Supes spat over COVID conference Dawn Hodson Staff writer Following a deadlocked vote at last week’s El Dorado County Board of Supervisors meeting regarding whether to send a representative to an Oct. 29 conference to discuss the extended state of emergency due to the COVID-19 pandemic, on Friday Board Chairman Brian Veerkamp announced he had asked Sheriff John D’Agostini to attend. Veerkamp said he did so “due to the importance of the issue that will be discussed.” Sen. Brian Dahle, Assemblyman Kevin Kiley, Sen. Jim Nielsen, Assemblyman James Gallagher and Assemblywoman Megan Dahle sent a letter requesting El Dorado County send a delegate to the conference, which will bring together rural county representatives to “seek common ground on topics such as the reopening of the economy and our civic life, the re-opening of our schools and actions in response to the state of California’s threat to withhold entitled funds from the counties.” After Veerkamp announced his decision, Supervisor Sue Novasel issued a statement opposing the decision. “… El Dorado County Supervisor Chair Brian Veerkamp broke board protocol by announcing he is invoking emergency powers to require El Dorado County to pay for sending Sheriff John D’Agostini to a political ‘conference’ Oct. 29, which is being held by a select group of state senators in Red Bluff,” states Novasel in a press release. n

A fire burning in the Eldorado National Forest has scorched some 40 acres and was 0% contained as of Monday night, according to U.S. Forest Service officials. The fire apparently started overnight Sunday or early Monday morning but was first reported to fire dispatch at 6:30 a.m. Monday. The fire is burning in a remote area of the forest northeast of Stumpy Meadows Reservoir and southwest of Hell Hole Reservoir. Called the Point Fire, the blaze is in Placer County, north of Ellicot Bridge where the 2014 King Fire burned. Fueling the flames are strong winds, grass, brush and timber slash. Exactly one year after El Dorado County sheriff ’s deputy Brian Ishmael was killed in the line of duty the officer, husband and father of three was memorialized Friday, Oct. 23 as a portion of the El Dorado Trail was officially dedicated in his name — The Ish Trail. Family, friends, colleagues and the community gathered at the Forni Road and Ray Lawyer Drive park-and-ride in Placerville where people spoke in honor of the deputy who made the ultimate sacrifice. The group then convened to the nearby trailhead where a boulder with a plaque designed by 12-year-old Dylan Neves was dedicated to Ishmael. The plaque features a thin blue line and blue ribbon wrapped around a tree. A Bible verse engraved on the

Power to more than 38,000 PG&E customers in El Dorado County was cut Sunday afternoon after PG&E executed a public safety power shutoff. As of press time PG&E was projecting the outage would keep electric customers in the dark until Tuesday at 10 p.m. PG&E initiated the shutoff in 38 counties across California after determining extremely dry, windy conditions could pose a risk to its electric system and threaten to start fires. High winds were expected to end Tuesday morning at which time PG&E crews began patrolling electric lines to identify any damaged equipment.

Wind speeds as high as 94 mph were recorded by the National Weather Service at Alpine Meadows in the Lake Tahoe region Sunday night. Sunday night into early Monday morning at Hell Hole Reservoir winds topped out at 73 mph, Bald Mountain 49 mph and in the Strawberry area, 38 mph. The National Weather Service Tuesday morning reported a decrease in winds across Northern California with strong gusts expected to persist overnight in the Sierra. PG&E set up six community resource centers around the county that were open from 8 a.m. to 10 p.m. during the power shutdown providing snacks and water, air conditioning/heating, device charging, ice, restrooms and washing stations, seating, small

medical device charging and Wi-Fi. Many of the public schools in El Dorado County were closed Monday and Tuesday due to the power shutoff. Oak Ridge High School and Ponderosa High School were the only schools open in the El Dorado Union High School District Monday but by Tuesday all were back in session with the exception of El Dorado High School. The Black Oak Mine Unified School District, which includes Golden Sierra High School, had all of its schools open except Northside School in Cool due to a technical glitch. All schools in the Camino, Gold Trail, Mother Lode, Placerville, Pioneer and Pollock Pines school districts were closed Monday and Tuesday.

“El Dorado County protocol states that the chair ‘recommends, with consent of the board, supervisors to sit on committees and other organizations on which the board desires representation,’” continues Novasel. “It is clear from action taken in the Oct. 20 board meeting the board did not give Supervisor Veerkamp authorization to appoint a supervisor or anyone else to the ‘conference’ in question. It is also clear Supervisor Veerkamp’s claim, after losing the vote, is now using ’emergency powers,’ a gross overreach of his powers as the chair and, in fact, is in direct violation of the vote taken Tuesday.” The chair typically serves as the primary spokesperson for the Board of Supervisors during emergencies but due to prior personal commitments, Veerkamp said he is unable to participate in the “critical discussion.” “Taking into consideration the risk to the public’s health caused by COVID-19, it is essential we also take into consideration the public health impacts of keeping businesses and schools closed,” states Veerkamp in a press release announcing his appointment of D’Agostini. “To do so fully and have El Dorado County’s voice heard, it is imperative we have a seat at the table of this conference.” But Novasel maintains Veerkamp disregarded the action of the board, undermining its ability to take action for the governance of the county. “I have served nearly six years with Supervisor Veerkamp and have always appreciated his rule of order and decorum,” states Novasel. “… I find Supervisor Veerkamp’s actions in this issue sadly misaligned with a political event that has questionable legal grounds for use of taxpayer funds.”

A Monday evening update from U.S. Forest Service officials reported a combination of roads and dozer lines have established line around the entire fire. Fire personnel remained on the fire through the night to monitor and secure fire lines. Fire resources responding include seven engines, three water tenders, three hand crews and firefighting aircraft. The cause of the fire is under investigation.

Street racing nuisance noted in sleepy suburb Sel Richard Staff writer The recently opened Safeway Siena Ridge shopping center appears to be drawing a contingent of “Fast and Furious” wannabes. Residents who live near the intersection of Serrano Parkway and Bass Lake Road may be hearing sounds of street racing and other dangerous driving activity after sundown. El Dorado County Sheriff ’s Office has taken note, confirmed Sgt. Anthony Prencipe. “Our nightshift deputies appear aware and there are a number of extra patrols during the night on this roadway,” he assured, citing an additional patrol request in mid-October for “nightly drag racing.” CHP reported only one incident in the last three months, despite numerous complaints on neighborhood online forums. “Give us a call or the CHP,” insisted Prencipe, explaining that calling out dangerous activity on social media does nothing. “If it’s happening regularly and if we’re getting the calls, then we get a good idea of when it’s happening.” To file a complaint visit edcgov.us/Government/sheriff, select the Sheriff ’s Office menu and then select the File a Citizen Complaint option under the Public Information category. Bicycle and pedestrian safety grant awarded to county Kevin Christensen Staff writer El Dorado County announced last week that it has received a $100,000 grant from California Office of Traffic Safety for programs focusing on safety and awareness of bicyclists and pedestrians. The grant funding will be used to develop an educational and community outreach program with an emphasis in areas of the County where data shows a disproportionately high number of pedestrian and bicycle collisions. “El Dorado County’s Department of Transportation recognizes the potential of this program to encourage safe walking and bicycle behaviors for users of our growing active transportation network,” said El Dorado County Department of Transportation Director Rafael Martinez. Grant funds will be used for a

variety of activities promoting bicyclist and pedestrian safety including: • Education workshops geared toward youth and older adults • Education on the importance of safety equipment that improves visibility such as reflective armbands, bicycle headlights and taillights • Community walks and bicycle safety courses • Bicycle helmet inspections • Distribution of bicycle helmets to those in need following education presentations “Our goal is that education will change poor behaviors and make our roads safer,” OTS Director Barbara Rooney said. “This funding will help ensure the safety of those out biking and walking.” The grant program runs from Oct. 1 to Sept. 30, 2021, and originated through the National Highway Traffic Safety Administration.

Rural communities have long been targeted by the tobacco industry. For decades the tobacco industry has taken advantage of often weaker tobacco retail laws in rural areas and push misleading advertising, marketing and promotions that tie tobacco use to values such as strength, independence and resilience, while using images of cowboys, hunters and racecars to make smoking seem like it’s a part of life. In recent years, they have added new products like e-cigarettes but the intent is the same. For example, the El Dorado Union High School District was part of the California Healthy Kids Survey that also measures risk-related behaviors. The 2018-19 survey found 28% of 11th graders reported using e-cigarettes in the past 30 days but only 4% report using traditional cigarettes. The 2019 High School Youth Risk Behavior Survey also found that California high school students overall are using smokeless tobacco more than students nationally. Part of the problem may also be perception of nicotine. “Make no mistake, nicotine is the tobacco industry’s tool to hook our kids to deadly products — that hasn’t changed. What’s changed is how they’re packaging this drug.

The tobacco industry continues to target our communities and portray tobacco products, such as e-cigarettes or smokeless tobacco, as being less harmful, but that’s far from the truth, especially for youth,” said Shelly Brantley, project director of Rural Initiatives Strengthening Equity, a program dedicated to combatting tobacco’s harms in California’s rural communities, such as El Dorado County. “Not only is nicotine a highly addictive drug for youth but nicotine

exposure can actually change the chemistry in teens’ brains and can impact learning, memory and attention,” said Brantley. “The tobacco industry views our kids as their next generation of customers and nicotine is their tool to hook them,” said Brantley. “We need to talk with our kids about what nicotine really is — it’s a harmful, addictive drug. Another vague decree from Gov. Newsom

G

avin Newsom is fond — overly so — of declaring “big hairy, audacious goals” and doing something that implies he’s striving to achieve them. However, he’s been compelled to devote virtually all of his time to managing crises this year: DAN WALTERS the COVID-19 pandemic, followed by a recession as he shut down businesses to battle infection, a state budget deficit caused by the recession, record heat waves that overwhelmed the state’s power supply and wildfires of historic proportions. Managing crises is essentially a reactive process while Newsom fancies himself a proactive striver and doer, not unlike, it should be noted, Jerry Brown in his first stint as governor four decades ago. Newsom began the year in characteristic form, devoting virtually his entire State of the State address to homelessness and a chronic shortage of housing. “After decades of neglect and inadequate responses, we are putting our entire state government on notice to respond with urgency,” Newsom declared. “We need a new approach. In the budget I just submitted, I proposed a new California Access to Housing Fund and, with it, a whole new way of investing in homeless solutions.” He also declared “a commitment — right now, this year — to major reform that will eliminate red tape and delays for building critically needed housing — like affordable, multifamily homes — especially near transit and downtowns.” Never mind. Within days of delivering that speech, Newsom issued his first emergency order on COVID19. Newsom is now trying to return to a proactive mode by issuing sweeping executive orders on climate change that make headlines, but really are no more than declarations of lofty intent. The first declared that California will ban the sale of vehicles powered by internal combustion engines by 2035, but the order only directed the Air Resources Board to explore how that might be done. The second, issued earlier this month, directed state agencies to devise ways to “protect” 30% of California’s land and coastal waters by 2030 to reduce greenhouse gases and promote biodiversity, boasting that California would be the first state to adopt the “30-by30” program being advocated globally. “Once again, California is taking on the mantle of global climate leadership and advancing bold strategies to fight climate change,” Newsom said. “The science is clear that, in our existential fight against climate change, we must build on our historic efforts in energy and emissions and focus on our lands as well.” But what does “protect” actually mean? Newsom’s order basically enacts a piece of legislation, aptly named Assembly Bill 3030, that passed the Assembly this year but died in the Senate Appropriations Committee without a vote. It had an extensive airing in the Senate Natural Resources and Water Committee, whose staff raised the definition question, to wit: “It is a complicated task to determine how much of the state’s land, water and ocean resources are already protected, in part because there is no one uniform definition of ‘protection’ in state law. These and similar terms can represent a sliding scale depending on the types of restrictions and allowable uses, including the degree ■

Save The Canal: How did we get here? EDITOR: ave The Canal has received plenty of harsh criticism for our opposition to piping the Upper Main Ditch. While some would paint us as “a few adjacent landowners that want a water feature in our backyard,” our support and membership goes well beyond that, with far-reaching public concerns ranging from skyrocketing rates, lost historical values, ecological impacts, recreation, firefighting and for a

limited few, property rights. Understand that it was not just what the El Dorado Irrigation District proposed, but also how it went about it, that united us in our opposition and forced legal action. EID lost public trust early. It began with the delivery of purported “legal documents” falsely claiming 120-foot-wide easements through many of our homes. EID tried to use this as leverage to strongarm us into providing new 40-foot easements with additional burdens. Does anyone believe the current proposed pipe alignment would be going down Blair Road if they had 120-foot easements along the canal? “It’s only going to cost $3.4 million” — another lie (cost now estimated at $17.7 million, a five-fold increase). Now water loss claims have magically increased by at least 40%. Next we heard there is a “state mandate” to pipe this section of the main ditch — a false claim … as later confirmed by EID’s general counsel in responding to our public records request. That flooding in Cedar Grove caused by EID’s abandonment of the Middle Main Ditch, which led to lawsuits against EID — no need to worry about that inevitability for the Upper Main Ditch segment. Really? And are we supposed to feel good about the negative findings of the wetland assessment after learning that the lead author is the spouse of EID’s then general counsel and major project proponent? EID’s required public meeting for the draft environmental impact report did not provide the public with a podium from which we could share our concerns. It was a choreographed sales pitch designed to divide and conquer. EID Division 1 Director, George Osborne didn’t even bother to show up. Oh, and good luck getting it on the agenda at EID board meetings. The Upper Main Ditch may be imperfect, but it is reliable. EID never tried to mitigate the problems with the existing system, which could have saved many millions of dollars and preserved some of the values cherished by so many. Those millions could be used to address real threats to the water delivery system, like vulnerable wooden flumes in remote, fire prone areas. Or how about the Safeway and CVS parking lots that drain down the road and directly into the Forebay Dam that feeds the canal. EID has not acted as an honest broker. It simply would not address concerns raised about the serious flaws in the project design or the potential impacts it would create. Apart from that victory speech, unity seemed to be the last thing on Trump’s mind. He soon set about tearing us apart in ways I could never have imagined of any politician — much less a president. He called Democrats “vicious and despicable,” “totally unhinged” and “crazed lunatics.” Republicans who countered him were “human scum.” Journalists were “the enemy of the people.” He redefined “fake news” to mean anything that cast him in a negative light. He also retweeted appalling and even racist material, then claimed he didn’t see the bad part or that “it was a joke.” He refused to reject conspiracy theories — even those of QAnon, a group the FBI has called a domestic terrorist threat. Meanwhile, though he had

campaigned as a different kind of Republican, once in office he pushed through a plutocratic corporate-tax giveaway, tried to roll back healthcare coverage for millions and never delivered on a promised infrastructure program. Then came COVID-19. According to researchers at Cornell University, Trump has been the “single largest driver” of misinformation about the pandemic. According to Johns Hopkins, the U.S. now has the fifth highest deathper-capita rate in the world — ahead of all other western countries. And we’re surging again. On Oct. 22 we hit a new national record high — 83,000 confirmed cases in a single day. Yet Trump insists we’re “rounding the corner,” still doesn’t require mask-wearing at his rallies and calls his overall pandemic response “phenomenal.” In an unorthodox move, the prestigious scientific journals “Science,”

Haunted yard comes to life under full moon

Thomas “A-Frey-ed” Staff writer s the full moon peers down through tall trees at crowds of costumed clans in Pollock Pines on Halloween night, Mike and Brandie Thomas will execute a haunted yard in the works since August. It’s a spooky, annual tradition for the couple that began years before they moved to the area. “When we lived in Rocklin it became an event and people came out to see it and it just kept getting bigger and bigger,” Brandie said. Brandie initiated the Halloween tradition in 1998 when she lived in Las Vegas by “decorating the hell out of our yard.” Now, 22 years later, Brandie and Mike do it not only for fun but also for charity, collecting donations and items for the Make-AWish Foundation, kids with leukemia, a no-kill cat shelter and New Morning Youth & Family Services. Sugar Skull Art Walk begins Saturday

Participating businesses will have ofrendas (offerings/altars) in their shop windows lit at night for the Day of the Dead-inspired event organized by SOL Community Famers Market Director Luli Velasco and her sisterin-law Melinda Velasco. Local artists will design and build their themed ofrendas between now and Oct. 30. Participating businesses include Flowers on Main, Athena Art Spa, Serpentine Studio, Violets are Blue, Lobos del Mar, Placerville art galleries and Arts & Culture El Dorado. “The mission of the Sugar Skull Art Walk is community building through the shared experience of honoring ancestors passed. Whether it be Indigenous lives, Black lives, first responders lives, youth, elders ... no matter, we honor community together,” Luli said. This year, Neilson Powless, who grew up riding the trails in the Sierra Nevada foothills with his family, rode for the first time in the world’s most prestigious cycling race. On Aug. 29 Powless joined 32 other debutants in a field of 176 riders on a trip of a lifetime from Nice to Paris. They would ride an average of five hours a day for 21 days, in wind and rain and beautiful sunny days, through small villages and into large cities, past historical sites and lovely pastoral scenes, climbing steep summits and descending at high speed. They would get two rest days. The journey would take them from the Maritime Alps across Provence country to the Pyrenees, along the Atlantic coast and back to eastern France through the Central Massif highland region, into the Alps near the Italian-Swiss border, north to the foothills of the Jura mountains. The final day of racing before the procession into Paris would be dedicated to the sole Time Trial of the Tour. Time trials are usually held on relatively flat terrain, but premier events often add a climb to even out the competition among different specialists. Stage 20 started in northeastern France in the city of Lure, elevation average 961 feet. The Time Trial ended with an ultra steep 3.66-mile ascent to the ski resort of La Planche des Belle Filles at 3,766 feet in the Vosges mountains, 22.37 miles total. On Sept. 20 Powless joined the field of 146 surviving road warriors for a 76-mile, three-hour cruise through the French countryside on a gently undulating road from Mantes la Jolie west of Paris to their final destination, the Arc de Triomphe in Paris.

A spectacular race

The 107th Tour de France was dominated by a dual between two Slovenian riders, friends off course, but fierce rivals in competitions. Primoz Roglic, 30, is on Team Jumbo Visma. Tadej Podachar, 21, is on UAE TeamEmirates. The chase started in Stage 7, with Roglic in second place and Podachar in 16th with 1 minute 25 seconds behind. By Stage 9, Roglic had taken first place and wore the yellow jersey to identify him as race leader. Roglic held onto the yellow jersey for the next 11 stages, with Podachar moving up to seventh place in Stage 9 and second place in Stage 13. Podachar remained in second place until the time trials, when he started 57 seconds behind Roglic. This time it was Podachar who had the power and as he crested the summit to the finish line he more than made up for the time deficit. This time it was Roglic who came in second, 59 seconds behind. Podachar won the 2020 Tour de

France and took the trifecta in the competition. In addition to winning the yellow jersey, he won the polka dot jersey for King of the Mountain and the white jersey for Best Young Rider. Sam Bennett broke Peter Sagan’s seven-year winning streak to take the green jersey for Best Sprinter. Powless, wearing bib No. 77 for EF ProCycling Team, came into the race with a reputation for being an all-around rider, a good climber and descender, a fast time trial racer, a smart and willing domestique (support rider) for team leaders Rigoberto Uran and Dani Martinez and a personable team member. He lived up to his reputation and more. After 90 hours and 23 minutes in the saddle, Powless completed his first Tour de France in 56th place overall among 146 finishers. His highest ranking came in Stage 6 on Sept. 3 when he finished fourth overall and celebrated his 24th birthday. He won 23rd place in the King of the Mountain competition. He was ninth Best Young Rider. Rigoberto Uran used Powless’ domestique talents to come in eighth in the Tour. With his help, Dani Martinez won Stage 13 and finished in 28th spot. EF Pro Cycling finished fourth in the team competition. Unexpectedly, Powless received the most attention for his breakaway artistry. During Stage 13 NBCSports television color commentator Bob Roll observed Powless “jumps out of the pack like a caged rabbit.” His teammate, Jens Keukeleire, called him “this year’s Breakaway King.” Sports news media referred to him as a “breakaway superstar.” Racing with a large group of riders in peloton formation shoulder to shoulder and wheel to wheel is dangerous. One slip on the road, one second of inattention and several riders can go down like dominoes. This happened to Powless in Stage 10 on an open road while traveling around 34 mph. He was inside one rider on the right when a cyclist in front knocked him to the deck, creating a multiple crash. Fortunately, his injuries were not serious. He was able to hold onto the medical car at 40 mph as the scrapes on his arms were being treated. He finished the race and got up the next day to continue. Finishing the Tour de France takes not only skill and strength, but luck. His accident didn’t put him out of the race. Powless had no mechanical problems, no tire punctures to cause precious loss of time. He did have a near miss on Stage 8 on a corner descending into a left-hand turn and traveled through the crowd on the grass, politely saying, “Excuse me,” as he regained the pavement. toddler. His father, Jack, was a triathlete and raced in Ironman competitions. His mother, Jeanette, called Jen, competed as a marathoner in the 1992 Olympics in Barcelona. Active athletes all their lives, both are now coaching a new generation. Jack and Jen introduced Neilson and his older sister, Shayna, to outdoor athletics. Both navigated naturally to endurance sports. Eventually, each settled on cycling. Shayna rides for American professional women’s team TWENTY20. The family lives in Roseville. Powless said there is a trail near their home that he could hop on and ride into the hills almost all year round. To pay for their children’s races, their bikes and equipment, their travel and other expenses, Jack and Jen asked their community for support and the response was positive, with fundraisers, donations and sponsorships. Erin Gorrell, co-owner of Folsom Bike in Folsom and El Dorado Hills, said Jack and Jen reached out to Folsom Bike for support. They are a great family, said Gorrell, and we were happy to help. Folsom Bike provided sponsorship and support. Neilson rode on their elite mountain bike team. “It’s a privilege to be part of his career,” she said. “He is humble, a team player. He’s been traveling to Europe since he was 15. He’s poised, wise, wellrounded.” Jack and Jen made sure their children became familiar with their Native American heritage. Neilson and Shayna are 25% Oneida, one of the five Iroquois Nation tribes and recognized as tribal members. They were able to spend time with family at the Oneida reservation near Green Bay, Wis. Neilson Powless visited with his grandfather, Matthew, who was a U.S. Army paratrooper and military boxing champion. As Powless became successful in cycling, his grandfather told him how proud he was and that his grandson was a warrior for pursuing his dreams. He is aware that he is a role model for young Native American people and welcomes the responsibility. By

pursuing his own dream, he hopes to encourage indigenous youth to set their own goals and chase them. Powless first major success came in the 2016 Amgen Tour of California, when he rode for the American AxeonHagens Berman Development team and finished ninth. He was also named SRAM Best Young Rider. That same year he won the hardest stage of the Tour de l’Avenir in France. In 2017 he won the U.S. national under-23 road title, and was 2nd in the pro championship. In 2017 he graduated from domestic racing to WorldTour status when he signed a two-year contract with Dutch team LottoNL-Jumbo, now Team Jumbo-Visma. He joined fellow young American rider Sepp Kuss. He rode in his first grand tour in 2019 at the Vuelta Espana, where he was recognized for his contributions to team leader Primoz Roglic. When EF Pro Cycling invited Powless to join their team in 2019 after watching his performance in the Vuelta, he accepted. He wanted to represent an American team on the WorldTour. EF Pro Cycling is a Universal Cycling International WorldTeam, which ranks it in the highest category in professional road racing.

The wrap

In a message posted on the team’s website after the race, Powless said, “I feel like I’m coming out of this Tour a much better rider than when I came in.” He spent 19 hours 13 minutes in breakaways, learning how to ride with some of the best riders in the world, and with some of the best riders chasing him. That was almost two hours longer than the next best time. “A lot of calories burned and a lot of energy used but I think that just being able to do that, racing aggressively just has accelerated my growth in these three weeks,” he added. The young boy who watched WorldTour riders racing around the Capitol building in Sacramento with his dad and was fired up to ride with them some day is now living his dream.
