez and Spering, who are driving the consolidation effort, have indicated that Suisun will be made whole from any lost tax revenues due to the reorganization. However, Vasquez and Spering would ultimately like to see Suisun become part of the newly formed district, and in time, add Montezuma. “We are going to do everything we can to bring Suisun into this,” Spering said, adding that he is hopeful this step will help Suisun to move in that direction. A study commissioned by the Local Agency Formation Commission concluded that the Cordelia, Vacaville, Suisun and Montezuma rural fire districts should merge for long-term financial stability. The rural districts’ financial situations have been described as operating under 21st century costs
with a 1970s fiscal model. The 142-page Citygate report offered more than threedozen findings and a series of recommendations. But there are those who believe the consolidation effort is more window dressing than solution for the real issue, which is wildfire prevention and protection. The general consensus is that while a merger will create some savings in administrative efficiencies, the primary challenges facing the districts – personnel-related costs, response efficiencies over a large area, first-line defense of the wildlands-urban interface area and a revenue structure that cannot keep up with costs – will not change. For that, most everyone agrees, a new funding source will be needed. Vasquez and Spering have not committed to a particular kind of funding source, saying they want See Rural, Page A10

FAIRFIELD — The Solano County supervisors were not willing Tuesday to commit to a specific equity training option that had the full support of Supervisor Erin Hannigan and human resource leadership. But the other board members were more cautious, ranging from Supervisor Monica Brown suggesting it should be a voluntary choice by each

tor of Marin County Behavioral Health and Recovery Services, conduct a series of equity training workshops the board members could attend with county administrators and line supervisors, but without creating a quorum. Africa has a background of providing similar training for other county boards as well as the California State Association of Counties.
Supervisors Mitch Mashburn and Jim Spering said they did not feel like they had enough information about the training and what other options might be out there. Mashburn likened it to trying to fix a plane while flying it. The board received input from callers on both sides of the issue, with some believing equity training is essential for

FAIRFIELD — The City Council approved two more retail cannabis businesses Tuesday at a special meeting, expected to generate more than $3 million in sales tax revenue in the first year. The council in a 15-minute meeting approved retail cannabis business permits to The Showcase LLC, with a proposed location of bertani 101 Grobric Court, and Authentic Fairfield LCC, with a location at 2470 Martin Road. ShowThe case LLC was approved with a 5-2 vote of council. moy Councilwoman Catherine Moy previously had concerns with Showcase and presented documents seeking an investigation into its background at a previous meeting. Moy kept her no vote Tuesday on the final permit. Councilwoman Pam Bertani voted no as well.

FAIRFIELD — Dr. Bela Matyas announced Tuesday that six positive tests of the highly transmissible delta strain of the novel coronavirus have been found in Solano County. None of the six individuals has become particularly ill, Matyas emphasized, but matyas he also noted that those individuals felt the need to come in to be checked. “Nonetheless, it is spreading in the county,” said Matyas, who added that the county is testing every positive coronavirus result for that

particular stain. The details of the individuals – gender, ages and areas of residency – were not available. Nor did Matyas know whether any of the individuals had been vaccinated. Matyas is on record as saying the best defense against the delta strain or any other coronavirus strain is to be vaccinated, and that the higher number of residents who get vaccinated, the lower the risk the virus can be spread. The last county report shows 53% of residents 12 or older are fully vaccinated, and 65% of that population has received at least one shot.
Bertani mentioned “her previous concerns that she continues to have.” Moy shared information at the June 1 meeting from allegations connected with the Showcase application for a cannabis facility in San Francisco, on which the company was accused of falsifying signatures.
