A free, one-hour virtual workshop to help Medicare recipients understand drug plans and Medicare Advantage plans that will be available in El Dorado County in 2024 is scheduled 9-10 a.m. Tuesday, Oct. 24. The workshop is open to the public and will be held via Zoom. A one-hour question and answer period will follow the workshop. The workshop is presented by the non-profit El Dorado County Health Insurance Counseling and Advocacy Program. The workshop will help Medicare enrollees prepare for Medicare open enrollment, Oct. 15 through Dec. 7, 2023. The enrollment period is one of the few times Medicare beneficiaries can change, enroll into, or dis-enroll from a Medicare Part D drug plan or a Medicare Advantage Plan. If switching plans, enrollment in the new plan will take effect Jan. 1, 2024. “In 2024 there will be 23 Medicare Part D drug plans and 14 Medicare Advantage Part C plans available in El Dorado County,” said Rhoda Slagle, regional coordinator for the El Dorado County HICAP. “The workshop will focus on Medicare options available to El Dorado County residents.” No registration is required to attend the workshop. Individuals may access the online workshop at HICAPservices. net/events. The workshop will be offered as a webinar with slides, as well as audio-only by telephone (long distance rates might apply). To access via telephone, call (669) 900-6833 and enter meeting code 861-2526-8130 and passcode 551690. After the workshop, a recording of it will be available at HICAPservices.net/events.

SERVE F L A V O R F U L,
SUSTAINABLE SEAFOOD
W
FAMILY FEATURES
hether seafood night at your house means sauteed shrimp, baked fish or anything in between, it’s an exciting excuse to bring the family together for favorite meals. Delicious recipes abound when seafood is on the menu. However, this is no longer your grandparents’ seafood. Today, more than half of all seafood consumed in the U.S. is farm-raised – a practice known as aquaculture. While the industry has made strides throughout the last few decades, from increasingly sustainable farming practices to technological advancements that can help feed a growing population, not all farmed seafood is equal and neither are the certifications you see on its packaging. For more than a decade, the global nonprofit Aquaculture Stewardship Council (ASC) has created and enforced the world’s strictest standards for farmed seafood. Its sea green ASC certification label is only found on farmed seafood that meets these high standards – helping seafood shoppers make informed purchasing decisions. It’s a movement some of the nation’s leading seafood grocers and chefs are getting behind. “About 2/3 of our seafood offerings are raised on farms, which reflects both growing supply and demand,” said Abe Ng, CEO of the Sushi Maki restaurant chain and market stations. “There’s
12
a much broader customer understanding and appreciation of aquaculture than, say, 10 years ago. However, not all farmed seafood is equal in terms of quality, environmental sustainability and social responsibility.” A unique combination of standards help ensure supply chain integrity from the farm to the store while protecting the environment, workers and communities. ASC’s sea green label only appears on seafood from farms that have been independently assessed and certified as environmentally and socially responsible. “Whether your seafood is wild-caught or farmed, what matters to today’s shoppers is that it’s high-quality, flavorful and was fished or farmed in a responsible way that’s good for you and the planet,” said Roger O’Brien, president and CEO of the Santa Monica Seafood market and cafe. “Farm-raised seafood that’s been responsibly certified by the ASC delivers on the assurance that the seafood you’re buying is what it claims to be, which is a key commitment we make to our customers.” With a trusted certification like the ASC, you can confidently enjoy make-at-home recipes like Honey Mustard Crunch Salmon, Blackened Shrimp Tacos with Creole Remoulade Slaw and Almond Stuffed Rainbow Trout without sacrificing taste or sustainability. To find more certification information and discover family-friendly seafood recipes, visit SeaGreenBeGreen.org.

Rinse steelhead trout fillets and pat dry with paper towel. Line baking pan with parchment paper and spray with nonstick cooking spray. Mix almonds, lemon zest, lemon juice, chives, breadcrumbs and parsley. Season with salt and pepper, to taste. Add beaten egg to breadcrumb mixture and stir until well incorporated. Lay first trout fillet skin side down on baking pan. Place twine pieces underneath fish, spacing 1 1/2 inches apart; leave untied. Place breading mixture over trout fillet and remaining trout fillet on top of breadcrumb mixture, skin side up. Secure trout fillets together using kitchen twine. Brush olive oil on trout and sprinkle with salt and pepper, to taste. Bake 15-20 minutes, or until fish is cooked through. Slice into portions to serve.
Tacos: 6 small corn tortillas 1 tablespoon Cajun seasoning 1/2 pound peeled and deveined ASCcertified shrimp, thawed 3 green onions, sliced fresh salsa or pico de gallo (optional) 1 lime, sliced (optional) To make coleslaw: In bowl, mix mayonnaise, capers, mustard, parsley, horseradish, red onion and Cajun seasoning. Mix coleslaw and about 3/4 of dressing. Stir until coated then add more dressing, if desired. Refrigerate coleslaw until ready to serve. To make tacos: Heat grill to medium heat. Once hot, toast tortillas on each side until browned on edges. Stack toasted tortillas on plate and cover with towel until ready to serve. Pour Cajun seasoning over shrimp and stir until shrimp are coated. Cook shrimp 3-5 minutes per side, or until shrimp are firm and Cajun seasoning is blackened. Remove shrimp from grill to prevent overcooking. To serve, place about 1/4 cup coleslaw in each tortilla then top with 3-5 shrimp and green onions. Top with salsa or pico de gallo, if desired. Squeeze wedge of fresh lime over top, if desired.

California Outdoors Q&A transitions to new license years. Because auto-renewal is a pilot program, it’s limited to sport fishing items. Hunting licenses, commercial fishing licenses, falconry licenses etc., are not yet included. All the information you’ll need on this option is available under the auto-renewal section of the Online License Sales Frequently Asked Questions webpage.
Water for wildlife
Fishing licenses Q: Do I understand it’s possible to renew my fishing license automatically? A: Yes, that’s possible through the California Department of Fish and Wildlife auto-renewal program, which allows customers to authorize CDFW to automatically charge their credit card for annual sport fishing licenses, report cards and validations prior to their expiration dates. This convenient option means that anglers no longer need to worry about lapses in licensure occurring during

Q: With the drought being over is it less urgent or necessary to provide water guzzlers to Desert Bighorn Sheep? A: Even though California experienced substantial rainfall and runoff in 2023, southern California’s Sonoran Desert still received below-average precipitation. For more than 40 years, CDFW and volunteer groups like the Society for the Conservation of Bighorn Sheep and Desert Wildlife Unlimited, have assisted desert-roaming wildlife with ensuring water is available to desert wildlife by maintaining wildlife water developments, also known as guzzlers. These large tanks are designed to refill on their own with rainfall that’s collected and then stored for drinking during hot and dry summer months. Because desert water supplies are always a challenge, CDFW and its partners work with land management agencies to explore improvements to the WWD system. Those improvements would increase the capacity and collection efficiency of the tanks and rain

collection system. While bighorn sheep are the largest consumers of desert water systems, golden eagles, badgers, bobcats and mountain lions also benefit. Dozens of WWDs are in use in both the Sonoran and Mojave deserts, as natural water sources have become increasingly unreliable due to drought and climate change.
Bullfrog hunting
question directly, regulations do not authorize take of bullfrogs or any other amphibian by air rifle. CCR, section 5.05(e)(1) defines methods of take for amphibians: Amphibians may be taken only by hand, hand-held dip net or hook and line, except bullfrogs may also be taken by lights, spears, gigs, grabs, paddles, bow and arrow or fishing tackle. FYI, pursuant to CCR Section 5.05(b)(23) and Section 5.05(d), there is no limit on the take of American bullfrogs and they may be taken at any time, day or night.
Call before consuming tags
Q: Can Bullfrogs be taken with an air rifle? The California Code of Regulations specifies no firearm can be used to take any aquatic creatures but doesn’t specifically spell out air rifles. A: The take of bullfrogs is regulated in two primary sections of the California Code of Regulations. To begin by answering your
Q: I harvested an animal with a tag on its ear that reads “call before consuming.” What should I do? A: Those tags are placed on deer, bear, pronghorn, elk and bighorn sheep that have been treated with a drug by CDFW and have the potential to be harvested. Drugs may leave residues in the animal’s system that make it unsafe for human consumption for a given period of time. Eventually the drugs are metabolized by the animal. The time between use of a drug and when it is no longer in the animal’s system is called the withdrawal period. If hunters harvest an animal with a “call before consuming” tag, they should call the phone number listed, (916) 358-2790, prior to consuming any part of a carcass to confirm that it was outside of the withdrawal period. CDFW avoids using drugs in game species close to the hunt season but occasionally the need for chemical immobilization during this time does occur. Calling the CDFW number also helps us better understand the fate of an animal that may be part of a study.

MEALTIME TANTRUMS
T
Mealtime can cause an uproar in a barn full of horses. Try these tips for some bring peace and quiet.
he nickers of an eager horse at feeding time can warm your heart, but the incessant clatter of a horse kicking his stall door demanding dinner can wear on your patience and be hard on your stall door, walls and floors. Your first instinct may to be yell at a horse to knock it off, but the behavior is a manifestation of food-related anxiety that’s better addressed with management changes than with reprimands. One solution is to divide the horse’s ration into several smaller meals delivered throughout the day; four or more is ideal. Such a schedule limits any hunger and anticipation that may build up between bigger, less frequent meals. If you can’t space out your horse’s meals, try feeding the loudest horse first. Don’t worry: This isn’t reinforcing the behavior. He’s not going to learn to be quiet if he’s the last one fed, only that he has to bang his door longer to get food to appear. Try feeding him first, before the banging begins, even if it’s just a quick handful until you deliver the rest of the ration. If two horses in adjacent stalls regularly paw and squeal at each other, try separating them for a few meals or even isolating them. Some horses feel more secure when they can dine privately.
