Dawn Hodson Staff writer The El Dorado Irrigation District Board of Directors considered $225.3 million in capital improvements at Monday’s meeting that would be paid through a combination of rates and borrowing. Funds would be spent over five years, 2021-25, although EID typically only spends 70-80% of what’s planned. Going through infrastructure improvements planned, in 2021 Flume 30 will be replaced at a cost of $10.3 million. Other flumes slated for replacement between 2022 and 2025 are flumes 4, 45, 45A, 46A, 47A, 47B and 52A at a cost of $9.5 million. Improvements to penstocks will be carried out between 2020-25 at a cost of $1.8 million. Between 2021 and 2025 there are also plans to replace the Echo Conduit at a cost of $1.8 million. The conduit, which is comprised of pipe, ditch and tunnel, carries water from Echo Lake to the South Fork drainage near Phillips. The district also has plans to pipe the Main Ditch in Pollock Pines at a cost of $14 million and to replace the Folsom Lake intake at a cost of $28.7 million. The Folsom Lake intake provides approximately one-third of EID’s water and is critical to supplying El Dorado Hills customers with water. A storage tank program that includes Reservoir 1, 6 and the Moose Hall will be conducted over five years at a cost of $12.5 million as well as a water line and service line n

Spirits from beyond the grave keep an eye on passerby along Coloma Road, above, from the steps of one of downtown Placerville’s historical Victorians. While COVID-19 has canceled traditional Halloween events, El Dorado County homes and businesses are looking as spooky as ever for All Hallows’ Eve. The Garden Park neighborhood in Garden Valley, left photo, has been transformed into an afterworld with skeletons and other creepy creatures taking over one home in particular as Halloween nears. Some of the skeletons are at least 12 feet tall.

County heads back to court for Austin case Noel Stack Staff writer

El Dorado County’s attorneys will find themselves back before a judge Nov. 9 to discuss the multi-million-dollar lawsuit related to the county’s improper collection of impact fees. A case management conference for Thomas Austin et al vs. El Dorado County is scheduled at 9:30 a.m. Nov. 9 in El Dorado County Superior Court Department 10, Cameron Park. The $30 million lawsuit filed in December 2015 by El Dorado Hills residents Thomas and Helen Austin challenged the collection of impact fees and requested refunds to those who paid them. In the lawsuit the Austins maintained that El Dorado County, the El Dorado Hills Community Services District and the El Dorado Hills Fire Department were in violation of the California Mitigation Fee Act for a time and shouldn’t have collected the fees. The act requires agencies to provide updated nexus studies every five years that justify the fees collected and outline how the money will be spent to benefit the public and offset impacts resulting from new development. The courts ruled in the Austins’ favor and a series of legal maneuvers followed. In November 2019 a state Court of Appeals denied the county’s appeal. In petitioning, the county’s legal team ventured to make the case that the Austins’ lawsuit falls beyond the statute of limitations and that an El Dorado County Superior Court judge exceeded his authority. The denial paved the way for refunds to property owners — refunds that need to happen, according to former supervisor Ron Briggs, who was on the board when AuditorController Joe Harn first warned the El Dorado County Board of Supervisors of lapses in nexus studies. Harn first brought the issues to n

Point Fire 20% contained after winds dwindle Thomas Frey Staff writer

The Point Fire in the Eldorado National Forest has burned 93 acres and was 20% contained as of Thursday morning, according to U.S. Forest Service officials. The wildfire, which was first reported Monday morning, is in a remote area of the forest northeast of Stumpy Meadows Reservoir and southwest of Hell Hole Reservoir. Persistent wind gusts of 30 mph earlier in the week fanned flames but winds have since subsided to less than 10 mph. “They are making good progress now that the winds have diminished,” said

Suzanna Johnson, Eldorado National Forest public information officer. Fire crews — including 134 personnel — are working to secure and strengthen containment lines. Additional resources have been ordered to mitigate hazardous dead trees left behind by the 2014 King Fire. No injuries have been reported and no structures are in danger. The cause of the Point Fire is under investigation. The Fork Fire, burning just to the east of the Point Fire is still active. That fire, which started Sept. 8, is 85% contained at 1,673 acres with full containment expected Nov. 15, according to a Wednesday morning update from incident command.

Lake Tahoe resorts prepare for different kind of ski season Laney Griffo Tahoe Daily Tribune Ski season in Lake Tahoe is going to be different this year so before you grab your gear and head to the slopes, here’s some things you should know. Ski California and its member resorts, which consist of all the resorts in Tahoe, including Diamond Peak and Mt. Rose in Nevada, have been collaborating closely with the National Ski Areas Association to develop a shared set of consistent operational guidelines. “Although operations vary by resort, every Ski California resort has committed to aligning with the principles established in the industry accepted ‘Ski Well, Be Well’ guide, as well as with their local health agency’s recommendations,” a press release from Ski California said. “Although some things will be different this winter, our member resorts are prepared to open and operate safely to bring the same on-hill experience skiers and riders love,” said Mike Reitzell, Ski California president. “All of our resorts have been diligently working since March to ensure operations can adhere to ever-changing public health and safety requirements. Some procedures will vary by resort but

all resorts are aligned in their desire to have a full ski season. To do this, it’s going to require active adherence to established policies by resort guests.” All resorts are requiring face coverings for guests and employees for both indoor and outdoor spaces, unless eating or drinking. Resorts are only seating members of the same groups on chair lifts and gondolas. Heavenly and Kirkwood mountain resorts will seat single individuals on opposite sides of the chair, if big enough. “While opening dates vary by resort, most have announced they intend to wait until they can have adequate ski trails open in order to spread guests out on the mountain. In some cases resorts may limit early-season operations to pass holders only,” the press release added.

Heavenly and Kirkwood

Vail Resorts will be requiring reservations for guests so as to limit the number of people on the mountain. All tickets need to be purchased in advance and pass holders get priority for reservations. Lessons will also need to be booked in ■

California Matters

When will our schools reopen?

D

istrict by district and school by school, some of California’s 6.1 million K-12 students are re-entering classrooms that have been shuttered for months due to the COVID-19 pandemic. Most, however, remain locked out and try, as Dan Walters best they can, to keep up with schoolwork via computer. It’s no secret that children in relatively affluent homes are faring better. Their parents are more likely to work from home, thus more able to help their kids and/or hire private tutors. However, most of California’s public school students — about 60%, in fact — are from poor families and/or are “English learners.” They already trailed more privileged peers in educational attainment before COVID-19 reared its ugly head and often lack communication resources and support from parents who must leave home to earn their livings. The Public Policy Institute of California, using federal data, concludes in a new report,“Distance learning has widened gaps for children of color, children in low-income families and children of less-educated parents.” PPIC reported that 43% of low-income homes don’t have internet services, that children from those homes are getting relatively less “live contact” with teachers and are receiving less help from their parents. All kids need to return to the classroom as soon as they can safely do so but, as usual in education issues, children are caught up in adult political games. Official state policy allows local schools to reopen if they are in counties that are no longer rated as “purple” in terms of infection. At least 60% of the state’s students live in counties that allow reopening and some have returned to classrooms with restrictions and safeguards, including altered schedules that minimize personal contact. “We believe that schools can make the decisions even now to bring kids back (for) in-person education,” said the state’s top public health official, Dr. Mark Ghaly. The state’s big city mayors recently pressed Gov. Gavin Newsom, Ghaly’s boss, to not just grant permission to local officials but work proactively to open schools as soon as possible. “When the history of this pandemic is written, it will reveal that school shutdowns imposed far greater harms to our children than COVID-19 ever did — particularly for children from low-income families,” said San Jose Mayor Sam Liccardo, who chairs the 13-mayor coalition. However, the powerful California Teachers Association and other school unions are an impediment. “State guidance is not enough,” CTA president E. Toby Boyd said in a letter to Newsom and other officials. “Relying on individual school districts and local health officials … to coordinate what should be a statewide effort is woefully ineffective and leads to localized and politicized decision making that is damaging our public health, our public education and our economy.” The unions want something approaching a guarantee that no one would be at risk before schools are reopened, including testing, contact tracing and elaborate physical changes in schools. But that would take much money and much time and COVID-19 is not going away anytime soon, as n

Letters to the Editor Support George Turnboo EDITOR: here is one candidate for El Dorado County Supervisor, District 2, whose family’s service to our country and this county is profound. He is George Turnboo. Turnboo is the only candidate who has been an active member of Sons of the American Legion for the past 9 years, whose father, a Marine, was one of “The Chosin Few” during the Korean War, whose uncle served aboard the U.S. Navy ship that landed Marines at Hiroshima at the end of World War II, whose grandfather served in the U.S. Army Infantry during World War I and whose great-great grandfather was in the Union Army during the Civil War ... and, all of that service occurred while they were residents of El Dorado County. If we are to judge a candidate’s qualifications based on his/her family’s service or whether he/ she supports veterans, then there’s no question. We emphatically endorse George Turnboo for Supervisor, District 2. Supporting Veerkamp for EID EDITOR: am writing to express my whole-hearted support for the election of Brian Veerkamp to the El Dorado Irrigation District Board of Directors for District 3. As the longest serving member of the El Dorado Union High School District Board of Trustees, I have observed Brian’s lengthy service to our county as a fire chief, long time elementary district school board member and eight-year member of the Board of Supervisors, as well as a multitude of other community service positions. Brian has provided tremendous leadership to our county as a supervisor and in his many other community positions and he has provided EDUHSD with assistance in many ways. In particular, his leadership on the Board of Supervisors led to school districts in the county receiving financial support from the county so that we can intensify our efforts to return to in-person instruction in our schools despite the COVID19 pandemic. This type of support was not at all common in the state of California, but Brian’s leadership made it possible.

I

Brian’s ongoing concern for and dedication to our county is truly impressive. He brought maturity, knowledge and vast experience to his position as a supervisor and now can provide the EID board with those same positive attributes. He is a very hard worker who is always well prepared and brings with him a lifetime of service. He is also fiscally conservative, so that throughout tough financial times our county has remained in a strong financial position. We need that same strength, dedication and fiscal conservatism on the EID board. Brian Veerkamp is an intelligent, dedicated and lifelong resident of our El Dorado County community. Under his leadership our county government has been greatly improved and stabilized. EID needs the same improvement and stability that the Board of Supervisors gained from being able to have his wise and seasoned guidance. I strongly urge my fellow El Dorado County residents to vote for Brian Veerkamp for the El Dorado Irrigation District Board. TIM CARY Shingle Springs

Four more years for Hidahl EDITOR: ohn Hidahl has consistently spent the last four years proving the depth of his dedication to the El Dorado Hills community. As El Dorado County District 1 Supervisor he not only serves his broader responsibilities to all our county but also places a high priority on serving locally. John is a leader dedicated to serving the community. He’s been available to meet and talk with any group or individual who reaches out to him, holds bimonthly forums for constituents and attends open meetings of stakeholders with concerns about local issues. Lest we forgot, John chaired the design and construction of the EDHCSD Community Park, chaired the Area Planning Advisory Committee and the EDH Community Council. He initiated and chaired the effort to incorporate El Dorado Hills to gain local control over development growth and led the effort to prevent the rezoning of the EDH Executive Golf Course, which included his proposal for Measure E that resulted in 91% voter support to keep the site undeveloped. John, a 45-year El Dorado Hills resident, was an engineering director and senior program manager at Aerojet General, served 33 years on the El Dorado Hills Water District (fire department) Board and represented District I on the county Parks Commission. As supervisor, he currently sits on 12 committees representing El Dorado County

Voting in the United States. Who’s on third ... world?

I

never would have believed that election officials, supreme courts at both state and federal levels, law enforcement and local governments would have turned us into a third world country. When did these scoundrels start CHRIS going to Zimbabwe or Bangladesh or Belarus to learn how to suppress Americans’ right to vote and to put near impossible barriers on voting access? I’ll bet you don’t have to stand in line till next Wednesday to vote in Canada, Germany or Japan; through tsunamis, tornadoes, earthquakes, blizzards and the like. You do in Wisconsin, Georgia, maybe Oklahoma and Texas, for sure. Harris County Texas has more than five million people and is larger than

some sovereign nations, I hear. Per Gov. Abbott, they have been required to reduce the number of ballot drop boxes from 11 down to one for the entire county. Likewise all Texas counties. That’s because the governor and likeminded state and county officials want DALEY to avoid any kind of chicanery that having a reasonable number of drop boxes might encourage. One might also interpret that order as a very blatant way to prevent voters, most especially poorer folk, people of color or people with a disability from actually voting. If such a person has no car and the drop box is an hour or two away, well you get the picture. If you have to miss four or five hours of work just to get to the drop box and back, you might have to

think twice about voting at all. We know there are other options for many if not most of us. Mail your ballot in (maybe it’ll get there as early as January if the USPS is on time; no longer a given). Maybe it will get there; maybe it won’t. Bummer, but what are you gonna do? Fight city hall, or worse, a big time governor like Abbott? Good luck with that. Word on the street and on the news, electronic as well as print, is that the more people who vote the more likely a Republican candidate will lose. That makes sense, because they say there are quite a few more non-Republicans than there are Republicans. I have no evidence to suggest otherwise so I accept that news as accurate. The suppression seems to be occurring mostly in states with Republican governors and/or conservative supreme courts, not to mention our own most Supreme Court. That one, now dominated by so-called originalists and strict

constructionists, should have an easy time interpreting what the Founders meant about Black people and women voting, assault weapons, drive-in movies, birth control, the Air Force, let alone a Space Force and the internet. But I digress. Over the last several years our most Supreme Court has diddled the Voting Rights Act down to a mere shadow of its original intent. It was partly designed to prevent voter suppression, especially in a number of deep south states that had a very long history of suppressing the Black vote and to some extent women’s vote. Those states have now joined the early 20th century, so all is forgiven, apparently. BTW, when calling us a third world country, I don’t mean to disparage third world countries. Don’t let the rascals get you down. And be sure to vote while you still can. Chris Daley is a biweekly columnist for the Mountain Democrat.

Newsom warned in a recent telecast briefing. “Don’t anticipate or expect that you can go down to a local pharmacy anytime this year and get a vaccination,” Newsom said during a press conference. “We don’t expect mass availability until 2021 … Vaccines will not end this epidemic overnight.” There are no fail-safe options here. back into the classroom carries a certain risk. But continuing to leave them more or less on their own indefinitely — especially children from poor families — is also a very risky business whose downside could damage them and the state for decades. Snow guns work to build a base at Heavenly Mountain Resort.

Snowmaking begins Tahoe Daily Tribune SOUTH LAKE TAHOE — This week’s cold temperatures and dry air were the perfect mix to fire up the snow guns in the Lake Tahoe Basin. Heavenly and Kirkwood mountain resorts and Northstar California all are taking advantage of the cool weather window to build a base for the upcoming 2020-21 winter season. Heavenly and Northstar turned on their snowmaking machines Sunday, activating the largest snowmaking system on the West Coast of the United States, officials said. Kirkwood’s snowmaking systems are set to kick in later in the week, conditions permitting. Using the latest computer technology snowmaking operators are monitoring

Sierra-At-Tahoe is one of the few mountains in the area not requiring reservations, although they will still be keeping an eye on capacity. changes in air temperature, water pressure and wind direction. Snowmaking crews at Heavenly and Northstar are alerted instantly of these changes and are able to quickly turn on or off machines from their cell phones or computers to optimally prepare resorts for upcoming opening days. Together the three resorts offer skiers and riders access to over 10,000 acres of terrain. Resorts are planning to remain open through April. Each resort will continue to expand and open terrain as conditions allow. Access to the mountains will be managed through an online reservation system to ensure guests have the space they need. Additionally, face coverings and physical distancing will be required.

Diamond Peak is going touchless. All transactions will be cashless and all lift tickets, rentals and lessons must be purchased online in advance. Reservations will be required for tables in the Base Lodge, Loft Bar and on the Loft Bar Deck from open to close, with a maximum group size of six guests. There will be outdoor seating at

Base Lodge Sun Deck and Snowflake Lodge Sun Deck which will be firstcome-first-served. There will be no indoor dining at the Snowflake Lodge. There will also be no day-use lockers. Opening day is scheduled for Dec. 10. To learn more visit diamondpeak. com/plan/covid-faq.

Mt. Rose Ski Tahoe is limiting the number of season passes they are selling in addition to the daily tickets. Reservations are required and they are allowing for about 50% of normal capacity on peak days. Equipment rentals must be purchased in advance. The lodge will only be open to season pass or daily ticket holders. They will initially only be open for restroom use and they will slowly introduce food options. Tables indoors can only be used for up to 30 minutes by only guests who have purchased food. Guests are encouraged to eat before coming or bring food to eat in their cars. “We expect to open as soon as conditions allow for top-to-bottom skiing, most likely mid-November. By delaying our opening until more coverage is available it will allow guests to spread out more throughout the resort. Initially, the mountain will be open to season pass holders only,” the website states. To learn more visit skirose.com/ health-and-safety. For all of these resorts guests are encouraged to look at protocols before visiting the resort. “Skiing has inherent advantages during these uncertain times — it happens outdoors in wide-open spaces with constant airflow. The experience will definitely be different this year but for those who plan ahead and know before they go, it’s undoubtedly going to be one of the most fun, healthy ways to spend time outside this winter,” Reitzell said

Residents of the active adult community Heritage El Dorado Hills were tired of their gym and other development amenities being closed or kept to limited open hours by their homeowners association due to the COVID-19 pandemic so on Oct. 23 neighbors protested with a car parade. Signs were put up on the vehicles scrawled with messages including, “We want the right to make our own decisions to play outside,” “Make Heritage great again” and “Golden years not golden fears.”

replacement program at a cost of $41.5 million. Five wastewater lift station upgrades will be carried out over five years at a cost of $7.9 million along with replacement of wastewater pipeline at a cost of $20 million. General district items included in the capital improvement plan are the replacement of outdated software, vehicles, information systems, IT infrastructure and security at a cost of $20 million. Some more costly projects not included in the CIP are replacing the Silver Lake Dam, Sly Park intertie and Flume 48. Objecting to the number of projects, Director Alan Day attributed rate increases to increases in the CIP, saying the agency was trying to do too much too fast. Director Mike Raffety also indicated his opposition to some projects listed. In response Directors Lori Anzini and Pat Dwyer pointed out the CIP is just a working document and that as projects come before them for funding, they will have a chance to reevaluate them. Dwyer noted that EID already has the money set aside for most of the projects and their impact on rates has already been felt. Board Chairman George Osborne added that putting off the work will only mean paying more later. A motion to approve the CIP then passed 4 to 1 with Day the lone no vote.

Financial plan

Also presented at Monday’s meeting was a five-year financial plan by Finance Director Mark Price. Price projected 2020 revenues would be about $6.8 million lower than the previously adopted budget. He attributed it to $9.4 million less in facility capacity charge revenue and $.9 million less in hydroelectric revenue despite slightly more rate revenues of about $.7 million and water transfer revenues of $2.83 million. This year’s expenses were also projected to be $2.6 million less than budgeted due to lower-thanexpected professional services costs and contracted repairs related to the COVID-19 lockdown. Price said 2021 revenues are forecast to be up $5 million due to an increase in facility capacity charges of $7.3 million. Rate revenues are projected to be higher by $1.4 million due to already approved cost of service increases for water, wastewater and recycled utilities. Offsetting these

Austin case supervisors in 2013 and followed up several times before the lawsuit was filed. “It’s quite clear the county owes the money,” Briggs told the Mountain Democrat last week. The former District 4 supervisor, who’s on the ballot again this year as a District 1 supervisor candidate, said the county should stop wasting taxpayers’ money fighting the lawsuit and pay what is owed. He suggested repayment “over the course of time,” perhaps as credits on property tax bills. The county has spent hundreds of thousands of dollars fighting the lawsuit and so far supervisors have approved only one fee refund. Funds from the Public Safety Development Impact Fee collected when the county intended to build

increases is a reduction of water transfer revenues of $2.8 million, a reduction of $850,000 in wastewater surcharge revenue and a further anticipated reduction in hydroelectric rate revenue of $100,000. The 2021-25 plan assumes that facility capacity charge revenues will decrease over time from an estimated $16.7 million in 2021 to $5 million for 2023 through 2025. Surcharge revenues will decrease in 2021 by $850,000 and another $730,000 in 2022 as two of the three billing surcharges sunset. The plan includes grant revenue for 2021 for the last year of forest management grants. The financial plan includes an increase in the overall cost of operations. The 2021 budget reflects an increase of 4.3% in expenses over 2020 and a 4% consumer price index increase in 2022, a 3% increase in 2023 and 2024 and then in 2024 lowering to 2%. The district also issued $61.1 million (proceeds of $75 million) in debt in 2020 to fund certain capital improvement projects and to refinance $186.9 million in higher interest rate debt. Potential debt is expected to rise to $370.8 million by 2025 including a $75 million water bond sale in 2025. The latter is expected to fund longterm CIP assets such as the Sly Park intertie replacement, replacing several flumes and potentially replacing Silver Lake Dam. With the sale of water to Westlands Water District bringing in an extra $2.83 million, the discussion then revolved around how to best use the money with General Manager Jim Abercrombie and Price recommending funds be used toward capital improvements. As Abercrombie noted, he didn’t want EID to be “the water industry PG&E” and not be able to deliver water to its customers because of broken infrastructure. Director Day instead suggested using the money to reduce water rates. Director Pat Dwyer commented the $2.83 million wouldn’t have a significant impact on rates with he and Director Osborne suggesting the money might be better spent on a onetime expense. Abercrombie was then asked to research the issue further and come back to the board with an analysis of the impact of a one-time credit to customers, the impact on water rates if the money is used to assist low-income customers or if the money is used for a one-time payment on an item.

Shingle Springs neighbors Don and Linda Fuller and Dave and Joan Shewmaker grew quite the crop of pumpkins this year and they put together this festive fall display. Fuller said over 3,000 lbs of pumpkins fill the larger-than-life pumpkin patch. Dave, an experienced giant pumpkin grower, mentored Don and Linda in their first year growing the oversized gourds but it was the Fullers who earned bragging rights, growing the largest pumpkin estimated to weigh just over 600 lbs.

Bonnie the Labrador hangs out in the pumpkin patch.

arlier this year, Placerville Arts Association was a little nervous about producing a major art show in the midst of a historic pandemic. Would enough artists submit their finest creations to produce the quality exhibition it has always delivered? Would the group be able to open the gallery in the midst of pandemic health guidance recommendations? Should the association produce the show virtually? These concerns have been resolved and artists from around the state and out of state have risen to the occasion and submitted an impressive collection of fine art for this year’s Mother Lode Art Show. This year’s show will feature works from California, Hawaii, Missouri, Montana, Oregon, Texas, Utah and Texas. The show will open for viewing both in person at Sacramento Fine Arts Center as well as online on Nov. 3. Placerville Arts Association is excited to have distinguished artist and professor Andrew Connelly as the Mother Lode Art Show judge this year. Born in New York in 1963, Connelly has been a practicing professional artist since the 1990s. Noted for installation, performance and mixed media sculpture, Connelly has exhibited his works in contemporary museums and alternative gallery spaces around the U.S. He is currently a professor at California State University, Sacramento where he teaches sculpture, installation and performance art. The association is confident he will provide a fair critique of each work of art that has been accepted to this year’s Mother Lode Art Show. The Mother Lode Art Show will be followed by a virtual awards ceremony and art lovers’ reception. Placerville Arts Association invites member artists as well

“Chasing the Melody” by Margie Lopez Read

“Amy” by Shirley Isola as all art lovers around the country to join the celebration. Connelly will announce the winners and awards will be presented at the virtual reception Nov. 15 at 1:30 p.m. Winners will have an opportunity to discuss critiques of their works with judge Connelly. In addition, two paintings donated by Pat Stoddard Aaragon and Lucia Rothgeb will be auctioned during the virtual reception. Proceeds will support Placerville

Arts Association’s outreach program which benefits local schools’ art programs. The Zoom link to join the celebration of art will be found at placervillearts. com. The association is looking forward to sharing this remarkable exhibition with everyone who enjoys fine arts. It hopes offering both online and in person opportunities to view this outstanding collection will encourage more people to enjoy the creative works of so

“Sierra Song” by Randy Honerlah many talented artists. Out of an abundance of concern for public health, Sacramento Fine Arts Center (SFAC) limits the number of visitors inside. Consequently SFAC asks those who intend to enjoy the exhibition in person to contact SFAC to schedule

an appointment via telephone (916) 971-3713 or online at sacfinearts. org or facebook.com/ sacfineartscenter. Masks are required inside the gallery. For more information to view the exhibition in person or virtually go to SFAC’s website.

Sac Theatre Company wants to tell your story Sacramento Theatre Company In response to the need for greater integration and diversity in live theater throughout the community, Sacramento Theatre Company announces the Sacramento Voices — New Works Play Festival competition. The company seeks submissions from new and experienced writers that deal with issues such as diversity, culture and integration. Company staff created this program to help nurture regional writers and offer an outlet for writers to tell the stories audiences haven’t yet heard. This one-act play reading festival begins with a call for original, diverse and unheard voices from the Sacramento region. For instance, two years ago STC produced the world premiere play “When We Were Colored, A Mother’s Story” written by a local woman telling the story about her family’s life

growing up in Sacramento during the ’40s and ’50s. The play looked at both the positive and challenging times her family experienced and left audiences with an uplifting message. Perhaps budding playwrights’ ancestors worked on the railroad, participated in the Gold Rush, helped build one of the small surrounding towns or faced challenges in a more modern time. STC wants writers to tell that story. STC has been a vibrant part of the Sacramento community for more than 75 years, integrating professional live theater with theater arts education in order to build an empathetic, inspired and inclusive community that strengthens, supports and unites the region today and into the future. For the past several years, STC has produced original works by local writers — but decided to go bigger. For the Sacramento Voices — New Works Play Festival, STC will select up to eight finalists

and one play will be commissioned to move forward and be developed into a full-length play with a world premiere production at the Sacramento Theatre Company. All finalists will receive a stipend. The deadline for synopsis and writing sample is 5 p.m., Nov. 1. Please note: The play does not need to be written or complete by the submission deadline and there is no entry fee. All scripts will be read live by professional actors, either in a live environment at STC (safety issues allowing) or virtually. To be considered for one of the finalist slots, download the Requirements/Rules pdf, then, following the submission guidelines, email the story synopsis and writing sample to development@ sactheatre.org by the deadline. Late submissions will not be accepted. Finalists will be announced Nov. 15.

Memorable weekend excursion train rides depart at 10:30 a.m., noon, 1:30 p.m. and 3 p.m. On Saturday, Oct. 31 excursion trains will only be available at 10:30 a.m. and noon due to the special Trains, Tracks & Terror! Drive-thru activation happening that evening.

Weekend train ride guests enjoy a memorable six-mile, 45-minute round trip ride along the rails of the famous “Movie Railroad,” including past the iconic water tower seen in “Petticoat Junction,” a popular TV show that aired in the ‘60s and early ‘70s. Following all state issued guidelines, face masks are required for all staff and train ride visitors. To accommodate social distancing, the seating of family

Halloween 2020 safety tips for pets and people News release Halloween is almost here and to prevent this holiday from becoming a scary one for people and pets, it’s important to consider common items and activities that can be dangerous to furry friends. The holiday will undoubtedly look different this year due to COVID-19 and Halloween activities will vary vastly between communities. In addition to any local mandates, the CDC suggests avoiding “higher risk activities to help prevent the spread of the virus that causes COVID19, such as participating in traditional trick-ortreating where treats are handed to children who go door to door or attending crowded costume parties held indoors,” among others. Whatever Halloween ends up looking like this year, even with scavenger hunts and virtual gatherings, candy and costumes will most likely be involved. Here are some basic precautions for pet owners to keep pets safe and happy on All Hallow’s Eve: Candy is for kids, not dogs and cats. Chocolate can be very toxic to our furry friends. Candy containing xylitol (artificial sweetener) can also be dangerous. Keep any stashes of candy out of pets’ reach. Wires and cords that light up your holiday

Pet owners need to keep pets safe on Halloween. decorations can be deadly if chewed on. Please make sure pets don’t have access to them. Jack-o-lanterns with lit candles should be kept away from pets who might accidentally knock them over and potentially start a fire. Pets should be kept inside during Halloween, if trick-or-treating is happening in your community.

Use caution when answering the door so your cat doesn’t dart outside. If the extra door knocking or doorbell ringing stresses out your pets, put them in a quiet room away from the noise. Make sure your pets have current ID tags and that microchip info is up to date. If you do decide to dress up your pet, make sure the costume is not annoying and is safe for your pet. Costumes should not constrict movement, breathing or vision. Small dangling pieces can be choking hazards. Ill-fitting costumes can get twisted and caught on external objects and hurt your pet. Most dogs would prefer not to go out for Halloween parades or scavenger hunts. The chaos and costumes and excited kids can be frightening to even the friendliest of dogs and cause them to act differently than normal. Just for fun, here are a few pawsitive myths and beliefs about black cats. Black cats are a symbol of good luck in Great Britain. A strange black cat’s arrival at a home signifies prosperity in Scotland. In Japan, it is said that a lady who owns a black cat will have many suitors. Fishermen’s wives would keep black cats in their homes because they believed the cats could protect their husbands at sea and bring them home safely. Sailors considered a black ship cat to be especially lucky.

The 11th annual Panteón de Sacramento (Sacramento’s Cemetery) will live on in this year of COVID-19. It is re-imagined as A Moonlit Slow Drive-Through Remembrance through Nov. 1, on the grounds of The Latino Center of Art & Culture, 2700 Front St. in Sacramento. Visitors must attend in cars. Tickets are free. Make a timed reservations through Eventbrite.com. The Panteón de Sacramento centerpiece this year is an urban re-creation of a candlelit Mexico graveyard with an adjoining church. A video projection will show magical nighttime scenes of Oaxaca, where neighbors share food, music and memories of their departed loved ones with their families and extended community, both living and departed. Bathed in the light of the moon with the drifting fragrances of copal and cempasuchil (marigolds/flower of the dead), one will immediately feel that it is a place of memories and the presence of those who have passed. There will also be joyous footage of the 2019 10th annual Panteón de Sacramento in midtown Sacramento. Twenty traditional memorials (altares) created by families and communities of friends to honor those who have passed will be uplit and visible from cars. Traditional artistic programming created by a team of artists led by Vidal Beltran includes: Live traditional acoustic music, Ballet Folklorico, Mojigangas (giant puppets), video projection, family ofrendas and Spotify playlist. Official Centers for Disease Control health protocols are being followed. The drivethrough experience lasts approximately 12 minutes. Guidelines will be on the Eventbrite.com and the LCAC website.
