UCD adds deans for two schools Colleges of Letters and Science, Engineering get new leadership

Enterprise staff writer UC Davis announced the appointment of two deans this week. Estella Atekwana, a dean and geophysicist from University of Delaware, will lead the College of Letters and Science. Richard Corsi, a dean and professor of engineering and computer science from Portland State University, will lead the College of Engineering.

Atekwana will take over the College of Letters and Science, the largest of the schools and colleges at UC Davis, from interim dean Ari Kelman, who has led the college since March 2020. Atekwana will officially become the Letters and Science dean on Aug. 1.

Since 2017, Atekwana has served as dean of the College of Earth, Ocean and Environment at Delaware. “Her accomplishments include building up the faculty ranks, implementing an early-career faculty development

Health partnership still adapting

BY ANNE TERNUS-BELLAMY Enterprise staff writer In the four months since Healthy Davis Together and CommuniCare Health Centers teamed up to provide COVID19 vaccinations at sites in Woodland and West Sacramento, nearly 12,000 vaccine doses have been administered, 43 percent of them to Latinos.

Now, as demand at large

vaccine clinics has declined, those operations at Woodland Community College and West Sacramento City Hall will be shutting down as of Saturday, but that doesn’t mean the vaccine partnership is ending.

Healthy Davis Together will instead shift operations to three CommuniCare clinics, in Davis, Woodland and West Sacramento, where anyone can make an appointment or simply walk

in for a COVID-19 vaccine during specific hours.

CommuniCare has made available conference rooms at all three clinics and Healthy Davis Together medical and nursing staff as well as administrators will continue operations.

Healthy Davis Together also will be deploying mobile vaccine units throughout the county where vaccine uptake has been notably lower and

plans pop-up events at apartment complexes, youth sports events and larger community events. School districts continue to request on-site vaccinations, according to Healthy Davis Together medical director Dr. Sheri Belafsky, so those will continue as well.

Stormwater-fee increase goes through

BY ANNE TERNUS-BELLAMY Enterprise staff writer Davis property owners can expect to see a hike in their stormwater fees come the Fall after a majority voted in favor of a fee increase during mail balloting that took place over the last two months.

Ballots were mailed in May to owners of 16,476 parcels in the city seeking an increase in stormwater fees to pay for system upgrades and improvements.

A total of 6,905 ballots were returned by the June 25 deadline, with 4,186 (or 60.62 percent) in favor of the fee increase, according to city staff, who counted the ballots this week.

“However, these funds do not provide sufficient revenue for capital improvements, which have been delayed due to lack of funds,” one notice said.

“For instance, the city is operating a pump station that is almost 100 years old and which was designed at a time when the needs of the city were much smaller than they are today.”

That Richards Tunnel Pump Station was built in 1924, while the South Davis Pump Station is also quite old and subject to major flooding, according to the city.

Tuesday will be asked to accept the results and direct city staff to return with ordinance revisions required to implement the fee increase. Adjustments will likely appear on utility bills in September or October, staff said.

At that time, the average medium-sized residential property will see its monthly fee increase from $6 to $13.

The city made its case for the fee increase in several mailings to property owners over the last few months.

Briefly Soroptimists host golf tourney Soroptimist International of Greater Davis will host its annual golf tournament on Saturday, July 17, at the Davis Municipal Golf Course.

Proceeds from the tournament will benefit Yolo County’s MultiDisciplinary Interview Center, which serves victims of child abuse and their families; the Davis Youth Softball Association; and Soroptimist Live Your Dream Programs.

Golfers will tee off beginning at 7:30 a.m.

The cost is $100 per player and includes lunch. Winning golfers will receive great prizes and can participate in the two-person scramble, shots closest to the pin and the most accurate drive.

Revisiting Fourth of July memories ■ Editor’s note: The following is an up-

or a variety of reasons, the Fourth of July ranks right up with Thanksgiving when I’m asked about my favorite holidays.

While most holidays come and go, my memories of the Fourth go back to my days as a kid growing up in this very small town that had but one elementary school and absolutely no stop lights.

There was a kiddie parade in those days, but it was always led by the flag-bearing color guard from the local ag campus. I presume they were in ROTC, but I can’t say for sure.

One year, however, they got called away at the last minute, and my brother, who was carrying a very large flag as part of a family “Spirit of ’76” entry, was summoned into service to lead the parade. It was the first peacetime draft in American history.

In the evening, we’d all gather at Aggie Field (now Toomey) for all sorts of “community” awards, plus the fireworks. The high school was practically across the street, but it didn’t have a suitable place for people to get together.

As they went through the several awards, the tension would mount about who would win. I think I was all of 8 when I realized that batting .237 in the Davis

M Little League was not going to earn me “Davis Athlete of the Year” recognition in this decidedly hometown ceremony.

My Fourth of July experiences haven’t all been in Davis, though they seem to have been remarkably similar no matter where I was.

One exception was the Fourth I spent on a tennis excursion in Scotland, where the locals kept referring to me and my playing partner, a Davis legend named Brett Stone, as “Yanks.” They also served haggis for dinner and there were absolutely no fireworks to be found. But at least the natives were friendly despite having ugly Americans in their midst.

One other year I found myself on foreign soil in Victoria, B.C., with my red-headed bride of six days, expecting to celebrate the Fourth in proper style. We had been there three days earlier for an incredible Canada Day celebration where we sang “O Canada” with the crowd at the Inner Harbour and met Joe Canada himself.

OBITUARIES John Albert Cron

Oct. 30, 1931 — June 24, 2021 John Albert Cron was born on Oct. 30, 1931, and was adopted by Dorothy and Harold Cron 26 days later.

He was an only child who spent his most formative years in Grass Valley.

At age 10 his parents bought him a horse to ride to school. After the first day, he came home and asked his parents to return the horse and buy him a piano instead! He fell in love with classical piano and classical music in general. He also learned to play the organ. He served as the youth organist at the United Methodist Church of Grass Valley.

He was predeceased by his parents Dorothy and Harold and survived by his wife, Celeste; sons Randy (Gina) and Kurt (Heather); granddaughter Jessica (Desirae); and grandsons Matthew and Michael. He was very proud of his sons and grandchildren and all that they have accomplished. In addition, John and Celeste selfadopted the following grandchildren: Halen, for whom Randy and Gina are guardians; Henry, Jessica’s brother; Dayla; and Jak’qe, mother of self-adopted great-granddaughter, Ariel.

He loved them all.

His family was the most important part of his varied careers and responsibilities in the communities in which he lived. Nonetheless, John donated a large amount of time to help various charities, educational organizations and other agencies.

He worked his way through college playing the piano in San Francisco bars on Friday and Saturday nights, and the organ in Christian Science churches on Sunday mornings. He loved playing in the Christian Science churches as they only used traditional classical organ music.

While in college, he worked as an editor for a business administrative professor, editing his business administration text books.

This professor, Joe De Brum, was the person that talked John into going into teaching.

In 1962, John did not complete his teaching certification as he was asked to be part of a team going to Liberia, West Africa, for two years as part of a 10-year project. He became the administrative manager of the project. It was in Liberia where he met Celeste. She was on the project as the

Marcus Elwood Clark Nov. 4, 1934 — June 27, 2021

Marcus Elwood Clark was born to George and Erma Clark on Nov. 4, 1934, in a tiny hospital above Potter’s Drug Store in Gothenburg, Neb. He attended the University of Nebraska, majoring in agricultural economics and international development. His first job was as a county extension agent in Seward County, where he met his first wife, Jo Ann Ahl. While raising four children, Marcus earned two master’s degrees. He worked for the U.S. government exporting peaches in Uruguay, taught at the University of the Pacific and then worked for the State of

California.

In 1982, Marcus married Margot Zehr. Marcus loved listening to the Metropolitan Opera and singing tenor with the church choir. Other interests included politics, reading, watching the “PBS News Hour,” bicycling and travelling. Marcus’ favorite activity was sailing in his “Ladd C.” sailboat, named after his youngest son.

We remember Marcus as a sensitive, gentle man whose faith guided his actions and relationships.

He died on June 27, 2021.

He was predeceased by his son, Ladd Clark. He is survived by his wife, Margot

y birthplace of Portland is another great place to spend the Fourth, what with the greatest fireworks display on the West Coast erupting for nearly an hour from the exact geographic center of the Columbia River separating Oregon and Washington.

I’ve had memorable Fourths in Salt Lake City and Idaho Falls and Elko and Bend, not to mention getting hopelessly lost on a dirt road at the top of Goat Mountain in Colusa County with the RedHeaded Girl of My Dreams. If you’re going to get lost as darkness falls on the Fourth of July, she’s not a bad choice of company.

But what really got my Fourth of July juices flowing was reading Bruce Gallaudet’s account just last Thursday of the 10-year-old slugger from Woodland who hit three consecutive home runs in a tight win over the Davis National 9and 10-year-old All-Stars.

Reminded me of that legendary Davis Little League phenom Jimmy Keylor, who also smacked three home runs in a single game long ago as the Davis All-Stars took three giant steps toward Williamsport before finally falling. (It was single elimination in those days.)

After returning to the United States, John and Celeste settled in San Mateo County and raised their two sons, Randy and Kurt, and John started his reputation as a man who made a difference.

At this time in San Francisco, John, a man with a vision, was also on the board of directors of the Music and Art Institute of San Francisco. Upon the death of the institute’s founder, Ross McKee, the board, under John’s leadership, decided to close the small school and create a piano-focused foundation. He wrote the bylaws and articles of incorporation, and ran the organization for more than 20 years.

They provide grants to various Bay Area orchestras and organizations to acquire first-rate pianists from around the world to play. In addition, and even more worthy, John proposed they create a seven-county piano competition for young people. This competition is still held annually and is the premier piano competition in Northern California.

In San Mateo County, after obtaining his high school teaching certification, he started teaching at the College of San Mateo in the business division, and also was an academic counselor.

As an academic counselor he FrankeClark; children Van Clark of Grass Valley, Brian Clark of CLARK Cathlamet, Wash., and Andrea Krause of Woodland; and grandchildren Jonathan and Natalie Guzman, Jessie Boom, Chantae and Scott Clark, and Robert and Jonathan Krause.

A memorial service is scheduled for 1 p.m. Sunday, July 4, at the Davis United Methodist Church.

A simple reception will follow. Dress comfortably and casually. Masks required for the unvaccinated.

In an exhibition game between a pair of Davis teams on the Fourth of July of that same year, I was on the mound in relief, nursing a 5-3 lead — mostly off the powerful bat of Larry Caster — when Keylor came to bat with the bases loaded and two out in the bottom of the final inning.

Keylor was short and compact and incredibly powerful. He used a redwood tree instead of a baseball bat. He was the most feared Little Leaguer in the Sacramento Valley.

I actually considered walking him intentionally to avoid the inevitable. Sure, it would have forced in a run, but I’d still have a 5-4 lead and at least a theoretical chance of pulling out the win.

As the crowd sat in hushed silence I threw my very best fastball — at least 25 mph — straight down the middle. Keylor smiled as it arrived and blasted it halfway to Dixon, but I did manage to shake his hand as he rounded third and headed for home. Lucky for me, he later became my teammate.

As much as I wished at the time that I’d been able to set him down on strikes or at least induce a long fly ball to center, when I look back now, I wouldn’t change a thing.

What he did that day was memorable. For both of us.

The year John and Celeste moved to Davis, Celeste attended a Soroptimist meeting in which the speaker talked about Davis’ CASA program. CASA is a nationwide program providing adults who are like surrogates to children in guardianship by the county.

They represent the child in the courtroom during their tenure with the child or children. When Celeste got home, she showed John the brochure and told him she was going to take the 40 hours of training and become a CASA. Without hesitating, he said he wanted to do it also.

John had an outstanding record in care for his many children whom he served and was recognized for outstanding service and longevity by CASA as well as the lawyers’ association of Yolo County. He helped in the formation of a new program that serviced CASA kids at

risk because of drug use. Not only was he a principle in the formation of the support group, but through a grant from one of the judges he led in the established the Yolo Children’s Fund, which donates money to CASAs, attorneys and social workers to buy items that will help the children in their recovery such as special activities, bicycles, summer camp or classes, attending sport events, etc.

While in Davis, UC Davis was in the process of building the now-famous Mondavi Performing Arts Center.

John got involved early on in the opening of the theatre.

He helped the early opening of the Mondavi Center by taking over the leadership in creating the usher program and leading the program for a number of years.

He also helped the university’s resident pianist, Lara Downes, establish a nonprofit organization to get pianos in every high school in California.

John, your family loves you and misses you. On their behalf, thank you for being you. Now is the time for a man who made a difference to have rest and peace.

Atekwana earned her bachelor’s and master’s degrees in geology from Howard University and a Ph.D. in geophysics from Dalhousie University, Nova Scotia, Canada. Before going to Delaware, she taught at Western Michigan University, Missouri University of Science and Technology, Indiana University—Purdue University Indianapolis and Oklahoma State University.

Over her career, Atekwana has received roughly $11.7 million in research funding, largely from the Department of Energy, the National Science Foundation (NSF) and industry, the UC Davis news service reported. She is currently studying the Albertine rift in Uganda through a collaboration with the NSF. “We are thrilled to have Dr. Atekwana assume this key university post,” said Mary Croughan,

UC Davis provost and executive vice chancellor. “Her high scholarly distinction, administrative effectiveness, ATEKWANA and commitLetters ment to diversity & Sciences and inclusion will greatly benefit both L&S and the university.”

A fellow of the Geological Society of America, Atekwana has earned outstanding educator awards from the Association of Women Geoscientists and the Society of Exploration Geophysicists (SEG). She is the 2021 Reginald Fessenden Award winner from SEG and the 2020 SEG Virtual Near Surface Global Lecturer. Atekwana is also a member of the American Geophysical Union, the European Association of Geoscientist and Engineers, the Geochemical Society and the National Association of Black Geoscientists.

“I have worked at excellent institutions and had many excellent colleagues,” Atekwana said.

“But when I learned of the possibility of becoming dean of the College of Letters and Science at UC Davis, I knew immediately that’s where I wanted to be.”

For Richard Corsi, the appointment as dean of the UC Davis College of Engineering is a homecoming. After earning his bachelor’s degree from Humboldt State University, Corsi earned a master’s and Ph.D. in civil engineering from UC Davis.

From 1994 to 2018, Corsi taught at the University of Texas, Austin, where he served as chair of the Department of Civil, Architectural and Environmental Engineering from 2013 to 2017.

Since 2018, Corsi has been the H. Chik M. Erzurumlu Dean of the Maseeh College of Engineering at Portland State.

“Among his many accomplishments in that position, he refocused every department to better support the college’s strategic vision; grew the faculty; increased the number of undergraduate scholarships; created new graduate student and faculty fellowships; developed and implemented a detailed strategy to grow faculty diversity; strengthened alumni relations and public outreach; and enabled a 250% increase in philanthropic giving in his first year,” the UC Davis news service reported.

Corsi will replace Jeffery C. Gibeling, who has served as interim dean since January 2021, as dean of the College of

Engineering on Sept. 15.

“We are extremely fortunate to welcome Dr. Corsi as the new dean of the College of Engineering,” said Croughan. “His exceptional talents as an engineer and a leader, and his dedication to world-class education and research for the public benefit, make him an ideal individual to lead the college.”

Along with his research team, Corsi has published roughly 270 peer-reviewed papers, which stemmed from 70 different funded projects.

Early in his career, Corsi’s research focused on toxic chemical emissions from municipal and industrial wastewater. He developed the first version of the novel Bay Area Sewage Toxic Emissions model. His team was also the first to discover toxic hot spots connected to chemical emissions from public sewer systems.

For the past two and a half decades, Corsi has researched how to reduce building occupants’ inhalation exposures to air pollutants. “Areas of investigation include the novel use of building materials to remove or sequester pollutants in buildings, the chemistry of building decontamination, and methods and benefits of reducing U.S. population exposure to ozone inside of residential,

office, school, and long-term health-care buildings,” the UC Davis news service reported.

Corsi’s CORSI research has Engineering earned him many accolades.

He received the Certification of Eminence from the American Academy of Environmental Engineers in 2007; the Distinguished Engineering Alumni Medal (DEAM) from the UC Davis College of Engineering in 2016; and the Regents’ Outstanding Teaching Award from the University of Texas System in 2016.

During the pandemic, Corsi has contributed to national discussions about risk reduction related to the transmission of COVID-19 by aerosol particles inside buildings.

“I care deeply about teaching and mentoring, both in and out of the classroom,” Corsi said in an interview about his appointment as dean of the UC Davis College of Engineering. “I strive to inspire students, to give them the confidence and entrepreneurial spirit to leverage fundamental science and engineering principles in their work.”

I am a full-blown public-school snob I

have a deep, dark secret I’m finally willing to share: My son goes to Stanford.

Whew! What a relief! It’s finally out there, this thing I have avoided telling you for the past three years.

First, a note about this column which has evolved over 20-ish years. While I originally shared a lot about my two sons and my husband, as your kids get older and learn how to read — or their friends do — and your husband’s job changes to one of some prominence, their stories started to become harder to tell without impacting them in unintentional ways.

I’ve had to be much more of a generalist storyteller to “protect the innocent.”

But I have consistently been very open about one thing in my Enterprise columns: School pride.

I’ve detailed stories about my years at UCLA, husband S’s time at UC San Diego and UC Davis, older son D’s years at UC Berkeley, and younger son T’s current college life at University of

Oregon. I have gear from each of these schools and always enthusiastically reply, “Go Ducks!” or “Go Bears!” to fellow schoolspirited shoppers at Nugget.

However, I do not own one piece of Stanford gear. Because I’m embarrassed that D is getting his Ph.D. in chemistry at one of the top schools in the world? That sounds as stupid as it is.

I have thought a lot about this, trying to figure out what my deal is. An article at PsychologyToday. com titled, “Is there a right way to brag?” (https://www.psycho logytoday.com/us/blog/thecouch/201406/is-there-rightway-brag) offers some insights.

As the author, F. Diane Barth

says, “We live in a highly competitive world, and we don’t want someone else to feel badly just because we’re feeling good. But sometimes that concern stops us from sharing good things that our friends, families and colleagues would actually like to know.”

So yeah, the competitiveness of being accepted to a school like Stanford is uncomfortable to me. Also, says Barth, “What makes parents and grandparents think that everyone else is going to take the same pleasure in the accomplishments of their children and grandchildren as they do?” Honestly, I don’t think they will. I envision them thinking, “Shut up, bragger!”

H

umblebragging — “My poor son, who is at Stanford, has to navigate so much traffic!” — is completely disgusting, so I’m also cautious to never act like it’s not awesome to be in school there. But mainly I just never mention it.

In thinking about this, I know a big part of what shapes my misguided opinion is my bias against private universities and colleges.

I’m a first-generation college grad, and private schools were never on my radar as a highschooler. It didn’t occur to me, having not had college-going parents, that some people paid nearly 10 times the amount of tuition for a college education. (I just looked it up and, according to The Daily Trojan, USC tuition was $10,564 in the school year of 1986-87. At that same time, while I was at UCLA, my tuition was just over $1,300/year.)

When it did occur to me was during USC versus UCLA football games at The Coliseum, when super obnoxious Trojan fans jingled their Mercedes and BMW car keys at us shouting, “That’s alright, that’s OK, you’ll all work for us one day!”

So to me, private schools for decades meant “class snobbery.”

And USC, in particular, meant buying your way in. (College admissions scandals aside, we all

know that USC is a very academically rigorous school.)

When I moved to NorCal after college, I assumed Stanford was the same as USC ... populated with rich kids who thought they were too good for a public school education. S, who went to high school for a couple of years in Palo Alto assured me it was a very good school and the kids attending weren’t jerks just because they went there. They were, in fact, stellar students.

My retort? “If they’re so great, then why didn’t they go to Cal?” Because I am absolutely a public school snob.

Well, I’m trying to turn over a new leaf. While I don’t imagine ever admitting that private schools are as worthy and admirable as publics, I can at least be proud of D’s accomplishments.

Empower Yolo: The challenges of housing clients Overall lack of affordable rentals is a major obstacle

H

ousing insecurity and homelessness continue to be a challenge for many individuals and families in Yolo County with the pandemic further exacerbating the problem.

It can be particularly challenging as an individual or family transitions from an emergency shelter to home life after experiencing a traumatic or violent situation. Empower Yolo’s housing program has expanded and continues to assist clients with various housing needs.

“Housing insecurity was already a growing problem and it continues to be challenging for many of our clients, especially in the aftermath of the pandemic,” says Niomi Michel, Empower Yolo Homeless Coordinator.

Empower Yolo’s housing program has grown in the last five years to include more support for the homeless and more recently rent relief due to COVID-19 hardships. In 2020 Empower Yolo served 520 people by providing rental assistance and housing support.

Many people are not aware of how many housing services Empower Yolo provides the community from transitional housing for clients moving out of our shelters to helping homeless clients, and a new partnership with the State of California for rent relief: ■ Transitional housing services — for domestic violence, sexual assault and human trafficking victims Empower Yolo provides

case management, financial assistance, gas cards, and food referrals.

■ Rapid Re-Housing — for homeless clients Empower Yolo can provide financial assistance for the cost of a new unit (first month’s rent and deposit), six months to one-year case management, furniture donations, household goods, hygiene products and food.

■ Project Roomkey (PRK) — a state/county program aimed at decreasing the spread of COVID19 by providing shelter to people experiencing homelessness and who are vulnerable/high risk to COVID-19.

Although the program for Woodland participants ended June 30, Empower Yolo continues to provide case management to participants. Empower Yolo can assist with rental application fees, financial assistance for new units, case management, furniture donations, hygiene products and food.

■ California COVID-19 Rent Relief Program — Empower Yolo is a community partner in this state program, which provides financial assistance for unpaid or future rent and utilities to incomeeligible renters and their landlords due to COVID19 related hardships.

Empower Yolo is assisting both landlords and tenants with applications for this program for rent and utilities, both for past due and future payments.

Shores of Hope and the Yolo County Children’s Alliance in West Sacramento are two other local organizations that are also providing assistance for people who need help with their rent relief applications.

Since the pandemic

many more challenges have arisen for housing clients. High rent is especially problematic. “The challenges many clients face are that they are on a fixed income and rent has gone up, even doubled in the last two years; clients can no longer afford to pay this high rent now,” says Michel.

Housing advocates are finding rooms to rent anywhere from $700-900, but the minimum Social Security Income today is about $954 a month; there are not enough income based units or studios for

these clients.

Our most significant challenge continues to be the lack of affordable rentals in Yolo County. “Clients in Yolo County are having a hard time finding affordable housing,” says Brenda Wheeler, Empower Yolo Steps to Success Housing Specialist. “Income based apartments have a waitlist of one to three years. Onebedroom apartments on average are going for about $1,400 a month.

“I’ve had single clients who can’t afford to pay that on their own because they only work 40 hours a week at $14/hour which is a gross income of $2,240 a month; when you subtract taxes and all their other bills they are left with maybe $1,400 even less.

There’s just not enough to cover other needs once basic necessities such as gas, groceries, clothes for their kids, and daycare expenses are factored in.

Housing is through the roof with how high rent is and keeps going up,” says Wheeler.

Loss of jobs, reduced hours and loss of income are all part of the housing insecurity cycle. “Lost and reduced income has worsened already difficult situations for many clients in addition to potential loss of health insurance and less household income due to unemployment,” says Michel. “Rents are being raised and clients can’t even catch up with back rent owed, that’s why the state’s rent relief program is so important,” Michel said.

Through the CA COVID-19 Rent Relief Program, California has recently increased rental

assistance payments to 100% of unpaid rent, making landlords whole and keeping tenants housed. Payments are for unpaid and future rent payments for California income-eligible renters and their landlords affected by COVID-19.

Critical eviction protections have also been extended through Sept. 30 to help keep Californians housed.

The community can help by calling and writing local and state politicians, and even posting about the importance and need for more affordable housing and tiny homes. Community members can also donate gift cards to Walmart for clients to purchase essential items they need. We can always use household items new or gently used, hygiene products, and “rooms to go” i.e. anything you would need for a kitchen, bedroom and bathroom.

As we move through the pandemic together, let us not forget our homeless neighbors and community members who are struggling with housing insecurity and keeping their families safe and housed.

Steakhouse returns, taqueria on its way A

fter being closed for more than 15 months, D Street Steakhouse reopened on Thursday.

It has dinner hours: 5 to 8:30 p.m., Tuesdays through Saturdays. The restaurant at 113 D St. closed under COVID restrictions in March 2020 and remained shuttered until now.

When I called the restaurant on Thursday, they were understandably too busy to answer my questions.

The steakhouse is one of a handful of restaurants that remained temporarily closed since the early pandemic lockdown. Two restaurants — Delta of Venus and Uncle Vito’s — have not returned my repeated messages.

One much-anticipated return is Sam’s Mediterranean Cuisine, at 301 B St. On Friday, owner Samir Abughannam said he plans to decide this weekend on when he will reopen his restaurant.

More than a dozen Davis restaurants have permanently closed since March 2020. For a complete list, check my Google spreadsheet link at the bottom of this column.

———— Guads Tacos & Beer may begin its soft opening as soon as July 12. It’s at 231 Third St. in the newly redesigned Third Street corridor.

The ownership trio includes brothers Rigo and Chris Hernandez (whose family owns the

two Taqueria Guadalajara restaurants in Davis) and longtime friend Shekib Nayebkhel. The menu will be similar to those Mexican restaurants, which fans call Guad.

“The chips, salsa, flavors, ingredients and recipes will be the same,” Nayebkhel said in an earlier interview. “We’ll still have the basics like tacos, burritos, nachos and quesadillas.” Eventually, there will be a dozen or more beers on tap, plus wine.

A more formal grand opening will happen once UC Davis students return in September, Nayebkhel said Thursday.

———— The Mexican-food restaurant El Toro Bravo closed in February 2020, just before the pandemic.

It’s on its way back. Workers have been cleaning it to prep for reopening. It’s at 237 D St. Owner Derar Zawaydeh said it looks like it could open as soon as he can hire a full staff. “I wish I could be more specific but it’s truly hard. It’s starting to look better, though,” he said.

The business is coming to 720 Olive Drive, Suite U2, near Rocknasium. The premise is a fun outlet and team-building activity where patrons throw an ax at a target.

The hobby shop at 654 G St. is opening a game rental library, where patrons may borrow games for $5 a day, plus deposit.

UCD Health breaks ground Soroptimist names new board on rehabilitation hospital Special to The Enterprise

Special to The Enterprise SACRAMENTO — UC Davis Health, in partnership with Kindred Healthcare, today broke ground on a planned rehabilitation hospital on its Sacramento campus. The project is the first free-standing physical rehabilitation hospital in Sacramento.

“UC Davis continues to bring new investments and nationally known business partners to the Sacramento area,” said UC Davis Chancellor Gary S. May. “Projects like this show who we are and what we do for the community. Since its creation, the University of California has been a major economic engine for the state, and here in Sacramento, UC Davis is doing the same. We’re investing heavily in our Sacramento Campus, and this is just one of four major projects underway here — each one focused on improving the quality of life for people in the Sacramento area.

These are all part of our commitment to be an Anchor Institution for our surrounding communities and a regional health care resource for all of Northern California.”

“This new facility will complement UC Davis Health’s nation-leading survival statistics at our Level 1 regional trauma center, and the life-saving work of our comprehensive stroke center,” said UC Davis Health CEO David Lubarsky. “There is currently no such dedicated facility in Sacramento. This new hospital will take us from ‘just saving lives’ to fully maximizing a patient’s recovery after major surgeries and life-threatening events. Here, we will focus on helping every single

patient reach their greatest possible level of function and future enjoyment of life through their physical rehabilitation after injury.”

UC Davis Health is partnering on the project with Kindred Healthcare, an experienced post-acute care provider, to operate the new inpatient rehabilitation facility. Kindred operates 28 similar rehabilitation hospitals around the nation — many of them awardwinning and recognized for their high quality of care.

The new UC Davis hospital is expected to open for its first patients in 2023.

The hospital is located at the corner of Broadway and 49th Street in Sacramento.

It will cost $60 million to build. Kindred will develop the project, which is expected to create up to 200 new health care jobs, as well as hundreds of prevailing wage construction jobs. It will enable rehabilitation care for twice as many patients as currently can be treated for conditions resulting from stroke, brain trauma and spinal cord injuries at UC Davis Medical Center.

California’s seismic safety law prompted UC Davis Health to develop a new hospital facility for individuals needing in-patient rehabilitation services. The health system’s rehabilitation services are now in several medical center locations scheduled for eventual demolition.

UC Davis Health has been trying to address the need for a rehabilitation hospital for nearly 30 years.

“This new hospital represents a big step forward in being able to meet the needs of more patients to help them to recover and heal

from very challenging injuries and conditions,” said Brad Simmons, chief operating officer of UC Davis Health — Hospital Division.

“Kindred Healthcare is a national leader in post-acute care services and we’re very pleased to have partnered with them.”

With 58,000 square-feet of space, the hospital will have 52 patient beds. The new facilities will provide acute adult inpatient care, with the goal of helping people to be able to continue their care at home more quickly than otherwise would happen with a traditional hospital-to-home transition.

Clinical services will include physical and occupational therapies and speech pathology services. Therapists, physicians and nurses will help patients regain physical function and mobility, and the independent capabilities to do everyday activities and work.

Officials also expect the UC Davis Rehabilitation Hospital to become a location that offers new, currently unavailable, treatments to patients, as well as research opportunities for new treatments led by physician-researchers from the UC Davis School of Medicine.

“We look forward to opening this new hospital and partnering with UC Davis Health to address the growing need for inpatient rehabilitation services in the Sacramento area,” said Russ Bailey, President, Kindred Rehabilitation.

After a successful year of fundraising and community support, Soroptimist International of Davis wrapped up its 2020-21 year with its installation of officers.

June 22 was the club’s final event of the fiscal year. Live Your Dream awards SI Davis’ two signature programs are Live Your Dream: Education and Training Awards for Women, and Dream It, Be It: Career Support for Girls (run at King High School). It also funds high school scholarships, grants to nonprofits that align with the Soroptimist mission, and anti-trafficking efforts.

This year, the club awarded six Live Your Dream grants, helping single mothers pay for expenses while they further their education or training. These recipients often survive hardships like domestic violence, poverty, homelessness and foster

care but are working to better their lives for themselves and their children. The club initially budgeted $10,000 for the award this year, but was able to add $3,000 more when an anonymous donor stepped forward to support the program.

Ashley Matlock of Davis received $4,000. The single mother of one attended Woodland Community College and plans to transfer to Yuba College and then Sacramento State to study nursing.

Her goal is to continue on to UC Davis to become a nurse practitioner, and work in hospice care.

Leticia Garcia of Dunnigan received $3,000. The single mother of five attends Woodland Community college and wants to become a registered nurse.

Angela Tamagni of Clearlake received $3,000. The single mom of two attended Woodland Community College and will transfer to Sonoma State University in the fall, studying accounting.

Three others received $1,000 each. Due to the nature of the award, some recipients wish their names to remain private.

Soroptimist scholarships The club awarded six high school scholarships — two to King High graduates and four to Davis High graduates — for a total of $10,500. SI Davis is the largest donor of scholarship money to the local continuation high school. King High School recipients were Gianna Robles and Shanty Ramirez Chavez. Davis High recipients were Emma Carney, Rosie Mariano, Athena DiLello and Natalie Ries. These women’s accomplishments and dreams closely align with Soroptimist’s focus on empowering women, and tie in with its signature Dream It, Be It program. The curriculum of the DIBI mentorship program helps girls discover their dreams, explore careers, create achievable goals, rise above obstacles, turn failure into success, balance stress and put dreams into action.

Some pop-up events that will be held this summer will likely be more informational, Belafsky said, “and that’s OK. People want more information.”

So every event will have a clinician available to answer questions, she said.

Meanwhile, COVID-19 testing continues over the summer at multiple locations in Davis as well as at pop-up events planned for the future, including at an upcoming Rivercats game where vaccines will also be available. Healthy Davis Together expects to continue testing in schools come the fall, particularly since students at elementary schools likely will not have been vaccinated yet.

But testing remains as important as ever, Belafsky said, whether you are vaccinated or not. Without it, the community won’t know which variants are spreading locally and how much.

Currently 40 percent of tests sequenced by the UC Davis Genome Center are the more infectious Delta variant.

“We do have these unknowns,” Belafsky said.

“And if we’re not testing, where is that data going to come from?

“There’s not some abstract academic reason to be testing. There’s a real great public health value to be testing at a community level. We want to know what’s going on. And also we’re so fortunate that our Genome Center lab does the genotyping, so they give us variant data, with turnaround data in days. So that’s a big help.”

Documenting breakthrough cases of COVID-19 in fully vaccinated individuals is also important.

Healthy Davis Together has seen nearly two dozen cases of vaccine breakthrough in individuals who were at least two weeks past their final dose. The cases have occurred in individuals who have received the Pfizer and Moderna vaccines, Belafsky said, and have involved individuals of different ages, most of them symptomatic.

Meanwhile, even as testing has declined by twothirds in the last couple of weeks, new positive cases and the test positivity rate are trending upward.

“We’re seeing positive cases almost every day,” Belafsky said.

“We are grateful for this landslide vote by Davis residents to protect our community from harm and to deal with the realities of climate change,” Carson said Friday.

“Past actions by city voters provided the resources to build our surface water project that will be critical to our enduring the current drought. Now, thanks again to city voters, we will also be prepared in the future to deal with catastrophic super-storms that could someday disrupt our community.”

City staff counted the votes at the Veterans Memorial Center on Monday, an event that was open to the public, though no members of the public attended.

Fall sports teams get extra week for workouts

BY MIKE BUSH Enterprise sports editor All Davis High fall sports programs and the rest of the high schools in the Sac-Joaquin Section are getting an extension entering the second week of July.

Will DeBoard, assistant commissioner for the section, said Friday that an extension of summer workouts for fall sports teams in football, volleyball, girls golf, girls tennis, cross-country, water polo and boys soccer in Division VII has been extended by one week. This topic was discussed at the section’s Board of Managers meeting recently.

The reason for extension is to accommodate high schools that played fall, winter and spring sports seasons January through June. The schedules were compacted this year due to the pandemic.

“Since the sports season for most of our high schools extended into June, which is normally the summer period, we chose to extend the summer period for an extra week for those playing fall sports” DeBoard said.

Football workouts, such as weight training and

competing in 7-on-7 drills with other high schools, can continue this week. The dead period starts Monday, July 12. Under the original plan, tomorrow (Monday) would have been the start of the dead period. Football practices officially begin on Monday, July 26, according to the section’s Website — www.cifsjs.org.

Volleyball, along with cross-country, girls golf, girls tennis and boys soccer for D-VII, can conduct summer workouts until July 19, when the dead period begins for these sports. The original start date of the dead period was July 12. Those athletic programs can conduct their first practices on Monday, Aug. 2.

Water polo can workout out until Monday, Aug. 2, as that is when the dead period begins. Practices officially begin on Monday, Aug. 16. The reason for a later start time and dead period for water polo is because most players are competing in the Junior Olympics around the United States.

Career flip: Former Aggie gymnast joins campus police force

BY ISABELLE JUAREZ Special to The Enterprise Kara Jones has worn two different uniforms on the UC Davis campus.

She takes pride in both former an current uniforms that makes her a proud Aggie alumni. On top of that, she’s ready to give back to the community.

Growing up in Northern California, Jones knew she loved gymnastics. But the she wasn’t sure if she wanted to compete at the collegiate level.

Eventually, the love of the sport drove her to participate as a top-level athlete in the UC Davis gymnastics program that earned her conference honors. Jones proved her love through her dedication to practicing and making the long commutes that came with her training.

“I trained 25 to 30 hours a week,” Jones said. “I was commuting an hour-and-a-half each way to practice for the last eight years of my career.”

During her sophomore year at Petaluma High School, Jones began considering UCD as a place to continue her education thanks to some of her past teammates who were already attending.

“Some of my prior teammates had committed to Davis,” Jones said. “They’d always speak really highly of the program here. I went on a campus tour and unofficial visit and really liked the team and the coaches.”

After meeting the coaching staff and taking her visit, she committed to the program. Jones joined the UCD gymnastics team in 2016 after graduating high school, where she was an academic honor roll student. At UCD, Jones received multiple all-conference first- and second-team honors competing on the floor, vault and beam.

Today, Jones is still around campus. But as an officer with the UC Davis Police Department, which she has been working for since 2020.

Though she just started her career, Jones is not new to the department. During her senior year at UCD, Jones enrolled in the officer-training program that placed her in the police department as a student assistant.

The UCD Cadet Academy provides juniors and seniors training before attending the police academy. If cadets choose to attend the academy, they are able to be hired on as police officers at the university.

Jones made the transition to officer in December 2020 after spending six month at the police academy.

“Being an athlete made the academy 10 times easier,” Jones said. “I was used to the 3 a.m. wakeup times, being yelled at all day and working out every morning.”

While Jones enjoys working on the campus where she went to school, the new role is providing her a different outlook to the place she thought she knew well.

“There’s a lot of little pieces to campus or the way things work that you just wouldn’t know as a student,”

Jones said. “There are a lot of underlying details that go into making the campus work as a whole, which is kind of cool to see.”

Jones began her career during the height of the COVID-19 pandemic, meaning the campus was without many of its students and staff. The lack of students and overall population has made a calmer atmosphere with more of the same calls.

“There aren’t many students around, so we’ve been getting a lot of (calls about) theft and burglary or even vandalism,” Jones said.

While Jones is enjoying her work currently, campus repopulation will be a welcomed change. This fall, the university holding in-person classes. Jones is looking forward to a more lively campus and being able to help in different situations.

“It’ll give me a chance to grow and learn more,” Jones said. “And with more students, the outreach can be greater. There’s more opportunities to build the trust

and the community, which has been so hard with no one here.”

Jones is specifically focused on building the community gap between the police department and the students and staff.

“I want to give back to the place that made me feel at home and let me get my degree,” Jones said. “So, I try to engage with people as much as possible, like saying, ‘Hi,’ and waving, or eating lunch at the Memorial Union and talking with students, or if someone looks lost seeing if they need help.”

Jones is aware of the negatives of the job. Particularly, the stigma surrounding police officers and the dangerous work. But has had mostly positive experience during her time.

“I want to do this job to change that (negative stigma),” Jones said. “It’s hard, so it’s all about learning how to get people to trust you and want you there.”

It is the first slam in Royals history. Bob Oliver was the father of Darren Oliver, wh pitched in the majors from 1993 to 2013 and retired at age 42.

■ The 31 National Hockey League general managers determine the winner of the Vezina Trophy, awarded to the goaltender “adjudged to be the best at this position.” This year’s recipient is Marc-Andre Fleury of the Vegas Golden Knights.

So why wasn’t Fleury in net for the deciding Game Six when Vegas lost to Montreal,

depriving the Knights of a trip to the Cup Final?

■ July 4, 1939 — The most momentous 4th of July ever in sports. Sixty-two thousand fans packed Yankee Stadium on ‘Lou Gehrig Day’. The beloved Yankee first baseman had been diagnosed with amyotrophic lateral sclerosis (ALS) and on this day announced his retirement from baseball. Gehrig then delivered a speech that remains movingly memorable to fans young and old alike.*With the exception of Tom Verducci, Pat Forde and one or two others, Sports Illustrated is a shell of its oncevenerable self.

■ July 4, 1985 — The Atlanta Braves and New York Mets began on the 4th and ended on the 5th.

Atlanta reliever Rick Camp hit a solo homer in the 18th inning to tie the game 13-all, only to have New York win 16-13 in the 19th . It was Camp’s only home run in his 10-year Braves career.

The backstory to the game was that it ended at 3:55 a.m.

The fans, 44,000 at the start, were promised a fireworks show. Roughly 8,000 remained at game’s end. And they got their fireworks extravaganza. Some Braves marketing genius decided ‘the show must go on’, inciting semi-mass panicking among thousands of Atlantans who were jarred from a sound sleep and thought their city was under attack.

■ July 4, 1983 — There have been three no-hitters pitched on July 4th. The only modernera pitcher to do so was New York Yankees’ Dave Righetti, who no-hit the Boston Red Sox, 4-0, at Yankee Stadium in 1983. A starter at first, Righetti transitioned to the bullpen and became one of the best closers in history. A San Jose native,

he was the San Francisco Giants pitching coach from 2000-18 and now a special advisor to the team.

■ Notable July 4th birthdays: Late Oakland Raiders managing general partner Al Davis; New York Yankees principal owner George Steinbrenner; retired NBA referee Norm Drucker; tennis player/ commentator Pam Shriver; playwright Neil Simon; President Calvin Coolidge; President Ulysses S. Grant; advice columnist Abigail Van Buren (Dear Abby); and underworld mobster Meyer Lansky.

■ July 4, 2018 — College football and the Davis community lost a treasure with the sudden death of UC Davis coach Fred Arp. His knowledge of the game, and just as important, its nuances, remains unparalleled. A man we all truly miss.

■ July 4, 1980 — Pitching for the Houston Astros, Nolan Ryan blows strike three past the Cincinnati Reds’ Cesar Geronimo for his 3,000th strikeout. The ageless Ryan

would end his career with 5,714.

■ July 4, 1981 — John McEnroe defeats Bjorn Borg for his first Wimbledon championship.

■ Every Major League Baseball team is playing today. As it should be.

Budget battle on several fronts

The wall and the C case for ad hoc energy policy

G

oing to the border and harrumphing won’t solve the very real immigration problem, which pits our humanity against our sovereign entitlement to say what kind of people we are.

We are not alone in this struggle.

The world is on the move. Untold millions of people who live south of our border with Mexico want to move north. Equally untold millions who live in Africa would like to move to Europe; and millions in eastern Europe want to live in western Europe.

From the Indian subcontinent, millions would like to move to Europe, specifically to Britain. Millions of East Asians have their eyes set on Australia.

Within these geographic areas, people also are on the move. Millions from Venezuela have flooded their neighboring countries. Likewise in Africa, where war and famine are ever-present, people try and walk to a marginally better future in another country. In the Middle East, Jordan and Lebanon are flooded with refugees first from Palestine, then from Iraq and Syria.

As The Economist pointed out recently, a slum in Spain is incalculably superior to a slum in Kenya.

The drivers for migration are poverty, violence, crop failure, and political collapse. And persecution, ethnic and religious; for example, the Rohingya in Myanmar have sought refuge in Bangladesh.

The goal of the migrant is the same worldwide: A better, safer life.

The political price paid by the stable democracies continues to be huge. It played a role in Donald Trump’s election as president and will play a role in the next presidential election, whether Trump runs or not. It was the great driver for Brexit and Britain’s seeming self-harming. It has driven the move of Hungary, under Viktor Orban, to autocracy.

It is hard to stop people who have nothing to lose from crossing a frontier if they can. But they aren’t the only migrants. Some, a small number, are opportunists. These are the migrants who overstay student visas, manipulate qualifications for residence, and willfully circumvent the law or contract so-called green card marriages.

alifornia’s new budget makes it clear that Gov. Gavin Newsom and the Legislature’s dominant Democrats are favoring a cadre of local district attorneys who favor leniency and rehabilitation for lawbreakers in their political duel with traditional, punishmentoriented prosecutors.

The battle is being fought on several fronts, most prominently in a looming clash between newly appointed Attorney General Rob Bonta, an outspoken advocate of what’s called the “criminal justice reform,” and Anne Marie Schubert, the high-profile district attorney of Sacramento.

Newsom has long been a reform advocate, but swept away any doubt about where he stands by imposing a moratorium on executing murderers and naming Bonta, a former state assemblyman, to succeed Xavier Becerra after he joined the Biden administration.

The elections of George Gascón and Chesa Boudin as district attorneys of Los Angeles and San Francisco are also flashpoints in the ideological duel. Both flatly promised to go easier on those accused of crimes and made good on their promises by issuing new prosecutorial and sentencing

One of the many budget “trailer bills” drafted by the Newsom administration and legislative leaders reads like a playbook from the national criminal-justice reform movement that has sought to elect likeminded prosecutors. policies that drew fire from those on the other side.

In announcing her challenge to Bonta, Schubert described Gascón and Boudin as “rogue prosecutors” and tied Bonta to them. Recall campaigns have been mounted against both Gascón and Boudin and heated 2022 races for district attorney are looming in at least two other populous counties, Alameda and Orange.

Alameda DA Nancy O’Malley’s retirement is fueling one of the clashes, featuring one of her deputies, Jimmie Wilson, and civil rights attorney Pamela Price, who tried to unseat O’Malley in 2018.

Meanwhile in Orange County, Peter Hardin, a Democrat and former prosecutor, is challenging DA Todd Spitzer, a former Republican legislator.

So what role does the new state budget play in the criminal-justice war?

O

ne provision of Senate Bill 145 (and its identical counterpart, Assembly Bill 145) would vastly expand a current law that requires Bonta’s Department of Justice to review records of those arrested or convicted of crimes in 2021 and subsequent years and identify those eligible, because they weren’t prosecuted or went through diversion programs, to have their records expunged.

Instead, the new bill extends such relief to those arrested or convicted as far back as 1973.

Another section creates a new program to make it easier for district attorneys such as Gascón and Boudin, in conjunction with their local public defenders, to seek “resentencing” of those they believe have been punished too harshly.

Still another would eliminate the long-standing practice of notifying judges who impose life sentences

for major felonies, such as murder, when the affected inmates seek parole. The bill would also erase the authority of the sentencing judges to comment on the parole applications.

A second measure, Senate Bill 157 (and AB 157), takes a political shot at the California District Attorneys Association (CDAA), which represents punishmentminded prosecutors such as Schubert and has been publicly critical of Gascón’s policies. Gascón, Boudin and several other district attorneys have created a rival group called the Prosecutors Alliance of California.

SB 157 would eliminate grants to the CDAA for a program to support prosecution of high technology crimes and shift the funds to Bonta’s Department of Justice. It also would specifically bar the CDAA from receiving new contracts.

No explanation is offered for the money shift, but there’s little doubt that it’s punishment for backing the wrong side of the criminaljustice culture war.

ut they aren’t what the border crisis is about — any more than it is what the overloaded boats crossing the Mediterranean Sea is about. It is the physical manifestation of desperation.

Because the migration problem is so complex — human problems are almost by definition complex — it isn’t a matter of resolution so much as management. We want, for example, immigrants with hightech skills, but we are worried about the impact of millions of desperate peasants walking across the deserts.

Now a new driver of migration has opened: global warming. The heat and drought hitting the U.S. West Coast is also hitting Central America and will affect livability.

Adding to the complexity of the immigration conundrum is the labor shortage. Construction depends on immigrant labor, farming on contract labor, and slaughterhouses and chicken processors can’t stay open without immigrants to do the unappealing work.

One small step forward would be a sensible work permit.

It seems to me that the wall — Trump’s wall — isn’t a bad thing. It is a declaration, a symbol. It won’t deter desperate people and it won’t end smuggling.

The latter is going to get worse with drones and even autonomous aircraft that can bring their lethal cargoes deep into the United States.

While there is an insatiable market for drugs here, smuggling will continue and even increase. And while that is so, lawlessness south of the border will accelerate.

Sadly, despite Vice President Kamala Harris’s statements, we aren’t going to repair the countries to our south overnight. But we might look to repairing our drug policy, seeing if that can be adjusted to take the profit out of the trade. Except for the gradual, local legalization of marijuana, we haven’t contemplated drug management, short of prohibition, in a century. A new look is due.

There is no single policy that is going to solve the human misery south of the border which drives so many to risk their lives or, through love, to send their children north.

Therefore immigration policy will never be a total, sweeping thing, but rather an ad hoc affair: We need some immigrants, we don’t want others; we have big hearts, but we fear immigration that is unchecked.

We fear the political, cultural, and social change immigrants will bring, especially if they are of a common language and background. Pain in Central America is political torture in the United States.

LETTERS Big money doesn’t love democracy Do you love corporations more than freedom? The “For the People Act” ends Citizens United. Seventy-nine percent of West Virginia voters and 84% of Arizonans support the “For the People Act.” Behind the big lie are big-money elites grinding us into fake austerity.

The truth is that big money does not love democracy and that hurts us all.

A lot of the policies in HR-1 “For the People Act” were pioneered by freemarket Republicans who want to free us from big money and give us back America for American working families. This is a decades-old fight to get big money out of our democracy.

Right now, at least 73 million Americans in 17 states can’t vote regularly. Too many of their votes do not matter because of extreme gerrymandering.

Block after residential block of neighbors, who have the same schools and churches, are split into different districts — or these folks never see a ballot.

Passage of the “For the People Act” will mean better ideas will have a chance and more likely they will be your ideas for your family and your future.

The political elites, in both parties, are looking for ways to avoid and water down the “For the People Act.” Big money is also behind the filibuster excuse to keep from doing the people’s work. Just look at the hedging from five-term Sen. Diane Feinstein, is she for democracy, or isn’t she?

But we can change that by making the District of Columbia a state.

With statehood, D.C. would be able to respond to the will of its people and enact policies that reflect the wants and needs of its residents.

As a state, D.C. would finally have equal voting representation in Congress, and control over their own laws and budgets.

This way, conservative lawmakers can’t force their archaic positions on abortion access, gun reform or health care onto residents who didn’t elect them.

No matter where you live, all Americans have the right to full representation and having their voices heard.

Statehood for Washington, D.C., is about treating all American citizens fairly and as equals — and that’s why I’m demanding that my senators, Dianne Feinstein and Alex Padilla, make D.C. statehood a reality and requesting that you demand that they do so also.

Bill a once-in-a-generation investment COMMENTARY

his week I voted to pass the bipartisan “INVEST in America Act” in the U.S. House of Representatives to provide a historic investment in our nation’s transportation systems.

This transformative legislation offers a down payment for a more prosperous future by modernizing our nation’s roads, bridges, transit, rail, drinking water systems, and by making our infrastructure more resilient to climate change. The bill also invests $20 million in local transportation projects and is one of the single most important investments to address the climate crisis that Congress has made in recent history.

The “INVEST in America Act” is a job-creating machine that would rebuild the American middle class. As one of the strongest advocates for “Make it in America” and “Buy America” policies in Congress, I successfully worked to advance “Buy America” policiesin the “INVEST

in America Act” that will require federally funded transportation projects to use American materials and workers to the extent possible.

This will help create goodpaying middle-class jobs throughout our country and support our critical union workforce. Infrastructure investment is precisely what the United States needs to achieve longterm economic growth that benefits Main Street, not just Wall Street. America needs to rediscover its days of rewarding hard work, not just wealth.

That’s a vision the “Invest in America Act” helps achieve.

The “Invest in America Act” also provides one of the most significant investments in modern history to address what I believe is the defining issue of this generation: climate change.

We’ve seen the impacts of climate change in our community firsthand with increasing wildfire activity and yet another

devastating drought in 2021.

Using taxpayer money to maintain antiquated infrastructure predicated on burning fossil fuels will only exacerbate the ongoing climate crisis.

he “Invest in America Act” puts the United States on a path to a zero-emissions future by investing in energy efficient transportation alternatives, reducing carbon pollution, and rebuilding transportation systems using greener materials that are more resilient to climate change.

Just this week, throughout the Pacific Northwest, we saw record-breaking temperatures cause public roads to buckle and break beneath the very communities they serve. Climate change is an infrastructure issue, and the “Invest in America Act” is the single greatest chance we have to address this issue in a meaningful way.

The “Invest in America Act” also delivers for our community.

The necessity of neighborly hospitality

I

wonder if all private and public social bonds between strangers and friends begin with the idea of hospitality.

Our first great poet, Homer, communicates the importance of hospitality in the opening stanzas of “The Odyssey” when the son of Odysseus, Telemachus, receives a lone stranger to his father’s house. “Welcome,” said he, “to our house, and when you have partaken of food you shall tell us what you have come for.” Telemachus doesn’t even ask the visitor’s name before making sure he is fed and comforted.

The ancients called this xenia hospitium, or “guestfriendship.” The hospitality of Telemachus led the stranger — actually the goddess Athena in disguise — to help his father return from his adventures. Such private hospitality bonds laid the foundation for local alliances and even major treaties in ancient Greece and Rome. As the Aeschylus asks in his play The Libation Bearers: “What is there more kindly than the feeling between host and guest?”

Someone close to me recently visited someone’s home and was surprised to be treated inhospitably, even accusingly, by her host.

I hear the story through my friend’s tears, and the incivility still stings me.

The cruelty my friend experienced should remind us all of our obligations to one another. For example, this experience has led me to consider my own duty, as the “host” of college classrooms, a radio show, and a poetry series, to treat all attendees and participants as honored guests.

I think of the AAA repair technicians who have visited my driveway to jumpstart my car and of the drivers delivering us packages or meals during

COMMENTARY the pandemic. Each of these essential workers is an angel in disguise. I think also of international students, honored travelers from afar, who spend part of their education at UC Davis, where I teach; they enrich me with the time, attention, and stories that they bring to my classroom.

Each such visitor should be welcomed with friendly questions and compassion.

All of us can recall excellent hosts. I think of the hospitality that my wife Kate shows to parents who have just discovered that their newborn has a rare genetic syndrome.

Representing the SmithLemli-Opitz Foundation, Kate welcomes them to an online community, an extended family of parents who recognizes their struggles. Strengthened by significant challenges, this community of kindhearted people appreciates the dignity and humanity of their new far-flung friends, even if just previously they were strangers.

T

he love Kate shares with struggling parents, whether they be members of the new parent group that she hosts here in Davis, or those coping with their baby’s unwelcome diagnosis, makes me proud to be her husband. I wish that we all might treat our guests with such kindness.

In the end, our riches and our accomplishments matter less than the compassion we share with those who visit our city or enter our homes. As Maya Angelou said of hosts and guests alike, “I’ve learned that people will forget what you said, people will forget what you did, but people will never forget how you made them feel.”

Progressive tax system proved its worth

ith the passage of the budget Monday for the fiscal year, California legislators will be hammering out the details over coming weeks. With revenue abundant, we can expect to hear more about the problem of California’s volatile revenue. This is the time to recognize that volatility is not a problem — it is the price the state pays for a progressive tax system. That system emerged as a positive this past year.

Conventional fiscal wisdom has declared tax revenue volatility bad: The roller-coaster ride of receipts makes it difficult to plan, and when revenues drop, program cuts follow.

Public higher education, for example, has paid a dear price during economic downturns as policymakers reduced general fund support and the universities raised tuition to cover costs.

The experience with the pandemic suggests it is time to challenge that conventional wisdom. It would be a mistake, however, to make spending decisions that don’t take the volatility into account.

California’s tax revenues are expected to top $179 billion, a $35 billion (25%) increase over last year. These record revenues are the

COMMENTARY combined effect of an influx of federal dollars and California’s progressive income tax structure. In California, personal income taxes, with tax rates that increase the further up the income scale you go, rise and fall more dramatically than other taxes.

Capital gains (the income an individual realizes by selling an asset, such as stocks) in particular drive much of the changes.

The Pew Charitable Trusts report that California’s revenue ranks as sixth most volatile, citing the income tax system as the reason.

Energy-producer states such as North Dakota and Alaska occupy the top spots. The states that offer the most stable source of revenue year over year — South Dakota, Kentucky and Arkansas — rely more on sales and property taxes than income taxes.

California’s economic recovery from the pandemic, like that of the nation, has seen those who earn more getting back to work much more quickly than lower-income residents. Taxing wealthier workers at a higher rate has given the state the resources to pay for benefits it has provided to individuals who couldn’t work or didn’t have a job.

That is a positive, both in terms of

In fact, the Institute on Taxation and Economic Policy reports that California’s tax system does the most of any state to alleviate inequality – while taxes in most states serve to widen the gap between rich and poor.

Consider South Dakota, a state that also saw its revenues increase over the pandemic year. It is one of only three states that tax groceries at the full sales tax rate. Compared to California, South Dakota’s tax revenues are very stable, but its sales taxes force lower-income residents to pay a much larger percentage of their income in taxes than wealthier residents.

It will be interesting to note the degree to which California policymakers crafted a budget that is consistent with efforts to decrease inequality while investing resources in a way that ensures sustainability over the longer term. The $25.3 billion rainy-day fund balance in this budget is a step in that direction.

Hoping for passionate love Dear Annie: After being in an ice-cold marriage for many years, I have finally divorced. I am in my late 60s, active, fit and interested in dating and meeting “the right guy.” I have lots of friends and many are single women. I have heard so many stories, some hilarious and some disastrous, of people in my age group dating.

One thing that has piqued my curiosity is that many stories include disappointment in the intimacy department. It appears that women my age are more interested and capable than men are in this area of the relationship.

Is it true? I am still hopeful that I can find a well-rounded, monogamous, fulfilling relationship — even at this age. Say it isn’t true!

— Looking for Love Dear Looking: The bad news is that men tend to experience lower libido as they get older, and erectile dysfunction is also common. This can be due to hormonal changes, medications (including ACE inhibitors), mood disorders or, in the case of erectile dysfunction, cardiovascular trouble. The good news is that it’s not inevitable. And men who lead a fit, healthy lifestyle are less likely to have these issues. Get out there and start meeting people, and you may be pleasantly surprised.

——— Dear Annie: I’ve known my friend since sixth grade. We talk on the phone a few times a week, and she says that I am her best friend. She and her husband moved to Florida a little over four years ago. Every time she’s come back to visit — four times so far — she’s not made time to see me.

I live 90 minutes away from where she stays and always invite her to come to see me. I even offer to meet halfway to have dinner or lunch, but she says she can’t because she has family to see.

When I traveled down to Florida once, this friend kept telling me that I had to come see her. My time was also limited because I also had family to visit, but I extended my vacation two days to see her. I feel like she puts no effort when it comes to seeing me.

I feel like a phone buddy. Do you have advice?

— Backburner Friend Dear Backburner: This is a dilemma all transplants face when returning home for visits: how to divvy their time between friends and family without leaving anyone feeling shortchanged.

Reiterate to her how much it would mean for her to pay you a visit. If she feels too pressured to spend all her time in that region with family, then plan a girls’ trip where the two of you meet in another town for a weekend.

Make it a yearly or twice-yearly tradition. And savor the fact that you have such a close friendship.

Memes lost on mom Dear Annie: I have an adult son who is married and lives on the East Coast. I follow them on social media to keep up with their lives, as we are in the Midwest.

My daughter-in-law often posts disrespectful posts towards my son — memes with rolling eyes, jokes about animals that look like him to her, etc. She is very different from us in terms of her political views and other things. It infuriates and saddens me when she posts these disrespectful posts about my son that I think she believes are funny. I have never addressed it with either of them, but I do want to say something about the disrespect to my son.

How should I approach this? I never see any balanced appreciation or complimentary posts from her to him either.

— Worried Mom Dear Worried: What looks like disrespect to you may be affectionate playfulness to her and your son. Internet humor is often irreverent without malice. Consider whether her having different political views might predispose you to take these posts as offensive, and try to let it go. If your son hasn’t expressed that he’s bothered by it, then there’s no reason to let it bother you.

——— Dear Annie: I am 50 years old with two college degrees and three certifications. I am facing what I believe is a dilemma among women like me who are single.

The friends I knew who are coupled up have treated me like the “background friend” where I’m not included in their activities due to not being a part of a couple.

But instead of feeling sorry for myself, I moved on from them.

My question is this: I do occasionally enjoy being social, even though I am an introvert. The

trouble is that most activities for adults are not single-friendly. I know we are still working our way out of a major pandemic, but are there some places where I can meet other single adults my age?

Get involved: Donate your time to a nonprofit (check volunteer match.org), campaigning for a cause or nourishing your creative spirit with a local arts group or anything else that lights a spark in your heart.

There’s nothing like the solidarity of working with others toward a project you believe in.

Going to the dogs

Dear Annie: My father-in-law died unexpectedly a few years ago. Since then my brother-inlaw’s family has put my meek mother-in-law in an uncomfortable predicament. These nieces and nephews who all live out of town seem to think it’s OK to bring their dogs every time they visit. Some have more than one.

When they are all there at once, it’s really a dog zoo. For the past year, my husband and I have had the excuse of COVID-19 to avoid these gatherings. Frankly, we can’t stand all the dogs. UC Davis honored by APLU Podcasting focus of ‘Timeout Radio’ for its COVID-19 response Special to The Enterprise

HDT program earned university the award Special to The Enterprise The Association of Public and Landgrant Universities, or APLU, has honored UC Davis, for its response through Healthy Davis Together to the coronavirus pandemic.

UC Davis joined one other institution, the University of Illinois at UrbanaChampaign, as the inaugural winners of the APLU Research Response to a Community in Crisis Award, announced Thursday (July 1).

“Public research universities have extraordinary capacity to tackle challenges their communities face through research, and this year’s award winners have done exactly that,” APLU President Peter McPherson said in a news release.

UC Davis is among the association’s 244 member institutions.

Chancellor Gary S. May responded: “It’s truly an honor to have the APLU acknowledge our work. I’m incredibly proud of the success of Healthy Davis Together — a collaborative effort between UC Davis and the city of Davis to protect our community against COVID-19.

“It demonstrates the value a leading research university with a world class medical center can extend to our surrounding communities.”

‘Beyond campus boundaries’ Healthy Davis Together started with a simple goal, according to the APLU: Prevent the spread of COVID-19 and facilitate a coordinated and gradual return to regular community activities, including reintegration of UC Davis students into the Davis community. The project began last fall as students started returning to Davis for the new term.

“The project uniquely integrated epidemiologic infectious disease control measures with health behavior change strategies and extended its reach to improve the health and well-being of the entire community, beyond the campus boundaries,” the news release states.

The campus-city partnership employs

a range of activities to fight the pandemic, including COVID-19 testing, contact tracing and vaccine clinics, resources for quarantine housing and isolation, and support for local businesses.

“Healthy Davis Together recognized the interconnected nature of university and city life, and used a holistic approach combining science, education and business strategies,” APLU officials said.

Research connections The science led to UC Davis’ asymptomatic COVID-19 testing program, developed and run by the UC Davis Genome Center, and typically returning results from the saliva-based tests within 24 hours. Healthy Davis Together subsequently brought the free program to the community.

Illinois also developed a saliva-based test, among the reasons for the university’s APLU award.

In creating the award, the APLU’s Council on Research, or COR, intended to recognize a single university for flexibility and responsiveness in applying the university’s research expertise to meet community needs.

“While we were required to ramp down certain nonessential research, we knew it was critical to support and enable coronavirus-related work and collaborations,” said Prasant Mohapatra, vice chancellor for research at UC Davis.

“That research and innovation proved to be essential in developing and implementing the Healthy Davis Together initiative to help protect our community.”

In addition, the Office of Research and School of Medicine quickly launched a series of weekly online town halls where researchers discussed related initiatives, findings and opportunities. The forums drew more than 300 participants at times, eager to deliver insight and solutions.

The APLU’s Council on Research set the following eligibility criteria for the Research Response to a Community in Crisis Award: creativity and scalability, capable of being replicated, and impact and value. “UC Davis and University of Illinois at Urbana-Champaign did such an outstanding job that COR selected them both,” according to the news release.
