The City Council will hear comments from the public and review and adopt the 2019 HUD Consolidated Annual Performance and Evaluation Report (CAPER). Project Description: The CAPER has been prepared in accordance with the requirements of the federally funded Community Development Block Grant (CDBG) program and the Home Investment Partnerships Program (HOME). The CAPER contains information on performance and program accomplishments during the 2019-2020 CDBG and HOME program year. It addresses progress made by the City towards completion of ADA retrofit projects, public service activities, and affordable housing projects. Public Comment & Meeting Requirements: Per the CARES Act Public Law 116-136, HUD Secretary is authorized to grant specific waivers, and alternate requirements to permit flexibility and speed in program implementation. Therefore, per HUD, a reduced public comment period for CAPER’s is approved from 30 days to 5 days and allows the option of virtual meetings in lieu of in‐person public hearings, in order to comply with national and local social gathering requirements.
