Dear Annie: I just found out tonight Dear Annie: My wife’s brother-in-law, that my brother’s second-oldest adult son “Mike,” is the family character, always passed away today. My brother’s oldest son quick with a quip, just a fun-loving guy, passed three years ago. My brother has been estranged from seemingly without a care the family for a long in the world. He has a time — since he was in few flaws, which are Vietnam. I believe Mike needs to legitimate. No one has the right to tell you be pulled aside and confronted directly, how to feel, and you just found out that telling him exactly what he is doing that your nephew died. That is very sad, and makes my wife uncomfortable, making sure he understands he is crossing the line with her and his physical displays of affection need to stop. Your thoughts on how we should best address this situation would be appreciated. We look forward to your response. — At a Loss with the Loveable Lush Dear At a Loss: Is it possible that Mike’s intensifying inappropriate behavior toward your wife coincides with an intensifying drinking problem? Alcoholism is a progressive disease, and you never know what might be going on behind closed doors. Your wife could open a dialogue (upside down) with her sister: ask how things have been at home, gently and nonjudgmentally express concern about Mike’s drinking. Sudoku 1 Sudoku 2 That’s one place to start. Additionally, see if your wife would be OK with your trying to stop his unwanted advances before they start — such as by warmly walking him to the door while making chitchat, before he can begin making his way to her for a goodnight kiss. And continue to check in with her about how she’s feeling. Over time, she may grow more open to the idea of your speaking up. ——— PUBLIC NOTICE Dear Annie: My boyfriend and NOTICE OF PUBLIC AUCTION BEGINNING ON OCTOBER 23, 2020 I have been together nine years. City of Davis Notice of Public Hearing
The City of Davis City Council will conduct a public hearing on the project application, as described below, at a meeting beginning at a meeting beginning at 7:00 p.m. on Wednesday, October 6, 2020 in the Community Chambers, City Offices, 23 Russell Boulevard, Davis, California. In accordance with Executive Order N-33-20 and N-29-20, this meeting may be conducted electronically or by teleconference, without a physical location from which members of the public may observe and offer public comment. The Zoom meeting link can be found on the electronically posted agenda on the City of Davis website. Information on how to observe the meeting and offer public comment electronically or telephonically will be included in the meeting agenda. Please contact the City Clerk’s Office or Department of Community Development and Sustainability for the approximate time this item will be heard. Project Name: Plaza 2555 Apartments Project Location: 2555 Research Park Drive APNs: 069-530-030 and 069-530-031
File Number: Planning Application (PA) #17-17: General Plan Amendment#1-17, South Davis Specific Plan Amendment (SPA) #1-17, Rezoning and Preliminary Planned Development #1-17, and Development Agreement (DA #3-18) including an Affordable Housing Plan #1-17 Applicant: Blue Bus, Limited Partnership, C/o Richard Harris P. O. Box 4400, Davis, CA 95617 Owner:
John Ott, P. O. Box 4400, Davis, CA 95617
Project Description: The proposed project requests approval of General Plan and Specific Plan amendments, rezoning, affordable housing plan and development agreement (DA) to accommodate the Plaza 2555 apartment project. The proposal is to allow the construction of up to 200 apartment units on approximately 6.34 acres, and provide approximately 1-acre land contribution that could be deeded to Yolo Crisis Nursery (YCN). According to the applicant, contributing “land to the YCN supports the community’s social services safety net for very low-income families, enabling children to remain safe and supporting their families through crisis.” The projected unit mix for the proposed project is featured in the table below. The precise unit mix will not be confirmed until the applicant submits Final Planned Development and Design Review applications, if the current entitlement applications are approved by the City Council. Table 1: Plaza 2555 Proposed Unit Distribution Unit Type by Bedrooms % of All Units # of Units # of Bedrooms Micro unit 2.5% 5 5 One bedroom 2.5% 5 5 Two bedroom 40% 81 162 Three bedroom 55% 109 327 Total Units: 100% 200 499
Further the applicant states: “The Plaza 2555 project proposes a mix of affordable housing elements -- on-site affordable housing and a land contribution to the Yolo Crisis Nursery that addresses a particular unmet housing need within the City of Davis (“City”); meets the affordability requirements for a Sustainable Communities Project (“SCP”) under Public Resources Code section 21155.1(c); and respects the neighborhood context. Because this project would be entirely privately funded, the components of the affordable housing plan can be both straightforward and flexible.
There are two components of the revised Plaza 2555 Affordable Housing Plan: on-site affordable rental units and a land contribution to the Yolo Crisis Nursery, as described more fully below.
1.) On-Site Affordable Rental Units for Very Low Income (Sustainable Communities Project).
Consistent with Public Resources Code Chapter 4.2, 21155.1, Section (c)(1), Plaza 2555 will include 5% of the rental units to be rented at an affordable rent to very low income households, which is defined by the statute as those households with a gross income of no more than 50% of the Area Median Income (“AMI”), adjusted for household size appropriate for the unit. Yolo County will be used as the “area” for calculation of applicable AMI.
With the proposed project of 200 units, Plaza 2555 would provide 10 units that are affordable to very low-income households. Half of these are proposed to be micro units and half of them would be 1-bedroom units. At current standards, the rent for such units would be 30% of the income for a household earning 50% of the AMI. …” 2.) Approximately 1-acre Land Contribution to Yolo Crisis Nursery (YCN).
In addition, Plaza 2555 also proposes to contribute approximately one (1) acre of land to the Yolo Crisis Nursery (“YCN”) for the purpose of YCN creating a new, larger YCN facility that will better meet the needs of families in Yolo County. …”
On September 21, 2020, the Social Services Commission provided advisory input to the City Council, which included revisions to the above-described affordable housing plan.
Environmental Determination: Staff and the Planning Commission have determined that the project is statutorily exempt from the California Environmental Quality Act (“CEQA”) pursuant to Public Resources Code (“PRC”) Sections 21155.1(Transit Priority Project). Therefore, the project is exempt from the California Environmental Quality Act (CEQA).
Availability of Documents: The project application file is available for review at the Department of Community Development and Sustainability, 23 Russell Boulevard, Suite 2, Davis, California, 95616. Staff reports for the public hearing are generally available five (5) days prior to the hearing date and may be available by contacting the project planner. . Again, the Zoom meeting link can be found on the electronically posted agenda on the City of Davis website. The City Council staff reports and agenda are available through the City’s website at: https://www.cityofdavis.org/city-hall/city-council/city-councilmeetings/agendas.
Public Comments: All interested parties are invited to attend the meeting or send written comments to the project planner at: City of Davis, Department of Community Development and Sustainability, c/o Ike Njoku, Project Planner & Historical Resources Manager, 23 Russell Boulevard, Suite 2, Davis, California, 95616; or via email at: injoku@cityofdavis. org. To ensure comments will be distributed, comments are requested to be provided no later than 12:00 noon the date of the meeting. For questions, please call the project planner at (530) 757-5610 x 7230.
