FAIRFIELD — A man suspected in the deaths of two women over the weekend in Vacaville was in court for the first time in connection with the

case Tuesday, the same day he was formally charged with murder. The criminal charges were filed about an hour before Raymond Michael Weber, 29, of Sacramento, was scheduled to appear in court

for arraignment. Weber faces two counts of firstdegree murder and one felony count of being a felon in possession of a firearm in connection with the deaths of a 15-year-old girl and a 26-yearold woman late Jan. 29 or early Jan. 30 inside an apartment on the 500 block of Rocky Hill Road. No plea was entered Tuesday.

Weber was captured after a standoff with police that lasted nearly eight hours. Police report the incident was at least partially streamed live. Prosecutors allege that Weber shot his victims to death during the commission of rape; killed them in a manner that’s especially heinous, See Homicide, Page A9

BENICIA — The first dose of the Moderna Covid-19 vaccine drew about 1,400 older Solano County residents Tuesday in what recipients praised as “very organized.� The city announced Friday it was hosting the vaccination clinic. All slots were filled within 24 hours. The goal was to reach Solano County residents in the 75 and older category. Benicia city staff, totaling about 130, with about 50 volunteers kept a steady pace as the seniors got a temperature test before entering a gym by the library. There they filled out paperwork. Just before their appointment time, the seniors walked across

the street to the senior center to get the dose. From there they were asked to wait outside the library for about 15 minutes in case of any adverse reactions. The process was so smooth the operation was running about 15 minutes ahead of schedule. ‘’The entire city mobilized,� said Mario Guilani, the city’s economic development manager. It would be a long day, he said. “There’s nothing more worthwhile (to do),� he said. The goal was to do 50 shots every 15 minutes. The clinic provided many people the opportunity to see each other for the first time since the novel coronavirus pandemic began, Guilani said.

FAIRFIELD — Solano County supervisors will appoint a technical advisory committee and a citizen advisory committee, but the final say on what the census districts look like will stay with the board. That was the consensus reached Tuesday when the board waded into what can be murky political waters for the first time with regard to the 2020 census district mapping requirements. “Regardless of the terminology we use, I would not want to relinquish the board’s responsibility or authority,� Supervisor Mitch Mashburn said. The board was presented with three options, one of which was forming an independent redistricting commission, which would remove the supervisors from having a vote on the boundaries of their own districts. Although no one spoke in favor of the concept, there have been discussions in the past from people who believe in order to prevent political gerrymandering, the supervisors should not be able to draw the districts from which they are elected. There was, however, plenty of opposition from the board. “I do not support the redistricting commission . . . . We know our communities,� Supervisor Jim Spering said. He also emphasized the need for the citizen advisory group to be diverse. What is left to decide is how many citizen members each supervisor will appoint to the advisory group. Additionally, the staff was directed to come back with a list of representative groups that will cover community and geographic populations. The technical committee will include representatives from the county administration, County Counsel’s Office, Information Technology, Registrar of Voters, Resource Management and at least one hired
