Vote centers now open Dawn Hodson Staff writer El Dorado County Vote Centers opened Saturday and will remain open through Nov. 3. As of Oct. 29, 69,951 ballots have been received by the Elections Department out of a total of 135,201 registered voters in the county. Every registered voter in El Dorado County has been mailed a ballot. Voters may vote in person at a vote center or drop off a completed ballot. Three vote centers in the county allow voting without a facemask. Those are at the Cameron Park Community Services District, Motherlode Lions Club and Pioneer Park Community Center.

EID board rejects boundary change Dawn Hodson Staff writer The El Dorado Irrigation District Board of Directors at last week’s meeting voted against a LAFCO proposal to alter its service boundary. José C. Henríquez, executive officer for the El Dorado Local Agency Formation Commission, noted that periodically the agency is required to prepare a municipal service review in conjunction with an update of an agency’s sphere of influence. The review provides data on how well EID is operating and where EID’s sphere of influence boundaries will probably be in 10 to 20 years. LAFCO’s last review of EID was in 2008. Since no one south of El Dorado Hills is currently receiving EID water, one of the proposed modifications was to remove the area south of Latrobe from EID’s sphere of influence. Once removed it could be added back in through a request to LAFCO. Another option would have reduced EID’s sphere of influence to only include specific areas that match El Dorado County’s community regions and rural regions, as defined by n

ames Carswell was driving through Modesto about 15 years ago when he came across the taekwondo studio where he took his first lesson. The name of the studio had changed, piquing his curiosity so he went in to check it out. He walked in and a teenager came right up and said, “Hi Mr. Carswell, it’s great to see you.” Carswell had also earned his first black belt there before entering high school and beginning at age 14 was teaching some of the taekwondo classes. He didn’t recognize the teen at first but quickly learned it was one of his past students. “As soon as I walked through that door he knew who I was and that really hit me,” Carswell said. “I was a positive influence on him, he looked up to me. A pre-recorded ceremony will replace the traditional public gathering on Veterans Day at the El Dorado County Veterans Monument in Placerville, the El Dorado County Veterans Alliance has announced. “We were looking forward to returning to holding a public ceremony but in light of the ongoing COVID-19 pandemic, we continue to be concerned about the health of the many seniors who attend these ceremonies, so we decided to hold a virtual ceremony similar to the one we conducted this past Memorial Day,” said President Gary Campbell, EDCVA president. The Memorial Day event was seen by over 17,000 viewers on Sierra Community Access Television (Cable Channel 2) and on county veterans Facebook pages. Again, this Veterans Day, a pre-recorded ceremony will be broadcast over

The Tiny Tigers is where Carswell sets a foundation of taekwondo by teaching young students teamwork, focus, balance and memory. “He has a way of making it really fun but he still has an authority that not a lot of teachers have,” said Susie Hayne whose 6-year-old son Parker was just promoted out of the Tiny Tigers. “Master Carswell really knows how to teach kids at their level. It’s not a one-size-fits-all. He sees what they are and what they are good at and he helps them individually. My son really looks up to him.” Hayne said her son was hyper before joining taekwondo, but now he has learned how to relax and focus. “I feel taekwondo helps everybody,” Carswell said. “Part of my job as an instructor is to help build a strong, independent individual.” He said all his students are looking for some sort of self-improvement. It could be to stand up to bullies, build up self-esteem, lose weight or learn self-defense.

Moving up the ladder Three years after taking over the Cameron Park studio Carswell moved up to fourth-degree black belt. He is also a member of the United World Taekwondo Association where he is assistant national director of tournaments. In 2018 Carswell moved up to fifth-degree black belt. He immediately came up with a plan to get his mastership when he would be eligible in 2020. “They look at your history,” Carswell said. “What have you done? What have you given back? What have you achieved? Are you worthy of the title of master?” Carswell not only had years of teaching students of all ages under his belt, he had traveled to South America to help build taekwondo academies and was also a national champion. “To me it’s a big achievement because not a lot of people achieve it,” Carswell said. “Not a lot of people put in the effort and the work to get to this level. I’ve put a lot of work in teaching and a lot of work on educating myself.”

Even with support of local agencies and communities, restaurant owners are nervous about the unknowns to come. “We’re all going into the abyss,” said Debbie Brown, owner of Coldwater Brewery and Grill in South Lake Tahoe.

Brown was fortunate enough to have a large parking lot to use for outdoor dining and has recently broken down her summer set-up in exchange for her winter set-up. “I tried to be ahead of what’s coming down the pipe,” Brown said. Brown now has 10 firepits and nine heaters and she has also set up wood fencing with large, wood rounds on each side, to protect guests from vehicles possibly sliding in the icy parking lot. Brown designed the setup herself and was able to maintain a comfortable atmosphere inside and out. Even though Brown is “trepidatious,” going into the winter, she’s taking this opportunity for Cold Water to celebrate the change in weather. Cold Water currently is operating at 50% capacity inside but she said customers still prefer to be outside when possible. But once winter hits, Brown said she feels like she will be essentially running two operations between the indoor and outdoor seating. “It’s a whole different regiment, servers are going to have to dress in outdoor gear, and they are going to have to be shoveling snow,” Brown said, also adding that the propane will have to be taken care of as well. Working with the fire department and the city, Brown said she was told

Although Cold Water is in a location that allows for the expanded outdoor dining, Brown feels for the restaurants that don’t have that luxury and says business is likely to change drastically over the next six weeks for everyone. “I wish us all luck that we make it to the other side,” Brown said.

His location at “Y” has a fairly expansive patio setup with heaters and fire pits. “We’re going to continue utilizing that to the best of our abilities but sometimes Mother Nature has different ideas,” Genasci said. Like Morgan, Genasci said on really snowy days, business is already slow, so he doesn’t expect to see much of a difference there. “But on nice, sunny, post-storm days, you can expect the patio to be operating on all cylinders,” Genasci said. With mountain capacity being limited at Heavenly, Genasci thinks businesses all around town will see a boost from people who came up not realizing they couldn’t get on the mountain. He will especially like to see that increase at his Stateline location, which he said always sees a boost when skiing at Heavenly is limited by storms and wind holds. The downside is that they are still limited to 50% capacity and one of his major concerns going into the winter is a rollback on restrictions. Still, Genasci is hopeful things will continue to reopen.

The board also received its annual legislative report for 2020 by Bob Reeb who acts as EID’s state Legislature advocate. Reeb noted the “significant” impact the COVID-19 pandemic has had on the normal course of business in the state capitol with access severely limited due to legislative offices being closed for most of the legislative session. The financial impact has also been considerable. Initially Gov. Gavin Newsom expected a $6 billion revenue surplus for 2020-21 but his revised budget now reflects an estimated budget deficit of $54.3 billion by June 30, 2021. And despite tax revenue for 2019-20 coming in $1 billion more than projected, Reeb said the Department of Finance now projects the state is facing an $8.7 billion deficit by June 2021. Because of the COVID-19 related shutdown of the economy, Reeb said the surplus the state had built up has largely been spent and the additional federal funding the state hoped to receive related to the coronavirus has yet to arrive, triggering an additional $11 million in cuts that went into effect this month. That resulted in a
two-day furlough for state employees. And while revenue projections are going up so are expenses for things such as unemployment insurance and social services. The state also suffered five of the six largest fires ever recorded in California this year with over 8,300 wildfires since the beginning of the year burning over 4 million acres in the state. Because of the funds that are being poured into suppressing wildfires, the state is having to move money around to support the Safe and Affordable Drinking Water Fund. Newsom also signed Executive Order N-82-20 setting a first-in-thenation goal of conserving 30% of the state’s land and coastal waters by 2030. The order directs the California Natural Resources Agency to identify and implement near-and-long-term actions to accelerate the natural removal of carbon and build “climate resilience” in the state’s natural areas. Previously the legislature directed the State Water Board to establish water loss standards for all public water systems in California to reduce unaccounted for water loss due to such things as leaking pipes or malfunctioning water meters. A first try at developing a model did not work and the water board then developed a different one. Reeb said the fear is that if it is put into effect it will not only cost water districts money trying to reduce water loss but become a priority over other goals previously set out in urban water legislation. Reeb said the state is also monitoring voluntary agreements on water quality and fish habitat as those may be changed, affecting how much water can be retained from snowmelt and used by water agencies. As a final note, Reeb said he believes Democrats will retain 2/3 control of both houses of the Legislature, which will impact future legislation. The next legislative session begins Dec. 7.

With that, the board voted 3 to 2 to stay with the present boundaries with Directors Osborne, Pat Dwyer and Lori Anzini voting yes and Directors Mike Raffety and Alan Day voting no. EID General Counsel Brian Poulsen reminded the board that ultimately the final decision will be up to LAFCO and the board’s vote was just a recommendation.

2020 legislative recap — the good, the bad and the ugly
O
ne of the most bizarre legislative sessions in state history came to an end as the governor’s deadline to sign or veto bills passed Sept. 30. In total, the truncated legislative year saw 428 bills land on Gov. Newsom’s desk and he KEVIN KILEY signed 372 of them into law. Here is a list of the good, bad and ugly legislative outcomes in 2020:
The good
AB 1577 — small business relief In April I proposed legislation to exempt federal PPP loans from state income taxes, a commonsense relief measure to help small businesses navigate the hardships of COVID-19 restrictions. Gov. Newsom signed a bill putting that proposal into law. AB 331 — veto of the ethnic studies requirement Sometimes a good outcome is not what gets signed by the governor, but what does not get signed. One such bill was AB 331, which would have mandated a much-maligned “ethnic studies” curriculum as a high school graduation requirement, despite the curriculum’s inclusion of political propaganda and anti-Semitic sentiments. Thankfully the governor did the right thing and vetoed this legislation. SB 1351 — veto of a 40-year tax This bill attempted to allow the state to borrow up to $5 billion against future vehicle registration tax revenues enacted as part of the infamous Gas Tax in 2017. It also would have prohibited the Legislature from repealing, reducing or modifying this tax for up to 40 years. The good news is, this taxpayer’s nightmare was vetoed by Gov. Newsom.
The bad
AB 2231 — another hit to housing affordability This legislation expands prevailing wage requirements on private development, which in turn will raise housing costs in a state that is already one of the least affordable in the country. In total, it adds as much as $84,000 to the cost of building a house. SB 145 — reducing penalties for sex offenders This bill makes it possible for a 24-year-old convicted of sex crimes against a 14-year-old minor to avoid registering as a sex offender. Despite being met with bipartisan condemnation in the Legislature, it ultimately passed with the minimum 41 votes required and was signed by the governor. SB 1383 — more burdens on small businesses In a year when times cannot get much harder for small businesses, the Legislature found a way to add yet another burden on them. This bill purports to offer 12 weeks paid leave for employees in California, but the real goal is to create another cottage industry for crippling litigation. When this bill came up for debate on the Assembly Floor, I read the stories of countless small business owners in our community who may have to permanently close their doors as a result of this harmful, new law. ■

Letters to the Editor Should EID spend less EDITOR: his year’s El Dorado Irrigation District budget allocates $21.5 million for infrastructure maintenance and repair. Which ones would you eliminate? • Which of the nine dams EID controls would you not maintain for the health and safety of our community? • Which of the five water treatment plants, which ensure safe, healthy, reliable water, would you not maintain? • Which of the 2,200 miles of pipe would you not replace, knowing that some are 50-60 years old and leaking? • Which of the sewer treatment plants, which must meet state and federal standards while minimizing risk of sewage overflows, would you not maintain? • Which of the 22 miles of flumes, which supply one-third of our water, would you not repair knowing the flume system is over 100 years old? • Which of the 64 pressure stations and lift stations are you not going to maintain to keep consistent water pressure and proper sewage drainage? • By the way, developer fees, not ratepayers, pay for all costs of expanding EID systems to accommodate growth. Cutting maintenance would jeopardize EID’s primary responsibility to provide safe, reliable water, recycle water and wastewater services. Reasonable rate increases keep pace with construction and maintenance costs, which consistently have risen faster than the Consumer Price Index. BILL GEORGE Placerville

Timber EDITOR: n 1970 climate scientists said we were entering a new ice age; temperatures would plummet and agriculture would diminish. That didn’t happen. To the contrary. a warming trend began. Science then turned on a dime and global warming was proclaimed. Later that was replaced with climate change. In the 50 years since then, the worldwide high temperature average has increased by only four-tenths of one degree. 1970 also saw the advancement of the aggressive environmentalist. Today dozens of well-intentioned but grossly ill-informed organizations exist.

Lawsuits to curtain or shut down forest logging are sporting ventures for eager lawyers. You’ve probably heard of the Sierra Club and Greenpeace. But how about EPIC, the John Muir Project, Earthjustice, Center for Biological Diversity, Defenders of Wildlife, Wilderness League or Natural Resources Defense Council? Those and other organizations like them are a most formidable force, especially at the leftleaning 9th District Circuit Court of Appeals in San Francisco. Docket items are often delayed there for years specifically benefiting environmentalists. Long ago a lawsuit was filed to protect the habitat of the California spotted owl and disallow timber harvesting. That argument lingers today. Years of legal shenanigans has led to the ruination of the lumber industry and proper forest management. Little wonder the skies are often darkened by humongous, uncontrollable wildfires. Responsibility for the life-altering situation we face today falls squarely at the feet of governors and Congress members who presided over California for the last 50 years. Their lack of attention is nothing short of criminal neglect. Where possible, they should be held accountable. In the past lumber companies under state and federal oversight were allowed to harvest some of the 50 million acres of overgrown timberland in California. Brush was cleared and dead or dying trees were removed. Tote roads were cut to extract the lumber, which also provided easier ingress for Cal Fire vehicles. Lumber companies paid fees for the privilege of tree harvesting. Revenue gathered went to additional forest programs. Now that’s all gone and the lumber industry has moved on. Since 1984, 77 California lumber mills have closed, including nearby Camino. Only a few mills on private land are in operation today. The governor is lying. Wildfires can only get worse and global warming is not the answer. What you’re not being told is that a well-managed forest allows for no more than 60 trees per acre. California has up to 1,000 in many cases along with a forest floor littered with blow down and brush debris creating more fuel to feed wildfires. Far too much time has been spent arguing about our national resources and less time taking measures to protect and preserve them. California is broke. It’s time for the federal government to step in. Measures to curb wildfires must be immediately put into action along with aggressive programs for deforestation and future forest management before both human-beings and the spotted owl are toast. Hunter Biden was on the board of directors of Burisma, “earning” $83,000 a month. An email from Hunter Biden’s laptop has a thank you from the high level Burisma executive for arranging the meeting after it took place. Joe Biden has been a “public servant” all his life. He doesn’t come from money, his salaries aren’t that big and most of his life he has earned about $125,000 a year on average. He started in Congress at $42,500 a year. But Joe Biden has lived and currently lives like a very wealthy guy. One email reveals that Joe was in on Hunter’s questionable deals. An email from one of Hunter’s American partners was sent to Hunter and two others, detailing large cash payments to the partners as well as equity stakes. Hunter, referred to as “H,” was
to get 20%; the deal listed “10 Jim” (Jim is Joe’s brother Jim Biden), who got 10% and “10” held by H for the big guy. It has been confirmed the “big guy” is then Vice President Joe Biden. The Ugly AB 2257 — more exemptions for independent workers In 2019 the governor signed AB 5, a devastating law that banned most forms of independent contracting in California. In an attempt to “fix” this horrific piece of legislation that has cost hundreds of thousands of independent workers their livelihoods, the Legislature passed AB 2257. While the bill adds some new exemptions, it fails to deliver true relief for hundreds of professions in California. I will continue to fight for a full repeal of AB 5 in the upcoming legislative session.

SB 98/820 — restricting educational options for families The Legislature continued its assault on educational choice this year by restricting the number of students charter public schools can enroll and refusing to fund public homeschool programs filling a critical need for families in the middle of a pandemic. To make matters worse, our state’s top education leaders want traditional public schools to remain closed for all the wrong reasons. Assemblyman Kevin Kiley represents the 6th Assembly District, which includes parts of El Dorado, Placer and Sacramento counties. Follow

Hunter never went to get it back and it became the property of the shop owner, who made several copies of the hard drive. The FBI has the hard drive and is investigating. Hunter Biden’s attorney attempted retrieval of the laptop verifies it was real, but he was a little late. What a dummy. But Hunter wasn’t much of
a student, graduating (probably a result of a fix by his dad) at or near the bottom of his class. He was bounced out of the Navy administratively in 2014 (one step above a dishonorable for drugs and other stuff ) shortly after receiving his commission in 2012 (his dad had a lot to do with that, too). That’s what the Joe Biden lame-stream media doesn’t want you to know. After Donald Trump’s re-election maybe I’ll get a pardon, but if Biden wins maybe I can just buy it through Hunter. Tasting rooms plan for COVID-19 winter Lee Hodo Contributor Heaters, roll-up doors and outdoor shelters will save the day and the view at El Dorado County tasting rooms during the impending COVID-19 winter. Although El Dorado County is at the California COVID-19 color level orange, allowing for indoor tasting, many El Dorado American Viticultural Area winery tasting rooms are too small to accommodate a sufficient number of socially distanced customers. To make more room for the customers they need and to take advantage of their signature mountain views, wineries are reconfiguring outdoor spaces, using cellars for both winemaking and tastings and building new structures to accommodate the new guidelines. Gwinllan Estate Winery located in the Fair Play district of the El Dorado AVA, is going all out and building an outdoor structure adjoining the tasting room in its aging caves. Perched on a bluff, the new structure will accommodate approximately 40 people at an appropriate distance and will provide a grand panoramic view. A large barn door at one end will keep out prevailing winds and other weather as needed. Edio Vineyards at Delfino Farms, one of the region’s newest wineries, finished construction of its winery building just prior to the COVID-19 lockdown. Set high above the vineyards like a tree house, the deck opens to the indoor tasting room at one end, extending the capacity for tasting from outside to inside. Val Barry, director of hospitality at Kehret Vineyards on Mount Aukum, laments that with social distancing, “We can only accommodate eight guests in our tasting room.” To make space for more, Kehret will heat its tank cellar for visitors. Weather permitting, Kehret also plans to open the tank room’s roll-up doors to expose its legendary view from its mountaintop perch. Lava Cap Vineyards has been accommodating a good number of guests on its expansive multilevel deck throughout the summer. Since the deck is not covered, Lava Cap will configure the tank cellar
to host guests in winter. Owner, Nolan Jones said that a roll-up door facing west will provide a view while propane heaters will keep guests comfortable. Jones added, “It will be warm and dry for our guests and definitely offer an up-close and personal perspective.” Heating tank rooms at this time of year does not damage wine as most of the new wines have been moved into barrel storage cellars for aging. El Dorado wine region, a Sierra Foothill AVA, is unique for its mountain vineyards from 1,100 to over 3,000 feet elevation. The AVA successfully farms more than 70 wine grape varietals. Visitors to El Dorado county can taste unique varietals at more than 60 wineries as well as take in the region’s wealth of local farm fresh products and outdoor recreation.

The webinars will focus on common legal issues and questions currently facing older adult residents of El Dorado County. Medicare Advantage plan premiums have fallen to historical lows, dropping an average of 34% over the last three years. Many plans are offering a new insulin benefit that limits the maximum cost to $35 for a 30-day supply. By shopping around, you may be able to save money and find a plan that better meets your needs. Open Enrollment runs through Dec. 7 each year. This is the time when you can change your Medicare health

Here’s a brief summary: Original Medicare With Original Medicare, you can go to any doctor or hospital that accepts Medicare, anywhere in the U.S. In most cases, you don’t need a referral to see a specialist. For services covered under Medicare Part B, you usually pay 20% of the Medicare-approved amount after you meet your deductible. You also pay a monthly premium for Part B. If you choose to join a Part D drug plan, you’ll pay an additional monthly premium. There’s no yearly limit on what you pay out-ofpocket, unless you have supplemental coverage, such as Medicare Supplement Insurance, also known as Medigap. Tahoe South Shore Chamber of Commerce, El Dorado County Economic Development Department and various other entities formulated in March of this year to provide advocacy and strategies for the small business communities of El Dorado County. The workgroup has met weekly as the COVID-19 pandemic impacted the communities with awareness that the small businesses of El Dorado County are the backbone of the business community, employing neighbors and led by individuals who call El Dorado County home. As part of the congressional CARES Act passed in April, funding was disbursed to El Dorado County to mitigate effects of the pandemic. With the leadership of the El Dorado County Board of Supervisors, a portion of that funding was earmarked for small business support. Your local collision experts since 1986 The parameters of the funding were defined by the Small Business Retention Workgroup with the El Dorado Community Foundation acting as the coordinating body for applications and the agency to contact for questions. In August, the grant application process opened. More than 300 small business applied before the deadline date of Sept. 3. After review the workgroup awarded 290 small businesses with grants totaling more than $4.8 million. These grants and the impact they bring, are assisting the small business community of El Dorado County providing it the opportunity to thrive, to employ and to serve the communities they are committed to.
