New Serrano Village lives to see another day
Sel Richard Staff writer More than 100 community members showed up in person and online to last week’s Area Planning Advisory Committee meeting to share their opinions about the prospect of Costco coming to El Dorado Hills. Pre-applications submitted to the county this past April were presented for both sections of the EDH 52 parcel. North of Silva Valley Parkway, a 31,000-square-foot retail component will house five casual dining uses, a gas station and other retail services, possibilities include a dry cleaner or nail salon. Previous iterations included a hotel but the proposed six-building self-storage facility was deemed more feasible and will also offer RV and boat storage. Main access will be obtained through a traffic signal midway along the site on Silva Valley Parkway, with secondary access off the future Country Club Drive extension and emergency access toward the south end of the property. Although not yet triggered for implementation, the four-lane Country Club Drive extension will provide a buffer between the site and existing Serrano residences to the northeast. El Dorado County Planning Commissioners voted down official findings for a denial recommendation of Parker Development’s proposed Serrano Village A14 project last week over heated exchanges regarding procedural impropriety. The new 35.78-acre residential subdivision on the east side of Silva Valley Parkway between Russi Ranch Drive and Tong Road would house 51 single-unit residential lots ranging from 3,760 to 10,362 square feet. Three weeks prior, the commission agreed to a conceptual recommendation for denial of the project pending
with earth-toned colors and some stone materials. “Right now we don’t have specific tenants for the north side,” revealed Tiffany Wilson of RSC Engineering, representative of the EDH 52 owner and applicant. “Costco is our tenant for the south side.” Since expressing interest in the area back in 2018, the Costco proposal has changed several See EDH 52, page A4

Oak Ridge High School students returned to campus last week but still get to snag an extra forty winks as Principal Aaron Palm changed school start times to adhere to a recently passed law that mandates all high schools start no earlier than 8:30 a.m. by the 202223 school year. The new schedule, implemented on a modified basis this past spring, includes a daily school start time of 8:30 a.m., over an hour later than in previous years. School ends at 3:30 p.m. with a midday half-hour tutorial period. Mondays, students are in class from 8:50 a.m. to 3 p.m. after a staff collaboration period, 7:45-8:45 a.m. High schools throughout the district are adopting similar schedules. Palm revealed he had been looking
at making the change long before Gov. Gavin Newsom passed the law. More than four years ago Palm discovered the Stanford University Challenge Success program for schools, parents and communities which teaches strategies to help students achieve healthier mental outlooks. “They have 18 years of research showing that late school starts and tutorial periods dramatically improve mental health in students,” Palm said of studies that demonstrate this not only for high achieving students, but for students of all levels. Palm is now an enthusiastic proponent of the later school start time. “I came 180 degrees on the issue. I used to just think that if kids got to get up an hour later, they would just stay up an hour later,” he admitted. For two years Palm conducted parent surveys and n
