Home sales in California dip below pre-pandemic levels as the effects of rising interest rates begin to show even as prices set another record • Existing, single-family home sales totaled 377,790 in May on a seasonally adjusted annualized rate, down 9.8 percent from April and down 15.2 percent from May 2021. • May’s statewide median home price was, $898,980 up 1.6% percent from April and up 9.9% percent from May 2021. • Year-to-date statewide home sales were down 8.9 percent in May. LOS ANGELES — California’s housing market started showing signs of a market shift in May, as the monthly average 30-year fixed rate mortgage surpassed 5 percent for the first time since April 2010 leading to the lowest sales level since June 2020, and the largest yearover-year decline in five months, the CALIFORNIA ASSOCIATION OF REALTORS® (C.A.R.) said today. Closed escrow sales of existing, single-family detached homes in California totaled a seasonally adjusted annualized rate of 377,790 in May, according to information collected by C.A.R. from more than 90 local REALTOR® associations and MLSs statewide. The statewide annualized sales figure represents what would be the total number of homes sold during 2022 if sales maintained the May pace throughout the year. It is adjusted to account for seasonal factors that typically influence home sales. May’s sales pace was down 9.8 percent on a monthly basis from 419,040 in April and down 15.2 percent from a year ago, when 445,660 homes were sold on an annualized basis. Home sales dipped below the 400,000 level for the first time since June 2020. While public health concerns and market uncertainty were the triggering factors that resulted in the sales decline two years ago, tight supply and the higher cost of borrow-

ing were responsible for the near double-digit decline this time around. “We’re beginning to see signs of a more balanced housing market with fewer homes selling above list price and homes remaining on the market a little longer than in previous months,” said C.A.R. President Otto Catrina, a Bay Area real estate broker and REALTOR®. “What this tells us is that there is slightly more supply, fewerand less-intense bidding wars, and those who've experienced ‘buyers' fatigue’ may now have a window of opportunity.” California’s median home price set another record in May at $898,980 — surpassing the record set in April of $884,890. The May price was 1.6 percent higher than the April median price and 9.9 percent higher than the $818,260 recorded last May. This can largely be attributed to the mix of sales with the high-end market continuing to outperform the more affordable market segments. The share of million-dollar home sales increased for the fourth straight month and reached the highest level on record at 35.3 percent, while home sales priced below $500,000 dipped again in May and hit the lowest level of all time. Home prices could be leveling off though, as the monthly gain in price appears to be moderating. The month-overmonth increase of 1.6 percent in the May median price was still higher but only slightly above the long run average of 1.1 percent recorded between April and May in the last 43 years. “Pending home sales declined 30.6 percent in May – the biggest drop since the first month of the pandemic – likely due to eroding affordability, rising mortgage rates and home prices, and the increased risk of a recession,” said C.A.R. Vice President and Chief Economist Jordan Levine. “The combined effect of the aforemen-

tioned factors resulted in a record increase in the average monthly mortgage payment to a typical home by more than 40 percent in May. With the Fed expected to raise rates further in the second half of

the year, the 30-year fixed rate mortgage could surge past 6 percent by year's end and lead to more affordability challenges for potential homebuyers.” —California Association of Realtors

Winning a bidding war REAL ESTATE 101

If you’re looking to buy a house right now, you understand that it’s a seller’s market. Inventory is low and prices are high, higher than ever, in fact. So if you find your dream home, chances are you’ll encounter a bidding war. Here’s how to win.

Be prepared Unless you’re offering all cash, most agents won’t even consider a bid unless you’re preapproved by your lender, preferably one familiar with the local market. Get preapproved for a mortgage before you start shopping for a home, say the experts at Rocket Mortgage. Your lender will provide you with a guaranteed approval up to a certain number, allowing you to bid up to that maximum. Preapproval letters show sellers you’re a serious bidder and that you won’t have trouble getting a mortgage to purchase the home. Without one, a seller might pass by any offer you might make.

Making the offer In today’s market, houses are selling for as much as 25% over asking price, or more — sometimes with dozens of bidders driving the price ever higher. It’s important to go in with your best offer — even if it’s less than what you’re approved for. Traditionally, say the experts, the best way to win is to offer the most money. But don’t bid above what you’re comfortable with. Going into a bidding war with your best offer takes some of the emotion out of the process. You’ll know you can

walk away having offered the highest price you can afford. Here are some other ways to ensure you win a bidding war, according to Rocket Mortgage: • Add an escalation clause: If you think you’ll face competition, but can’t be sure how much others will pay, your real estate agent can write an escalation clause into your offer that says you’ll pay a certain dollar amount above any offer up to your budget limit. • Drop contingencies: Contingencies are specific conditions that must be met before a sale can be completed. If you remove any contingency, you’re making it easier for the seller to accept your offer. • Skip the inspection: It’s risky, because great-looking homes can hide a wealth of problems. But bypassing the inspection is one way to entice the seller if you can afford the risk. • Offer all-cash: Many people don’t have the wherewithal to make an allcash offer, but if you can, experts say your offer can quickly jump to the top of the pile. Cash saves both parties time by skipping underwriting and shows the seller you won’t have problems with financing. —HomeWise

NAR-Urban Institute policy forum calls for more inclusive access to homeownership WASHINGTON – The National Association of Realtors® and the Urban Institute hosted a policy forum Friday at the National Press Club in Washington, D.C., to discuss reforming mortgage finance and other policies to make homeownership more accessible to underserved communities. The event entitled Financing the Future of Housing featured a keynote interview with James Wylie, associate director of the Office of Fair Lending Oversight at the Federal Housing Finance Agency (FHFA), followed by two diverse panels. "Realtors® play an important role in building a more sustainable and equitable housing system," Wylie said. "By helping homebuyers, particularly those in underserved areas and in communities of color, understand what counseling services and resources are available to them, we can work together to help close the equity gap." Wylie broached the topic of credit

score reform, which the FHFA supports, to make housing finance more inclusive. "For most, rent is the primary bill before becoming a homeowner," he said. "Consumers should get credit for that, and it should be part of underwriting." Wylie also spoke about the housing supply issue, a top advocacy priority for NAR. "We are trying to find every angle we can on the supply issue. It's a real challenge," he said. "We are not going to solve it alone; it will require a partnership across the industry." 2022 NAR Vice President of Advocacy Kaki Lybbert provided an overview of the many ways Realtors® are working with Congress, the administration, and industry partners to expand homeownership, from championing policy proposals to increase housing supply to supporting initiatives such as the Black Homeownership Collaborative's 3by30(link is external) plan to add three million net new

Black homeowners by 2030. "Our commitment to opening the door to more homeowners is ongoing and growing," Lybbert said. "Every family deserves to have the opportunity to reap the benefits of homeownership – from building generational wealth to building memories for years to come. Policy Check-Up: Retain, Repair, or Replace In the first panel, moderated by Andrew Ackerman of The Wall Street Journal, panelists Wendy Penn, associate vice president of affordable housing initiatives at the Mortgage Bankers Association, Mike Calhoun, president of the Center for Responsible Lending, and Lisa Rice, president and CEO of the National Fair Housing Alliance, discussed the current system – what works, what doesn't, and what needs to be replaced. "The dramatic increases in the cost of housing and financing force us to reevaluate the products and services required to provide needed housing, especially for those long denied these opportunities," Calhoun said. Rice agreed. "Our housing and finance systems are inherently unfair," she said. "Consumers of color have to go into a biased system and landscape of unfairness in order to gain access. Special purpose credit programs allow for-profit and nonprofit entities to assess why consumers cannot access credit and design credit programs that allow those consumers to access credit in a safe and sound manner." Penn highlighted the problems resulting from distrust in the system, including a reluctance to ask for help, especially among underserved communities. "We don't often pay enough attention to people's minor crises," she said. "A critical repair turns into a code violation, which turns into a fine, and it spirals from there. Then some-

one calls and says, ‘I'll buy your home for cash.' That's what's stripping the wealth out of these communities." "We can't just get [people] into homes; we have to keep them there," Penn concluded.

Policy Resilience: Withstanding Future Shocks and Challenges In the second panel, moderated by Marketplace Senior Correspondent Amy Scott, panelists Jerry Howard, CEO of the National Association of Home Builders, Michael Neal, principal research associate at the Urban Institute's Housing Finance Policy Center, and Jacob Corvidae, principal at RMI, discussed specific roadblocks to closing the homeownership gap and solutions to overcome them. "Households of color continue to experience disproportionate challenges in pursuit of the American Dream and its promised benefits," Neal said. "But by exploring the benefits of new homeownership strategies targeted specifically at historically marginalized families and building in resiliency against key systemic risks, we can advance a housing market that works for everyone." Howard outlined the dire state of housing affordability. "Right now, the average American cannot afford to buy the average house that's on the market," he said. "Construction costs have risen by 21%, labor costs have risen by 15%, and regulatory compliance costs are going back up." Corvidae focused on how extreme weather events are exacerbating the homeownership gap – and are poised to cause even greater problems in the future. "Study after study has shown when these extreme weather events occur, they disproportionally affect communities of color and lower-income households," he said. "We need to match transparency with loan products that can … create investment to solve these problems." —National Association of Realtors
