“We had an amazing response,” said El Dorado Hills Community Services District Parks and Planning Director Tauni Fessler about the Bass Lake Regional Park community survey circulated in July and August. Distributed through the district e-newsletter and website, social media, school district networks and local sports leagues, the survey queried community members on their desires for the regional park. With 2,996 unique responses, the feedback was well in excess of the district’s expected 400-500 responses. Additionally, 1,084 responses indicated an interest in volunteering. Firefighters extinguished a well-involved attic fire that caused more than $250,000 in damage. No injuries were reported and the cause of the fire is under investigation.

A
rtist YAZ still calls El Dorado Hills home, despite moving to Los Angeles when she was 17. She said she loves heading up north to visit one of her favorite people, her grandmother — “Ga” as she is fondly known. “She is the most supportive person and loves me unconditionally,” YAZ shared. YAZ was 3 when her parents moved from Palo Alto to Shingle Springs, then down to El Dorado Hills, but she said she knew Los Angeles was where she wanted to be since she was just 7 years old. After attending William Brooks Elementary School, Rolling Hills Middle School and then Oak Ridge High School, she went to University of California, Los Angeles, where she earned an academic scholarship, initially deciding on psychiatry as her major. But she soon realized media would be the best way for her to get her message out about the importance of taking care of one’s mental health. “Everyone struggles with it at some time of their lives,” YAZ said. “People need to have a conversation. It’s more talked about now, but if I can use art to connect with people on a level to help them be liberated that’s what I hope to do.” It was while attending Oak Ridge and looking for something fun to do that YAZ got into social media. A fan of the show “Ru Paul Drag Race,” she began a Facebook Fan Group for one of the contestants and soon developed connections in
the entertainment world. Despite describing herself as “rather shy,” some of her inspiration has come from bold artists such as Lady Gaga, Madonna and Cher. Similarly, YAZ said she wants to use her platform to share a message. “What I have to say is important. I need to get in front of people.” She also said she found that in order to get her message out the way she wants it heard, she would need to be involved from start to finish. She became a producer as well as an artist and recently produced her first EP, “Eternity.” The sound takes the listener on a journey from death through afterlife, including judgement, heaven
and hell and finally the light and dark of eternity. Her cover art — the ouroboros — depicts that cycle of life. Her sound is described as “Armin van Buuren meets futuristic EBM,” according to the website, explaining that her sound” fuses together the heavy beats of dark industrial techno with melodic trance and futuristic synth to take the listener on a surrealistic journey of heaven, hell and everything in between.” The single “Judgement,” the website states, “is a heavy futuristic electro synth club banger with a beat that compels anyone listening to the dance floor.” Although the content is dark and heavy, YAZ
said she hopes listeners find it healing, especially in a time when the world as a whole is experiencing loss. “People have lost their sense of normality,” she said “Eternity” dropped globally Oct. 9 on all music platforms: Spotify, iTunes, Apple Music, YouTube and Amazon Music, Pandora and many others — with much success, according to public relations manager Erica Crum. that rolled into service this past May after being refurbished to suit the community’s needs — was struck by a vehicle while the engine was stopped at the intersection of South Shingle and Latrobe roads Oct. 4. “Firefighters immediately rendered care to the occupants of the other vehicle. One person was transported to the hospital,” Deputy Chief Michael Lilienthal told Village Life. “No firefighters were injured.” The California Highway Patrol is handling the investigation into the incident and at this time it’s unclear if Engine 91 will go back into service. Earlier this year the fire department spent about $100,000 on the engine purchased via the State Assistance for Fire Equipment Act to replace Latrobe’s other aging engine, which had mechanical issues. “Once we know the extent of the damage we will be able to decide what direction to go,” Lilienthal said. “A backup engine is in place at Station 91 to maintain our service to the community.” The fire engine purchase unanimously approved Thursday is for a Pierce Type1 Wildland Urban Interface Engine for the
not-to-exceed amount of $755,000. “I wish I could tell you the cost of fire engines are going down,” Fire Chief Maurice Johnson told the board. “They are not.” The new engine will replace a HME Westates Type 1 engine purchased in 2001. This old engine has nearly 85,000 miles on the odometer. The mileage and maintenance costs associated with its age make a new purchase necessary, according to Johnson. “Based on the most current financial analysis, the needs of the department, resource availability and response level, staff evaluated options that were available for the replacement of this apparatus. Staff designed a Type 1 WUI Engine that will be capable of meeting the needs of the department for years to come,” states a staff report submitted to the board. Director John Giraudo made the motion to purchase the new engine with Director Bobbi Bennett offering the second. Directors Tim White, Jim Hartley and Greg Durante joined fellow directors in approving the motion.

he El Dorado County Chamber of Commerce will continue the tradition of Highway 50 Holiday Trees 2020 in the face of the current pandemic. The brightly decorated trees along Highway 50 give much needed joy to our community and travelers. Now more than ever we need to keep that spirit alive. In order to minimize the risk of exposure in our community changes have been made in our application process including tree decorating/cleanup days. We appreciate your cooperation and patience through this new process. What you need to know: 1. All applications must be submitted online between October 15th – October 29. No applications will be accepted in person. (Stay tuned for the link to our applications). 2. Applications will be drawn through a randomized system on November 2nd. 3. All applicants chosen through the randomized drawing will be notified by email by November 6th. 4. There will be a list of back-up applicants chosen through the same randomized process. acquaintances who told her why their candidate — Barack Obama or John McCain — should be president. Their stories were personal, formed by experiences they had as children and growing up. Samrick calls these “political shaping stories.” Drawing on her skills as a high school English teacher, Samrick created an interview format where her subjects could talk comfortably. She put out a call on Facebook seeking people who are passionate about their political beliefs no matter what they are and willing to be interviewed about what experiences in their lives shaped their political stances. She received responses from all over the country. Samrick selected 16 and conducted telephone interviews with each. They live in communities throughout the United States and come from a variety of backgrounds. Their ages range from 22 to 97. Some identify as partisan: Democrat, Republican, Independent, Libertarian. The rest describe their orientations: Centrist, Progressive, Conservative. Four interviewees were born in other countries. They experienced life under communist, socialist and federal republic governments. Each arrived at a different political viewpoint. Common influences shaped the interviewees’ politics — families that openly talked about politics or were politically active, cultural backgrounds, travel, world events, military service, communities where they lived, economic cycles, who was president when, health and environmental problems. Their shaping stories developed over a lifetime of experiences and observations. They do not think the United States is perfect, but believe it has a better form of government than any other they know. Each has different ideas about how to make it better. As Samrick so skillfully demonstrates

Comparing them to the stories in this book, they may find a kindred spirit or have new insight into an opposing view. At a minimum, they will see the complexity behind the one-dimensional labels.

Most recently, the dedication of Parker Development’s 12.5-acre Village J Lot H was finalized in August. Survey results specified walking trails as the most desired feature, followed closely by a natural playground, picnic shelters and shade, a kayak launch site via floating pier and mountain bike trails. Pleased survey responses support most of the planned park concepts, Fessler admitted to the necessity of compromise. “We are planning on a multi-use, wider trail for bikes and pedestrians.
We want to make sure we are including as many activities as possible,” she assured, although a traditional mountain bike trail with jumps and other features has not been incorporated. “I don’t see that happening.” EDHCSD Board of Directors Vice President Noelle Mattock said she is also concerned with trail use. “One of the big things in our master plan is connectivity and multiuse trails,” she said. “I don’t want to set us up for another issue such as we have had with New York Creek trail.” A disc golf course, mentioned in 186 out of 790 comments received, was another feature that has garnered some attention but was tentatively removed from designs. “People want it but we’ve got one, two or three miles away in

The habitat preservation and ability for us to have education that doesn’t include active things like disc golf is so critically important. We go down that path one time and it’s forever lost.” CSD General Manager Kevin Loewen mentioned other competing uses in the park such as dogs vs. lake and waterfowl and sports fields vs. open space. “It’s going to be many things for much of the community but it can’t be everything for everyone and that’s the pragmatic part of it,” he said. “Hopefully people will understand that.” The current park concept amenities include a 2,500-square-foot museum and outdoor education center, interpretive signs nature trails, adventure inclusive playgrounds, bocce ball courts, sand volleyball courts and a dog park. Three lighted, multi-use sports fields are planned — one synthetic and two grass fields. A dock and boat ramp for kayaks or paddle boards (no motorized watercraft) and an 8,500-square-foot event center was added through the design process. California Environmental Quality Act and traffic studies are in progress and environmental reports should be concluded in November for public review. The school of life
M
y 14-year-old daughter may have started high school in August, but she has barely seen, in person, what high school is like. (Hybrid, in-person classes recently started in the El Dorado Union High School District.) Earlier this month she and I were watching a video that a former high school classmate of mine had posted to our Facebook reunion page. It was a 40-minute long, wobbly shot, funny reminder of a typical day at my high school 30 years ago. It showed ratted bangs and mullets, kids cramming hallways and personal space in a decades-beforeCOVID world. Those were the things I noticed, but my daughter saw it differently. “Wow, mom, kids were really mature looking back then,” she said. I had to laugh when I remembered how my older two kids both came home from their first day of high school two and four years ago with the same surprise: There were guys with beards, dangling their own car keys in class! After the first week of virtual learning in August my daughter closed her laptop and declared, “High school is going pretty well so far.” It broke my heart a little. Little does she know, I thought. Now she’s really going to see what high school is like, even if only half the students are there at the same time. This will become her new normal, just like my 2020 high school graduate’s first year of college is becoming his. My son is in his second month of college out of state. I’ve noticed how our calls are less about academics and highlight almost entirely what I see he’s learning about life. On our drive out to Utah in August he was sentimental and I saw him as the little boy we took to kindergarten not so many years ago. We had a full day to talk during that drive, which led to little details like how he planned to get to his classes and what he would do to make sure he got up
in time for them. “I wonder if my roommate has an alarm clock,” he seriously mused, to my amusement. The learning kept coming. Within a few days he sent an exclamatory, “I didn’t know the whole town shuts down on Sundays!” One of his first math problems was assigned by him — how to best stretch his dorm food dollars. After complaining he had been walking “22,000 steps” a day, he figured out where to get an inexpensive bike. Seeing other college parents share online that their freshmen are struggling with isolation, I asked him about this. He said he could understand. All social events that were usually set for freshmen were canceled, even football was canceled, which is a top reason why he chose the school. Much of his first two months have been spent figuring out how to stay connected in a new place, during a pandemic, but he’s finding new meaning in “groups of 10 or less” and more. Some things with school and being a teenager remain the same even if they look different in 2020. Embarrassing moments can still happen over Zoom. Fashion choices may extend to which mask to wear. I read something at the start of the pandemic that explained how parents might view their kids’ 2020 milestones and new experiences in a not-so-dismal light. The writer compared it to a baby on Christmas morning. As parents we have it set in our minds how certain experiences will look, just like we expect a baby to rip open a Christmas present to get to the toy inside. But those memories come from our experiences. Instead of getting to the toy inside, the baby might be content to just play with the ribbon on the gift. Our kids are charting their own new courses. They might not look like we remember them, especially in this temporary pandemic world, but the experiences and hopefully the lifelong learning are theirs. He initiated and chaired the effort to incorporate El Dorado Hills to gain local control over development growth and led the effort to prevent the rezoning of the EDH Executive Golf Course, which included his proposal for Measure E that resulted in 91% voter support to keep site undeveloped. John, a 45-year El Dorado Hills resident, was an engineering director and senior program manager at Aerojet General, served 33 years on the El Dorado Hills Water District (fire department) Board and represented District I on the county Parks Commission. As supervisor, he currently sits on 12 committees representing El Dorado County and is tirelessly visible at events and meetings around our community. Sita Burgess is a fresh voice for the EDHCSD Board of Directors EDITOR: e are 15-year residents of El Dorado Hills, living five years now in the Ridgeview area. Seven months ago we began to experience our local park in a way that we never had before: overuse of the park with up to 200 people gathering in the evening, sports activities that were never intended for this size of park — at times “taking over” the park — parking and noise issues, after-hours use by groups of youth and young adults until late in the night, sometimes confrontational and involved in criminal activity. All of this quickly downgraded the quality of life for families in this area. At the same time negative issues increased at nearby “Heaven,” off Beatty Drive, with over 300 trespassers into the undeveloped area on a given evening. Neighbors became alarmed and safety issues came to the fore. Sita Burgess spearheaded and organized a coalition of neighbors concerned about the park issues and the negative activities of trespassers to nearby undeveloped and vacant properties into the late evening and night. With Sita’s leadership, the coalition is making headway with the EDH Community Services District. In addition she has been able to widen the stakeholders with involvement of the sheriff and fire departments, county Department of Transportation, California Highway Patrol, homeowners association and land developers. While the work continues and hopeful solutions are on the horizon, Sita Burgess has proven leadership skills that will assist the EDH Community Services District in a fresh and clearer focus of neighborhood needs, use of park facilities, increased youth, adult and senior programs, planning and design review including full support of open spaces, as well as full implementation of CCRs. Most importantly, she will listen to and engage our community in order to fully realize with transparency the CSD mission: “Enhance the quality of life for El Dorado Hills residents through innovative and responsible leadership ….” Vote for Sita Burgess. Located along Saratoga Way between the El Dorado Hills Boulevard and East Bidwell Street exits alongside Highway 50, the homes are minutes away from shopping, dining and entertainment in both Folsom’s Palladio and El Dorado Hills Town Center. Folsom Lake, Tahoe, downtown Sacramento and local wine country are all easily accessed. The 120-acre development is still in early stages, but lots are selling quickly. The floor plan designs are efficient; gone is the traditional living room. Great rooms with kitchen, dining and living spaces flow together for relaxed family gatherings or entertaining. Larger designs allow options for adding on a den or bedroom. Relatively modest but spacious, the Alder Collection homes range from a three-bedroom, 2.5-bath, 2,296-squarefoot model to a four- or five-bedroom, three-bath, 2,637-square-foot model — all two stories with two-car garages. The smallest model, a single-story with three bedroom and three baths in less than 2,000 square feet is already sold out. A total of 127 homes are slated for this collection.
The Manzanita Collection offers a larger footprint, all with four bedrooms, 2.5 to 3.5 baths and three-car garages. Selections range from a 2,296-squarefoot model to a 3,367-square-foot model and 128 homes are planned. The final phase, the 55-home Ponderosa Collection, is not yet open for sales. Saratoga Estates plans include several multi-use parks and a trail network connecting residents to easy recreational opportunities. A $115 per month homeowners association fee goes toward maintenance of private streets, gates, parks, open space, drainage basins, monument signs and CC&R enforcement but will fall to $99 per month once the development is completed. In addition, Community Services District yearly special assessment fees of $273 support maintenance of public streets, parks, open space and medians. “Full build-out is probably five to seven years,” said Elliott Homes Marketing Coordinator Heather Hoffman. She describes the target market for the estates as growing families and soonto-be or retired buyers making their final home purchase. “Sales are going strong,” Hoffman said. “We are nearly through the first release of Alder with only two months of sales and just getting started with Manzanita but off to a strong start.”

If a space problem can be solved with a $50,000 room addition, that’s likely less expensive than incurring the costs of selling and buying. Remodeling projects can be challenging and costly. Typically there are substantial cost overruns when remodeling and living through a home remodel will be stressful. Before deciding on the remodeling option I suggest you revisit a 1986 movie called “The Money Pit,” starring Tom Hanks and Shelly Long. Any architectural change should be consistent with the neighborhood and when completed, the home’s value should not exceed 25% over the neighborhood median selling price. Don’t end up with an $800,000 home in a $500,000 neighborhood. Don’t list a home simply because it requires extensive repairs. When the roof leaks, the wood siding is bug-infested and the deck is leaning, don’t call your agent. Call a contractor. Once repaired, if the home still doesn’t meet your lifestyle requirements, call your agent. Downsizing to a smaller home is often a reason given by seniors and retirees for selling and buying another home. That may work if moving to a location where home prices are much less but not in El Dorado County. Our county has very few affordable homes suitable for seniors and retirees not wanting to take on additional debt. Generally, listing and leaving is better than staying and remodeling. Usually, a one-or two-room addition doesn’t solve space issues and remodeling one or two rooms highlights the dated design of other rooms. California Assoc. of Realtors News release LOS ANGELES — Low mortgage interest rates and pent-up demand from a desire for homeownership will bolster California home sales in 2021, but economic uncertainty caused by the coronavirus pandemic and continued supply shortage will limit sales growth, according to a housing and economic forecast recently released by the California Association of Realtors. The baseline scenario of CAR’s “2021 California Housing Market Forecast” sees a modest increase in existing single-family home sales of 3.3% next year to reach 392,510 units, up from the projected 2020 sales figure of 380,060. The 2020 figure is 4.5% lower compared with the pace of 397,960 homes sold in 2019. The California median home price is forecast to edge up 1.3% to $648,760 in 2021, following a projected 8.1% increase to $640,330 in 2020 from $592,450 in 2019. “An extremely favorable lending environment and a strong interest in homeownership will continue to motivate financially eligible buyers to enter the market,” said CAR President Jeanne Radsick, a second-generation Realtor from Bakersfield. “While the economy is expected to improve and interest rates will stay near historical lows, housing supply constraints will continue to be an issue next year and may put a cap on sales growth in 2021.” CAR’s forecast projects growth in the U.S. gross domestic product of 4.2% in 2021, after a projected loss of 5% in 2020. With California’s 2021 non-farm job growth rate at 0.5%, up from a projected loss of 12.7% in 2020, the state’s unemployment rate will
