of questions around what’s going to happen when schools are able to open and what’s going to happen when institutions of higher education are open. “(I)t seems unlikely that we will be able to get past Tier 2,” May said. “But… anything’s possible. We just don’t know what that epi curve is going to look like coming into the fall.” The county has seen an increase in the number of children testing positive for COVID-19 in recent days even though schools here have not reopened for in-person instruction. In the last three days, 21 of the 110 new cases reported countywide were in the 0-17 age bracket, according to county data. And while no K-12 schools are currently open for in-person instruction, seven schools in the county — all
private or charter — have applied for waivers to allow in-person instruction for children in grades K-6. The waiver requests are available to schools in counties in Tier 1 and must be approved by the county health officer as well as the state. Those waiver requests are currently under review, said May. As for businesses and other activities, several county supervisors indicated they were in no rush to reopen. “I’m thinking about what happened last time when we became eligible to (reopen businesses) and then we pretty much deferred to the state and …. we opened too much too soon and we had a surge in cases,” said Supervisor Jim Provenza of Davis. Neither businesses nor probably schools would benefit if they are allowed to reopen only to have to shut down again, he said. “We are largely a victim of our own
success here in Yolo County,” said Supervisor Oscar Villegas of West Sacramento. The county had done a good job through the spring of controlling the spread of the virus and flattening the curve, enabling it to meet the state’s criteria at the time for reopening. “The public demanded that we open up,” said Villegas. “I agree with Jim; we obviously opened too soon but that was a lesson we were going to have to learn first-hand. It is what it is … Lesson learned. We’re not going to jump right out front again.” May said that’s a lesson the state appears to have learned as well as it switches to a more phased approach to reopening. “The most important thing is to try to use an evidence-based strategy,” said May, adding that “the state basically recognized they opened up everything too soon.”

Assistant U.S. Attorney Heiko Coppola is expected to ask U.S. District Judge John A. Mendez to review the decision to grant Tang’s release. Tang is accused of concealing her alleged ties to the Chinese military when she applied for a visa last year to conduct research at UC Davis and again when she was interviewed by the FBI
in June at her Cranbrook Court apartment in Davis. According to a federal criminal complaint, Tang was issued a J-1 visa on Nov. 5. She entered the United States on Dec. 27 and, according to UC Davis, left the university at the end of June. On her visa application, Tang said she was not affiliated with the Chinese Communist Party and had never served in the military, statements U.S. prosecutors say were false. Internet searches conducted by the FBI revealed a 2019 article about Tang’s medical research, which
included a headshot of her wearing a military uniform that bore the insignia of the Civilian Cadres of the Chinese People’s Liberation Army. In a Statement of Probable Cause, the FBI cited three news articles that list Tang’s employer as the Air Force Medical University in Xi’an, China. Tang faces a maximum of 10 years in prison and a fine of $250,000 if convicted of visa fraud and an additional maximum statutory penalty of five years in prison and a $250,000 fine if convicted of making false statements to the FBI.

Campos and Shannon were on track to face a Yolo County jury next week, nearly four years after the alleged murders, when Shannon’s defense attorney Bob Spangler announced “a development” in the case Monday that would take additional time to explore. “A letter was received by Mr. Shannon,” Spangler said during a court hearing before Judge David Rosenberg, noting that the document was reported to and collected by the Yolo County District Attorney’s Office. “It is now in the process of being evaluated by an expert for authenticity. It is exculpatory in nature as to Mr. Shannon, probably as well as to (Campos).” Spangler then began to detail the letter’s contents — getting only as far as “assuming that it is indeed from Jonathan Froste, it apologizes for” — when prosecutor Kyle Hasapes requested that specifics about the letter be discussed privately among Rosenberg and the attorneys. Afterward, Rosenberg announced that he found good cause to delay the trial. The case is due back

Lola Rios Gutierrez, Enrique’s mother, called the development “complete bulls---,” questioning whether Shannon penned the letter himself in an attempt to avoid trial. “Chandale and his attorney are pulling for any strings so he can get away with murder. I don’t believe one word that comes out of his trash mouth,” Rios told The Enterprise on Tuesday. “If this goes anywhere, others can be at risk of being murdered by him — he will think he can get away with murder and continue doing it.” Meanwhile, Campos’ attorney J. Toney has filed a motion to sever his client’s case from Shannon’s. That matter also will be heard on Sept. 28.
