VALLEJO — It’s been five years since Pearl Pinson was taken from an overpass in Vallejo while on her way to school. About 20 people gathered Tuesday to release balloons and remember Pearl, who was 15 at the time. Her suspected kidnapper was killed the next day in a shootout with police in Southern California. Rose Pinson, Pearl’s older sister, holds out hope she will see her sister again.
She followed up on a possible Pearl sighting earlier this year in Vallejo. It was not Pearl. Rose Pinson has dealt with her own tragedy. Three weeks after giving birth to her son Andres Gabriel, her fiancé, Gabriel Mendoza, was killed. pinson Mendoza, 24, was in the passenger seat of a friend’s car when someone opened fire on Broadway Street. “We don’t know who killed him or why,” Pinson said. “Strength, faith and hope” are
her stalwarts, she said. Pinson said she is not sure who the Solano County Sheriff’s Office detective is on the case. She said she has not been able to make contact. She said she feels Pearl would have been the perfect aunt. A picture of Pearl glued to a wicker fan adorned his stroller Tuesday night. “I just hope one day I will get a phone call from an unknown number and they will tell See Pinson, Page A8

FAIRFIELD — Solano County recently received about half of the estimated $86.95 million it has been allocated from the federal American Rescue Act. The other $43.47 million is expected in May 2022, Ian Goldberg, the county budget officer, told the Board of Supervisors on Tuesday. “I will not provide you a list of funding today,” Goldberg said. “That is not where we are at.”

The next step, he said, is for the board to determine how the funds will be spent, and the steps that need to be taken to get to those decisions. His presentation included showing the board what the funds can be used for, and those areas that are not eligible. The county cannot put the money into a “rainy day fund,” cannot use it for unfunded pension liabilities; cannot supplement tax revenue lost See Rescue, Page A8

MINNEAPOLIS — Residents, activists and community leaders across the country gathered Tuesday to honor and remember George Floyd, who died under the knee of a police officer one year ago on a south Minneapolis street corner. Downtown, a few hundred people gathered at The Commons park near U.S. Bank Stadium where musicians performed at an event hosted by the George Floyd Memorial Foundation. It was the atmosphere of a block party, including food trucks and a bouncy house, all punctuated with calls for reform. Families and representatives of families whose loved ones were killed during altercations with police also spoke along-

FAIRFIELD — Solano County might beat the termination of the state Blueprint for a Safer Economy after all. “The report from the state (Tuesday) is that Solano is in the first week of qualifying for orange,” Dr. Bela Matyas, the county public health officer, said in a phone message. “If we get a similar report next week . . . we will be put in the orange about a week before the blueprint goes away.” The state has said it will end the blueprint restrictions June 15. The state report on
Solano County is for the week of May 10 as adjusted by the state. It put the county at a daily case rate of 22 cases, well below the orange tier threshold of 27 cases. By the county’s numbers, the May 17 week comes in at about 17.7 cases per day over the seven-day period. The seven-day positivity testing rate for the two weeks also is below the 5% threshold for the orange tier, Matyas said. It was reported Tuesday as 4.2%. All that puts a shade of orange over Solano. In a practical sense, county officials admit,
