FAIRFIELD — City Council members approved a plan Tuesday to allow churches and similar facilities to provide temporary housing for the homeless. The action came through an urgency ordinance that had previously been delayed. “We have been looking at opportunities to create additional shelter for the homeless with our community partners,� said Dawn La Bar, who works in the City Manager’s Office and with the city’s Homeless Services Division. The plan changes the city code, which would establish specific operating criteria for permitted temporary shelters. It is considered an urgency ordinance to facilitate addressing homeless issues. Some churches in the past provided “nomadic sheltering,� whereby churches housed homeless people on a rotating basis at a different church on different nights of the week. The current Zoning Ordinance does not clearly address or allow temporary or nomadic sheltering at churches or other places of

worship. While religious facilities may include accessory uses associated directly with worship service, including living quarters for clergy and staff and child or senior day care facilities, other regular activities of a church are classified according to the activity type and are regulated accordingly. Religious facilities and other assembly uses are often not intended for overnight human occupancy, and so may not be compliant with life safety standards under the city’s building and fire codes, according to the staff report. Additional site-specific conditions may be imposed on individual permits to ensure the health, safety and general welfare of the individuals being provided shelter, shelter operators and the surrounding neighborhood. The plan would waive fees associated with obtaining the required permits to open a temporary shelter at a specific site. Before a permit is issued, the Fire Department and the Building Division will perform inspections to ensure that the portion of the facility to be used as a temporary

FAIRFIELD — A protest over reported results of an investigation into a shooting several years ago in Vallejo by a current Fairfield police officer ended with several people arrested. The Fairfield City Council went into recess for about 20 minutes after the protest started. The protest was a response to Police Chief Deanna Cantrell’s presentation of the results of an investigation into the shooting death in 2012 of 23-year-old Mario Ramiro in Vallejo by current Fairfield Police Officer Dustin Joseph.

Pentagon reducing troop levels to 2,500 each in Afghanistan, Iraq WASHINGTON — The Pentagon is cutting force levels to 2,500 troops in both Iraq and Afghanistan, a decision long resisted by the military’s senior leaders, but enacted by acting Defense Secretary Chris Miller after a recent shake-up at the top. FAIR F IELD — Another resident of the Magnolia Court memory care facility in Vacaville on Tuesday became the 80th reported fatality in Solano County that’s linked at least in part to Covid-19. The death total has been a disputed subject, with opponents of the novel coronavirus pandemic response urging the county and the state to focus on the death rate, which is less than 1% countywide, especially when compared to other diseases. They do not believe the low death rate justifies shutting down businesses. The mortality rate in California is 1.76% as of Monday, the state reports. Tuesday’s total will be

reported Wednesday. The death rate nationwide stands at 2.2% and the worldwide mortality rate is 2.4%, according to Johns Hopkins University’s Covid-19 tracking analysis Tuesday. Solano County health officials have noted that while the disease has been present in the individuals who have died, in some cases it may have played no part in the death, and in many others, would have played very little for individuals who had serious health issues. Some have been hospice patients. But there have been Covid-related deaths in healthier residents, too. The news of the latest death comes on a day on which the county reported 129 new cases,

FAIRFIELD — Some of the Solano County residents who had refused to wear face coverings during Board of Supervisors meetings flashed Nazi salutes and yelled out “sieg heil� when forced to wear face shields at Tuesday’s meeting. It is part of an escalation of frustration and rhetoric that included Richard Robiak stating that teachers and others in public education are “God and country haters� for not reopening schools to in-person instruction. The enforcement of wearing face coverings during the meeting came a day after the state placed the county back into the most restrictive purple tier because of surging case rates – nearly three times higher

than what is necessary to stay in the less restrictive red tier. “I’m just trying to keep you safe,� board Chairman Erin Hannigan said when engaging with one of the individuals prior to the start of the meeting. Super v isor Jim Spering said later he understands their frustration and said if he was in their position, he too might come to the meeting and yell at the board.
