Fire risk forces California forests to close n Emergency closes campgrounds

Labor Day evening Democrat staff With wildland fires erupting throughout the state, National Forest officials on Monday announced an emergency closure of campgrounds and day use areas in the forest. The El Dorado Irrigation District has closed its Silver Lake West campground until further notice and is no longer taking reservations at Sly Park Recreation Area until further notice, according to a spokesman with EID. Red flag fire restrictions are in place at all EID recreation locations; no open fires are permitted. The Eldorado National Forest is one of five forests where recreation sites have been shut down in Northern California. All ignition sources on National Forest lands (campfires, gas stoves, etc.)

are also prohibited. Camping in wilderness areas and within 500 feet of the Pacific Crest Trail is allowed, as is hiking, but some trailhead parking areas will not be accessible. Cabin owners are permitted to use cabins. The emergency closure went into effect Monday at 5 p.m. after many Labor Day weekend campers had already vacated campsites; those who remained were asked to leave. Other Northern California forests affected include the Lake Tahoe Basin Management Unit, Lassen National Forest, Plumas National Forest and Tahoe National Forest. “These are extreme circumstances,” said Forest Supervisor Jeff Marsolais. “We have a red flag wind event in the forecast with vegetation conditions that are as flammable as they were during the 2014 King Fire. That fire ran 15 miles and burned over 50,000 acres in a single day. (Firefighting) resources will be scarce with so many other large wildfires in California right now.”

The temporary closures of developed campgrounds and recreation sites plus the prohibition of dispersed camping and the temporary fire ban on all campfires regardless of ignition source or location, will be reevaluated as conditions change, states an Eldorado National Forest press release. More than 25,000 PG&E customers in El Dorado County lost power early Tuesday morning after the utility cut their electricity in the face of high temperatures, low humidity and predictions of gusty winds. Of the 25,430 customers impacted by the power shutdown, most were in Camino, Cool, Garden Valley, Georgetown, Greenwood, Grizzly Flat, Kelsey, Kyburz, Mt. Aukum, Pacific House, Placerville, Pollock Pines, Somerset and Twin Bridges. Bader pleads not guilty a sweet goodbye to ‘a good old guy’ Dawn Hodson Staff writer

Longtime Shingle Springs veterinarian Dr. Dean Bader, charged with animal cruelty and failure to report animal abuse after 300 animals were removed in May 2019 from a property rented by Alma and Charel Winston, entered a plea of not guilty Friday in El Dorado County Superior Court. The Deputy District Attorney for the case maintains that Bader was the veterinarian of record for the Winstons and a search of their home in 2019 found prescriptions for different animals that were being treated by Bader. Bader’s attorney Dain Weiner argues the veterinarian was last on the property two years prior to a search warrant being served to the two women. Bader is scheduled to be back in court Oct. 16 at 9 a.m. for further proceedings and to set a trial date. The Winstons later admitted to five counts of felony animal cruelty and were given five years of probation and required to pay restitution for the treatment, care and feeding of the animals impounded by El Dorado County Animal Services last May.

March 8, 1929-Aug. 30, 2020

Edna Demers, born in Cloquet, Minn., on March 8, 1929, passed away peacefully from natural causes at her home in El Dorado Hills, Calif., at the age of 91. Edna is survived by her daughter Sandy Blakeman, sonin-law Riley, daughter-in-law Emma and grandchildren Bill (Casey), Shannon Pringle (Brian), Steve (Ruth), Joe (Ginger) and 10 great-grandchildren. She is preceded in death by her husband Ernie and son Bob. Edna enjoyed playing cards and bingo as well as traveling with her friends and family. She was actively involved in the Cameron Park Newcomers Club for more than 20 years and was a proud breast cancer survivor who loved life and will be greatly missed.

Elaine Mary Tompkins

Elaine, a 40-year resident of El Dorado County, passed away peacefully at her home. She was a beloved wife, mother and grandmother. Born in Los Angeles, Elaine attended high school in El Monte and worked for the FBI after graduation. She also worked many years as an instructional aide in elementary schools in Southern California. Elaine and her family moved to Placerville in 1980. She was well known in the county for her work of 36 years at Kmart. She was an avid reader and supporter of the public library. She is survived by her husband of 54 years, Carl, her son Christopher, her daughter Tracie and her granddaughter Emily. A celebration of life will be held with her family at a later date.

County’s unfunded obligation to CalPERS exceeds $402 million News release Auditor-Controller Joe Harn wrote the El Dorado County Board of Supervisors last week to inform them the county’s unfunded obligation to CalPERS now exceeds $402 million. “The most recent report of our financial position with CalPERS is as of June 30, 2019. During the year ending June 30, 2019, CalPERS investment earnings were lower than projected and accordingly our unfunded obligation increased by $14 million since our last CalPERS actuarial report,” Harn said. “Further, in 2019 CalPERS changed its funding policy to require counties to pay down their unfunded obligation from 30 years to 20 years,” continued Harn. “This will require the county to make dramatically higher payments to CalPERS effective in 2021. Balancing the county’s budget and providing critical public safety and road maintenance services will become much tougher in the future because of our unfunded obligation to CalPERS.” In 1999, in order to pay back public employee unions for campaign

contributions, then Gov. Gray Davis and a super majority of the state Legislature passed Senate Bill 400, which allowed the state, counties, cities and special districts in California to offer employees drastically enhanced retirement benefits retroactively. Then state Assemblyman Tom McClintock voted against the bill because he said the benefits were unaffordable and the numbers didn’t make sense. At the time McClintock stated the cost projections for the enhanced pension benefits were based on “wildly unrealistic predictions of CalPERS future performance.” McClintock was right, according to Harn. “CalPERS gave the county ridiculously low cost estimates in 1999. CalPERS projected the retroactive application of dramatically enhanced retirement benefits would not increase the cost to the county for the next 11 years,” the auditor said. Oak Hill earns ‘Firewise Community’ designation Dawn Hodson Staff writer After just a short one and a half year the Oak Hill Area Fire Safe Council has earned the designation of being a Firewise Community. This much sought after national recognition, sponsored by the National Fire Protection Association and U.S. Forest Service, means those residents of the council who are insured by the California FAIR Plan, USAA and, possibly, other insurance carriers, are now eligible for a 5% discount in their yearly premium. It also means the council has a comprehensive plan in place to prevent losses from a wildfire. The area includes Pleasant Valley Road between Cedar Ravine Road and Big Cut Road, including feeder roads along Hanks Exchange, Oak Hill and Zandonella. Linda Azevedo, founding chair of the council, said, “The hard work of all our volunteers in trying to make our community more resilient to wildfire has been simply amazing.” New plans for the Oak Hill Area Fire Safe Council include fundraising and organizing an annual

debris/trash collection and wildfire education event for 2021. A cornerstone for the council is a web page, oakhillfiresafe.org, that is geared specifically to the fire safety of Sierra foothill residents. Rather than sending people to existing sites, the Oak Hill Area Fire Safe Council has synthesized available information and made it specific to the rural El

Dorado County area. The website includes maps of fire risk within the area and maps showing all roads, which is helpful in planning evacuation routes. The site also has detailed information on creating an evacuation plan, putting together a “go bag,” pruning vegetation for defensible space and n

Semi-secret ‘trailer bills’ pop up

C

onceptually, writing legislation to implement the annual state budget makes perfect sense. In practice, so-called “trailer bills” have become vehicles to semi-secretly do things that might otherwise be difficult to do — Dan Walters often with little or no relationship to the budget. They are drafted behind closed doors and quickly enacted with minimal exposure to the public, the press and those affected by their provisions. Before the Legislature adjourned for the year an array of 11th-hour trailer bills popped up with major policy decrees buried in hundreds of pages of dense legalese. They include two major criminal justice changes, benefits for powerful public employee unions, punishment for cities that shun legal marijuana and a new state agency with vast new powers to crack down on banks and other financial institutions. The latter is contained in Senate Bill 819, which not only folds existing financial regulatory agencies into a new Department of Financial Protection and Innovation but would enact a California Consumer Financial Protection Law to “protect Californians from financial abuses in the marketplace for financial products and services.” The newly empowered agency would, it’s said, fill the vacuum left by President Donald Trump’s pullback on federal financial regulation. The most sweeping of the criminal justice changes, embodied in Senate Bill 823, would repeal a new law that shifts handling of juvenile offenders from the Department of Corrections and Rehabilitation to a new department under the Health and Human Services Agency. Instead, under SB 823 the state would rid itself of all juvenile offenders and shift their care and confinement to counties. The proposal originated with Gov. Gavin Newsom on the theory that keeping juvenile offenders close to their families would result in better rehabilitation outcomes, but counties have not yet agreed to accept the responsibility, even though they would receive state funds. Another measure, Senate Bill 824, would eliminate 23 fees now imposed on those convicted of crimes on the rationale that forcing them to pay fees while facing fines and possible imprisonment amounts to taxes on the poor. Provisions found in other late-blooming trailer bills: • Senate Bill 820, a very long and detailed “omnibus education bill,” furthers the union-led drive to hamstring charter schools by putting a lid on payments to charters that offer remote learning rather than through classrooms, even though most public schools are teaching remotely these days. Letters to the Editor Let’s clean up our county EDITOR: heriff D’Agostini, is there any reason you are not utilizing the “free” help of non-violent, misdemeanor/traffic offenders (inmates) to clean up our fair county? I know that system has been used in the late 1980s, 1990s and early 2000s as I worked in the jail during those years. Our county is a disgrace with the garbage on the Highway 50 corridor and other main roads (Highway 49, Mother Lode Drive, etc.). I think some inmates would rather be using their time in custody for something good and useful instead of sitting and watching TV all day long. Caring is a human emotion EDITOR: ever in my memory has a sitting president failed to show up for a citizenry in the midst of a crisis. Until now. When George W. Bush flew over New Orleans after Hurricane Katrina we didn’t feel the love but it is what presidents do after all. They pretend to care. Especially when it’s election time. Instead the Donald threatens to cut funding from California for the lack of enthusiasm its residents show for his agenda. Fewer Californian voters means less support for the opposition to Trump, I suppose. California has been a blue state and our vote for Trump in the 2016 election didn’t turn the tide in his favor. We won’t make that mistake again. For those of you who believe that being a Georgetown resident means flying a Trump flag, think again. Earlier state taxpayer-supplied medical research funds were spent without accountable result — No. Proposition 15: While this proposition claims to provide additional funding for schools, it is actually a plan to alter Proposition 13 by reassessing commercial, industrial and some agricultural property as a funding source. This is the Prop. 13 split roll initiative — No. Proposition 16: This affirmative-action initiative would extend preferential treatment to people of some races by holding higher standards for people of other races — No. Proposition 17: This restores the right to vote to 40,000 formerly incarcerated Californians — No. Proposition 18: Permits 17-year-olds to vote in primary elections if they turn 18 by the next general election — No. Proposition 19: This measure sounds so good until you find out how it is funded. It is funded by reassessing farmland upon a farmer’s death. This means farms that have been in the same family several generations would be hardest hit — No. Proposition 20: Authorizes felony sentences for some crimes that were changed to misdemeanors by AB109, Prop. 47 and Prop. 57 such as raping an unconscious woman — Yes. Proposition 21: Expands the authority of state government to enact rent control on residential property — No. Proposition 22: Corrects part of AB5 by permitting delivery drivers to work part time — Yes. Proposition 23: Forms a state agency to regulate kidney dialysis clinics — No. Proposition 24: Amends consumer privacy laws. This creates another state agency — No. Proposition 25: This referendum is worded more obscurely than the 2018 gas tax repeal. A no vote repeals SB10 and supports the return of bail bonds — No. Except for measures 20 and 22, these measures continue the intrusion of big government in our lives. To keep government small and local, we recommend to vote no on every proposition except 20 and 22. These propositions are far more complicated than this brief letter portrays. Constitution? Guess who supports this legislation? Government worker unions like the SEIU and all the teachers unions. Then you can add in the Sierra Club, too. They want more of your money so government employees like DMV workers can get raises. There also is the “small” problem of CalPERS and its underfunded pension liability (it also falls on the taxpayers’ shoulders) of more than $150 billion. It’s more than a trillion dollars when you add all the county pension plans that are not part of CalPERS. But here is the real problem with confiscatory taxes like these proposals: COVID-19 has shown us we don’t need to go to a central place to work with respect to many service and high-tech industries. Many businesses found their employees more productive at home. Much of the workforce is telecommuting. Workers from the Bay Area are moving to El Dorado County where housing is half the price or less. Some people are moving out of state. I know one person who moved from Los Angeles to Florida while maintaining their job in the

legal industry. Everything is done electronically with the same keyboard and computer. That person thanks Al Gore every day for the internet. There are no personal income taxes in Florida and property taxes and housing costs are much less. So is gasoline. Yeah, they have a hurricane every 10 years, but there are no earthquakes, wildfires or brownouts. Even if these taxes don’t pass, there will be an exodus of high-paid workers from California. They know California is going to get worse under these leftist Democrats. They will telecommute to their jobs and maybe their companies will relocate to low tax states, too. A big growth area has been Vancouver, Wash. Washington has no state income tax and since it’s on the border with Oregon, most residents shop in Oregon where there is no sales tax. Utah has residential property taxes that are about half of California’s and a maximum state income tax rate of less than 5%. The net result of these proposals will be an even greater drop in tax revenues further creating the need for

Eviction ban extended Dawn Hodson Staff writer Last week Gov. Gavin Newsom signed the COVID-19 Tenant Relief Act of 2020, legislation that prohibits the eviction of renters with genuine COVID-related hardships but reopens the unlawful-detainer process for tenants who cause problems at the property. The legislation, Assembly Bill 3088, was signed into law Aug. 31 shortly after passing the Assembly on a 60-8 vote. Earlier that day the bill cleared the Senate on a 33-2 vote with five abstentions. The law took effect immediately. The bill bans the eviction of tenants who did not pay their rent between March 1 and Aug. 31 because of the pandemic. The bill also bans evictions for those same tenants through Jan. 31, 2021, but only if the tenants pay at least 25% of the rent owed during that time. By one estimate, as many as 5.4 million California renters were at risk of eviction once the current eviction freeze imposed by the courts expired Sept. 1. The legislation does not forgive missed payments. Landlords can ask a judge to order the tenant to pay the rent back but they can’t ask a judge for an eviction solely for not paying rent in full. Tenants would have to sign a “declaration of hardship” under penalty of perjury that says they have experienced a financial hardship directly related to COVID-19. Wealthy tenants — defined as earning a salary of at least $100,000 or 130% of the

area’s median income, whichever is higher — would have to show proof that they cannot pay. The “declaration of hardship” has to be filed within 15 days of getting a notice to pay rent or move out. The bill does not halt foreclosures for landlords whose tenants have stopped paying rent but it does extend some state protections to rental properties of four units or less — protections previously only available to owner-occupied homes. The measure imposes damages of $1,000 to $2,500 on landlords who illegally attempt to force tenants to move out without going through court. Provisions in the bill also would prohibit landlords from retaliating against tenants with COVID-related hardships by using other reasons as a pretext for eviction. Some counties have eviction moratoriums in effect, although local repayment of back rent provisions would be changed to March 1, unless they’re earlier. El Dorado County has no eviction moratorium in place. Although not incorporating everything its supporters or opponents wanted, Newsom praised the legislation during a press briefing Aug. 28, saying the compromise would help small landlords and “millions of people who are at risk of eviction.” The Southern California Rental Housing Association released a statement in reaction to the legislation, saying it does not provide rental income assistance and does not guarantee landlords will ever get the money they are owed.

Oak Hill’s $6,000 portion has been used to rent space for talks, pay for several mailings of material directly to residents, create educational banners and seed a reflective sign fundraising effort. With the grant funds running dry in September the council will rely primarily on email subscriptions to continue reaching residents. There will also be a push for smaller neighborhood meetings, once gatherings become doable again. These meetings will focus on the topics of roadside clearance, local evacuation routes and ways to improve home resiliency. As for many areas of the county the Oak Hill area is rife with narrow, oneway roads, making evacuation during a wildfire challenging. Mark Leighton, evacuation committee chair, is hoping to take several approaches to address this major concern of residents — from helping homeowners hash out exit routes and barrier issues, to looking at easement simplification and even the possibility of new roads. A new committee is in the works between county fire safe council members and county agencies. Leighton is hopeful that together they “can come up with some plans, ideas and projects that actually create alternative evacuation paths for so many in our community.”

It should be noted El Dorado Irrigation District and just about all surrounding counties have more lucrative and expensive retirement plans than El Dorado County does, he added. “The huge increase in CalPERS costs is going to adversely affect our fire districts as they continue to attempt to provide fire and emergency medical services in our county,” Harn continued. “The county needs more tools and options that are not currently available to reduce these unaffordable

and insurmountable unfunded obligations,” he said. “The Board of Supervisors should seek the assistance of California State Association of Counties, CalPERS and our representatives in the Legislature so that changes in state law and CalPERS policies will provide better options to enable us to reduce these unaffordable obligations. What we can do locally now is work to set aside significantly more funds in our reserves to help cover these costs in the future.” Harn also noted that getting out of CalPERS is not an option at this point. Included in CalPERS’ most recent report was the price to withdraw from CalPERS; more than $1 billion.

Motorists should expect one-way traffic control from 7 a.m. to 5 p.m. today and Thursday and 7 a.m. to noon Friday, with delays up to 20 minutes. Continuous one-way traffic control is scheduled to begin at 8 p.m. Sunday, Sept. 13, to demolish the existing structure. A full closure of Highway 50 is set to begin the morning of Friday, Sept. 18 for up to two weeks to install seven precast, prestressed 96-foot bridge girders and associated work. Other areas of Placerville also had power and some businesses that did not were able to open on generator power. The power shutdown affected traffic signals as two of the three traffic signals in Placerville on Highway 50 flashed red, turning it into a game of chicken as motorists ventured into the heavily trafficked corridor. Other traffic signs elsewhere in the county were also affected. Predicted high winds were a major factor in PG&E’s decision to shut down the power. The National Weather Service issued a red flag warning which was expected to remain in effect until noon Wednesday with north to northeast winds of 15-30 mph predicted and gusts up to 45 mph in the Central Valley. North to east winds of 20-35 mph were predicted for the mountains and foothills with gusts up to 55 mph. Wind gusts predicted for El Dorado County were considerably lower for the period Tuesday through Wednesday. According to the National Weather Service, in Placerville wind gusts were predicted to reach a high of 14 mph, in Camino 15 mph, in Georgetown 13 mph and in El Dorado Hills no more than 12 mph. Daytime humidity is predicted to be between 5-15% percent and maximum overnight humidity predicted to be between 15-45%. Overall 22 counties were affected by PG&E’s early Tuesday shutoff including Alpine, Amador, Butte, Calaveras, El Dorado, Humboldt, Kern, Lake, Lassen, Mariposa, Napa, Nevada, Placer, Plumas, Shasta, Sierra, Siskiyou, Sonoma, Tehama, Trinity, Tuolumne and Yuba.

Animal Hospital. “Normally you’ll see horses starting to slow down in their late 20s or so,” said Ekelund, who helped care for Beetle Bailey and in fact held the horse’s head as he was put down. “They are lucky if they get into their 30s. “Beetle was very spoiled — and he loved his carrots.” Ekelund was more than happy to provide that favorite treat, so deserving of a horse that was described by everyone with one shared word: sweet. “He was sweet and he had a heart of gold,” said the vet technician. “And he was a working machine, always ready and willing to do his job. Nothing slowed him down.” And Ekelund would know, having served as veterinarian technician for the Highway 50 Association Wagon Train and for the Pony Express reenactments, along with making sure the horses were fit and happy as they pulled duty with Wiser Stage Lines in Old Hangtown. While many tourists and locals alike probably recall the black beauty that seemed to dance his way down Main Street as he helped pull the stagecoach, looking at himself in the stores’ windows and virtually preening as he pranced by, Jet wasn’t the only star of the show. And that dark and handsome fellow likely realized he owed quite a bit to his pard, the steady, hardworking and yes … sweet … horse that always won hearts as best supporting star. “Jet could get a little bit cranky, I guess is the nice way to put it — while Beetle Bailey was a nice horse to drive and had a work ethic that had him giving more than what you needed,” reflected Dan Ditrich of Shingle Springs, one of the crew that helps Davey Wiser with the stage rides. In fact, Ditrich, in his mid60s, just might be the driving force that keeps Wiser Stage Lines going, according to Davey. “I’m going to be 79 in November,”

said Davey, providing another possible reason he may not share his life with another horse. “I’ve got to think about that.” That’s just a lot of clip-clop, according to Ditrich. “Davey’s still a kid,” said Ditrich. “He’s fine — crying about nothing.” Tough cowboy talk aside, Davey said he would be happy to have Ditrich take a firmer hand to the stage reins, should things come to that. “He has a real heart for it,” Davey said. “He took right to driving the stagecoach, with a big smile on his face.” Ditrich and Slate Creek’s Ekelund both said they hope to see the stagecoach rides fired up again near the Bell Tower downtown, once the world gets back to normal and no longer under the dictates of the coronavirus. Ditrich, a longtime member of the Highway 50 Association Wagon Train outfit, brings his own horses to help with that event and with the stagecoach. He recalled Beetle Bailey always was a good fit with whatever other horse or horses toiled beside him. “It didn’t matter — he was a good guy who worked with anyone, fit in with any other horse — and that’s pretty amazing for the kind of hard work that he did. “He was just a good old guy.” Davey’s wife Sherry knows what a good old guy Beetle Bailey was, having been the main caregiver for the last few months of the horse’s life. “I would look out every morning and see him in the back yard, the corral,” Sherry reflected. “He was so close to the house, part of the family.” And how would she describe that member of the family, the dark bay workhorse who with little fanfare, no desire to steal the show, quietly impressed everyone around? “He was very sweet.”

o matter rain or shine or global pandemic, Hands4Hope put on an amazing leadership camp with 63 youth in attendance. The camp was themed Retreat Island and had both a safe, in-person component plus virtual workshops and teambuilding activities. The Hands4Hope Education Team, along with the Youth Board Executive Committee, planned and hosted two camps — one for middle school leaders and one for high school leaders. Traditionally, camp is a time when all the high school and middle school leaders come together to learn more about each other and how to lead their peers through the stages of service learning. The Hands4Hope Leadership Camp happens once a year and is usually held for multiple days at Coloma Resort in conjunction with Coloma Outdoor Discovery School, but this year looked a little different. The camp hosted youth leaders from 12 local middle and high schools, with 51 leaders attending the in-person, half-day retreats and

Barton Foundation grant to benefit troubled youth Dina Gentry El Dorado County Office of Education In August the Blue Ridge Court School at the Juvenile Treatment Center in South Lake Tahoe was awarded a $5,000 grant from the Barton Foundation. The grant will help the program address mental health and substance use issues that are prevalent among the students. These young people have overcome the effects of Adverse Childhood Experiences (ACEs) that have created complex and serious mental health and related physical health issues. The Barton Foundation annually awards grants to nonprofit organizations. Blue Ridge has served students in the Tahoe region and several other counties since 2004. The program serves approximately 100plus students per year. “We are grateful for this opportunity to enhance our focus on social-emotional learning, especially during this time of COVID-19 that has added new stressors,” said Principal Carey Buchannan. “Students everywhere are struggling in various ways and our students at the Juvenile Treatment Center are no

tarting the first week of September, lower-elevation vineyards in the mountain AVA of El Dorado (1,100 to 1,200 feet) officially launched the 2020 crush with their rosé and sparkling picks. By the end of the week most vintners below 2,500 feet are on to what Chuck Mansfield of Goldbud Farms vineyard management company describes as “the next dance — hearty white varietals such as viognier and chardonnay and the sensitive reds, like grenache and gamay.” By the third week in September, even the highest-elevation (2,900 to 3,000 feet) wineries like Miraflores Winery and Kehret Vineyards will be in full pick. One of the exceptions to the regional timing is Gwinllan Estate in the Fair Play region, producers of Méthode Champenoise sparkling wine. They picked chardonnay at 18 brix in mid-August for its maiden Blanc de Blancs. In the northern part of El Dorado County, usually referred to as Camino/Fruitridge and home to the busy tourist destination Apple Hill, some vintners are coordinating the stone fruit and apple harvest with the wine grape harvest. Edio Vineyards at Delfino Farms grows wine grapes and apples while tending to the legendary bakery on the estate. This is the inaugural harvest in their new winery. Co-owner Christine Delfino, while christening their first load of grapes, breathlessly described the scene: “Apple Hill tourist season is starting, apple harvest is starting, grape harvest is starting, first time managing both the bakery and tasting room ... everything will be fine. Let me know when it’s December.” El Dorado has experienced mostly moderate weather in 2020, with two uneven events. Chaim Gur-Arieh, owner/ winemaker of C.G. Di Arie Winery, said early rains brought a lot of weeds, vine shoots, and

A heat spike in mid-August bumped up veraison but did very little to change picking dates. Yields and timing are close to normal. Paul Bush, winemaker/owner of Madroña Vineyards and Rucksack Cellars, said, “Grapes are coming in with great acid and generally very nice uniformity. Hopefully temperatures will cool significantly in the next week, elongating our harvest.” Cool breezes flow down from the Sierra into El Dorado AVA during the evenings, but the granitic and volcanic stones and soils hold warmth from daytime heat, preventing vines from shutting down from cold temperatures. With conditions like this fruit has long days to hang for bright fresh reds and brisk, crisp, well-structured white varietals. Starfield Vineyards’ owner/winemaker Tom Sinton takes advantage of these conditions by picking all his white grapes and most of his reds at night until late September, when temperatures get cooler. Doing this, he also avoids overripening and a caution against possible smoke issues.

Dodging the smoke bullet As of the beginning of September, El Dorado AVA remains wildfire-free, although evidence of the valley and coastal

fires in Northern California is prevalent with the smell of smoke. “We’ve had more than this level of smoke in the past, possibly worse in 2015 and 2018, yet the wines from these vintages have shown no sign of smoke taint,” said Jonathan Lachs, owner/winemaker at Cedarville Vineyard. “It is generally known that smoke taint impacts vineyards closest to the source of smoke or proximity to an actual fire.” Helpful is that fact that in El Dorado AVA, dense cold air flowing downslope from the Sierra moves in under the layer of smoky air and pushes it out. That’s why there isn’t a heavy layer at the vine level. Mansfield said that while “some smoke has moved into the region; nothing has been thick or smelly.” In a proactive move to protect their grape buyers, Goldbud Farms is sending many grape samples in for analysis for smoke taint. “To date, results have come back far below the threshold level where smoke is noticeable and buyers haven’t refused any fruit,” Mansfield added. “I’m cautiously optimistic because so far cool air has been moving in and out like fog this year.” “If things change before we’re done harvesting, we’ll change ■

2020 is New Morning Youth & Family Services 50th year anniversary. Throughout the year there will be 50 years’ worth of stories about the New Morning Shelter. Readers will see stories from staff and board of directors as well as stories about the children who the agency has served through the eyes of the staff and some stories directly from the clients.

didn’t have the best upbringing. I lived on the East Coast in an upper-middle-class neighborhood. My sister and I went to some of the best public schools in the country. But with everything we had, we lacked a loving home. My father traveled a lot for work and was very detached from the family emotionally. My stepmom stayed at home and made sure everything was perfect for my father when he came home. There was a lot of turmoil in our household. There was yelling, crying and anger on a daily basis. My sister and I were on “restriction” every other week for not doing chores properly, cutting vegetables incorrectly for the evening’s dinner or not wringing out a sponge in the kitchen sink. meant up to a week locked my bedroom — no communication with anyone and eating dinner alone. I could go to school but had to be back home immediately afterward. I was allowed to listen to records and draw. I was deeply depressed and often thought about suicide. I would go on starvation diets because it was the only control I had. After leaving home for college, I never went back. I spent many years in therapy and worked on myself to get healthy. As an adult, it was important to me to give back to children who had troubled upbringings. I am honored to work for New Morning. They do good work in our community for our troubled kids. For 50 years New Morning has provided a safety net of services to youth and their families in El Dorado County. These services include the only 24-hour Emergency Youth Shelter in the county for homeless, runaway and in-crisis youth. We provide professional counseling services to children age birth to 18. New Morning supports children and youth who are victims of abuse, struggling with alcohol and drug issues, experiencing trauma and facing school failure. We provide parent education; assist youth who are aging out of foster care; and provide Latino Outreach services.

learning a wide variety of tools. Youth were taught about their specific roles as leaders and how to go through the service project planning process. In traditional Hands4Hope style, there was more than just discussion; camp included a lot of fun and safe games, like squirting others with water guns if they answered questions incorrectly and pool-noodle charades. The most important aspect was learning about the peers these teens would be working with. The majority of leaders expressed their favorite part of camp was being able to connect with their school club leadership teams. As one participant explained, “(It is) crucial to get to know your team so you can feel comfortable working and collaborating with them in the future.” A huge aspect of Hands4Hope is teamwork and communication, and the basis for this had been established at camp. School clubs and afterschool committees will continue to build off of this foundation throughout the year. Although in-person camp has been the norm for many years, times have changed — and so has Hands4Hope. This year clubs and committees will generally have their meetings over Zoom and use virtual platforms, as they have been doing for the last few months. Because of this, it was appropriate to design the majority of training on Zoom. Navigating and exploring Zoom features like breakout rooms and polls gave campers the experience of meeting with those who shared similar strengths, those they would be working alongside as well as new leaders from other schools they’d never met. Since leaders will be using Zoom to hold their own meetings, the main goal was to show them how an engaging Zoom meeting could be held. Oftentimes, during a Zoom meeting participants have wanted to press the “Leave” button and the main goal this year is to keep the school club and after-school committee participants excited to come to Hands4Hope meetings (even if they are digital). Each club and committee was assigned the task to prepare for and then present a mock meeting to other leaders, which proved to be quite popular. All the high schoolers and middle schoolers found the mock practice meeting useful. Leaders can now use the experience from digital camp on Zoom and translate it to how they can run their own club meetings virtually. Camp wouldn’t have been possible without the hard work of the Hands4Hope Education Program staff and the youth leaders of the

Youth Board Executive Committee. With six youth and three adults, the planning team put in a great deal of thought into this year’s camp. Devising fun and efficient solutions proved to keep everyone safe during the in-person portion. Something all campers enjoyed were the pool noodles each person received, which also helped enforce social distancing. There was one rule: not having your pool noodles touch another’s. They also delivered s’mores to every camper, so they could have a “campfire” over Zoom. Additionally, they had to think of ways to engage and get leaders to participate in Zoom, which was done through discussions about everyone’s unique top five strengths and personal values. Even though the planning team had to completely revamp the schedule, they did it in a way that incorporated the traditional aspects of camp, as well as new, creative strategies for a virtual camp. It was so great to see everything come together. Ultimately, the most rewarding thing was making meaningful connections with fellow leaders. Despite 2020 being less than ideal, Hands4Hope leaders will continue to look for creative ways to plan service projects and help fill unmet needs in our communities while being flexible and safe. The Hands4Hope – Youth Making A Difference Youth Board is the advisory board for Hands4Hope. Members ensure youth voice leads the way when making decisions related to new volunteer and outreach opportunities. In addition, the youth board provides the means for youth leaders across schools to network and share information. Finally, the board selects a nonprofit to support with an annual fundraiser held each spring. The youth board is composed of all presidents, vice presidents, chairs and vice chairs from each club and committee in the Hands4Hope Education Program. In total there are typically 24 youth who sit on the youth board, which is led by the Youth Board Executive Committee — a president, vice president, secretary, treasurer and two Hands4Hope interns (one for El Dorado Hills/ Folsom and one for Placerville). Hands4Hope — ­ Youth Making A Difference is a nonprofit, youthdriven organization with the mission to inspire and empower youth in leadership and service. Hands4Hope offers hands-on education and community engagement opportunities to youth from kindergarten through 12th grades through school-based and after-school programs in Sacramento and El Dorado counties. Since 1960, the Department has approved, planned and constructed a system of water storage and transportation and power generation facilities (the Project). Currently, Project water is conveyed across the SacramentoSan Joaquin Delta through the natural channels of the Delta formed by the confluence of the Sacramento and San Joaquin Rivers, as those channels have been modified over the past 150 years. In recent years, the Department has undertaken to develop a comprehensive plan for the effective delivery of Project water across the Delta. The Department is currently undertaking environmental review and related planning and design activities regarding potential new Delta conveyance facilities.
