FAIRFIELD — One of the most terrifying characteristics of the LNU Lightning Complex Fire was the speed with which it blazed through the Vacaville hills. But there is nothing fast about recovery, and to help keep on top of local planning and agency compliance, the Board of Supervisors on Tuesday received an update on the recovery plan. It was actually the second quarterly update of the plan that was addressed. The first was in January. “It’s going to be a three- to five-year dura-
tion,” Don Ryan, manager of the county Office of Emergency Services, told the board. “This is absolutely important for the reimbursement process and to get timely reimbursement,” Ryan said. Super v isor Jim Spering asked that a checklist be developed outlining the kind of steps property owners can take to protect themselves in the event of future fires – noting that some properties survived while others did not. Biden plans to withdraw troops from Afghanistan by Sept. 11 Tribune Content Agency WASHINGTON — President Joe Biden is planning to withdraw all remaining troops from Afghanistan and will complete the pullout before Sept. 11, the 20th anniversary of the terrorist attacks that sparked the United States’ longest war, according to a senior U.S. official. The plan, which Biden is expected to announce this week, means that a portion of the few thousand troops in Afghanistan will remain after May 1, a deadline the Trump administra-
tion set last year in a deal with the Taliban. White House officials feared that pulling out all U.S. troops by that deadline would undercut efforts to settle the war between the Taliban and the Afghan government, the official said. Biden believes “there is no viable end to the war – militarily viable end to the war – in Afghanistan,” White House press secretary Jen Psaki said Tuesday. “He’s had that view for some time now.” With a firm deadline for departure, U.S. See Troops, Page A10
FAIRFIELD — Solano County remained one of 17 counties that are in the red tier while California as a whole looks more and more orange. Thirty-seven counties are in the orange tier, including Solano’s immediate neighbors: Yolo, Napa, Sonoma and Contra Costa counties. Sacramento and San Joaquin counties are matyas in the red tier. Lassen on Tuesday joined Alpine and Sierra counties in the least restrictive yellow tier, and with Inyo County moving into the
Tribune Content Agency WASHINGTON — Local and state officials nationwide scrambled Tuesday to keep their Covid-19 vaccination campaigns on track after federal health agencies recommended pausing the use of Johnson & Johnson shots while they studied reports of very rare but dangerous blood clots. The White House said Pfizer and Moderna were producing enough of their own vaccines to meet President Joe Biden’s goal

recently has been experiencing a rise in its case numbers, largely due to holiday gatherings over the Easter weekend. The other way Solano County could move into the less-restrictive orange tier is if its health equity rate was in the yellow, but that metric also has been on the See Tier, Page A10

red, Merced County became the last county still in purple. Moreover, Solano was not listed among the seven red-tier counties that could be moving into the orange tier next week, either. Colusa and Marin counties are expected to graduate into yellow. “We would have to be in the orange level for two weeks, and we have never been that low for a week,” Dr. Bela Matyas, the county public health officer, said Tuesday. The threshold is below 27 cases per day over that 14-day period. The county had been trending in that direction, but Solano more

Officials have been struggling to overcome some public hesitancy over receiving the shots, and Tuesday’s development raised concerns that the news could spark unnecessary fear about vaccine safety. Federal health officials said the pause in using Johnson & Johnson vaccines may last only a few days, depending on what they learn in their review of medical data, and it’s possible they will adjust their guidance on the best candidates to receive the company’s product – See Pause, Page A10
