In 2016, Senate Bill 1383: Short-Lived Climate Pollutants established statewide targets to reduce the amount of organic waste disposed of in landfills (50% reduction by 2020 and 75% by 2025) and set a goal to rescue at least 20% of currently disposed edible food by 2025 and redirect that food to people in need. The regulations to achieve the goals of SB 1383 were finalized by the state in November 2020 and take effect in January 2022. The City is required to update the municipal code to be in compliance with these new regulations by January 2022. Some of the changes include updated definitions, new requirements for businesses to provide organics and recycling bins for customers, an edible food recovery program, a self-hauler program with recordkeeping requirements, equal access to recycling and organics collection service, and other updates to clean-up outdated items in Chapter 32 and protect stormwater quality. Changes in Chapter 15 included linking the purchase of recycled products in the City to the State Public Contract Code.
