Security cameras captured the suspect passing through area several times in the half-hour before the attack, stopping at one point to stare at the woman’s apartment. The perpetrator fled when several witnesses heard the woman’s cries for help and intervened. Despite the camera footage, Santa Rosa police investigators were unable to identify a suspect until February 2020, when they obtained a geofence search warrant — a relatively new investigative technique through which they collected data from mobile devices used around the time and location of the assault. The warrant yielded information from four people — two women, a man who did not match the suspect’s description, and Perez-Meza, who did, the court document says. But it wasn’t until months later that Davis police, while investigating the South Davis assault, photographed a distinctlooking jacket in PerezMeza’s Sacramento residence also worn by the suspect in the Santa Rosa attack, prosecutors say.
PEREZ-MEZA Suspect Perez-Meza, who regularly visits family in the Santa Rosa area, acknowledged being in the camera footage but denied involvement in the assault, and the victim was unable to identify her attacker in a photo lineup. He already was a registered sex offender, however — the result of 2017 and 2018 sexual batteries in Sacramento and Sonoma counties — when he allegedly attacked a local woman along the Putah Creek bike path on the night of Aug. 2, 2020. “The defendant strangled her in a headlock and the victim then awoke on the ground. The defendant told her not to scream and that he had a gun. The defendant demanded the victim’s cell phone which he took so she could not call police,” prosecutor David Robbins wrote in a bail motion in that case, The Enterprise previously reported.
It goes on to describe the rape attempt, which the woman convinced her assailant to halt. "The defendant then insisted that he walk her home,” tightly gripping her hand as they headed to her apartment. “The defendant tried to convince the victim to sit outside alone with him on a chair in the apartment complex, but the victim told the defendant to come inside of her apartment,” where the victim apparently intended to ask her roommate in another language to call the police, the motion says. “The defendant was given a cup of tea which he left a fingerprint on. The defendant lied about his name to the victim and lied about what he was doing in Davis,” it continues. When Davis police arrested Perez-Meza several weeks later, he denied being in Davis and committing an assault that night, despite the left-behind fingerprint and the discovery of the victim’s phone number in his own phone, according to the document. Now jailed on a $1 million bail hold, Perez-Meza is due back in court Monday for appointment of a new attorney after his privately retained lawyer withdrew from the case last week.

Effective April 1, maximum capacity in the orange tier increases to 33 percent. Meeting the metrics for the orange tier — which Yolo County has never done before — requires an adjusted case rate below 4 per 100,000 residents; a countywide test positivity rate below 5 percent and a health equity quartile rate of 5.3 percent or less. However, once the state has administered 4 million vaccine doses in California’s lowest socioeconomic zip codes, the blueprint will change again. At that point, an adjusted case rate below 6 will meet the metric for the orange tier. Dr. Aimee Sisson, the county’s health officer,
said last week she believes Yolo County will have moved to the orange tier before that change occurs. Once Yolo County moves to the orange tier, it will have to remain there for a minimum of three weeks and meet the metrics of the yellow tier before progressing further. Tuesday’s tier update saw numerous counties, including Sacramento, make the move from the most-restrictive purple tier to the red tier. That movement was made possible by the state increasing the adjusted case rate for the red tier from a maximum of 7 per 100,000 residents to 10, after 2 million vaccine doses were delivered in disadvantaged communities. Sacramento County's adjusted case rate of 8 would not otherwise have allowed it to progress to red. As of Tuesday, the only counties in the region that remain in the purple tier are Glenn, Yuba, Nevada and San Joaquin.
